This study attempted to analyze the aspect of seeking a characteristic regeneration of low-rise residential areas through the Urban Regeneration New Deal Project in Seohak-dong Art Village in Jeonju, while the urban regeneration new deal projects are being carried out in various regions, nationwide. Time-series changes in aerial photographs in the study area, age, number of floors, and uses of buildings were examined. The main street structure, lots, and changes in buildings were reviewed, and through this, spatial zones that could extract the unique characteristics of the target area were classified. The characteristics of each area was linked to the proposal of an appropriate regeneration plan through the analysis. This study is meaningful in showing a case of characteristics of low-rise residential areas regeneration plan suitable for the specific region while the number of old low-rise residential areas is increasing.

The sample reuse bootstrap technique has been successful to attract both applied and theoretical statisticians since its origination. In recent years a good deal of attention has been focused on the applications of bootstrap methods in regression analysis. It is easier but more accurate computation methods heavily depend on high-speed computers and warrant tough mathematical justification for their validity. It is now evident that the presence of multiple unusual observations could make a great deal of damage to the inferential procedure. We suspect that bootstrap methods may not be free from this problem. We at first present few examples in favour of our suspicion and propose a new method diagnostic-before-bootstrap method for regression purpose. The usefulness of our newly proposed method is investigated through few well-known examples and a Monte Carlo simulation under a variety of error and leverage structures.

This paper reports the effort for developing this new Unified Manufacturing Instruction Set and its environment, called here UniSet, to deal with difficulties in set up and operation of Flexible Manufacturing Cells, UniSet has been developed as a non-exclusive unified manufacturing instruction set based on com- parisons of the prevailing machine tool and programming primitives. UniSet allows programmers to deal with only one instruction set, if they so desire, in a single coherent enviroment, rather than numerous machine programming languges. The software system is coded in an Object-Oriented Programming (OOP) language, Smalltalk, and derives its paradigm from the OO philosophy. Test results are also includ- ed to demonstrate the applicability of the approach employed.

In July and October of this year, the government announced the 'Green new deal plan within the Korean new deal policy' and 'Strategies for proliferation of future vehicles and market preoccupation'. And, in response to changes in the global climate agreement, it has decided to expand green mobility such as electric vehicles and hydrogen electric vehicles with the aim of a "net-zero" society. Accordingly, the goal is to build 310 hydrogen refueling stations along with the supply of 60,000 hydrogen vehicles in 2022, and the hydrogen infrastructure is being expanded. however, it is difficult to secure hydrogen infrastructure due to expensive construction costs and difficulty the selection of a site. In Korea, it is possible to build a mobile hydrogen station according to the safety standards covering special case of the Ministry of Industry. Since the mobile hydrogen station can be charged while moving between authorized place, it has the advantage of being able to meet a large number of demands with only one hydrogen refueling station, so it is proposed as a model suitable for the early market of hydrogen infrastructure. This study demonstrates the establishment of a hydrogen refueling station by deriving a virtual accident scenario for leakage and catastrupture for each facility for the risk factors in a mobile hydrogen station, and performing a quantitative risk assessment through the derived scenario. Through the virtual accident scenario, direction of demonstration and implications for the construction of a mobile hydrogen refueling station were derived.

This paper proposes new parameterizations of the tilted beta binomial distribution, obtained from the combination of the binomial distribution and the tilted beta distribution, where the beta component of the mixture is parameterized as a function of their mean and variance. These new parameterized distributions include as particular cases the beta rectangular binomial and the beta binomial distributions. After that, we propose new linear regression models to deal with overdispersed binomial datasets. These new models are defined from the proposed new parameterization of the tilted beta binomial distribution, and assume regression structures for the mean and variance parameters. These new linear regression models are fitted by applying Bayesian methods and using the OpenBUGS software. The proposed regression models are fitted to a school absenteeism dataset and to the seeds germination rate according to the type seed and root.

