Leisure Time and Vacationing in Germany for Family Welfare (가족 복지를 위한 독일의 여가${\cdot}$휴가 문화)

  • This study focused on the system regarding leave of absence in relation to family welfare, which has become a routine in some western countries, in three different perspectives. Those were the relations between reduced working hours and quality of life, maternal recreation, and finally, relations between infrastructure of vacation and culture. Systematic settlement of reduced working hours and maternal recreation in Germany allowed more time among family members and made large contribution to the improvement of family welfare in general. Since the stability of society is strongly based on the stability of family, Germany deserved to be case-studied as a good model. The recent tendency shows that Korean workers are starting to spend more time with their own family members than with their colleagues, and, as seen in the case of Germany, the stability of family welfare will improve if various infrastructures for family leisure are properly established in Korea.

  • Germany as a densely populated and heavily industrialised country has a long and broad experience in handling contaminated sites. With this presentation we want to describe some main aspects of the soil protection policies and the remediation of contaminated sites in Germany. Due to the history of working on contaminated sites in Germany the Federal Soil Protection Act came into force in 1998. A lot of programmes and network in Germany and in Europe, funded by the State or the European Union, helped developing new measures and techniques for remediation and also for implementing regulations for the involved authorities. Questions like 'who is responsible?' and 'who has to pay for measurements and the remediation?' became more and more important. In the near future there will be an official European Soil Protection Policy (is expected in June 2004). Besides the contaminated sites also other soil protection policies as 'Reducing the land consumption' are pursued and an indicator is developed.and an indicator is developed.

  • After division of Germany, East Germany was established as a socialistic nation. The new socialistic nation needed new systems in many different areas such as political, social, educational and cultural. In the new political system based on socialistic ideology the administrative organization and political parties used the academic libraries as a political instrument. Thus the members of the political parties exercised socialistic ideology on the management of the libraries. For example, in the anointment of the library directors, in the education and training of librarians, In the collecting development policy, in managing the seditious materials etc the influence of socialism can be seen.

  • The purpose of this paper is to compare the library and information education system in Ost-and West Germany. Toward this purpose, first, the historical beginning of library education is intraduced, secondly, library education system after the year of 1879 is descriebed along with theoretical foundation. Thirdly, seperated library education of the public librarian and academic librarian in Germany before and after the I. II World War was descirebed in context with historical and theoretical background and finnaly, in the modern information society. the library and information education of the seperated Ost-and West Germany is descriebed with their curricular.

Dispute Resolution of West and East German Trade and Internal-Korean Economic Relations (동서독 상사분쟁해결방안이 남북한 분쟁해결에 주는 시사점)

  • From the reunification of Germany we can learn much for the reunification of Korea. That particularly applies for the dispute resolution of the trade relations between both states. The domestic trade relation, which was the only contractually regulated relation between two states for a long period of time, played a crucial role in the reunification of Germany, In this research paper, we examine how the economic disputes in divided Germany had been settled, and consider for the amicable economic relations between south and north Korea, what can we learn from that. In Germany, the disputes from the trade relations could be settled via the civil procedure, because the judicial codes of both German states were the same until 1975, However, that does not apply in Korea, as two Koreas have another law and another court system, from the start. We argue that arbitration is the best way for the completion of the economic disputes. Besides the general advantages of the arbitral procedure, the arbitration is particularly suitable to regulate the economic disputes from Korea-Korea relations, because of glaring differences of the legal status and reality of both countries. Furthermore, the standing arbitral tribunals would be in the economic relations between two Koreas more effectively than the ad-hoc arbitral tribunals. The ad-hoc arbitration generally requires a lot of time to setting up an arbitral Oibunal. For the rapid and obligatory settlement of dispute, the Convention of Currency, Economic and Social Union between West and East Germany 1990(Staatsvefrag zur Wahrungs-, Wirtschafts- und Sozialunion zwischen der Bundesrepublik und der DDR) also planned the institutional arbitration. The organizational support of the internal-Korean arbitration can take place via already existing institution, namely in south Korea 'The Korean Commercial Arbitration Board' Periodic decision reports and publication of substantial awards at the early stage seem appropriate.

Experiences of the EIA-Society in Practical Application of EIA in Germany (독일 환경영향평가학회의 역할)

  • The German society for promotion of EIA was founded in 1987 with the aim to support the introduction of EIA in Germany. The society with its center in Hamm where there is a plenty collection of literature, studies and further scientific sources does an enormous work in EIA-consulting all over the country. This work practically is done without any governmental support, only by private activities. The EIA society is structured within 9 regional as well as 19 specialized working groups and consisits of about 1,000 members. The unification of Germany in 1989/90 also influenced the development in this field, of course. While in the former Western part of Germany the already existing environmental administrations were able to react on the EIA-law of 1990 with their long time experiences, in the Eastern part the corresponding structures must be built up newly from the beginning. Since 1990 a great number of interested people also from Eastern Germany became numbers of the EIA-Society. By them an additional pool of knowledge and activity was brought into the society. This also applies for methods and means of EIA which were developed in the East during the time ago independently.

  • This study contains three themes as follows concerning the state of mathematics education and the textbooks in east and west germany before unification and in unified germany. The first subject is the investigations of the organization of the school systems and of the syllabus of mathematics in east germany in those days. Second, we analyzed the process of preparation for integration before unification, the nature of integration policies and the convention for the unification. Finally, we compare and analyze the similarities and differences in east and west german mathematics textbooks for middle school students combining those in south and north Korea, and further we suggest tasks to be studied in future research.
