The Digital Politics of Korea and the Realization Condition and Issues of the e-Party (한국의 디지털정치와 전자정당의 실현 조건과 과제)

  • The purpose of this paper is to analyze the political discussion and the success conditions on the digital democracy and issues for introducing e-party of Korean parties, and to propose alternatives for solving these issues. To accomplish this purpose, this paper review actual conditions of the digital politics, analyze on results of e-party driving of Korean parties, review issues for introducing e-party of Korean parties, and propose alternatives for solving these issues. Proposed conditions on digital politics and e-party development will contribute to the prosperity of the Korean politics. In near future, an empirical study on the standpoints of voters politicians will be followed.

A Study on The United States Secret Service (미국 대통령경호제도에 관한 고찰)

  • The United States Secret Service is the strongest presidential protective organization in the world. Almost every country's security organization in the world is benchmarking its organization, protective operation system, security equipments and etc. In this paper, I study largely on the protective operation system of the U.S Secret Chapter I is the introduction part. Chapter II introduces the establishment and the background of its development of the U.S Secret Service. Chapter III deals with the organization and ranking system of the U.S SS. Chapter IV consider the protective operation system of the 5.5. The main theory of the protective operation is the 'Protective Envelope Philosophy' which emphasizes the "Cover and Evacuate". Also the protective operation system is developed with the principle of the democracy and in the history of continuing assassination attempt against president. Chapter V describes the legal basis and missions of the S.S. Every protective operational mission of the U.S SS is peformed by the legal basis and democratic procedure. It is followed by concluding observation made in Chapter VI.

A Study on Policy Making Process of the National Basic Livelihood Institution : Focused on Enactment of National Basic Livelihood Act (국민기초생활보장법 제정과정에 관한 연구)

  • This study aims to identify the enactment factors of the National Basic Livelihood Institution in context of policy making process by using Kingdon's policy Stream Model. The findings of this study can be summarized as follows. First, an economic crisis has worsened social problems, and the president Kim Dae-jung recognized these problems as serious and worried about social confusion and polarization. Second, NGOs as like People's Solidarity for Participatory Democracy put efforts into enacting the Act. Also, the president Kim's government faced a series of political crisis and needed political solution including foundation of a new party, which considered social welfare most important. Third, the PSPD designed the Act. But the alternatives of related government ministries were not selected. In conclusion, the National Basic Livelihood Institution was enacted by the combination of these three factors stream. Especially the political stream was strongest.

  • The epoch-making event of history called "JE JU 4.3" took place in JE JU beautiful island on liberation political situation in 1948. The cruelties of this event were reported awful life loss over 30,000, cruel slaughter by government, scorched villages in mountain area, silence exaction and disadvantage of implication for long time over 40 years. But, the real features are in still a fog.. Recently, the searching movement has arised owing to democracy atmosphere and literature works with "JE JU4.3" materials were published from 1988 and the government announced official apologies in 2003. The novel "The Sun-set on Halla Mt", one of those works, is accessible to real history due to its time/space back ground and the real name of persons who were related with this event. It is important for readers to consider the difference between real history and fiction story. Because a historical novel should be evaluated by writer's theme rather than history character.

  • 우리나라 경찰은 광복 이후 경찰제도가 국가경찰제도로 자리 잡아 오랜 기간 동안 중앙집권적 경찰제도로 운영되어 왔으며, 1991년 「경찰법」의 제정으로 경찰위원회가 설립되었다. 경찰위원회는 경찰행정과 관련된 주요 정책 등을 심의·의결하는 기능을 가진 합의제 행정기관이지만 본래의 경찰위원회 기능을 수행하지 못하고 단순 자문기관에 불과하다는 문제점이 있다. 이에 2020년 12월 「경찰법」 전부개정안이 통과되어 법이 개정됨에도 불구하고 국가경찰위원회의 운영과 구성에 있어 문제점이 여전히 존재하고 있다. 이에 본 연구에서는 국가경찰위원회의 문제점과 개선방안을 제안하고자 한다.

