농협 서울축산물공판장 도축우에서의 Neospora caninum 혈청항체 양성률 조사 (Seroprevalence of antibodies to Neospora caninum in cattle at Seoul slaughtering center)

  • Neospora caninum is now recognized as one of the important causes of abortion in cattle worldwide, but there was no report on seroprevalence of antibodies to N. caninum in cattle at Seoul slaughtering center. Serum samples from 610 Korean indigenous cattle (Hanwoo) and 246 Holstein cattle from 452 farms located all over the country, Korea, were tested for N. caninum antibodies using a commercial enzyme-linked immunosorbent assay (ELISA) kit. Seven of 610 (1.1%) Hanwoo and 54 of 246 (22.0%) Holstein cattle were seropositive.

지방자치단체 보건의료 사무의 세출예산 구성과 자체재원 비율 - 제주특별자치도 사례를 중심으로 (Proportions of non-matching fund by local governments and central government subsidies in local government health budget: focused on 2020 Jeju Self-Governing Province Budget)

  • Objectives: The purpose of the study was to classify the health and medical service affairs of local governments, and to analyze the proportions of non-matching fund by local governments and central government subsidies for local government health budget. Methods: First of all, health affairs of local governments were classified to categories based on health-related laws and previous studies by review of the authors. In order to specify the scale of local government-led health affairs, we allocated 1,916 budget units into 6 main and 24 sub categories of the health and medical service affairs of local governments for the 2020 health budget of Jeju Special Self-Governing Province. For each categories, we compared the total amounts and the percentages of the 'central government subsidies', 'local government budget - matching fund', and 'local government budget - non-matching fund'. Results: The total health budget of Jeju Special Self-Governing Province accounts for 1.2% of the total budget. Of the total health budget of Jeju Special Self-Governing Province, the proportion of central government subsidies was 39.6% and the proportions of local government budget-matching fund and non-matching fund were 33.8% and 26.6%, respectively. The proportions of non-matching fund by provincial and basic local governments were 37.3% and 19.9%, respectively. Conclusion: In order for local governments to deal with the health problems of residents, it is necessary to secure and spend more local government budget(i.e., non-matching fund by local government) for health affairs in their administrative jurisdiction.

시스템 설계전제의 변화와 공공부문 과학기술발전관리시스템 구조의 개혁 (The Changes of System Design Premises and the Structural Reforms of Korean Government S&T Development Management System)

  • The objective of this paper is to think about what structural reforms of the Korean government S&T development management system might be. Korean society is currently experiencing a drastic socio-economic transformation. The results of this transformation should be reflected on the determining process of the directions and breadths of structural reforms of government S&T development management system. Because the government system design will be based on the premises of socio-economic conditions under which administrative activities perform and also this socio-economic changes can influence on changes of the premises of government management system design. Moreover, S&T development management system is a subsystem of government system so that the directions of structural reform of those subsystems should be considered in the broad framework changes in the development management system of the government. For the last forty years, the Korean government S&T development management system has been based on the premises including transformation from an agrarian society to an industrial society, authoritarianism and centrally controlled institutions, and exteremely small portions of private investments for science and thechonology R & D of the total. Recently, however, the premises of Korean government S&T development management system have rapidly changed. the characteristics of these changes are including tranformation from an industrial society to a knowledge and information intensive society, globalization, localization, and relatively large portion of private investments for science and technology R & C of the total. The basis of government reforms in Korea was the realization of the performances and values through the enhancement of national competitive capacity, attainment of lean government, decentralization and autonomy. However, the Korean government has attached a symbolic value of strategic organizations representing strong policy intentions of government for the science and technology based development. Most problems associated with the Korean government S&T development management system have grown worse during 1990s. Many people perceive that considerable part of this problem was generated because the government could not properly adapt itself to new administrative environment and the paradigm shift in its role. First of all, the Korean government S&T development management system as a whole failed to develop an integrated vision under which processes in formulating science and thechology development goals and developing consistent government plans concerning science and technology development are guided. Second, most of the local governments have little organizational capacity and manpowers to handle localized activities to promote science and technology in their regions. Third, the measure to coordinate and set priorities to invest resources for the development of science and technology was not effective. Fourth, the Most has been losing its reputation as the symbol of ideological commitment of the top policy maker to promote science and technology. Various ideas to reform government S&T development management system have been suggested recently. Most frequently cited ideas are as follow : (ⅰ)strengthen the functions of MoST by supplementing the strong incentive and regulatory measures; (ⅱ)create a new Ministry of Education, Science & Technology and Research by merging the Ministry of Education and the MoST; (ⅲ)create a new Ministry of Science & Technology and Industry ; and(ⅳ)create a National Science and Technology Policy Council under the chairmanship of the President. Four alternatives suggested have been widely discussed among the interested parties and they each have merits as well as weaknesses. The first alternative could be seen as an alternative which cannot resolve current conflicts among various ministries concerning priority setting and resource allocation. However, this alternatives can be seen as a way of showing the top policymaker's strong intention to emphasize science and technology based development. Second alternative is giving a strategic to emphasize on the training and supplying qualified manpower to meet knowledge and information intensive future society. This alternative is considered to be consistent with the new administrative paradigm emphasizing lean government and decentralization. However, opponents are worrying about the linkages and cooperative research between university and industry could be weakening. The third alternative has been adopted mostly in nations which have strong basic science research but weak industrial innovation traditions. Main weakness of this alternative for Korea is that Korean science and technology development system has no strong basic science and technology research traditions. The fourth alternative is consistent with new administrative paradigms and government reform bases. However, opponents to this alternative are worried that the intensive development of science and technology because of Korea's low potential research capabilities in science and technology development. Considerning the present Korean socio-economic situation which demands highly qualified human resources and development strategies which emphasizes the accumulations of knowledge-based stocks, I would like to suggest the route of creating a new Ministry of Education, Science & Technology and Research by intergrating education administration functions and science & technology development function into one ministry.

