A Feasibility Assessment on Adopting Total Quality Management in Korea Maritime Police Agency (해양경찰의 총체적 품질경영제 도입가능성평가)

  • Korea Maritime Police Agency(KMPA) has been pressed by some environmental factors. The changes in the international maritime legal system, such as the entry into force of the UNCLOS in 1994 and the promulgation of the Korea 200-mile EEZ, have radically expanded the mission of the KMPA. In addition, there is, among other nations, no such large size maritime agency, equivalent to the KMPA, except in the cases of USA, Canada, and Japan. And what is more, critics outside the KMPA, including some other government agencies and stakeholders may propose to dismantle the KMPA. In this paper, the author highlights the internal and external issues facing KMPL, and he urges KMPA to change the organizational culture for maintaining its identity and characteristics by adopting the Total Quality Management. And he tries to assess the adoption of TQM on KMPA, by using the Feasibility Assessment Technique.

  • 국내 많은 연안 어선들은 해사안전법, 개항질서법 및 선박안전법 등과 같은 안전에 관한 법률을 외면하고 있는 실태이다. 국내 항만 진출입로에는 항로가 설정되어 있고, 상선들은 관제실과 상호 연락하면서 통항안전에 최선을 기울이고 있으나, 어선의 무질서 함으로 인하여로 해상안전에 위협을 받고 있다. 한일 어업협정과 배타적 경제수역 선포에 의해 어장이 축소되고, 이에 따른 어획량 감소가 선주나 어선 선원들을 위축시켜 안전을 위한 제안이나 규제에는 더욱 배타적이 된 것으로 볼 수 있다. 이 연구에서는 어선의 특징을 분석하여 어선 측과 의사 소통을 위한 통신방법의 제안과 아울러 AIS 정보제공 방안을 제시함으로서, 어선의 통항 안전을 증진시키고자 한다.

  • 최근 우리나라는 해상 물동량 증가, 조선경기의 호황, 해양레저의 수요증가 등으로 인해 해상에서의 선박 교통량이 점점 증가 하고, 선박도 대형화가 되어가는 추세로서, 해상에서의 사고 개연성과 대형사고의 발생가능성이 높아지고 있다. 또한 허베이스피리트호의 사고에서 알 수 있듯이 연안에서 일어난 해양사고는 막대한 경제적 피해를 가져왔다. 따라서 본 연구에서는 영해를 포함한 EEZ해역에서의 선박통항량과 해양사고를 조사하여, 해상교통환경을 분석했다.

Changes in Marine Ecosystem according to Climate Change and Fishery (기후변화에 따른 해양생태계 변화와 어업)

  • Global climate change is significant issue in marine ecosystem and fishery market. According to rising of both seawater temperature and sea-level, global fishery environment and marine ecosystem are changing drastically. Moreover, over-exploitation in fishery areas is the most important issue in the marine ecosystem conservation. In analysis and statistics of global network, major fish populations are decreasing very fastly, but fish catch are increasing annually. It means balance between product and consume is not appropriate in the global market. China as emerging new fish consumer in the world is strongly developing fishery industry and technology. In this paper, I try to review a relationship between marine ecosystem and climate change in global scale according to references. I also suggested possibility of sustainable global fishery in changing marine ecosystem by analysis of some related reports of international global fishery.

  • 갈치 (Trichiurus lepturus Linnaeus)는 우리나라 서해 및 남해, 동중국해, 발해, 일본 서부 및 류슈 연안 등 한국 주변 수역에 넓게 분포하는 난류성 저어어종이다. 우리나라 갈치의 주어장은 EEZ 설정 후 어장이 많이 축소되어 최근에는 흑산도, 제주도 인근의 서해남부 및 제주도 서방해역에서 근해안강망, 쌍끌이기선저인망, 대형트롤, 대형선망, 근해채낚기 등에 주로 어획된다. 우리나라 갈치의 어획량은 1970년대 초반에는 급격한 증가추세로 1974년에 17만톤으로 가장 많았으며, 이후 1977년에 7만톤 수준으로 떨어졌고, 1997년부터 다시 높은 수준으로 회복 되면서 1983년에 다시 15만톤의 어획을 기록하였다.   • The problem of imbalance between supply and demand of fine aggregates in the southeastern region due to the decrease in collection of EEZ(Exclusive Economic Zone) sea sand has been raised. In this paper, the possibility of securing alternative aggregate as a means to solve the problem of fine aggregate shortage in the southeast region was analyzed. As a result of the analysis, the alternative aggregate is easy to manufacture and its quality can be secured. And, it is suitable to use as an aggregate with less environmental burden. In addition, institutional improvement measures are needed for effective utilization and recycling of alternative aggregates.

