비정규직 고용의 규모와 특성 그리고 정책대안의 방향 (The Estimated Size and Characteristics of Irregular Employment Work Force, and the Alternatives against Discrimination)

  • This article discusses the issues of the estimated size and characteristics of irregular employment work force in Korea after IMF economic crisis in 1997. The issues of the estimated size of irregular employment work force originated from different concepts and its operationalizations among the labor economists, despite their utilization of the same labor force data, 'Economically Active Population Survey(EAPA)' collected from Korea National Statistical Office(KNSO). And the issues contribute toward the understandings of the irregular employment and the limits of the EAPA, despite its various usefulness. This article also describes the summary characteristics of irregular employment work force from both sides of labor supply and its demand. The major characteristics of irregular employment work force on the labor supply side appears in the concentration of social minorities, i.e. woman, the aged, lower educated and skilled populations. On the labor demand of irregular employment work force, the majority of it concentrated on the establishments under 10 employees, and probably the important incentives for irregular employment work force of the firms is labor cost efficiency. Finally, this article propose an alternative against the discrimination between the regular and irregular work force.

신.재생에너지 중장기 인력 수요 전망 및 인력양성 방향 연구 (A Study on Demand for Renewable Energy Workforce and HRD Policy Strategy)

  • 신 재생에너지 인력은 신 재생에너지 산업의 지속적인 성장을 위한 필수 요소이다. 본 연구에서는 신 재생에너지 산업의 인력 현황을 파악하고, 신 재생에너지 산업성장전망을 반영하여 2015년 신 재생에너지 인력수요를 전망하였다. 정량 분석방법론으로는 미국 노동통계국(BLS)의 저량접근법(stock approach)을 응용하였다. 또한 설문을 통하여 신 재생에너지 인력 수급 및 인력양성 프로그램에 대한 전문가들의 의견을 수렴하였다. 연구결과 신 재생에너지 산업 부문의 인력수요증가가 2010년에 1.4만 명에서 2015년에 3.3만 명으로 증가하여 연평균 20%에 가까운 증가율을 보일 것으로 분석되었다. 전문가 설문에서는 현재 신 재생에너지 인력 공급량 부족으로 앞으로 우리니라 신 재생에너지 보급 및 산업 성장 목표달성을 위하여 인력 공급대책이 조속히 마련되어야 함을 알 수 있었다. 또한, 적절한 신 재생에너지 인력 양성 프로그램 수준 결정을 위한 노력이 필요한 것으로 분석되었다. 본 연구결과는 향후 지속적인 신 재생에너지 산업 발전을 위한 인력 양성 방안에 활용될 수 있을 것이다.

사업체노동력조사를 활용한 빈 일자리 수 추정에 대한 정합성 연구 (A Study of Consistency in Estimating the Number of Vacant Jobs Using the Labor Force Survey at Establishments)

  • Purpose - The purpose of this study was to investigate consistency in estimating the number of vacant jobs using the two business labor force survey with two different time points of survey. Design/methodology/approach - We studied the cause of the differences in estimating the number of vacant jobs between the monthly sample and the new sample in business labor force survey. Findings - To summarize our findings, As the size of the company increases, the number of vacant jobs in the company also increases, and the probability that the number of vacant jobs in the company is zero decreases. The monthly sample was assessed to have a higher likelihood that the number of vacant jobs in the company was zero and the number of vacant jobs was considerable compared to the local sample. Research implications or Originality - Because local survey sample companies tend to minimize the number of vacant jobs even when they reply under the same conditions, the estimation result of the number of vacant jobs in the current monthly survey differs significantly from the estimation result of the local survey. Divergent "degrees of knowledge of question items," survey methodologies, or investigators could be the causes of the various response trends.

노부모와 동거하는 기혼여성자녀의 시장노동 참여 및 참여 시간 결정 요인 : 기혼여성자녀와 노부모와의 시간자원 이전을 중심으로 (Intergenerational Time Transfers between Married Women and their Co-residing Elderly Parents and their Impact on Married Women's Labor Force Participation)

  • This paper examines the intergenerational time transfers between married women and their co-residing elderly parents, and how they affect married women's labor force participation and work hour. The sample was drawn from the "2004 Time Use Survey" conducted by Korea National Statistical Office and the Heckman's 2-step model was estimated to examine these relationships. We find that women's caregiving time for their elderly parents reduces their likelihood of participating in the labor force. On the contrary, parental time transfers for married women increases the probability of their labor force participation. We find no evidence that the actual hours of paid work is related to the time transfers between married women and their elderly parents. In other words, after married women decide to participate in the labor force, their work hours are not affected by the time spent for parents and time gained from parents to them. Parental income is positively associated with the married women's labor force participation whereas husband's income is negatively related. The married women working in service occupation and earn salaries work longer hours than those employed as laborer and wage workers. Having older parents and owning the second home reduce working hours of married women.

