"Getting Used to Each Other": Immigrant Youth's Family Reunification Experiences

  • Many immigrant youth and their families undergo painful separations and complicated reunification experiences. Using data from the Longitudinal Immigrant Student Adaptation (LISA) study, a 5-year longitudinal, mixed-methods study of newcomer youth to the U.S., we examine the impact of lengthy family separations on youth's mental health and their perceived family conflict. Quantitative analyses demonstrate that longer separations positively predict higher psychological symptoms and family conflict, particularly for girls over a sustained period of time. Qualitative analyses of parent and child responses provide insights into the family reunification experiences.

Haewon Sangsaeng's speculation of social science and its practical value towards reunification (해원상생 사상의 사회과학적 사유와 통일실천적 가치)

  • Korean reunification would be one of the greatest heaven-earth works by Gucheon Sangje in terms of the lasting paradise of the Later World. The Oseonwigi-gongsa describes what it will be around the Korean Peninsula. Furthermore, Haewon Sangsaeng is the very practical means in unifying the two Koreas. What are the effectiveness of Haewon Sangsaeng, regarding Korean reunification in dealing with the social science? This researcher has found out three main impacts as follows: (1) it deals deeply with the cause of the social conflicts, and it could provide the solutions towards the Later World, (2) it highlights the great values and the potential abilities of human, and (3) it widens the research areas up to the heave-earth-human Samgye. Dealing with Haewon Sangsaeng in the social science, researchers must consider the limit of the research, which are (1) the tenacity of researcher's goal and the extremity of the research, (2) the possibility of a fallacy in doing the social science, and (3) the paradox of knowledge. In conclusion, Haewon Sangsaeng has many fundamental and practical values when it comes to Korean reunification. First, it should be a very important virtue for the unification leadership and the Korean people. Second, it could heal the serious illness, rooted in the Korean War, and many internal conflicts between the right and the left ideologically. Finally, it also recover North Korean people's severe pain and grief under the long-term dictatorship, and the heterogeneity between the South and North Korean people for 60 years.

Dispute Resolution of West and East German Trade and Internal-Korean Economic Relations (동서독 상사분쟁해결방안이 남북한 분쟁해결에 주는 시사점)

  • From the reunification of Germany we can learn much for the reunification of Korea. That particularly applies for the dispute resolution of the trade relations between both states. The domestic trade relation, which was the only contractually regulated relation between two states for a long period of time, played a crucial role in the reunification of Germany, In this research paper, we examine how the economic disputes in divided Germany had been settled, and consider for the amicable economic relations between south and north Korea, what can we learn from that. In Germany, the disputes from the trade relations could be settled via the civil procedure, because the judicial codes of both German states were the same until 1975, However, that does not apply in Korea, as two Koreas have another law and another court system, from the start. We argue that arbitration is the best way for the completion of the economic disputes. Besides the general advantages of the arbitral procedure, the arbitration is particularly suitable to regulate the economic disputes from Korea-Korea relations, because of glaring differences of the legal status and reality of both countries. Furthermore, the standing arbitral tribunals would be in the economic relations between two Koreas more effectively than the ad-hoc arbitral tribunals. The ad-hoc arbitration generally requires a lot of time to setting up an arbitral Oibunal. For the rapid and obligatory settlement of dispute, the Convention of Currency, Economic and Social Union between West and East Germany 1990(Staatsvefrag zur Wahrungs-, Wirtschafts- und Sozialunion zwischen der Bundesrepublik und der DDR) also planned the institutional arbitration. The organizational support of the internal-Korean arbitration can take place via already existing institution, namely in south Korea 'The Korean Commercial Arbitration Board' Periodic decision reports and publication of substantial awards at the early stage seem appropriate.

