  • Recently, performance auditing system of governmen is carried out as most promising framework of government audit. Performance audit by the Board of Audit and Inspection of Korea involves assessing the causes and effects of government policies, programs, and Institutions with the criteria of economy, efficiency, effectiveness. Performance auditing will contribute to strengthening the values of objective assessments of whether public resources are responsibly and effectively managed to achieve intended results. Nevertheless, there seems to be a problems appears in implementation of audit. That is the problems of tendency return to legitimacy audit which is result from the lack of strong approach and methodology. So, this study purpose to developing stronger audit concepts and methods that add to the process and framework of traditional performance auditing system. First, this study evaluates the limitation of current performance auditing system with the perspective of systems thinking. Second, this study analyzes the process and method of current system and develop the conceptual model of the Dynamics Audit System using the system dynamics methodology, which focused on the appropriate auditing process and framework.

  • Conflict resolution in decision-making groups is studied using a System Dynamics model. The model is developed using a grounded-theory approach. Some preliminary results are shown. The results seem to be in line with much empirical research done in the management literature about conflict and conflict resolution at the group level of analysis. Ideas for further research are discussed.

Steering the Dynamics within Reduced Space through Quantum Learning Control

  • In quantum dynamics of many-body systems, to identify the Hamiltonian becomes more difficult very rapidly as the number of degrees of freedom increases. In order to simplify the dynamics and to deduce dynamically relevant Hamiltonian information, it is desirable to control the dynamics to lie within a reduced space. With a judicious choice for the cost functional, the closed loop optimal control experiments can be manipulated efficiently to steer the dynamics to lie within a subspace of the system eigenstates without requiring any prior detailed knowledge about the system Hamiltonian. The procedure is simulated for optimally controlled population transfer experiments in the system of two degrees of freedom. To show the feasibility of steering the dynamics to lie in a specified subspace, the learning algorithms guiding the dynamics are presented along with frequency filtering. The results demonstrate that the optimal control fields derive the system to the desired target state through the desired subspace.

  • This paper discusses the potential of system dynamics modelling to support balanced scorecard. The balanced scorecard is a conceptual framework for translating an organisation's strategy into a set of performance indicators. These performance indicators are distributed across the 'classic'model's four perspective: Customers, Internal Business Processes, Financial, and Learning and Growth. This balanced scorecard, whilst having significant strength, suffers from the limitation of all performance indicator systems, namely that the interrelationships between indicators are overlooked and there is no way of taking into account the impact of delayed feedback which flows from introduction of new policy and legislative changes. System Dynamics is a methodology for understanding complex problems where there is dynamic behaviour and where feedback impacts significantly on system outcomes. System dynamics provides a rigorous basis for qualitative testing of the effects of performance indicators in complex environments such as health or social security. This can be supplemented with quantitative system dynamics simulation tools that further test the validity of indicators and the business rules implicit in them. System dynamics modelling has an important role to play in extending feedback cycle in performance measurements to a full systems approach.

  • This paper aims to propose the strategy making in social enterprise for ensuring organizational sustainability and governance of social enterprise from systems thinking's perspective. Based on previous reviews on organizational sustainability and theories of governance currently advocated in the social enterprise literature, we use 'Holon Dynamics' approach, which is a synthesis of System Dynamics and Soft Systems Methodology (SSM), offers the problem-solving method for dealing with social contexts and "ill-defined" situations. To do so, a researcher carried out the interpretive action research using 'Holon Dynamics' approach from September, 2009 to August, 2010. The outcomes of research are summarized as follows. Firstly, systems methodologies are useful to offer a strategic choice that makes to achieve an organizational sustainability in the case of Korean social enterprise; 'the Rediscovery of Korea'. Secondly, systems thinking offers an alternative concept of system, which is known as an 'appreciative system' that is evolved from the mental constructs amongst participants in given situations. Lastly, the paper delineates the usefulness of systems thinking and the process of inquiry, which deal with social contexts (including cultural and political factors), are contributed to making the necessary conditions for organizational legitimacy and the appropriate strategic choice for social enterprise within combined functioning of the two roles of social and commercial activities from systemic perspectives.

