  • In this study, the natural frequency of the actual operating vertical pump in the P combined cycle power plant is measured and the cause of high vibration is determined by using fluid-structure coupled vibration theory. Choosing the vibration reduction plan suited for field conditions and using the numerical analysis verify effectiveness of the plan. The plan is applied to the actual pump and the empirical experiments are conducted.

동경전력 대대적인 절전캠페인 실시!!

  • 일본 최대 전력회사인 도쿄(동경)전력(주)는 후쿠시마 제1원자력발전소 제1호기의 격납용기 보수사실 은폐와 보수기록 허위작성 등의 협의로 2002년 10월 원자력안전$\cdot$보안원으로부터 1년간의 발전정지처분을 받았으며, 이에 대한 책임으로 도쿄전력의 회장(황목호), 사장(남직재) 등 경영간부들이 사직하였다. 또한 원자력발전소의 잦은 고장으로 인하여 국민들로부터 신뢰를 잃고 있다. 이에 모든 원자력발전소에 대하여 철저한 점검계획을 작성$\cdot$실시하는 등 신뢰회복에 심혈을 기울이고 있다. 한편, 도쿄전력은 기저부하를 담당하고 있던 원자력발전소 17기 중 12기가 발전정지 됨으로써 전력공급에 어려움을 겪고 있으며, 특히 금년 3월 이후에는 공급예비율이 $0\%$에 이를 것으로 전망되는 등 전력수급에 비상이 걸렸다. 이르 극복하기 위해 화력발전소의 O/H일정 조정, 부하조절 시행, 대국민 절전 홍보를 대대적으로 실시하고 있다. 이와같이 도쿄전력에서 절전캠페인을 실시하는 것은 1973년 오일쇼크 이래 처음 있는 일이다. 우리 나라도 전력소비 및 LNG 소비의 급증으로 에너지 수급에 많은 어려움을 겪고 있다. 특히 최근에는 미국$\cdot$이라크 전쟁위기감이 고조되면서 국제 유가가 급등하고 있어 ''에너지절약 강화대책 시행'' 등 에너지위기 극복을 위해 전국민적인 노력을 기울이고 있다. 이에 일본에서 벌어지고 있는 절전캠페인을 참고하여 우리 나라의 에너지위기 극복에 조금이나마 도움이 되었으면 하는 바램으로, 그중 일부 ''전력기기별 절전내용''을 소개한다.

Economics of Self-Generation by Natural Gas Industry Using the Mixed Integer Program (혼합정수계획법을 이용한 천연가스(LNG) 산업의 자가발전소 건설에 대한 경제성 분석)

  • Seasonal variation of natural gas demand coupled with rigid and stable import pattern of gas represents the characteristic feature of the Korean Liquified Natural Gas(LNG) industry. This attribute has required a huge amount of investment for the construction of storage facility. Thus, to minimize the supply cost, it is legitimate to reduce storage requirement itself. In this study, we combine three alternative methods to deal with the storage requirement to minimize the supply cost. Those are (1) adding additional storage tanks, (2) inducing large firm customers, and (3) constructing gas-turbine self generation facilities. Methodologically, we employ the mixed integer program (MIP) to optimize the system. The model also consider demand and price-setting scheme in separate modules. From the results, it is shown that if alternatives are combined optimally, a number of storage tanks can be reduced substantially compared with the original capacity plan set by the industry authorities. We perform various sensitivity analyses to check the robustness of the results. The methodology presented in this study can be applied to the other physical network industry, such as hydraulics. The empirical results will shed some light on the rationalization of capacity planning of the Korean natural gas industry.