기술집약도별 산업기술인력 수급구조의 특징과 정책적 시사점 (The Characteristics and Perspectives of Industrial Technology Labor-force by Technology Intensities in Korean Manufacturing)

  • This paper studies the supply and demand of Industrial Technology Labor-force(ITL) and analyzes the determinate of ITL shortage in Korean manufacturing. We classified the industry into four categories-high technology industries, medium-high technology industries, medium-low technology industries and low technology industries-based on its R&D intensity like OECD. For the empirical analyses we use a survey data collected from 5,703 enterprises. The key findings are as follows: Firstly, a large majority of ITL is engaged in more technology-intensive industries but the categories that are exposed to more serious labor-force shortage problem are medium-high technology industries and low technology industries. Secondly, in the terms of supply factor, the ITL shortage problems are mainly due to the avoidance of ITL jobs. And the demand point, the reason is that the most of ITL are not researchers but production managers. Thirdly, the cause of imbalance between supply and demand of ITL are different by the technological categories. For example, in the high technology industries, the supply factors, such as average wage and turnover rate played more important role in the imbalance. But in the low technology industries the demand factors, such as per capita sales and the ratio of ITL in all employees were relatively much more important. Based on the findings, we discovered some political meanings such as the necessity to plan various policies to resolve the shortage problem of ITL according to the technological categories, etc.

인구의 경제활동상태 조사방법에 관한 소고 (A Methodological Consideration on Surveys of Economically Active Propulation)

  • 인구의 경제활동상태를 측정하는 방법으로, 평상상태접근법과 현재상태접근법(노동력접근법)의 두가지 만이 있으며, 평상상태접근법을 종전의 유업자접근방법과 동일한 것으로 오해하는 경우를 종종 보고 있다. 이는 유업자접근방법에서 유업자를 평상 일을 하고 있는 자라고 정의한데서 기인한다. 그러나 유업자와 무업자로만 인구를 구분하고 있는 유업자접근방법은 1930년대 세계 대공황을 계기로 실업자 파악이 불가능하고, 조사자, 피조사자의 주관이 너무 개입되는 등의 비판이 제기되어 1940년에 노동력접근방법으로 대체되었다. 이러한 노동력 접근방법이 1947년 ILO의 공식 접근방법으로 권고된 뒤 많은 국가에서 이 방법을 채택하고 있다. 한편 ILO는 1982년에 평상상태접근법(Usual Status Approach)을 소개하였는데, 이는 종전 유업자접근방법과 달리 1년간의 활동상태에 따라 취업자, 실업자, 비경제활동인구를 파악하는 방법이다. 따라서 경제활동인구를 파악하는 방법은 기본적으로 노동력접근방법(현재상태접근방법), 평상상태접근방법, 유업자접근방법의 3가지가 있다. 본고는 이들 경제활동상태를 측정하는 세 가지 접근방법의 차이점과 장, 단점을 살펴보고 또 이들 접근법을 실제 적용한 결과를 분석함으로써 우리 나라의 상황에 가장 적합한 접근방법을 밝히고자 한다. 우리 나라는 근래 산업구조가 근대화되어 농업과 같은 계절성이 강한 산업에 종사하는 인구의 비율이 아주 낮고, 또한 1년 동안의 활동과 특정기간 동안 활동이 서로 다른 인구의 비율이 낮게 나타나는 반면, 인구이동률은 아주 높게 나타나고 있다. 이러한 점을 고려 한다면 우리 나라 경제활동인구를 파악하는 조사에는 노동력접근법을 채택하는 것이 바람직하다. 이외에도 경제활동인구조사에서 채택하고 있는 노동력접근법을 그 모집단이 되는 인구주택 총조사에서도 채택하는 것이 좀더 합리적일 것이다. 그 이유로는 총조사의 결과가 각종 표본조사의 결과를 검증하고 보완하는 벤치마크 기능도 수행하기 때문이다.