  • If Korea Research & Development reinforces integrated control function, indeed would Korea Research & Development's output be increased? Truly, could Korea's competition be ultimately improved with technology innovation and accumulation of knowledge. Can reinforcement of Integrated control that reinforced efficiency of Research & Development's investment effects make Korea Research & Development's investment,itself, be decreased? I try to answer clearly that in a way to reorganize Korea technology Administration's system, introduced Korea Research & Development integrated control system's establishment is what to effect Korea innovation system's direction after answering clearly previous mentioned problems. In this study, to answer these problems view theoretical discussion about Korea innovation system, integrated control system and system dynamics. Set up analytic tools of system dynamics which includes Korea innovation system and integrated control system. Then, draw a general casual loop diagram, which includes established Korea Research & Development's integrated control system, of Korea innovation system's activity. In based these, develop situation model to analyze trend of Korea innovation system and derive a political meaning by analyzing value of Korea innovation system's major inflow, outflow and stock variations according to extent of Korea Research & Development's integrated control in the same model.

Government-Nonprofit Service Delivery from Resource Dependence Theory: Revising with System Dynamics

  • This study explores the partnership between government and human service nonprofits in the United States from the perspective of resource dependence theory and extends the theory with system dynamics in order to better explain government-nonprofit service delivery. The article is structured as follows. First, I introduce the historical development of the government-nonprofit partnership in service delivery in the United States. Second, I present an overview of resource dependence theory for government-nonprofit service delivery, including assumptions, key elements, claims, how well it explains the government-nonprofit service delivery, and limitations. Third, I highlight the advantages of system dynamics along with the limitations of resource dependence theory, as an attempt to revise the theory. Finally, I conclude with a summary and suggestions for the next steps in theoretical development and research.

  • This paper aims to analyse the impact of city-county consolidation on promotion practices of local government employees, using system dynamics approach. The cases employed in this study are Cheongju City and Cheongwon County which reached the referendum stage twice but without success. While the idea of consolidating two neighbouring local governments via a merger sounds enticing, some opponents argue that consolidation may cause some problems on the part of local government employees, emphasizing that consolidation could lengthen actual time period needed for local government employees' promotion. The majority of the existing literature on city-county consolidation, however, tends to describe the most successful cases, focusing on the achievements it has made or the political processes associated with it. With this in mind, this paper attempts to identify the impacts of consolidation on the local government employees' promotion time period, utilizing system dynamics approach. It concludes that consolidation could rather shorten the time period of promotion of local government employees concerned from the long term perspective.

  • Like the saying "You can't manage what you can't measure," performance measurement is considered as one of the most important management activities for the organizations in either private or public sector. Performance measurement, however, has thus far relied too much on financial statements. Realizing the importance of a more scientific and comprehensive performance measurement, many organizations have adopted several different systems in order to objectively estimate their balanced performance results. The Balanced Scorecard (BSC) has become a popular means to measure performance. But the BSC has also received some criticisms. In this paper four limitations in the use of the BSC are discussed : BSCs focus on unidirectional causality, are unable to distinguish delays between actions and their impacts on performance, integrate insufficiently strategy with operational measures, and lead to internal biases. We propose a system dynamics approach with causal loop diagram(CLD) to develop a Dynamic BSC in order to overcome these limitations. The results suggest that developing a BSC with system dynamics is a promising approach to supplement existing BSC frameworks.

  • A system dynamics model is developed to investigate the applicability of the agent based modeling concept in the system dynamics model. The assumed problem is to forecast the size and structure of the organization with the developing market environment. The agent based modeling concept is applied to the organization part, and the other parts of the model such as market, facilities, etc. are developed with the traditional system dynamics technique. The simulation results show the agent based modeling part can be combined with the traditional system dynamics modeling with more precisions. However, the complexity increases and the simulation times are longer than those of the traditional method.
