R/V EARDO, commissioned in 1992, has successfully carried out ocean research campaigns in Korean jurisdictional and adjacent waters, including continental margins and coastal zones within the Korean Exclusive Economic Zone (EEZ), for 29 years. However, it will soon be reaching the end of its useful service life. A replacement for R/V EARDO is urgently needed to ensure the safety of vessel itself and its crews, and efficient ship operation and maintenance, as well as to meet modern scientific mission requirements (SMRs). Basic specifications for a replacement ship have been devised and reviewed over the past nine months. A test of the proposed hull form was also performed. The total tonnage of the proposed vessel is approximately 740 tons, and the overall length and width are 62.0 and 11.6 m, respectively. The new ship will thus be 73% larger than the current R/V EARDO; in particular, the research workspace will be 4.4 times larger. The major design priorities are the propulsion system, efficiency of radiated noise and vibration control, and the dynamic positioning system. An environmentally friendly emission system, meeting International Maritime Organization (IMO) Tier III regulations, will be installed in the third exhaust pipe. Various wet and dry lab spaces as well as 32 different scientific instruments have also been considered in the ship design.

This paper describes on the real-time tracking of ship's dynamic behavior by AIS information in the coastal waters. The AIS data was received at a land station by using the antenna of AIS receiver mounted on the rooftop of the laboratory, Pukyong National University (PKNU), Busan, Korea, and stored as a NMEA format of serial output sentence of VDM(VHF Data-Link Message) and displayed on the ENC(Electronic Navigational Chart) of a PC-based ECDIS. In this study, the AIS receiver was mainly used to obtain the dynamic information that is necessary to evaluate and track the movement situation of training ship "KAYA" of PKNU in the coastal waters. The change of position with time for the ship turning under the rudder angle of port $30^{\circ}$ was correctly tracked with the turning circle of 940 m in diameter on the ENC of a PC-based ECDIS. Then, the dynamic information of the AIS system was updated every 6.29 seconds under the turning situation for the speed of 10.9 knots and every 21.65 seconds under the situation running at the speed of 11.05 knots on the straight line route of $155^{\circ}$, respectively. In case of AIS target tracking in the inshore zone behind large topographical obstructions, such as mountain and apartment buildings, the update rate of dynamic information was irregularly changed by the existence of land obstacles. However, the position tracking by AIS information under the situation existing no sea obstructions was achieved in real or near real-time and the instant presentation of course alternations for the ship was correctly monitored by using a PC-based ECDIS. From these results, we concluded that the PC-based ECDIS technology and methodology combined with the AIS information can be easily extended and applied to the surveillance and management for the fishing operation of fishing vessels in the coastal zone and in the EEZ fishing grounds.
Considering Republic of Korea that is known as the worlds one of the most compact airspace, together with development of technology of aerospace and ever-strengthening weapon systems of aircraft, is, in its reality, in a dire need for more practical infrastructure against any intrusion, of course also being mindful of the situation with the North Korea, to its national airspace or other controlled airspace. Republic of Koreas current legislative regime is unable to effectively respond to such crisis on any legal ground, and responsible government members are relying heavily on relevant military laws and regulations. Naturally, there exists strong possibility of various problems when there occurs an actual intrusion to Koreas airspace and lawful and legal resolution of the aftereffect is demanded. This article categorizes Korean peninsula and its national airspace into various kinds of airspaces; KADIZ; FIR; airspace above EEZ; airspace above contiguous zone; airspace above the high sea, and attempted to research and study these respective categories, given the unique nature of airspace and the current responsive measure. Furthermore, this article will review some of the relevant legislative actions and their sense of direction as solution to the discussed problems.
This study aims to summarize recent discussions on naming the sea between Korea and Japan and to draw some research topics of the geographical toponymy. The International Hydrographic Conference and the United Nations Conference on the Standardization of Geographical Names held in 2012 repeatedly saw clearly different positions of Korea and Japan on the naming of the sea. From the debates, four topics appeared distinctly which deserve receiving continuous interests in the field of geographical toponymy. These include: necessity of dual naming and characteristics of, and perceptions on the object of dual naming; political economic nature of the sea, e.g. semi-enclosed sea, EEZ, and relevant use of names; relationship between the sea containing strong emotional ties and its naming; additional definition of toponymic terminologies to proceed with more objective and logical discussions.

