An Environmental Impact Statement for Wetlands Conservation (습지보전을 위한 환경영향평가제도)

  • The purpose of Environmental Impact Statement (EIS) is an integral component of decisions on proposed plans, projects, and actions. Adapted from the National Environmental Policy Act(NEPA, 1969) environmental impact statement in Korea has aimed to analyse and prepare the mitigation in the process of big scale development and major industrial planning. During the past 19 years EIS has played the central role for the environmental issues in the process of economic development. Nevertheless EIS act needs some modification in the system as well as in the contents of evaluation process. EIS should be served as decision-making process by assessing environmental issues in the beginning stage of proposed actions. Other consideration was suggested to make EIS system better used for environment conservation.

Type Classification and Functional Assessment of a Dam Lake - In the Case of the Boryung Lake - (댐 저수지 내 습지 유형 및 기능평가 연구 - 보령호를 중심으로 -)

  • This research aims to classify wetland types and evaluate functions of a dam lake. The case study area is Boryung lake in Boryung City. In this study was carried out based upon field surveys, drawing maps and publication, and modified-RAM which can evaluate the general functions and conservation values of wetlands. Eight functions of 2-12 variables each are analyzed for assessing the wetland functions. The analysis shows that several types of wetlands were identified, such as Palustrine/ Perennial/ Hydrophytes, Palustrine/ Perennial/ Openwater, Palustrine/ Seasonal/ Herbal, Palustrine/ Seasonal/ Shrub and Scrub, Palustrine/ Seasonal/ Hydrophye, and Riparian/ Seasonal/ Shrub in the Boryung lake. The average level of functions of the wetlands is very "HIGH", and it is recommended that prompt conservation measures should be taken.

Study of vascular hydrophyte vegetation and biomass in Bigumdo, Shinangun, Korea (신안군 비금도의 관속수생식물의 식생 및 생산량(Biomass)에 관한 연구)

  • A study of the vascular hydrophyte communities and biomass was undertaken in the Bigumdo wetlands, Shinangun, from March to November, 2005. As a result, the vegetation was divided into 14 communities. Among them, emergent hydrophytes consisted of 6 communities, including Miscanthus sacchariflorus community, Phragmites communis community, Typha angustata community, Leersia japonica community, Paspalum disticum var. indutum community, and Persicaria thunbergii community, floating hydrophytes 5 communities including Hydrocharis dubia community, Nelumbo nucifera community, Euryale ferox community, Trapa japonica community and Nymphaea tetragona var. angusta community, free-floating hydrophytes 2 commuinties including Lemna paucicostata community and Spirodela polyrhiza community, and submergent hydrophyte 1 community, including Myriophyllum verticillatum community. Biomass was the highest at emergent hydrophytes and decreased along the life form, in the order like floating hydrophytes, submergent hydrophyte and free-floating hydrophytes. In addition, hydrophytes in the Bigumdo wetland showed the typical vertical zonation pattern like a natural swamp. These results were considered that the wetland of Bigumdo was characterized by the typical structure of aquatic plant ecosystem.

Five new records of monogonont rotifers from Korea

  • Rotifers collected from Duung and Gyeongpo wetlands in Korea were investigated. Five species belonging to five genera in four families of monogonont rotifers were identified: Cephalodella ventripes (Dixon-Nuttall), Dicranophorus grandis (Ehrenberg), Lecane undulata Hauer, Taphrocampa selenura Gosse, and Testudinella emarginula (Stenroos). All these species are new to the Korean fauna, even though they have very wide or cosmopolitan distributions. The present study is the first report on the genus Taphrocampa Gosse from Korea. The taxonomy and distribution of each new Korean record are briefly discussed here. The diagnostic characteristics, photomicrographs and the deposition of voucher specimen are provided for each new Korean record.

Functional Assessment of Gangcheon Replacement Wetland Using Modified HGM (수정 수문지형학적 방법을 적용한 강천 대체습지의 기능평가)

