전기화재 통계 및 성과 분석 모델을 이용한 전기안전 긴급출동 고충처리 서비스의 비용 편익 분석 (Cost-Benefit Analysis of Electrical Safety Speed-call Service Using Electrical Fire Statistics Analysis and Outcome Analysis Logic Model)

  • Korea Electrical Safety Cooperation(KESCO) have provided the electrical safety speed-call service from 2007 year. Purpose of the service is to reduce discomfort of electricity use and to prevent electrical accident like as electrical fire and shock accident by providing emergency treatment service on fault of the residential electrical facilities notified in the specific house like as a lower-income group and a social welfare facility. But efficiency and economic evaluation of the electrical safety speed-call service is impossible because analysis on the quantitative effect of the service is difficult. This paper presents cost-benefit analysis method and result of the electrical safety speed-call service. The presented cost-benefit analysis method has a two-step process: the first step is to measure quantitative electrical fire prevention effect of the service by using electrical accident statistics and developing outcome analysis logic model of the service effect, and the second step is to analysis cost-benefit(B/C)of the service by calculating quantitative benefit analysis on the measured quantitative electrical fire prevention effect. The results showed that cost-benefit(B/C)of the electrical safety speed-call service is over 4 after 2010 year.

회로 차단기 절연파괴로 인한 직류 전기철도 화재 사고사례 분석 (Analysis of Fire Accident on DC Electric Traction Vehicles Caused by Breakdown in the Line Breaker)

  • Fire or electrical problem while DC electric traction vehicle operation caused by various reasons can lead to not only suspension of the operation, but also severe aftermath such as massive casualty. In this paper, fire analysis on DC electric traction vehicle caused by electrical breakdown on line breaker, which is in connection with the power supply, is presented. When the electric arc, the by-product of frequent line breaker operation, is not fully diminished, it leads to electrical breakdown and fire. Especially, electrical breakdown can be easily induced by the open-and-close operation of inner contractor inside line breaker, eventually followed by ground fault and generation of transient current. Electric arc is consequent on the ground fault and acts as possible ignition source, leading to fire. Also, during the repetitive operation of the line breaker, the contactor is separated each other and some copper powder is generated, and the copper powder provided breakdown path, resulting in fire.

소방공무원 공개채용시험에서의 학점이수제 도입방안에 관한 연구 (The Research on the Introduction of Unit Completion System into the Opened Examination for the Fire Service)

  • 본 연구는 소방공무원 공개채용시험의 자격기준을 보완하여 소방공무원의 자질 및 전문성향상에 기여하고, 소방조직의 발전을 도모하는데 목적이 있다. 현행 소방공무원 공개채용시험에서는 일반직 공무원의 시험과 대부분 동일한 과목으로 이루어져 있어 무분별한 경쟁을 초래할 우려가 있다. 이는 결국 소방공무원의 전문성이 결여되어 대 국민 서비스 질 저하로 인한 사기저하의 원인으로 작용할 수 있다. 소방안전관리학과 학생과 소방공무원을 대상으로 설문을 작성 분석하고 각종 문헌 자료 등을 토대로, 소방공무원 공개채용시험에서의 소정학점을 이수한자에 한하여 시험자격을 부여하는 학점 이수제를 통하여 채용 후 발생되는 자질부족과 업무에서 오는 전문성결여 및 이로 인한 스트레스 등의 문제를 해결해야 할 것이다. 또한 소방조직의 전문성을 높여 우리나라가 선진소방에 한 층 더 가까워지는데 기여할 것이다.

