This study analyzed the major revision factors and revision contents for 'Construction-Standard-Production-Rate for Construction Works in 2018. Part 16. Pipe Laying Down and Connection" which was revised by the construction expense estimation standard's middle and long-term plans. The main reasons for the revision was analyzed to be unclear construction scope, limitations in applicable pipe material based on the facility type, labor force mainly composed of ordinary workers, limitations of labor force, and incomplete appropriation standard for the tool rent fee and equipment expenses. Through revision of factors, common items were newly established, organization was revised, the labor force was mainly composed of the technicians, and basis for appropriation of equipment expenses was arranged. In addition, through periodic revision, the appropriation standard for bend and special pipes was set. Consequently, more practical construction cost estimate standard is arranged through revision.

Construction Cost Indices are values for measuring fluctuations in direct construction costs which include material costs, labor costs, and equipment costs for construction operations. In Korea, Korea Institute of Construction Technology (KICT) has been assessing and announcing these indices since January, 2004. The main goals of this paper are to look over the calculation process for those indices and then present the trend in construction costs according to the types of facilities with the past construction cost index data. Also, this paper traces the origin of the occurrence of significant changes on those indices through the further analysis of the trend. In addition, this paper shows the practicality of the indices and the way how to put them to practical use. An alternative estimate method using the indices is suggested for compensating the changes of construction costs caused by price fluctuations.
Purpose: The purpose of this study was to figure out emotional labor, healthy lifestyle, needs for health services of flight attendants and the relationships among needs for health services according to various characteristics of flight attendants. Methods: The participants of this study were 140 flight attendants who work on major and low cost airlines. Data were collected through a questionnaire from 2017 .Jan.~2017. Feb. Data were subsequently analyzed using the SPSS 21 Program. Results: The score of emotional labor was 3.76 surface acting was 3.75 and deep acting was 3.77. The average of healthy lifestyle was 2.41, and the highest was 3.13 of personal relationship and the lowest was 1.91 of eating habits. There is a positive correlation between emotional labor-deep acting and healthy lifestyle. Flight attendants demand health services for physical exercise, stress and emotional labor management, healthy eating habits, emergency treatment, prevention of fatigue, cancer screening, sexual harassment prevention, sex education and etc. Conclusion: These results show that flight attendants need to various interventions for improving healthy lifestyle and reducing emotional labor. It is necessary to develop customized health promotion program suited to their job and general characteristics.
Purpose: The Korean franchise market has undergone drastic growth in recent years. Followed by expansion of franchise business types, relevant legal matters have diversified. Compared to conventional economic laws that focused on resolving problems related to unfair transactions between franchisors and franchisees, more diverse labor laws have emerged recently due to governance and economic dependencies of franchise structure. However, it was found that the business environment of franchisees and working conditions of franchisee employees have not changed accordingly due to the unique structure of franchise business. Though franchisees are entrepreneurs independent from franchisors, they are still under franchising contract with the franchisors. For instance, employees of franchisees have been exposed to malpractices in regard to pay, time, and other working conditions. These malpractices may show the ineffectiveness of current labor laws. Labor management is an important issue for sustainability of franchise businesses. Negative publicity of franchises generated from violating relevant labor laws may have significant negative impact on overall image of franchised brands. However, franchisors should not hold franchisees fully responsible for legal violations in terms of labor management but strive to prevent relevant risks. Thus, the recent amendment in labor law related to increased minimum wage and reduced worktime have called for more attention to effectively implementing the law. Research design, data, and methodology: This study was conducted through a review of franchise-related laws and various institutions and policies. Results: It is further needed for all parties, including franchisors, franchisees, and franchisee employees, to take collaborative actions to improve working conditions of franchisees. Therefore, this study aims to propose appropriate and effective response plans toward recent changes in the Minimum Wage Act, while strengthening sustainability of franchisors, franchisees, and their employees. Conclusions: The proposal mainly contains plans regarding profit-related aids and profit sharing/cost reduction strategies for franchisees, as well as collective bargaining in the franchisor-franchisee relation. More detailed suggestions are included. Conclusions: This proposal may help franchisors and policymakers develop business plans and policies in improving business conditions of franchisees and working conditions of franchisee employees.
This paper is to study globalization motives and strategies of Japanese and Korean industries by analyzing the causes and patterns of foreign direct investment (FDI) of the firms of the two countries during the 1980s and 1990s. First we develop a FDI function from the profit maximizing model of firms. Then we use regression analysis to determine internally driving-out factors and externally-inducing factors. Japanese FDI strategy has gone through three different stages; from natural resource-seeking investment in the 1950s and 1960s to market-expansion investment in the 1970s and 1980s and to a combination of cost-reducing (low-cost labor-seeking) investment and market-penetrating investment in the 1990s. On the other hand, Korean FDI behavior has gone through four different stages; from the learning stage with small investments in the 1970s, to natural resource-seeking investment in the early and mid 1980s, to the growth stage in the late 1980s and the early 1990s, to the maturity stage of the mid and late 1990s. The last two stages were characterized by a combination of cost-reducing investment and market-seeking investment. As a late comer, Korea began its FDI two decades later than Japan, but caught up the patterns of Japanese FDI by the mid 1990s and is in a competing position with Japan. Our findings show that both Japanese FDI and Korean FDI in Asia and other developing countries tendto be in labor-intensive sectors where their firms are losing their comparative advantages at home. The main motive for FDI into these regions is low-cost resource seeking. On the other hand, both Japanese FDI and Korean FDI in the U.S. and Europe tend to be knowledge-intensive sectors where Japanese and Korean firms attempt to internalize transaction and information costs by globalizing its production. The main motive for FDI into these regions is market-seeking. Firms in both countries have increased their investments in Mexico and Western and Eastern Europe in order to penetrate large economic blocs such as the EU and NAFTA area. Korean firms are more aggressive in expanding into new and untested markets than are their counterpart in Japan. Evidence of this can be seen in the scarcity of Japanese FDI and abundance of Korean FDI in Eastern Europe and China.

