The role of security guard leader, it cannot be too emphatic as security supervisor who are training security guards and leading. It is also important that security guard leader make activity to a profession of private security by a professional training. An object of this study present satisfaction of training and make clear a developing plan positively through a survey about basic training of security guard leader. A method of this study, This paper used theoretical study, literature study and analyzed data of survey. This study will lead a important of private security of korea suggested a developing plan about training of the security guard leader by a following study.

Protection activity is divided by the security measures of preventive action and immediately protective reaction in case of emergency situation. The purpose of this study is to emphasis the importance of prevention when providing security for protectees. What I suggested in this thesis is summarized below. Chapter I which sets out purpose, concept, general remarks are followed 3 steps for conducting security action by Chapter II. Chapter III concerns the classification, security technic of preventive action. Classified involving security information, security action, security measures. It is followed site survey, security plan, detailed procedures, coordinative meeting, previous security action, protective action, review meeting by protective technic. Chapter IV consider effective counter plan method of preventive action. Chater V, conclusion.

The purpose of this study is to explore the underlying causes of the development of private security in the United States. These include the increasing crime rates and fear of crime, the poor performance of public policing, the decentralization of political authority, the increase of mass private property, economic growth and increase of personal income, commodification of security, insurance companies' demand for tighter security and fear of litigation, and historical events such as World War I & II. Based on the findings of this study, it is suggested that no single factor would account for the growth of private security in the United States. In other words, the rapid growth of private security in the United States should be attributed to the interrelated influences of the factors given above. Finally, it might be the contribution of this study that the future development of private security in Korea would be guided by understanding the case of the United States because of the similarities of the developmental process in private security industry of two countries.

한국 경비산업이 출범한지 반세기가 지났으며, 급속하게 발전하고 있다. 민간경비 산업의 영역은 생활안전뿐 아니라 국가안보에도 미치고 있으며, 그 영역은 계속 확장되고 있다. 경비업법은 경비산업과 밀접한 관계가 있으며, 민간경비 산업의 발전과 깊은 연관성이 있다. 1976년에 제정된 한국 경비업법은 일본 경비업법을 모델로 제정되었으나, 이제는 일본에 못지않게 체계를 갖추고 있다고 평가할 수 있다. 그러나 한국 경비업법은 지난 10년간의 경비산업의 수요를 반영하지 못한 채 정체되어 있다. 현행 경비업법의 문제점으로는 많은 사항이 논의되고 있지만, 경비산업의 발전과 직결되는 것으로 크게 네 가지를 들 수 있다고 판단된다. 첫째로, 교통유도경비업무와 같은 새로운 경비업무를 창출해야 한다는 점, 둘째로 과도하게 느슨한 허가기준을 강화시켜야 한다는 점, 셋째로 경비원의 교육체계를 대폭 개선해야 한다는 점, 넷째로 경비지도사 시험제도를 개선해야 한다는 점이다. 이에 이 네 가지를 중심으로 문제점을 도출하는 한편, 그에 대한 개선방안을 제시해 보기로 한다. 학계는 물론 업계 모두가 경비업법의 개정에 관심을 가져야 하며, 본고가 그 작은 계기가 되기를 희망한다.

본 연구의 목적은 시큐리티기업 최고경영자(CEO)의 민간경비에 대한 의식을 분석하고, 그에 한국민간경비의 발전방안을 제시하는 것이다. 특히 중소 규모의 시큐리티기업의 경우는 특히 최고경영자의 의식과 영향력은 크고 빠르게 반영되기 때문에 더욱 중요하다. 시큐리티기업 최고경영자의 민간경비에 대한 의식을 분석한 연구결과는 다음과 같다. 첫째, 경비업에 대한 직업선택동기는 적성에 맞고, 사회적으로 인정받을 수 있어서 선택했다. 그러나 현재 경비업체의 난립과 부정적 이미지 등으로 인하여 불만족하고 있다. 이러한 문제를 해결하기 위해서는 구조적인 문제를 해결해 나가야 한다. 둘째, 경비업은 경제적 요인 못지 않게 사회적 지위, 사회적 인식부족 때문에 저평가 받고 있다. 따라서 경비업의 직업이미지 제고가 필요하다. 셋째, 현행 경비업 법령의 문제점을 지적하고 개정하여야 한다. 넷째, 경비협회의 적극적인 역할이 요청된다. 회원사들은 협회의 정책에 대해 적극 협조하고 있으나 협회의 정책과 운영에 대해서 부정적인 의견이 많다. 다섯째, 경찰은 상징적으로는 민간경비를 치안서비스의 파트너라고 하지만 실제로는 공 사경비간의 협력이 미흡한 실정이다. 여섯째, 시큐리티기업의 CEO들이 방범능력 제고 방안으로 우선 경비원의 사기앙양이라고 한 것은 매우 고무적인 일이다. 민간경비산업의 전망에 대해서는 보통수준의 평가를 하고 있으며, 민간경비가 사회적으로 저평가된 것을 반영한 결과이다.