Comparison Between South and North Korean Terms, Related to Clothing and Textiles

  • The purpose of this study was to examine the differences in terminologies used in South and North Korea, to describe objects or activities related to clothing and textiles, as a part of a bigger project that aims at developing an educational program in provision of reunification of the Koreas. In this study, a total of 176 North Korean terms that differ from South Korean terms were collected from various sources, including dictionaries that are developed to compare South-North Korean languages as well as texts such as magazines and news articles, about North Korean daily life. The terms were classified into sub-categories: materials for clothing, clothing management, construction and design, garment names, body parts, description of physical appearance or state of hygiene, and apparel industry. Many of the North Korean terms were derived from native expressions, rather than adopting foreign terms or terms in Chinese characters. Some North Korean terms did not have any corresponding words in South Korean terms or vice versa. We expect the terminology list to become a useful educational resource in establishing a clothing and textiles curriculum in preparation of reunification, by allowing the students to familiarize with the differences in the usage of terms.

A Political Economic Analysis of Korean Reunification, Migration and Income Redistribution (남북통일과 이주 및 재분배정책에 대한 정치경제학 분석)

  • This paper examines two different reunification regimes and investigates the decision making problems on tax and income transfers in a political economy model. The first reunification regime is the South-Driven regime under which the majority of South Korea choose the tax rate, the amount of transfers and the size of migration. The second is the North-Participation regime under which there is no limit on migration and the majority of Unified Korea choose the tax rate and the amount of transfers. In both regimes, Northern residents' migration decisions are endogenous and those who decide not to migrate to the Southern region have an alternative to declare fiscal independence of income redistribution taking place within the North independently. This paper shows that there is no income redistribution in a politico-economic equilibrium under the South-Driven regime. Given that, those remaining in the Northern region decide to declare fiscal independence. On the other hand, the North-Participation regime delivers an equilibrium supporting income redistribution and no fiscal independence.

South Korean Universal Service and Korean Reunification: A Policy Analysis (한국의 보편적 서비스정책과 남북한 통일: 정책분석)

  • The purpose of this study is to redefine the concept and scope of universal service and to develop universal service policy of South Korea for Korean reunification. The basic assumption of this study is that well developed universal service may contribute to the eventual reunification by ensuring equal access to information resources for the two peoples. The theoretical foundation of this study includes social capital and diffusion of innovations theory. This study uses policy analysis as both data collection and data analysis, more specifically qualitative policy analysis with triangulation for improving credibility. Data for the analysis were collected through legislation, other policy documents, and major agreements between North and South Korea related to informatization and unification. This study, identified the major characteristics of universal service and explored the current universal service in South Korea by analyzing major poicy instruments of South Korea. In addition, this study presented a great possibility of cooperating in telecommunication policy and telecommunication infrastructure. Consequently, this study proposed policy recommendations in five areas: 1) redefining the scope of universal service, 2) developing a unified telecommunication infrastructure, 3) developing policy instruments, 4) restructuring government organizations, and 5) creating a participatory universal service model for Korean reunification.

A Study on the Birth Parent's Experience in the Process of Family Reunification for Children in Social Care (보호아동의 친가정 복귀 과정에서 친부모의 경험 연구)

  • Using grounded theory method, this study analyzed the in-depth interviews with 11 parents of institutionalized children in order to find out how the experience of the parents on the process of the children's family reunification. According to the results, it was 'leaving one's child' that composed causal conditions, and also it was 'sentenced life' and 'adapting to a life without child' that composed existing conditions. Thus, the contextual condition was found out as 'a belief of family' and 'a belief of child caring' and the mediation conditions were 'power to recover' and 'not being as one's intentions'. Also, reaction/interaction strategies turned out as 'preparing a basis of child-care', 'playing a parent', 'standing against being adapted' and 'adjusting as their children back to family'. Finally, the analysis showed 'burdens on caring', 'wanting to leave one' child again', 'having stronger family membership' and 'being hopeful in a future' as results. The specific levels of the process were found out as following 4 steps, as time goes by. 1)Fostering children at institutions: become harsh parents(or a harsh parent), 2)After fostering: rebuild collapsed family in order to take the children back, 3)Family reunification: become aboveboard to oneself, family and the world, 4)After family reunification: try to keep the family taking precautions against resending. While taking their children back, the parents turned out to experience long, unremitting tension. Reflecting results of the analysis above, and in order to promote sending institutionalized children back to their families this article suggests practical alternatives for parents who left their children in institutions.