This paper describes on the real-time monitoring of net setting and hauling process for fishing operations of Danish seine vessels in the southern waters of Korea as an application of a PC based ECDIS system. Tracking of fishing process was performed for the large scale Danish seine vessel of G/T 90 and 350 PS class using the fishing gear which the length of net, ground rope, head rope and sweep line including warp in both sides were 86m, 104m, 118m and 3,200m, respectively. Tracking information for net setting and hauling process was continuously recorded for 23 fishing operations performed on November and December, 2003. All measurement data, such as trawl position, heading, towing course and past track which was individually time stamped during data acquisition, was processed in real time on the ECDIS and displayed simultaneously on the ENC chart. The results indicated that after the separation of a marker buoy from Danish seiner, the averaged running speed of vessel and the averaged setting period while shooting the seine on the course of diamond shape to surround the fish school in the 23 fishing operations were 8.3 knots and 13.1 minutes, respectively. And with the maker buoy taken on board, the averaged running speed of vessel and the averaged towing period while closing the seine on the straight route was 1.0 knots and 47.0 minutes, respectively. After the closing stage of hand rope, the hand rope was towed by the averaged speed of 2.2 knots during the 13.0 minutes. The average area for route of diamond shape swept by sweep lines of the seine in 23 fishing grounds was $709,951.6m^2$. Further investigation is also planed to provide more quantitative tracking information and to achieve more effective surveillance and control of Danish seine vessels in EEZ fishing grounds.
The reduction of fishing grounds due to the establishment of EEZ system among China, Japan and Korea together with the depletion of fish resources by pollution of waters and successive reclamation projects along the east and the south coastal lines has made many problems in coastal communities including the decrease of population, the deepening aging phenomenon in the fishery society and the fall of relative income level compared with those of rural and urban residents. Especially, the income level of a fishing household is 90%. of a rural resident and 70% of a urban resident. The income of a fishing household consists of 55% of fishing income, 20% of a agricultural source, 20% of income from non-fishing areas, and 10% of transferred income. Compared with that of a Japanese fishing household which has more diverse income sources such as 62% of income coming from non-fishing areas through being hired in manufacturing firms, etc., that of Korean ones is highly dependent upon fishery and agriculture, so that the diversification of income sources is urgently needed, especially in non-fishing areas. This paper shows that as a model to upgrade fisherman's income level, firstly, it is necessary to enhance the value-added of fishing products through processing and new innovation of distribution process and, secondly, to promote tourism in fishing villages. To ascertain this model, a questionnaire survey to fishermen was carried out and showed that they expressed a strong support for the increase of income by the value-added process through processing and innovative distribution system and the active introduction of tourism in fishing villages. A case study on Gosan cooperative in Jeju was also introduced to identify the rationale of the suggested model and this study proved the validity of the model again. Conclusively speaking, to level up the fisherman's income requires the value- added activities through the introduction of product processing and new distribution system together with the introduction of marine tourism in fishing villages.
This paper focuses on the history of fisheries finance in Korea, especially the role of fisheries finance after the establishments of korean fisheries cooperative. We can say that our fisheries was influenced greatly by the fisheries finance. It may be preyed by the facts that our fisheries experienced a great growth right after the input of big fisheries finance. The products of fisheries has increased from 1962 to now And the structure of the fisheries has improved. But there were unequal development in the each sectors of fisheries. Though the deep sea fishery and farming has developed faster, coastal fishing that are absorbing nearly 90% of fisheries population has stagnated. Of course it was because of unequal financial assistance by Authority. So to improve fisheries evenly, it is very important to overcome various problems that have encountered including the new circumstances like the WTO. For this, lots of steps should be taken. They can be summarized as follows. 1) It may be inevitable to see a rising costs in the deep sea fishery because of the declaration of EEZ by almost every nation. 2) So coastal fishing should be getting more important. It is necessary to improve the structure of coastal fishing and we should be ready to prepare various alternatives far self-sustained growth in coastal fishing. 3) Especially fisheries finance should play more active role. 4) Self-sustainable growth means a fishery with full compatability. For full compatability it is necessary to give financial supports far making fishing ground and equipping anti-pollution system and labour saving apparatus etc. 5) Also to raise the ratio of self-support in fisheries products it is necessary to give financial support to traditional financial system. 6) Moreover it is necessary to guide utilization of finance supplied. For this the committee that is consists of professional people in that field is strongly asked. This committee should be entitled to decide and coordinate the selection of projects, allocation of finance, method of utilization and evaluation of projects etc.