In order to calculate the quality management cost of construction work, the process must conform to relevant laws and regulations. In details, the cost of the various items such as quality test fee and quality control activity cost are required to be calculated. Regarding the quality management costs, the labor cost is applied to the quality examination fee and the calculation unit quantity in the construction quality management duties. The application of the unit price of the labor cost stipulates that Construction Association of Korea and Korea Engineering & Consulting Association apply the unit price which is surveyed and published. However, in the related laws and regulations, the standard of the quality manager and quality tester is not clear. This accounts for the confusion in the cost of construction management and the cost of labor. In the current law, the allocation standard of quality control personnel is specified according to the size of the construction, but the standard of placement of quality testers is not specified. At the construction site, there is no assignment criteria manpower for quality testers except quality managers, or very little work is being done. The quality control personnel conducts the quality test work to be carried out by the quality tester, and this carrying out heavy work. Therefore, it is difficult to maintain quality control activities. In this study, the labor cost of quality management expenses and the allocation criteria of quality managers and quality testers are established and presented for the purpose of securing the quality of the construction work and preventing the construction work. It is stipulated that the standards of the relevant laws and regulations, which are not clear, should be classified into quality control personnel and quality testers according to the size of the construction. Based on the unit price of Korea Engineering & Consulting Association, the personnel expenses of quality managers and quality testers are proposed to apply the unit price of engineer (professional engineer, specialist, advanced, intermediate, beginner) and skilled technicians (advanced, intermediate, beginner).

Apartment Housing 25 in the field of construction since 2000 collected by types of labor: reinforced concrete, plaster, internal, equipment, electrics communication, the other work. And the performance of labor input was collected in the amount of construction work performed on a monthly basis. After changing the construction period in the standardization work that is 100% of the construction period, the amount was converted into labor ratio by type. Analysis of the input flow rate and the amount of labor conclusions were as follows: (1) The size of the labor rate is reinforced concrete work (38.25%), plastering work (5.10%), internal work (5.67%), equipment work (9.10%), electrics communication (8.76%), the other works (33.12%) and the size of labor rate is the largest work in reinforced concrete work. (2) The peak of labor input ratio was from 52.5% month to 62.5% month. This was when the labor rate of 3.6%. (3) The period month of the largest labor ratio% is 35% month by reinforced concrete construction, and this time it was 2.12% per month labor rate, and reinforced concrete construction is finishing from 65% month to 80% month. This showed the greatest congestion of mutual interference between each works is being continue. The results of this study are the greatest congestion in apartment housing construction has informed the high period(%months), which is essential to a successful project.
The current standard cost for recycling applied under the Extended Producer Responsibility(EPR) institution, is not coping with continuously increased number of obligatory subject items as well as a variety of variable cost changing factors regarding the recycling treatment cost caused by price fluctuation such as increased material and labor cost entirely across the society; changes in recycling treatment process following the developing technologies; and changes in the required work forces and equipments followed by the trends of automated facilities. Despite such various cost fluctuation factors, the current EPR is not coping with the trends, making the re-calculation process difficult, which causes differences between the real treatment cost for recycling. In this study, the analysis was made on main factors affecting on the related cost and the related price changing index was calculated, by conducting the influence evaluation on the standard cost factors of the current standard cost for recycling. Through theses results, more objective standard will be set for the re-calculation of standard cost for recycling to greatly contribute to setting up the midterm and long-term strategies in the future towards efficient institution.
The estimation of costs from industrial accidents is very important because they have a serious effect on individuals, companies, and nation. The department of labor estimates the cost of accidents by using the "Heinrich" method. From that method, the scale of accident cost can be approximately computed, but accurate calculation of uninsured cost is not easy. Therefore, a better method of calculating uninsured cost caused by industrial accident is necessary. This study aimed to construct an estimation method of uninsured cost according to domestic circumstances. The results of this study are as follows: (1) This study derived applicable factors for quantitative estimation of industrial accident cost (2) This study made the equation that the calculation of each item of uninsured cost was possible (3) This study applied the uninsured cost by degrees of disaster to individual items (4) The subjects and types of occurrence in uninsured cost were analyzed and presented. Theses results will provide a basis for further researchers of uninsured cost.
PURPOSES : Most of the traffic surveys are carried out by an inspection method by the manpower. In some cases, the video equipment is used only in some regions when the traffic volume is surveyed. In this case, there is environmental restriction that the road equipment to fix the video equipment should exist. Also, in areas where information such as digital maps and satellite photographs is old or not provided, they are forced to rely on manpower research, but it is difficult to put huge amounts of time and money into the research in places where labor supply and demand is difficult. This difficulty is particularly pronounced in overseas business. METHODS : The purpose of this study is to improve the efficiency of business by using the drones in the traffic investigation through analysis of the cost reduction effect between the existing method and the proposed method in the overseas business traffic survey. The scope of the research is limited to the scope of research, and based on the case of overseas projects, the method of using drone for each research sector is suggested. RESULTS : In the traffic condition survey section, we propose the use of drone for traffic survey and queue length survey, and it is confirmed that there is a cost saving effect of 16% ~ 27% compared with the existing method. In the road condition survey, we propose the use of drones for road surface linear survey, geometry survey, and obstacle survey, and it was confirmed that the cost reduction effect is 39% ~ 93% compared to the existing method. CONCLUSIONS : In addition to overseas business, it is expected that it will have a positive effect on research time and cost reduction by using drone in traffic survey in domestic area where labor supply is not easy or basic data is insufficient.