The Effect of the Demand Forecast on the Energy Mix in the National Electricity Supply and Demand Planning (전력수급계획 수립시 수요예측이 전원혼합에 미치는 영향)

  • The Ministry of Knowledge and Economy (MKE) establishes the Basic Plan for Long-Term Electricity Supply and Demand(BPE) biannually, a governmental plan for the stable electricity supply. This study investigated the effects of the electric demand forecast on the energy mix. A simplified simulation model was developed, which replaces the WASP program developed by the KPX and verified by comparing both results. Three different electric demand scenarios were devised based upon the 2005 electric demand forecast: Proper, 5 % higher, and 5% lower. The simplified model calculates the energy mix for each scenario of the year 2005. Then it calculates the energy mix for the proper electric demand forecast of the year 2007 using the energy mixes of the three scenarios as the initial conditions, so that it reveals the effect of electric demand forecast of the previous BPE on the energy mix of the next BPE. As the proper electric demand forecasts of the year 2005 and 2007 are the same, there is no change in the previous and the next BPEs. However when the electric demand forecasts were 5% higher in the previous BPE and proper in the next BPE, some of the planned power plant construction in the previous BPE had to be canceled. Similarly, when the electric demand forecasts were 5% lower in the previous BPE and proper in the next BPE, power plant construction should be urgently increased to meet the increased electric demand. As expected the LNG power plants were affected as their construction periods are shorter than coal fired or nuclear power plants. This study concludes that the electric demand forecast is very important and that it has the risk of long term energy mix.

[ $CO_2$ ] Recovery from LNG-fired Flue Gas Using a Multi-staged Pilot-scale Membrane Plant (파일럿규모의 다단계 막분리 공정을 통한 LNG 연소 배가스로부터 이산화탄소의 회수연구)

  • In this study, a multi-staged pilot-scale membrane plant was constructed and operated for the separation of $CO_2$ from LNG-fired boiler flue gas of 1,000 $Nm^3/day$. The target purity and recovery ratio of $CO_2$ required for the pilot plant were 99% and 90%, respectively. For this purpose, we previously developed the asymmetric polyethersulfone hollow fibers and evaluated the effects of operating pressure and feed concentration of $CO_2$ on separation performance[1,2]. The permeation data obtained were also analyzed in relation with the numerical simulation data using counter-current flow model[3,4]. Based on these results, we designed and prepared the demonstration plant consisting of dehumidification process and four-staged membrane process. The operation results using this plant were compared with the numerical simulation results on multi-staged membrane process. The experimental results matched well with the numerical simulation data. The concentration and the recovery ratio of $CO_2$ in the final stage permeate stream were ranged from $95{\sim}99%$ and $70{\sim}95%$, respectively, depending on the operating conditions. This study demonstrated the applicability of the membrane-based pilot plant for $CO_2$ recovery from flue gas.

A Study on Comparative Analysis of Socio-economic Impact Assessment Methods on Climate Change and Necessity of Application for Water Management (기후변화 대응을 위한 발전소 온배수 활용 양식업 경제성 분석)

  • In order to resolve the problem of change in global climate which is worsening as days go by and to preemptively cope with strengthened restriction on carbon emission, the government enacted 'Framework Act on Low Carbon Green Growth' in 2010 and selected green technology and green industry as new national growth engines. For this reason, the necessity to use the un-utilized waste heat across the whole industrial system has become an issue, and studies on and applications of recycling in the agricultural and fishery fields such as cultivation of tropical crops and flatfishes by utilizing the waste heat and thermal effluent generated by large industrial complexes including power plants are being actively carried out. In this study, we looked into the domestic and overseas examples of having utilized waste heat abandoned in the form of power plant thermal effluent, and carried out economic efficiency evaluation of sturgeon aquaculture utilizing thermal effluent of Yeongwol LNG Combined Cycle Power Plant in Gangwon-do. In this analysis, we analyzed the economic efficiency of a model business plan divided into three steps, starting from a small scale in order to minimize the investment risk and financial burden, which is then gradually expanded. The business operation period was assumed to be 10 years (2012~2021), and the NVP (Net Present Value) and economic efficiency (B/C) for the operation period (10 years) were estimated for different loan size by dividing the size of external loan by stage into 80% and 40% based on the basic statistics secured through a site survey. Through the result of analysis, we can see that reducing the size of the external loan is an important factor in securing greater economic efficiency as, while the B/C is 1.79 in the case the external loan is 80% of the total investment, it is presumed to be improved to 1.81 when the loan is 40%. As the findings of this study showed that the economic efficiency of sturgeon aquaculture utilizing thermal effluent of power plant can be secured, it is presumed that regional development project items with high added value can be derived though this, and, in addition, this study will greatly contribute to reinforcement of the capability of local governments to cope with climate change.