When the international fisheries order changes following the UN Law of the Sea, the new regional fisheries order is forming among East North Asian states and era of Economic Zones is really coming. In those changes of foreign and domestic fisheries environment, to maintain sustainable growth of the industry in 21st century the North East Asian states plot adjustments to fisheries management, such as introduction of the TAC system and others. The TAC seems to be an appropriate systematic response especially because traditional functions of fisheries management have already demonstrated their limits in regards to fisheries sustainable development. Introduction of the TAC to the North East Asian fisheries not only resolves the inability of traditional fisheries management to develop the industry consequently, but also strengthens the EEZ and existing marine management systems. However, the TAC was born by thewestern industrial mentality, still contains persistent mistakes and is difficult to change. Therefore, its introduction to and implication in North East Asian region might cause numerous problems. From this point of view, introduction of the TAC system will disregard peculiarities of North East Asian fisheries, so main efforts should be concentrated on improving the functions of existing system via consecutive step-by-step approach. In addition, the TAC should be grafted into the existing fisheries system through cooperative management system, creating stable systematic ground and considering scientific and fisheries motives. Especially, TAC system, unlike the traditional fisheries' management system, is scientific, being systematically developed one, and needs to be gradually installed, considering its systematic character. Therefore, the TAC should better be introduced by systematic and scientific approaches, paying more attention to strengthening the existing fisheries system, but not immediately and in the form it is right now. Concluding, introduction of the TAC can not be made considering the outward factors deriving from the UN Law of the Sea without corrections.'h overcome limitations and ineffectiveness of traditional fisheries, most efforts should be concentrated on basic revision of 21st centuries' fisheries and strengthening the functions of traditional fisheries aimed to develop the leading business of marine industries.

The research was analyzed the catch data of the five years (2016-2020) for six joint venture company tuna purse seiners in the Atlantic Ocean, with the aim of suggesting improvement measures for responsible and sustainable fishing according to changes of recommendation by International Commission for the Conservation of Atlantic Tuna (ICCAT) on the tropical tunas. In the last five years, the average catch of six tuna purse seiner gradually increased to 7,745 tons, 8,364 tons and 9,053 tons from 2016 to 2018, but decreased to 7,761 tons in 2019 and 6,214 tons in 2020. The reason for the decrease in fishing volume in 2019 and 2020 was the fluctuation of the formation of the cold water zone (22-23℃), and the total ICCAT convention area of FAD closure in January and February due to the expansion of the FAD closure area and poor free school catching during two months period, respectively. The analysis on fishing area showed that the percentage of fishing in the high sea was about 85% although the FAD closure area included the EEZ zone in coastal countries; the rise of the fishing license in coastal countries is also believed to be a factor. In order to overcome such situations and improve catching volume, it will be possible if excellent manpower is secured, school fishing is expanded, and the production of high value-added catch (purse seine special: PS).
There are disputes for oil and gas development between China and Japan in the East China Sea. These involve the area where China is already carrying out activities of oil and gas development and where Japan is proclaiming its EEZ. China insists that the Chinese activities on oil and gas development area are being carried out within the Chinese jurisdictional waters even if the median line principle of Japanese proclamation is applied in delimitation. Indeed, the permit for Japanese development is causing disputes between China and Japan because its permit allows development in the waters adjacent to Chinese development area. h the event, the core of this dispute around the oil and gas field in the East China Sea relates to issues of maritime boundary delimitation and issues of resources acquisition with both states. Chinese policy on oil and gas development is to first consider development issues in accordance with a median line principle where waters toward to China from the median line should be developed by China and the area toward Japan from the median line within the Chinese continental shelf should be jointly developed. However, the Japanese position is that the East China Sea should be jointly developed, and Japan hopes to eventually convince China to accept its median line delimitation. With on-going development of such issues, Korea should establish a strategy of negotiation based on analyses of resource distributional conditions and other strategic factors in the Korean delimitation area. In particular, Korea should prepare and make the best use of joint development zone established in an agreement between the ROK and Japan concerning the development of the southern part of continental shelf adjacent to both states.