기록정보서비스 활성화를 위한 저작권 문제 연구 - 정부저작물을 중심으로 - (A Study on Copyright Problems for Promotion of Archival Information Service - Focused on Government Works -)

  • 본 연구는 공공기록물 중 대다수를 차지하고 있는 정부저작물의 이용 활성화를 위하여 저작권의 문제를 다루었다. 미국과 영국의 저작권법에서 정부저작물에 대한규정 및 정책을 국내 저작권법의 규정과 비교 분석하였다. 그 결과 국내의 저작권법이 이들 두 나라에 비하여 정부저작물에 대한 보호를 더 폭넓게 함으로써 이용에 장애가 되고 있음을 발견하였다. 또한 정부저작물 생산기관인 각국의 정부웹사이트와 국가 대표 기록관의 저작권 규정과 관리 현황을 조사한 결과 국내의 정부웹사이트와 기록관이 기록정보 서비스에 더 제한적임을 발견하였다. 이러한 문제점을 해결하기 위하여 본 연구는 국내의 저작권법에서 정부저작물에 대한 정의를 추가하고 관련 규정을 수정하고, 정부기관에서는 이미 정부에서 개발한 정보공유라이선스를 각 부처의 저작물에 적용할 필요가 있음을 제안하였다.

  • Science textbooks which were compiled by CHOSUN Government General are known as books which appeared after 'Science Textbook for Common School' (1923-) compiled by CHOSUN Government General which are almost similar to state authorized textbooks and are also known as leaving the effect on 'Science Textbook for Elementary School' (1931-) which were focused on the subjects being issued since then and 'Science Text for Elementary Course' (1942-) being compiled by the Education Ministry, However in this research it was found out that there were publications in 1911, 1913 and 1921 and they were harbingers for 'Science Textbook for Elementary School' 0931-). For this reason it was decided to report overall picture on the science textbooks being compiled by CHOSUN Government General. And it was possible to illustrate that such textbooks can be classified into following 5 periods ; The 1st period:The time for search--'Science Textbook for Students of Common school' 1911 compiled by CHOSUN Government General. The 2nd period:Commencing separate compilation--'Science Textbook for Common School' 1913 compiled by CHOSUN Government General. (The 2'nd period:Final Separate Compilation-- Reissue after corrections of 'Science Textbook for Common School' compiled by CHOSUN Government General, 1921.) The 3rd period:Same as the state authorized science textbook of Japan--' Science Textbook for Common School' compiled by CHOSUN Government General, totally 3 books 1923-. The 4th period:Separate compilation, centered on subjects--'Science Textbook for Elementary School' compiled by CHOSUN Government General, 1931-. 전자정부 메타데이터 표준 (e-Government Metadata Standard)