  • 발전부문 배출권 모의거래는 배출권 거래제 도입시 발전부부문에 미치는 영향 분석을 통해 발전부문의 대응전략을 수립하기 위한 목적으로 2008년에 전력거래소가 주관하여 발전5사(남동, 중부, 서부, 동서, 남부)가 주요 참여사로 하여 국내최초로 국내실정에 맞는 배출권 모의거래를 시행하였다. 모의거래에서는 2가지의 시나리오를 설정하였다. 시나리오 I은 최소발전량 발전, 시나리오 II는 총발전운영계획량과 발전실적량을 일치토록하는 전제조건을 설정하였다. 그 결과 시나리오 I에서 모든 참여사는 최소 조건을 충족하도록 발전하는 전략적 행위로 인하여 전력공급지장이 발생하였고, 시나리오 II는 온실가스 배출량이 적은 LNG발전소의 발전량은 증가시키고, 온실가스량이 많은 석탄화력은 증가 운전토록하는 전략적 행위를 취함으로써 발전원가의 상승으로 인하여 전력가격이 상승하는 결과를 초래하였다. 따라서 향후 우리나라에 배출권 거래제 도입될 경우에 대비하여 전력시장과 연계한 배출권 거래제의 다양한 시뮬레이션이 필요하다.

  • 전력시장에서 예비력, 송전망 설비 유한성, 열병합발전소 열공급, 수요예측 오차, LNG, 국내무연탄의 우선소비 정책 둥에 의해 경제급전 원칙을 완벽하게 지킬 수 없다. 이로 인하여 고연료비 발전기가 제약에 의해 운전될 수밖에 없고 이 제약발전에 의해 시장가격이 상승하고 소비자 입장에서 보면 전력구입비용이 증가하게 된다. 이 논문에서는 2002, 2003년도 국내전력계통에서 발생한 계통제약 발생현황을 지역별, 월별로 분석하고 2002년 대비 2003계통제약 증가원인을 분석하였다.

Development of Predictive Model for Pollutants Emission from Power Plants (발전소의 대기오염물질 배출 예측 모델 개발)

  • From the power plant in a steel plant, environment pollutants such as $SO_x$, $NO_x$, CO and $CO_2$ are emitted by combustion reactions of the fuels which are by-product gases, oil and liquefied natural gas(LNG). To reduce the amounts of the pollutants, it is important to build a predictive model for the emission of the pollutants. In this paper, model that predict the amounts of generated pollutants for the used fuel is developed by using Gibbs free energy minimization method[1] with the temperature correction technique. For some data set, the calculation results from this model are compared with the real emission amounts of $SO_x$, $NO_x$, and the result of the calculation by both ASPEN PLUS which is a commercial simulation software. This model shows good results and can be applied to other power plants.

  • 지진 등과 같은 외부 진동하중에 의해 발생되는 구조물의 진동은 구조물의 독립적 거동뿐만 아니라 지반과 구조물 기초의 접촉면을 통해 상호 영향을 미치게 된다. 특히 LNG 저장탱크나 원자력발전소 등과 같이 대현 상부구조물의 경우 상호작용력은 크게 작용하게 된다. 본 연구에서는 상부 구조계의 단순화된 형태인 기초계의 동적거동을 파악하기 위해 주파수영역 경계요소법을 사용하여 수치적으로 연구하였다. 반무한체 상에 존재하는 무질량 강체 표면기초에 대해 반무한 기본해를 이용하여 동적거동이 고찰되었으며 기존의 해석결과와 비교, 검토하여 본 연구방법의 타당함을 입증하였다.
