The interests about railway safety have been highly increased. Early railway safety was widely studied in Europe and Japan, and safety standards were established in 1990s. EN 50126 of CENELEC, Railway applications - Specification and demonstration of RAMS, became IEC 62278 in 2002. This standard provides Railway Authorities and railway support industry with a process which will enable the implementation of a consistent approach to the management of RAMS. IEC 62278 will be often referred to in the field of railway system. This paper examined the application of railway RAMS on basis of IEC 62278.

The Railway Station for Passenger Transport is an important part of the railway transport business. It is also the main changing hub in the comprehensive traffic system in cities. In this paper, we reviewed the evaluation methodologies of railway project considering the benefit incidence. Generally railway projects are much more reduced tile energy consumption, traffic accident and environmental pollution than road projects. But conventional B/C analysis of railway project does not measured including those benefits. Also there is a few attention to an incidence of benefits producing from railway construction. So we developed the evaluation method of railway project contained the railway oriented benefits and also considered of the benefit incidence producing from railway construction.

A railway station is a place where the railway operator concretize his marketing policy to meet the internal and external changes of a railway. Hence the analysis on the railway stations could give some useful information on the conditions which influence the shape of railway station. The purpose of this study is to analyze the development of Japanese railway stations. This study shows that the influencing factors on the shape of Japanese railway stations are as follows: invitation of investment from outside the japanese railway, necessity to define measures against the cut off the urban fabric by the railway facilities, profitability of the railway operator by the creation of subsidiary business, integration of administrative or public function into the station building. And the future of Japanese railway stations is now preparing by the policies on the accessibility and commodity of users and by the research projects on the environmental quality, user satisfaction.

Recently, fundamental innovation for the improvement of Korean railway industry is proceeding with the vertical separation into infrastructure and operation, and the privatization of railway operation. And also, with the advent of an era of high-speed railway, starting of Korea Train Express (KTX) will give a great change to circumstances of railway industry. It requires that a railway safety regulation policy and accident survey system cope effectively with this restructuring of railway system. Under these great changes, safety must have the first priority, and the function of management and supervision on railway safety will be ten to the governments responsibility; In this paper, according to changes of railway safety management system, foreign states railway accident system and direction of korea railroad accident survey system will be also introduced.

Korea selected to introduce high-speed railway system from advanced countries in order to accumulate railway technologies and develop exiting domestic logistics system. After many twists and turns, we adopted to introduce France's high-speed railway called 'TGV'. Despite many difficulties along with trials and errors, it is expected that Korean high-speed railway will be brilliantly launched in April 2004, although it has been commissioned for multi-discipline tests. It is forecast that the opening of high-speed railway will bring us the epoch-making development of logistics system. However, what if there are really some problems in the operation of high-speed railway? We cannot consider and highlight only the positive aspects of our own high-speed railway. In terms of many challenging aspects we would face in the future, there would be some matters we must consider and point out in this opportunity. In this regard, the direction for developing high-speed railway stations requires the harmony between profitability and public benefits, which must involve compatibility with other traffice systems and practical policies to secure competitive edges.

Recently, Korean government demands that public sectors like railway construction should improve their management efficiency. It is necessary for railway construction supported by government budget to aim at the companywide management efficiency. The Balanced Scorecard (BSC) is known as integrated performance management framework that helps a company to translate strategic objective info relevant performance within an organization. This paper focuses on relationship between KPIs (Key Performance Indicators) used to measure the performance of railway construction industry and process KPT for BPM (Business Process Management). Also, the vision and strategies of the railway construction is introduced, and the CSFs (Critical Success Factors) and the KPI based on BSC is developed. Finally, this paper explores that there is a possibility to fulfill the strategic objectives of railway construction industry through the connectivity between KPI based on BSC and process KPI based on BPM. We explain the detailed procedures with an example of railway construction industry.

2018년 9월 19일 남북정상의 평양공동선언에서 남북한은 철도 및 도로연결을 추진하기로 합의하였고, 이에 따라 2018년 12월 북한철도 현대화 사업을 위한 남북한 공동조사를 착수하였다. 조사 결과 선로상태는 운행이 불가할 정도로 심각하게 노후화되어 있고, 철도망은 주요도시를 잘 연결하는 구조로 되어 있는 것을 확인하였다. 따라서 새로운 철도망을 건설하기 보다는 기존 철도망의 노후화된 선로를 현대화하는 것이 타당하다고 판단되었다. 본 논문은 남북철도 연결에 대비한 상호운용성 및 철도사고 예방을 위한 안전성 강화를 위하여 노반과 궤도의 현황 분석을 통한 단계별 철도선로 개선 그리고 철도무선통신망 구축을 위한 철도통신분야 정책을 제안하였다.

19세기 말부터 20세기 초중반에 걸쳐 동아시아 한국, 일본, 만주는 여러 가지 성장과 발전과정을 겪었는데, 그 중 철도는 매우 중요한 발전수단이었고 국가의 정책과 밀접한 관련을 가지고 있었다. 특히 당시 동아시아 정세는 일본의 대륙진출이 두드러진 시대로 그 영향력이 매우 컸다고 할 수 있다. 그러한 가운데에서도 각국의 철도는 국가정책과 철도정책 그리고 다양한 조직과 영향력 하에서 발전하였다고 할 수 있다. 이에 본 논문에서는 동아시아 3개국의 철도를 비교하면서 공통점과 차이점을 발견하고 이를 통해 동아시아 철도의 특징을 고찰하고자 하였다. 한국, 일본, 만주철도의 각각의 특징을 비교해 보면 첫째 일본은 철도를 통한 근대화와 대륙진출의 동기를 가지고 있었고 조선은 대륙철도연결을 수행하는 역할 그리고 만주의 경영은 철도를 통해 직접 지배하는 양상을 보였다고 할 수 있다. 두 번째로 일본철도의 모델을 그대로 우리나라에 적용하였는데, 이는 우리나라의 경우 일본의 연장선상에서 철도가 운영되었다고 할 수 있다. 만주 철도의 경우 유럽각국의 아시아 지배의 모습에서 발견할 수 있는 비슷한 양상과 일본이 초기 사설철도의 경험을 가지고 있었기 때문에 철도를 통한 지배양상을 보이고 있다.