여성근로자의 노동시장 및 작업환경 특성 연구 - 성인지적 비교분석으로 통해 본 - (A Study on Characteristics of Labor Force Participation Rate and Work Environment of Female Workers)

  • The purpose of this study is to review the labor force partitpation rate and work environment characteristics of female workers to provide basic information for establishment and implementation of effective policies related to accident prevention and workers health protection for female workers. It was analyzed employment status, work environment and injuries and illnesses based on economic activity census results, compensation of industrial injury and the second working condition survey. According to economic activity census results, female labor force participation rate has been steadily increased, whereas male labor force participation rate has been decreased since 1970. Industrial accident rate has been declined in male workers but that in female workers has been steadily increased even though male workers were higher accident rate than female workers. It was evaluated that female workers are vulnerable to industrial injuries and illnesses in the aspect of their working environment and employment status. Also, Substantial differences between female and male workers in occupational exposure patterns, occupational disease and occupational environments were observed. Therefore it was recommended that special care programs for female workers such as a specialized monitoring and management program should be introduced in the near future.

공문적 분업과 지방 노동시장의 특성에 관한 연구 -구미공업단지 섬유.전기전자산업을 중심으로- (Spatial Division of Labor in Korea and The Characteristics of Kumi Local Labor Market)

  • The purpose of this thesis is, first to present the spatial division of labor in Korea and its mechanism, and second, to elucidate the organic integral relation between local labor market and local community by studing the mechanism that the spatial division of labor is projected into the individual lacal labor marker, and reproduction of labor force process in this local labor market. According to this purpose, the theoretical frame of this analysis is done, the positive analysis is made and Kumi is choosed as its analysis case area. The main data is from 'Survey Report on Manufacturing Idustry Wage Conditions' published by Minimum Wage Council, Ministry of Labour and from the questionnaires and interview on textile industry and electric electronics industry firms in Kumi Export Industrial Estate. The following are the results of this study. 1. The mechanism of spatial division of labor in Korea, seen through the employment structure index, is accelerating the regional discrimination by fixing the regional hierarchisation between Seoul (or Seoul Metropolitan Area as expanded Seoul) and other areas. But it is also developing highly the regional employment structure at the level of technical division of labor, since the spatial division of labor in Korea is leaded by large firms and influenced by the policy for regional development. 2. Local labor market is formed in Kumi area and its delimitation is Kumi city. The employment structure of Kumi local labor market is occupying lower hierarchy division at management hierachical level and occupying upper hierarchy division at the level of technical division of labor, and brand plants of large firs are determinating and dominating this emplogment structure. These bdranch plants of large firs are forming more favorable and stabel labor marker than locally controlled ploants in Kumi local labor market. But the reproduction of labor force process in Kumi local labor market is not fully carried out and leaked into central city, therefore Kumi is now becoming an unstable local community, suffering from large movement of population. This is because Kumi local labor market is found not for itself, but by the state policy and externally controlled plants of large firms, and therefore no potentiality to control and to absorb the exterior influences is built in Kumi local labor market. 3. The case firms A, B have spatial division of labor between decision-making function and production function, and between upper management hierachical labor force and lower management hierachical labor force in internal labor market.

  • 경제활동참가 증진을 위해서는 노동시장에의 참여나 잔류를 어렵게 하는 요인들을 파악해야 하며, 이를 위해서는 개별 인구그룹들의 이질적인 노동시장 참가 양태에 대한 관찰이 우선적으로 필요하다. 본고는 경제활동인구조사로부터 구성한 패널데이터를 이용하여 각 경제활동상태 간을 이동하는 양태, 지속기간, 산업 간 및 종사상지위 간 이동방향 등을 한계노동자그룹별로 살펴보았다. 이와 함께, 경제활동상태 변화의 빈도를 다항로짓 분석(Multinomial logit)을 통해 경제활동상태 변화패턴에 영향을 미치는 요소들을 파악하였다.

  • The construction industry is known for a large number of workers and its high employment inducing effect. Therefore, the survey on the wages of the construction industry is an important basic data for grasping fluctuations according to the survey cycle and establishing future policies, and it is a statistical data having a large impact on related industries. In this study, we intend to conduct a comparative analysis of 'the wage survey in Construction sector,' which is the representative nationally approved statistics that surveys the current construction industry wages, and 'the labor force survey of business establishment'.