Concept Design of Fire Safety Module for SV20 Service in the Korean e-Navigation System

  • The Korean e-Navigation system is a Korean approach to correspond with implementation of IMO e-Navigation. It provides five services, among them SV20 service, a ship remote monitoring system that collects and processes sensor information related to fire, navigation, and seakeeping performance safety. The system also detects abnormal conditions such as fires, capsizing, sinking, navigation equipment failure during navigation, and calculates the safety index and determines the emergency level. According to emergency level, it provides appropriate emergency response guidance for the onboard operator. The fire safety module is composed of three sub-modules; each module is the safety index sub-module, the emergency level determination sub-module and emergency response guidance sub-module. In this study, operational concept of the fire safety module in SV20 service is explained, and fire safety assessment factors are estimated, to calculate the fire safety index. Fire assessment factors included 'Fire detector position factor,' 'Smoke diffusion rate factor,' and 'Fire-fighting facilities factor.'

화재조사전문교육 및 자격증제도 개선에 관한 연구 (A Study on Improvement of Professional Fire Investigation Education and Certification System)

  • 본 연구는 국내의 화재조사전문교육 운영 실태를 분석하고 개선방안을 도출하는데 있다. 연구결과 현재의 화재조사전문교육은 공적영역(소방, 경찰, 전기안전공사, 가스안전공사 등) 중심으로 이루어지고 있으며 중앙소방학교에서 실시하고 있는 교육이 가장 체계적인 것으로 나타났다. 그리고 사적영역(화재피해이재민, 일반국민 등)을 대상으로 하는 화재조사전문교육은 거의 이루어지고 있지 않는 것으로 나타났다. 이러한 문제점을 개선하기 위해서 현행 중앙소방학교를 평생교육체제로 전환하여 대학의 학위과정과 연계하고 소방방재청에서 시행하고 있는 화재조사관자격증 제도를 외부에 개방 및 학습수준별 5단계로 나누어 운영할 것을 제안하였다.

차량 전장부품 손상으로 인한 차량화재 사고사례 분석 (Analysis on the Fire Accident of Vehicle Due to Damage of the Vehicle's Electrical Components)

  • In this paper, we analyzed the vehicle fire accidents due to damage of vehicle's electrical components, which is applied to a vehicle. In recent development of electrical components technology, approximately 40% of vehicle manufacturing parts have applied electronic circuit technology. Phenomenon such deterioration of insulating performance or electric breakdown on the vehicle's electrical components and printed circuit boards(PCBs) resulted from moisture, contamination and aging due to repetitive operations, lead to the vehicle fire. Therefore, the application of electrical components with adequate electric capacity for vehicle and usage of molding techniques using a non-combustible materials to shut off the oxygen should be applied in order to prevent vehicle fire due to damage of the electrical components and PCBs.

  • In this paper, study of vehicle fire cases caused by connector and power wiring of anti-lock brake system(ABS) module damage is presented. The purpose of ABS module is to improve braking and steering ability under sudden stop of the vehicle by repeatedly activating and releasing the brake with electric signal via electric control unit. The electric control unit for ABS may experience incomplete contact between power line and signal line or electrical breakdown on the printed circuit board by undergoing repetitive signal change which would consequently result in electrical heat and spark, eventually leading to automotive fire. Therefore, the purpose of this paper is to provide fundamental data by analyzing connector and power wiring of ABS module damage conducive to the precise investigation on the cause of vehicle fire.

사례 분석을 통한 김치냉장고의 화재 위험성에 관한 연구 (A Study on the Fire Risk of the Kimchi Refrigerator through Case Analysis of Fire Accidents)

  • In this paper, we describe fire risk of Kimchi refrigerator. The Kimchi refrigerator has been widely spread and used starting from the first half of 2000 and recently fire accidents caused by the Kimchi refrigerator emerged as social concern. In particular, in products of a specific manufacturer, it is not an environmental factor, but a characteristic that the fire is caused due to a defect of the product itself is shown. These features are judged to be formed by unique defects regardless of external factor by forming electrically arc mark in the relay element. In this paper, we analyzed the cause of the fire occurring in the Kimchi refrigerator and finally confirmed the characteristic that the fire occurred mainly in the relay element due to insufficient capacity of the relay element. Therefore, when a fire occurs in a product of the same maker as the Kimchi refrigerator mentioned in this paper, it is always judged that the inspection of the relay element should be carried out.