우리나라 연구개발 수준에 비해 성과를 보호하려는 노력은 이를 따라가지 못하고 있다. 본 연구에서는 정부출연연구기관 연구자의 연구보안의식 수준과 보안교육실태를 파악하고 교육을 활성화하기 위한 제도화 방안에 대해 알아보았다. 37개의 미래창조과학부 산하 출연(연) 연구보안 책임자 및 실무자를 대상으로 설문조사와 심층인터뷰를 실시하였다. 조사결과, 출연(연) 연구원의 보안의식은 보통이하 수준이며, 보안의식을 높이기 위해 교육이 필요하며, 보안교육을 효율적으로 실행하기 위해서는 제도화가 필요하다고 응답하였다. 심층 인터뷰 결과 연구성과 보호를 위해 연구자 대상 보안교육의 제도화, 체계적인 보안교육 프로그램 개발, 기관장의 보안의지 강화, 연구보안 전담인력 및 예산 확보가 필요하다.

1960년대 경제개발5개년계획이 성공적으로 수행되면서 산업이 발달하고 경제가 성장하면서 각종 산업시설이 건설되어 이에 대한 시설방호문제가 대두되었다. 북한의 위협이 상존한 가운데 경찰력은 국내 치안유지를 담당하는 것도 벅찬 실정이었기에 산업시설의 경비문제를 해결하기 위하여 1962년에 청원경찰제도를 도입하였으나 제도의 비현실 때문에 활성화되지 못하고 1973년에 전면 개정되었다. 1970년에 들어와 경제성장과 함께 산업화, 도시화가 진전됨에 따라 인구의 도시집적 등의 불이익의 하나로 범죄 문제 등이 야기되어 치안수요가 급격히 증가하였다. 따라서 치안 당국은 준경찰력 확보방안의 일환으로 용역경비업법이 제정한 것이다. 그동안 성장산업으로 괄목할만한 성장을 거듭해온 경비업계가 새로운 도약을 하기 위해 방향을 설정하기 위해서는 지난날을 반추하고 성찰하는 기회가 필요하다. 본 연구의 목적은 한국 민간경비의 제도적인 기틀이 마련된 1970년대의 민간 경비를 둘러싼 사회적 환경을 분석하고 민간경비에 발전적인 계기가 되는 중요한 요소들을 체계적으로 분석하는 것이다.

Private security industry employers in Korea has not concerned with the importance of training and education by lack of recognition and has been passive about qualified guards. And the authorities supervising and the administrating the guards has not recognized the importance of private security and has neglected the training of the guards. Korea has been operated the guard-instructor system for the acquiring the specialization of the security personnel since 1997, but there has been many problems. This study reviews the guard-instructor system in Korea comprehensively and suggests the efficient operation method of that system.

This study presents a plan of construction for cooperating crime prevention system between public police and private security to provide positive safety, and crime prevention activity for clients. A method of this study, this paper used statistics analysis and literature study. This study, an introduction is at the chapter I , a role of public police and private security at the Chapter II, the realities of private security industry of korea at the Chapter III, the police service relating with private security and operating realities at the ChapterIV, the problems and a plan of construction for co-operating crime prevention system at the ChapterV, and conclusion at the ChapterVI. In conclusion, It is needed a public information strategy, partnership between the police and guard, establishment of special office for private security, and the improvement of the quality in security corporation.

본 연구는 한국경비협회의 실태를 파악하고 협회의 역할과 보완에 관한 제언을 하고자 일본전국경비업협회를 소개하고 비교 고찰하였다. 일본의 전국경비업협회와 우리의 한국경비협회 간의 비교를 통해 그 도입을 긍정적으로 고려해 볼만한 것으로서는 여러 가지가 있지만, 무엇보다도 일본 전국경비업협회에서 특이할만한 사항으로 교통유도경비원제도와 찬조회원제도, 전 경찰고위직 출신의 전무이사와 상무이사가 실질적 운영을 한다는 것을 들 수 있는데, 이는 재정의 충원과 경찰과의 관계증진 효과의 제고를 높이기 위한 것이다. 우리도 이러한 경찰과의 관계증진과 더불어 다양화된 활동의 범위를 모색할 필요가 있다. 그리고 일본 전국경비업협회는 자격증 취득 후에도 기타 여러 가지 교육으로 업무의 효과적 대응을 위한 재충전을 해주고 있다. 즉 관련자들에 대한 교육을 중요한 업무로서 수행하고 있는 것이다. 결국 한국경비협회에 가장 시급한 문제는 자체 역량강화를 통하여 회원업체에게 유익한 존재가 되어야 한다는 점이다. 단지 외국의 경비협회제도를 모방하자는 것이 아니라 내실화의 다양한 노력이 미래 민간경비시장의 지속적 안정을 도모할 수 있다는 것이다.