Selectivity estimation for spatial query is curial in Spatial Database Management Systems(SDBMS). Many works have been performed to estimate accurate selectivity. Although they deal with some problems such as false-count, multi-count arising from properties of spatial dataset, they can not get such effects in little memory space.* Therefore, we need to compress spatial dataset into little memory. In this paper, we propose a new technique called MW Histogram which is able to compress summary data and get reasonable results. Our method is based on two techniques:(a)MinSkew partitioning algorithm which deal with skewed spatial datasets. efficiently (b) Wavelet transformation which compression effect is proven. We evaluate our method via real datasets. The experimental result shows that the MW Histogram has the ability of providing estimates with low relative error and retaining the similar estimates even if memory space is small.

After introducing the industry 4.0 policy, Korean government announced 'Digital New Deal' and 'Green New Deal' as 'Korean New Deal' in 2020. We analyzed Korea Institute of Geoscience and Mineral Resources (KIGAM)'s research projects related to that policy and conducted markets analysis focused on Digital Twin and environmental monitoring technologies. Regarding 'Data Dam' policy, we suggested the digital geo-contents with Augmented Reality (AR) & Virtual Reality (VR) and the public geo-data collection & sharing system. It is necessary to expand and support the smart mining and digital oil fields research for '5th generation mobile communication (5G) and artificial intelligence (AI) convergence into all industries' policy. Korean government is suggesting downtown 3D maps for 'Digital Twin' policy. KIGAM can provide 3D geological maps and Internet of Things (IoT) systems for social overhead capital (SOC) management. 'Green New Deal' proposed developing technologies for green industries including resource circulation, Carbon Capture Utilization and Storage (CCUS), and electric & hydrogen vehicles. KIGAM has carried out related research projects and currently conducts research on domestic energy storage minerals. Oil and gas industries are presented as representative applications of digital twin. Many progress is made in mining automation and digital mapping and Digital Twin Earth (DTE) is a emerging research subject. The emerging research subjects are deeply related to data analysis, simulation, AI, and the IoT, therefore KIGAM should collaborate with sensors and computing software & system companies.

The purpose of this paper is to focus on the development of the arbitration system, such as the establishment of the arbitration industry and expanding the scope of arbitration fields. The solution method of arbitration differs greatly from that of the court's trial process. This can be seen in the way of autonomous conflict resolution. Therefore, the role of arbitrator is a very important function. In this sense, it seems necessary to establish a professional arbitrator system. Now the Arbitration Promotion Act has been enacted and interest in the arbitration industry is also rising. It is necessary to deal effectively with new incidents according to changes in the legal environment internationally. In order to do this, it is imperative to train professional arbitrators. A training plan for arbitration manager to assist this is now under consideration. The coming of the Fourth Industrial Revolution and the growth of artificial intelligence (AI) technology will simply stop the uniform way of determining winners by lawsuits. Even in new companies entering new markets as well as overseas companies, assistance from arbitration experts is indispensable in order to effectively deal with international trade disputes that will develop in the future. In addition to fostering the arbitration industry, it is necessary to train experts in domestic and foreign arbitration and arbitration practitioners to provide high-quality legal services. For these human resource development measures, we will explore the subject and procedural methods. The Arbitrators Association should concentrate on these matters and be cautious when focusing on the training of arbitrators and arbitration managers through the selection process. The Arbitrators Association must strengthen the level of new education (designation / consignment). Measures must be taken in order to grant such procedures as well as subsequent steps.

A great deal of attention has been given in recent years to large diameter specimen for evaluation of soft soil characteristics, and many studies and developments of the apparatus for obtaining large diameter undisturbed soil samples are in progress attempting to minimize the disturbance of samples for precise strength and consolidation tests in the laboratory. This paper introduces a new large diameter sampler(over 300mm diameter), which can take prefectly undisturbed sampling at any depths applying a new sampling technique. By comparing the results of consolidation tests it is shown that the samples obtained by this new apparatus are of a superior quality to that of samples obtained by conventional sampler(Nx, 75mm dia.) at the same depths.
