Fisheries Policy in Korea after the Conclusion of the Uruguay Round Negotiations : Its Problem and Direction (UR 대비 수산정책의 과제와 방향)

  • This paper aims to explain the direction of a long-range policy for the development of fisheries industry and fishing villages in Korea after the Conclusion of the Uruguay Round Negotiations. When the Uruguay Round Negotiations were concluded last year, the government soon set up the Committee of Farming and Fishing Village Development under the direct control of the President and launched on the development of agriculture and fisheries policy to provide for the post-Uruguay Round. The Committee drew up an all-round policy report, "The Problem and Direction of Agriculture Policy Reform" as a result of the six-month activity of this committee from February through July, 1994 in which the author participated, and presented it to the President. The author rearranged the problems of a long-range policy related to fisheries industry and fishing villages apart from this report, and drew up another report under the title, "Fisheries Policy in Korea after the Conclusion of the Uruguay Round Negotiations : Its Problem and Direction," which was reported at the year 1994 autumn symposium of the Korean Pedagogic Society of Fisheries and Marine Sciences.

Toxicity of the Puffer fish, Takifugu xanthopterus (Kkachibok) and Takifugu stictonotus (Kkachilbok) from Coastal Area of Korea (한국 연안산 까치복(Takifugu xanthopterus)과 까칠복(Takifugu stictonotus)의 독성)

  • The toxicity of two species of puffer fish, Takifugu xanthopterus and T. stictonotus, collected from coastal regions of Korea, was determined using a mouse bioassay. The highest toxin scores in the muscle, skin, fins, and testis in both species were below 50 mouse units (MU) per gram, and for each organ of both species the proportion of toxic specimens containing ${\geq}10MU/g$ was less than about 10%. In T. xanthopterus, the highest toxin levels in the liver, gallbladder, and ovary exceeded 1,000 MU/g (1,275-1,910), while less than 200 MU/g (12-136) was detected in the same organs of T. stictonotus. Therefore, the toxicities of muscle, skin, and testis in both species of puffer fish were within acceptable levels for human consumption.

  • The Fisheries Business Administration Society of Korea(FBASK), with Dr. Jeong-yoon Choe as its president, and the The Japan Regional fisheries Society of Japan(JRFS), currently headed by Dr. To-ru Kurada, jointly held a symposium on 25 June, this year(1999) at international conference hall of Lotte Hotel, Pusan, Republic of Korea. The symposium, with its theme being as “the fisheries's vision in 21th century”, attracted 150 participants, including scholars specialized in the field of fisheries social science from both sides, officials from both sides, officials from the Ministry of Marine and Fisheries of Korea, and representatives of Korea fishing industry. Among those, 11 scholars, with membership of FBASK or JRFS, presented their papers or took part in discussion at this symposium. It was anticipanted that this symposium would provided new opportunities for the expansion of academic exchange between Korean and Japanese fisheries experts. This paper reviews the background, the operation, performance, and outcomes of the symposium and the paper is structured as follows ; 1. the background under which this symposium was held ; 2. the selection of the symposium's theme ; 3. the presentation and discussion at the meeting ; and 4. the preformance and outcomes of symposium

Livelihood Risk Reduction for Artisanal Fisheries Communities due to Climate Change in Coastal Area of Bangladesh (방글라데시 해안지대 기후변화에 따른 영세 어업인 생계 위험 경감 방안)

  • This study aimed to suggest an alternative income generation (AIG) for local artisanal fisheries communities in the southern coastal area of Bangladesh, which is vulnerable to climate change. To analyze the problems of local artisanal fisheries caused by climate change, field surveys and in-depth interviews with fishermen and government officials were conducted. Livelihood risk factor (LRF) in the marine fishing sector included reduction of fishing days and fish production and damage to fishing vessels and fishing gear due to cyclone and sea-level rise. LRF in the aquaculture sector included cultured fish escape, reduction of aquaculture production, and water pollution due to Monsoon flood. A common challenge for two sectors was high interest rate on commercial loans. Small-scale tank aquaculture is recommended as AIG for securing income of artisanal fisheries communities. In the early stages of dissemination of small-scale tank aquaculture technology, it is necessary to prevent fishermen from struggling to repay high-interest rate loans through technology transfer and facility support by official development assistance. The aquaculture training center, along with the technical education, will also contribute toward expansion of local distribution network and marketing support to establish a value chain for local artisanal fisheries communities.

  • Acoustics is widely used in marine and inland fisheries research and management. In June 2002 ICES (Council for the Exploration of the Sea) held a symposium titled “Acoustics in Fisheries and Aquatic Ecology” in Montpellier, France. There were several topics to be presented such as ecology marine waters, combination of methods, target strength (TS) method and results, TS modeling, survey design, behavior, avoidance, technology, and identification.