  • To be a good government, it has to provide accurate information to citizens to help them understand reality well. Furthermore, the government has to provide an authority to the citizens so that they could access to the information system. The information must be shared equally between the government and the citizens. With sincere effort on the information disclosure and clarity of the administration, the government should accomplish good governance. This paper introduces the information disclosure cases to achieve good governance.

Citizen's Attitude to Treatment Facilities of Municipal Solid Waste in Small City (폐기물 처리시설에 관한 소도시 시민의 의식 조사)

  • A questionary survey was conducted to investigate citizen's attitude to treatment facilities of municipal solid waste in Miryang during 8. June of 1998 and 22 June of 1988. Collection effiencies was 86.7%, as 260 individuals of the 300 individuals. The survey showed that 43.0% of answers recognized seriousness of problem of the waste treatment and 33.1% of respondents concerned about recycle of organic waste. 40.8% of total answers said that they most hated landfill site among waste treatment facilities, and most citizens wanted as much distant as possible from waste treatment facilities. It was investigated that the greater part of respondents wanted the greatest compensation. About 58% of respondents was opposed to complete waste treatment facilities. 36.2$ among answers wanted establishment of waste treatment facilities in an industrial complex or an industrial area. The majority of respondents was willing to increase recycle rate and recognized seriousness of landfill site security. The majority of citizens do not trust environmental administration of Miryang City and they think that democracy and open of administration need for overcome MINBY.

Streetwalkers: Phantom Monuments of the Post-Apartheid City ((거리의) 창부들: 흑인격리정책 폐지 후 도시의 환영적 기념물)

  • This essay examines how the figure of Liberty has been refashioned in the streets of post-apartheid South Africa, addressing three public art works installed in Johannesburg over the past decade: Reshada Crouse's oil painting Passive Resistance, Marlene Dumas' tapestry The Benefit of the Doubt and William Kentridge's and Gerhard Marx's sculpture Firewalker. Even as these monumental works all reprise Delacroix's Liberty on the Barricades-an icon of the city street and its revolutionary barricades-so too this trio of Liberties have become mere phantoms of their vaunted archetype. Haunted specters, they quarrel with the mythologized chimera of Liberty, taking issue with the fraught tradition of pinning regime change onto the body of the female nude. Drawing instead on South African histories of women's resistance, in which female nudity has been repeatedly marshaled as a form of dissent, the Liberties circling Johannesburg hybridize their European template with local traditions of female political opposition to colonial and postcolonial male authority.

  • The purpose of environmental education is to cultivate democracy citizens suitable for sustainable society. Suitable citizens for sustainable society are fostered person of environmental literacy, environmental sensibility, ecological and synthetic sights of environmental problems, decision making of environmental problems, and environmental responsibility etc. by environmental education. To achieve this purpose of environmental education effectively, it is desirable that produces and utilizes ICT(Information and Communication Technologies) works and methods that can show efficiently special sides(inter-relation, long-term effects etc.) of environmental problems. ICT environmental education materials and methods are raising the interest and participate of teenagers to environmental education because they are accustomed to the Internet in South Korea. Students can easily conversation with the person of similar interests and environment experts through cyber ICT environmental education. The directions of developing ICT teaching materials for environmental education to enforce self-directed learning, cooperation studying etc.

How Student Classroom Engagement Affects Students' Study Results in Mathematics Classroom

  • To improve students' classroom engagement is not only the demand of curriculum revolution, but also the reflection of learning democracy. Students' responses and thinking are the main manifestations of students' participation in classroom learning. To reduce the amount of questions and increase the opportunities and time for students to think, this study, by employing SPSS, makes attempts to analyze the data by using multivariate GLM analysis to explore the effects of students' responses and thinking on learning results. The results indicated the students learning effect will be promoted through reducing the quantity and increasing the quality of question and adding the thinking opportunities.