The Role of Major Donors in Health Aid to the Democratic People's Republic of Korea

  • We investigated the major trends in health aid financing in the Democratic People's Republic of Korea (DPRK) by identifying the primary donor organizations and examining several data sources to track overall health aid trends. We collected gross disbursements from bilateral donor countries and international organizations toward the DPRK according to specific health sectors by using the Organization for Economic Cooperation and Development creditor reporting system database and the United Nations Office for the Coordination of Humanitarian Affairs financial tracking service database. We analyzed sources of health aid to the DPRK from the Republic of Korea (ROK) using the official records from the ROK's Ministry of Unification. We identified the ROK, United Nations Children's Fund (UNICEF), World Health Organization (WHO), United Nations Population Fund (UNFPA), and The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) as the major donor entities not only according to their level of health aid expenditures but also their growing roles within the health sector of the DPRK. We found that health aid from the ROK is comprised of funding from the Inter-Korean Cooperation Fund, private organizations, local governments, and South Korean branches of international organizations such as WHO and UNICEF. We also distinguished medical equipment aid from developmental aid to show that the majority of health aid from the ROK was developmental aid. This study highlights the valuable role of the ROK in the flow of health aid to the DPRK, especially in light of the DPRK's precarious international status. Although global health aid from many international organizations has decreased, organizations such as GFATM and UNFPA continue to maintain their focus on reproductive health and infectious diseases.

Leading Study for the Restoration of Pediatric Immunization Systems in North Korea following Reunification of Korean Peninsula (통일 후 북한지역 영·유아 대상 예방접종체계 수복을 위한 선행연구)

  • Background: 8,000 children in North Korea died before they reached the 1 year after births in 2013. The high mortality rate of children under five years of age is mainly caused by infectious diseases and malnutrition. The need for national pediatric immunization and supply of vaccines will be vital when the abrupt reunification occurs. Objective: The purpose of this study is to scrutinize the pediatric immunization coverage of North Korea. Additionally it is to estimate the amount and the costs needed to vaccinate. Methods: The target population is the children of North Korea. The method is based on a pre-survey and an interview of North Korea defectors. The target interviewees searched for are as follows; doctors, teachers, and others. The interview includes questions on mortality rates and immunization coverage. The analysis is largely based on the statements of the health care providers within the selected group. Results: The interviewees are 8; 7 female and 1 male. The birth years range from 1956 to 1982. 3 out of 8 are former health care providers; a doctor, a pharmacist, and a nurse. The morbidity rate of infectious diseases exceeds the data from WHO. The immunization coverage is nearly 0% after 1980s. In order to ensure the welfare of North Korean children, at least 8,234,000 vaccine doses, requiring over 105 million U.S. dollars, are needed. Conclusion: The morbidity rate of infectious disease in North Korea is conspicuous. The preparation for supply and expenditure of vaccines is vital.

Confidence-building measures for peaceful coexistence on the DMZ (DMZ 평화적 공존을 위한 신뢰구축 방안)

  • This article reviewed the status of military force on the DMZ(demilitarized zone) without any confidential problems after literature reviewing on a ceasefire agreement and these powerful military force is judged to be a very serious setback to peaceful reunification of the Korean Peninsula. Also it suggests the ways to reduce inter-korean military force based on the political and economic phenomenon to preparing for an era of reunification of the Korean Peninsula. The easing of tension on the inter-korean military force is an essential element in building infrastructure of peaceful reunification. From now on, both Seoul and Pyongyang might check inter-Korea exchange cooperation Project and reconcile their differences. Primarily, The troops of DMZ would be minimized by Modernization for Military confidence-building. Increasing North-South hotline as possible further, it could contributes to ease of tension in case of emergency. Political and economic plans should be presented that do not arise the military tension simultaneously with ensuring political and economic aspects in the North Korea's regime.