Concept & Implementation of Three-Layered Vessel Traffic Management System

  • Recently IMO and IALA have developed the strategy of e-Navigation and the concepts of VTM to enhance the safety, efficiency and security of vessel traffic and protection of the marine environment. And current technical and functional trends require vessel traffic management systems to be improved so as to control vessel traffic not only in waters of harbour area, but also within EEZ waters. Under the consideration of these circumstances, a three-layered vessel traffic management system was proposed in this paper. The proposed system consists of three sub-systems, called Local VTS, Regional VTS and National VTS, and those sub-systems are designed respectively to be suitable for managing vessel traffic within their own jurisdiction waters.

  • The depression of the external situation like the departure of WTO system and the plan of EEZ proclaim is forcing fishery into improving their fishing condition. By this international and domestic circumstance, development of the sea water cooling apparatus for fish hold storage is demanded sincerely. This study represents the thermal characteristics of the fish hold storage during transportation. The numerical analysis in this study is the finite volume method with the SIMPLE computational algorithm to study the seawater flow behavior in the fish hold storage. The computation were carried out with the variations of the circulating flow velocity and depth of fish hold storage. As the result of the three dimensional simulations, the mean temperature doesn't almost change by the circulating flow rate. find the mean temperature is suddenly changed by the ratio of depth of fish hold storage.

A new record of Pseudoleucon japonicus(Crustacea: Cumacea: Leuconidae) from Korea

  • Only four species of leuconids have been recorded in Korea, all belonging to the genera Eudorella Norman, 1867 and Nippoleucon Watling, 1991. In this study, Pseudoleucon japonicus Gamô, 1964 belonging to family Leuconidae Sars, 1878 is newly recorded for Korean cumacean fauna. Also, for the first time, the male of the species is fully described and illustrated. The specimens were collected from the exclusive economic zone (EEZ) in the western sea (Yellow Sea) of Korea, with a rectangular dredge during 2007-2008. This species is characterized by the following features: the carapace has strong serrations on the antero-lateral margin and a pair of short oblique ridges on the side surface; the ridges begin near the end of frontal lobe and merge with the dorsal median carina; the appendages, such as antenna 1, pereopod 2 and uropod have a lot of simple setae decorated with a bundle of hairs at the end. The present study represents the first record on the genus Pseudoleucon Zimmer, 1903 from Korea.

A study on Operation Rules of Korean Air Defence Identification Zone (한국 방공식별구역 운영규칙에 관한 고찰)

  • Declaration of Air Defense and Identification Zones started with the United States in 1950, which was followed by declaration of KADIZ by the Republic of Korea in 1951. Initial ADIZ were solely linked with air defense missions, but their roles have changed as nations around the globe manifested a tendency to expand their influence over maritime resources and rights. In particular, China declared ADIZ over the East China Sea in October 2013 and forced all passing aircraft to submit flight plan to ATC or military authority, saying failure of submission will be followed by armed engagement. China announced it would declare another zone over the South China Sea despite the ongoing conflict in the area, clearly showing ADIZ's direct connection with territorial claim and EEZ and that it serves as a zone within which a nation can execute its rights. The expanded KADIZ, which was expanded in Dec 15, 2013 in response to Chinese actions, overlaps with the Chinese ADIZ over the East China Sea and the Japanese ADIZ. The overlapping zone is an airspace over waters where not only the Republic of Korea but also of China and Japan argue to be covering their continental shelf and EEZ. Military conventions were signed to prevent contingencies among the neighboring nations while conducting identifications in KADIZ, including the overlapping zone. If such military conventions and practice of air defense identification continue to be respected among states, it is under the process of turning into a regional customary law, although ADIZ is not yet recognized by international law or customary law. Moreover, identification within ADIZ is carried out by military authorities of states, and misguided customary procedures may cause serious negative consequences for national security since it may negatively impact neighboring countries in marking the maritime border, which calls for formulation of operation rules that account for other state activities and military talks among regional stake holders. Legal frameworks need to be in place to guarantee freedom of flights over international seas which UN Maritime Law protects, and laws regarding military aircraft operation need to be supplemented to not make it a requirement to submit flight plan if the aircraft does not invade sovereign airspace. Organizational instructions that require approval of Chairman of Joint Chiefs of Staff for entrance and exit of ADIZ for military aircraft need to be amended to change the authority to Minister of National Defense or be promoted to a law to be applicable for commercial aircraft. Moreover, in regards to operation and management of ADIZ, transfer of authority should be prohibited to account for its evolution into a regional customary law in South East Asia. In particular, since ADIZ is set over EEZ, military conventions that yield authority related to national security should never be condoned. Among Korea, China, Japan and Russia, there are military conventions that discuss operation and management of ADIZ in place or under negotiation, meaning that ADIZ is becoming a regional customary law in North East Asia region.