  • 쌍방향적 정보의 교류와 접근을 가능하게 하는 정보기술의 발달을 배경으로 등장한 전자정부와 이를 지원하기 위해 제정된 전자정부법은 온라인을 통해 정부 정보를 적극적으로 제공할 것을 규정하고 있다. 이는 공공기관의 기록관리 환경에 많은 변화를 가져왔을 뿐만 아니라, 국민들이 정부정보로 접근하는 것을 더욱 확고하게 보장하였다. 공공기관이 온라인으로 정보자원을 정확하고 효율적으로 제공하도록 하는 한편, 정부가 제공하는 각종 정보자원 국민들이 편리하고 빠르게 찾을 수 있도록 돕기 위해서는 이를 지원하는 공공인프라의 구축과 함께 전자정부 메타데이터의 개발이 필요하다. 우리나라의 경우 아직 표준화된 전자정부 메타데이터는 없지만 'GILS Core 엘리먼트'가 이와 유사한 기능을 하고 있다. 하지만 GILS Core 엘리먼트는 기술 대상으로 기록을 고려하지 않은 채 개발되어 많은 문제점을 가지고 있다. 따라서 본 논문에서는 온라인으로 제공되는 정부 정보자원의 대부분을 차지할 기록의 특성을 고려하여 전자정부 메타데이터 표준을 제안하였다.

The Influence of Early Government-sponsored Housing on the Modernization of Korean Housing: From Post-Korean War to Late 1960s

  • The construction of government-sponsored housing in Korea began in the early 1950s. Beyond fulfilling the housing shortage after the Korean War, it also impacted the development of housing in Korea. The aim of this study is to explore the construction and supply of government-sponsored housing and to discuss the positive and negative influences on the modern housing in Korea. In order to achieve the objectives, the pictures and floor plans, newspaper articles and the KNHC publications, which led the public housing supply from 1950 to 1960, were examined. Results indicate as follows: First, government-sponsored housing industrialized the housing production, which satisfied the volume need. The simplified floor plan and exterior, along with the western characteristics, created a new urban landscape. Second, the distinct characteristics of Korean housing were established. By emphasizing development and financial practicality, large scale housing complexes were built with simplified, characterless, and mechanical exteriors in a disconnected territory with neighbor district. Third, government-sponsored housing became the major accelerator to westernize the Korean housing culture. In conclusion, the principles of functionalism of government-sponsored housing have become the fundamental root of Korean housing since the war.

조선시대 파주목 관아의 위치 추정과 공간구성 연구 (A Study on the Location Estimation and Spatial Composition of Paju Mok Government Office of Joseon Dynasty)

  • 파주목은 경기 서부의 행정 및 교통의 중심지로서 조선시대 지방행정처로, 왕의 능행 시 행궁의 역할을 하던 장소이다. 조선시대 한양과 의주를 잇는 의주로에 인접한 파주목 관아는 경기 북부 지역의 중요 장소로서 왕이 황해북도 지역에 위치한 제릉과 후릉, 파주 영릉과 장릉을 능행할 때 머물던 장소이다. 파주목 관아는 1900년대 이전까지 유지되어 오다 일제강점기 이후 관아 건물이 다른 용도로 사용되며 행궁으로서의 기능이 훼손된 것으로 보이며, 한국 전쟁에 의해 대부분의 건축물이 사라지며 현재는 파주목 관아의 모습을 찾아볼 수 없는 실정이다. 소실된 파주목 관아의 복원을 위해서는 파주목 관아가 위치한 위치와 주요 건축물 등 관아 공간구성에 대한 연구가 필요하다. 따라서 파주목 관아와 관련된 고문헌과 고서화의 조사 및 분석, 일제강점기 시절 지형도와 지적도, 토지조사부 등을 분석하여 파주목 관아의 위치를 추정하고 공간구성, 규모 등을 밝혀낸다면 파주목 관아 복원 시 기초 자료로 활용될 수 있을 것이다.

The New Labour Government Policy and Preschool Education in England

  • Recently, early childhood education in England has experienced a significant level of government intervention including reforms for improving it. This study examines to what extent new Labour government initiatives impact preschool education in England and how effectively the English government implements its preschool education policies. This empirical study uses a combination of methods, including documentary analysis, questionnaire, and observation. Findings show that recent English government policy, especially the introduction of a national preschool curriculum framework combined with an inspection process and funding mechanism, appears to have had a strong influence on preschool practices.

  • Extension service in Korea has radical changes in accordance with local autonomy acts, 1994, and reformed rural development acts, 1995. According to these acts, the role of the central government is to arrange local extension service carried out by local extension office, to present basic plans on technical knowledge diffusion or farmers training to local government, and so on. Local extension office is a part of local government, and extension service is commited to the local government.
