A Study on the Diagnosis and Improvement of Present Superintendent Election and Education Standing Committee System (현행 교육감 선거 및 교육상임위원회제도 진단 및 개선연구)

  • This study is to diagnose the present superintendent election and education standing committee system for improvement based upon Constitutional values of local education system. The findings are the followings. To improve the election system of superintendent it is recommended to maintain present election system rather than change it drastically since the present system ensure relatively more autonomy, expertise, and political neutrality of local education system. However, the qualification such as years of educational experiences of superintendent candidates need to be restored. Regarding education standing committee it suggest that all or at least 2/3 members need to be educational representatives rather than general representatives. For superintendent as well as education standing committee election, it needs to elaborate the vote ballet such as change of candidates name order by voting place to reduce its effects to election results. It also needs to strengthen public management of election such as expenses and TV forums among candidates.

Data analysis of the fourth Jeollabuk-do local election result (제4회 전라북도 지방선거 결과자료 분석)

  • The next local election for Jeollabuk-do will be held in 2010. In preparation for this, we conducted a study to observe whether or not if minute regionalism occurred during the fourth "Nationally coordinated local election" which was held on May 31st in 2006. This study is based on Jeollabuk-do provincial governor election data. For this, we introduced a RS index which is used to measure how evenly each candidate for governor of the province received votes, and chi-statistics that measure each candidate's local intimacy. Further more, we checked out whether minute regionalism occurred or not by putting to practical use correspondence analysis. As a result, we could confirm that minute regionalism occurred to a few candidates. After reviewing many measurements, we found that a RS index's validity is not high.

Election Promises on Library Fields of the Candidates and Implementation of Their Promises of the Elected Heads of Daegu Metropolitan City in the 5th Local Election (대구지역 자치단체장 후보자와 당선자의 도서관 공약 제시 및 이행 분석 - 2010년 제5회 전국동시지방선거를 중심으로 -)

  • This study explored election promises on library fields by the candidates for the mayor, the educational superintendent and the chiefs of districts of Daegu Metropolitan City and implementation of their election promises by the elected heads of Daegu Metropolitan City in the 5th local election of Korea. To do this, election promises of 36 candidates were analyzed by investigating the official gazettes for elections deposited in National Election Commission of Korea. Also, the implementation of their promises of 11 elected heads was analyzed by searching through the official websites, news databases and internet. As a result, election promises and implementation by the candidates for the mayor and the educational superintendent were mostly insufficient both in quality and in quantity. 54% of all candidates for the chiefs of districts presented election promises that were mostly related with construction of public libraries and installation of small libraries. Some elected chiefs actively implemented their promises, while the other elected chiefs did not fulfill their promises.

  • The study was carried out to analyze election regionalism and to find out the spatial pattern of party support drawn in the 18th general election. Strongly biased pattern found to be caused by party strategies and voting behaviour preferring for the local party. Each party employed the strategies such as tactical and nepotic nomination, regional development pledges, and local instigation of regionalism. In consciousness survey done by the National Election Commission, primarily people tend to choose the representative by his(her) party and secondly, they consider their carrier and occupation. They vote for the same party in the local district and proportional representation. While election regionalism strongly found in voting behaviour of each party's main strongholds based on spatial pattern of major party support, voters of Seoul and Chungbuk tend to vote for their interests due to regional development pledges such as 'Newtown' Development and 'Multifunctional Administrative City' construction.

  • We compared and analyzed the relationship between vote intention, vote expectation, and party approval rate using the 19th Presidential Election and the 7th Nationwide Simultaneous Local Election (Regional Local Government Election) poll data. The case study provides an alternative method of predicting the winner using vote expectation and a party approval rate that can improve the accuracy of election forecasting.