  • Riverine wetlands were reduced and damaged by dredging of rivers and constructing parks in wetlands by Four Rivers Project from 2008 to 2013. Therefore, replacement wetlands were constructed for the compensation of wetland loss by the government. However, It is not enough to manage replacement wetlands. In order to manage the wetlands efficiently, it is necessaty to assess the functions of the wetlands and to manage them according to their functions. Here we performed functional assessments for a replacement wetland called Gangcheon wetland using the modified HGM approach. Hydrological, biogeochemical, animal habitat, and plant habitat functions for the wetland were assessed. To assess the functions, we collected informations for modified HGM approach from the monitored hydrologic data, field survey, published reports and documents for before and after the project, and hydraulic & hydrologic modeling. As the results of the assessment, the hydrological function for the replacement wetland showed 65.5% of the reference wetland, biogeochemical function showed 66.6%, plant habitat function showed 75%, and animal habitat function showed 108.3%. Overall, Gangcheon wetland function after the project was reduced to 78.9% of the function before the project. The decrease in hydrological function is due to the decrease of subsurface storage of water. And the decrease in biogeochemical & pland habitat functions is due to the removal of sandbank around the Gangcheon wetland. To compensate for the reduced function, it is necessary to expand the wetland area and to plant the various vegetation. The modified HGM used in this study can take into account the degree of improvement for replacement wetlands, so it can be used to efficiently manage the replacement wetlands. Also when the wetland is newly constructed, it will be very useful to assess the change of function of the wetland over time.

A Study on the Distribution Characteristics of the Small Village Wetlands in Mountainous Rural Area - Case on Geumsan-gun, Chungnam - (산지 읍면지역 소규모 마을습지 분포 특성 연구 - 충남 금산군을 사례로 -)

  • This study was conducted to identify the distribution characteristics of small village wetlands in Geumsan County, an inland mountain zone, and comparing with Seocheon County, a coastal plain area with different ecological environment characteristics. Using Arc-GIS (v10.1) the village wetland code was extracted to derive the possible location of the village wetland, and the final distribution of the village was obtained by performing indoor judging work based on satellite images, aerial photographs, topographical maps, Korea Land Information System (KLIS), land use level, land cover degree (division), and land use status by local surveying and indoor analyzing. Although Geumsan County (576.66km2) is more than 60% larger than Seocheon County (358.04km2), 607 villages in Geumsan County and 570 villages in Seocheon County are capable of making similar levels of 106.5% of wetlands, but only a fraction of those in Seocheon County were found to be 67.6%. The density of the village wetlands was much lower than that of Seocheon County, a coastal plain area, because there were many mountainous areas in Geumsan County, and most of the wetlands temporarily created for water supply were removed during the analysis phase of the Jeongsa Image, so the actual wetlands of the village were judged to be only two-thirds different from those of Seocheon County.

  • 연안습지의 손실은 국내 연안을 둘러싼 이해상충의 주요 요인이다. 본 연구에서는 이해상충과 관련된 국내 연안관리 및 습지손실과 관련된 상황, 이해상충의 배경 및 특성, 한국의 대규모 습지 훼손사례로 볼 수 있는 시화호, 순천만, 금강하구, 강원도 석호지역에 대한 이해상충의 실태와 조정사례를 근거로 이해상충해결을 위한 조정방법과 절차를 정리하였다.

  • 창원시 주남저수지 일대는 세계적인 철새도래지로 주목받고 있으나, 철새로 인한 경제적 피해로 지역민과 환경보전론자 간의 갈등이 심화되고 있다. 따라서 지역민의 이익을 보호하면서도 환경을 보전할 수 있는 대안이 필요하게 되었다. 지역민의 여론을 조사한 결과 지역민들은 철새 피해를 인정하면서도, 철새를 보호해야 한다고 생각하고 있었으며, 환경을 보전하는 관광 개발의 필요성을 제기하였다. 이러한 주민 의견을 반영하여 본 연구에서는 이 지역의 생태관광개발 정책을 수립하였다.

Prospects of Activated Sludge Process in Japan - Its Past, Present, and Future -

  • Our life totally depends on activated sludgeprocess for treatment of wastewater: sewage and industrial wastewater. Activated sludge process was the epoch-making technology in Environmental field. One century has been almost passed since the process was developed in England, and the process is still on the development of improvement. Here, history of activated sludge process, its mechanismsof treating the wastewater, expectations that we had on the process in the past, and future image and possibility on the process were presented. By reviewing the events related to the process, we can foresee potentials for new possibility of activated sludge process.

  • This paper reviewed effects of global climatic changes on wetland biogeochemistry, Wetlands play key roles in global as well as local material cycle, which includes carbon sequestration, $CH_4$ emission and DOC leaching, Increased air temperature, elevated $CO_2$ levels and changed precipitation patterns are believed to affect those processes substantially by modifying oxygen supply, carbon sources, and decomposition rates. For example, elevated $CO_2$ may increase $CH_4$ emission as well as DOC leaching from wetlands. In addition, interactions of multiple effects warrant further investigation.