  • This paper discusses the central issues of election studies and in this contort, suggests the panel survey method as an alternative to general opinion surveys. In doing so, it also explains the advantages and benefits that a panel survey provides, and discusses the weakness of the 2006 panel survey. East Asia Institutes, constructing the consortium which includes JoongAng Ilbo, SBS, and Hankook Research, traces the change in voting decisions during the 2006 Korean Local Elections. Four regional panels, focusing on the gubernatorial elections in Seoul, Pusan, Kwangju, and Chungnam, enable researchers to study the critical issues of election studies such as the causal relations among a set of voting determinants, the impact of campaigns, and the characteristics of floating voters.

  • With increase of Korean economy scale and globalization, permanent alien residents in Korea are increasing day by day. Living in Korea, they maintain their original nationalities, but their life in Korea is greatly affected by political decision made by Korea. It has been taken for granted that foreigners's suffrage were not recognized due to national sovereignty. The claim that foreigners should not be allowed to participate in government has constantly been met with counterargument on the basis of instability of sovereignty principle, trends of advanced countries, intrinsic differences between federal and regional governments, or actual state of foreigners. It is unreasonable to deal with foreigners' suffrage and eligibility for election differently in that the current public offices election law does not allow foreigners to be eligible for election without any special reason while allowing foreigners to vote in the local election. It is discrimination against foreigners not to allow foreigners to be eligible for election when there is no rationale to differently deal with foreigners' suffrage and eligibility for election. This paper deals with constitutional argument regarding foreigners' electoral eligibility, takes a look at legislative cases of Japanese and European countries, and examines possibilities of including foreigners' eligibility for election in our public offices election law.

Relationship between orders of signs and vote within parties in electing local district councilors during the 7th nationwide local election (제7회 전국동시지방선거 중 기초의원선거에서의 정당 내 기호 순서와 득표 순서의 관계 분석)

  • We examined the relationship between the order of signs and the order of vote within parties in electing local district councilors during the 7th nationwide local election held on June 13th, 2018. We analyzed election data for respective cases that include two, three, four candidates within the same party. In most cases, the candidate with sign 'Ga' gained more than other candidates in the same party, showing a need for provisional measures. In addition, a difference in voting tendency was found between in-house voting and early outside voting when there were two candidates in the Democratic Party of Korea as well as for when there were two candidates in the Liberty Korea Party.

An Analysis of 2018 Local Elections: Structure and Issues (2018년 지방선거 결과 분석: 구조와 쟁점)

  • This paper analyzes the structures and issues of 2018 Korean local elections based on the author's observations on the electoral processes. Even if this paper does not follow a traditional statistical method, it provides the interpretative meanings of 2018 local elections by utilizing an expert's observations of campaign processes. This result of 2018 election can be summarized into two analytical frames. In terms of electoral competition structure, three key factors, such as presidential approval rating, party competition structure, ideological spectrum, tend to affect the winning of governing party. In the light of election issue, the inter-Korean summit, the Washington-Pyeongyang summit, Incheon deprecating remark were positive to the vote gains of governing party, but the negative campaign, the drucking scandal and the swing voters were found not to be significant. The local election in Korea tends to show dual meanings, a proxy war of national-level politics and a composition process of local government. This paper found that the 2018 election has dual meanings at the same time, in a sense that it is the punishment of the ex-governing party's wrongdoing and the power change of local government.

An Analysis of Candidates' Library-field Promise in the Local Election (지방선거 후보자들의 도서관분야 공약 분석)

  • The purpose of this study was to analyze whether the promises of library field were, what the promises of candidates were, and whether the content of the promises showed the dissimilar tendency or discrepancy. The starting point of this study was that the library-related issues should be raised in the local election in order that library-related problems in the local area were considered as the policy. The standpoint of this research was based on the notion the library-related problems could be settled if the candidates have an interest in the library field. The range of this research was limited in the election conducted in June 2. 2010. Candidates' promises were collected through a questionnaire, categorized and analyzed by subject. According to the result of analysis, the most candidates had interest in establishing of library infrastructure, on the other hand they had no interest in collection development, library policy, allocation of budget, and job creation for librarian.
