한반도 여름 강우량의 변화에서 1996년을 중심으로 나타나는 남북진동 패턴 (The South-North Oscillation Centered on 1996 in Korean Summer Rainfall Variability)

  • In accordance with the time series of rainfall in summer (June, July and August) in South and North Korea for recent 28 years (1981-2008), rainfall is substantially increased in South Korea since 1996, while it is significantly decreased in North Korea. In particular, the decreasing tendency of rainfall in summer in North Korea is more definitely observed during the $2^{nd}$ rainy season (late August - mid September) in intraseasonal variation. Such a feature is also confirmed in the spatial distribution of oscillation pattern between South and North Korea on the basis of 1996 which is obtained by empirical orthogonal function analysis using the summer rainfall observed in all weather observation stations in South and North Korea. For the decreasing tendency of rainfall in North Korea, it is found that northeasterlies from anticyclonic circulation centered on around Baikal Lake weaken convective activity during summer. On the contrary, the increasing tendency of rainfall in South Korea is related to the strengthened cyclonic circulation in the southern region of China and accordingly, enhances southwesterlies in South Korea.

남북한 경제협력의 불가능 삼각정리와 실천적 협력방안 (Understanding the Trilemma in Inter-Korea Economic Cooperation)

  • Models of South-North Korean economic integration have the problem of circular reasoning. While many studies argue that South-North Korean economic integration would contribute to alleviate security risks in the Korean peninsular, they emphasize the success of any economic model of inter-Korean economic integration is subject to favorable geo-political and security environment. It is a failure in distinguishing between goals and constraints. After identifying three major goals of South-North Korean economic cooperation, this study shows the trilemma among the goals; they are 1) formation of a complete economic community, 2) maintaining independent sovereignty of the two Koreas, 3) promotion of mutual economic interests. The trilemma suggests that it is theoretically impossible to achieve the above three goals at the same time. Only two goals are achievable simultaneously. This study argues that the most practical option is to pursue the combination of goals 2) and 3) considering the complex political and security environment around the Korean peninsular. Recognizing that North Korea is the least developed country in the Northeast Asia region, South Korea's initiatives for inter-Korean economic cooperation should focus on assisting industrialization and integration of the North Korea economy into the Northeast Asian regional production sharing structure. In view of the 'flying geese model' of the sequential industrialization in the region, the least developed economic status of North Korea can partially be explained by its failure to participate in the production network in the region as well as lack of effective implementation of appropriate industrial policy. Therefore, promotion of industrialization of North Korea should be the immediate goal of economic cooperation between North and South Korea. It is an interesting fact that North Korea has rapidly expanded its apparel exports in recent years. It could mean that the North Korean economy is actively responding to the dynamics of international comparative advantage structure, although the production activities are limited to exports to China since the closure of the Gaesung Industrial Complex. The recent increase in apparel export is a starting point for incorporating the Easy Import Substitution fulfilling both domestic and neighboring regional demand of North Korea. It could help integrate North Korea's industry into the production network of Northeast Asia. An immediate policy implication is that the economic cooperation between the two Koreas should focus on facilitating this process and supporting North Korea's industrial policy through South Korea's contribution of capital, technology, and service intermediary inputs.

  • 북한산 등줄쥐의 분류학적 위치를 결정하기 위해, 극동아시아(한국, 북한, 북동 중국, 극동 러시아)의 15개 지역에서 채집한 등줄쥐(Apodemus agrarius) 3아종의 31개 형태 형질들을 다변량방법으로 분석하였다. 분석 결과 세 군으로 나누어졌는데, 한국의 2개 지역(제주도, 완도)의 큰형, 한국과 북한의 8개 지역(진도, 군산, 지리산, 청주, 월악산, 태백산 : 해주, 신의주)의 중간형과 북한, 중국, 러시아의 5개 지역(금강산, 모향산; 길림, 이춘; 블라디보스톡)의 작은형이었다. 큰형, 중간형, 그리고 작은형은 고 등(1991, 1997)이 밝힌대로 각각 A. a. chejuensis. A.a.coreae, A. a. manchuricus임이 확인되었다. 북한의 서부지역(해주, 신의주)의 등줄쥐 (중간형)는 Thomas(1908)가 언급한 대로 A. a. coreae로 분류된다고 밝혀졌지만, 북한의 동부지역(금강산, 묘향산)의 등줄쥐(작은형)는 A.a manchuricus이었다.

关于东北亚地区内 "建设性的微边主义, 小区域主义" 制度 建设的必要性和效果的研究 -以韩国的视角为中心 - (A Study on the necessity and Effect of constructive minilateralism and subregionalism in Northeast Asia: Focused on Korean perspective)

  • This article not only theoretically explores the necessity and effect of constructive minilateralism and subregionalism in Northeast Asia, but also delves into a series of practical solutions from viewpoint of seeking common ground while reserving differences in this region. The main contents are as follows: First, the various obstacles that hinder the formation of regionalism, subregionalism and minilateralism in the Northeast Asia are discussed. That is to say, geopolitical realism, My Country First ideology, exclusive nationalism in the socio-historical context, and North Korea's latest provocations, etc. Second, this article explores the philosophy and basic principles of realizing Northeast Asia regionalism and minilateralism. Third, in the 21st century, Northeast Asia becomes the center of the world. It examines the core points, controversial focus and platform for building sub regionalism in the region. Finally, based on the institutional platform such as minilateralism and sub regionalism, the various ideas and practical plans of cross-border cooperation among major countries in Northeast Asia were discussed. Because there are a lot of obstacles, so first of all it is more appropriate to promote economic or functional minilateralism or sub regionalism than multilateral cooperation. In order to promote the formation of regionalism and minilateralism in Northeast Asia, the issues to be considered are as follows: First, for the sake of leading regional solidarity and minilateral economic cooperation, it is advisable for China, as a regional economic power, to implement a stable and responsible diplomacy. Secondly, regional solidarity based on credible politics and security should be promoted for a long time beyond the level of economic cooperation. Third, the primary prerequisite for the realization of Northeast Asian regionalism is that in the process of denuclearization of North Korea, the stability and peace mechanism of the Korean Peninsula should be established. Fourth, with the continued hegemonic competition between the United States and China in Northeast Asia, under the circumstance that countries in the region are pushed into so-called "East Asian Paradox", it is profoundly important for them to consider transition from the hostile relationship as the "Thucydides trap" to the order of "coexistence" in which competition and cooperation run side by side, and the two countries should explore a conversion plan for the foreign policy line. This mutual cooperation and peaceful coexistence of the US-China relationship will create a friendly atmosphere for the formation of regionalism in Northeast Asia. In the future, the cooperation of minilateralism in Northeast Asia will break the existing conflict between the maritime forces and the continental forces in order to promote peace. And along with the philosophy that "peace is economy", recent policies of common prosperity as the framework, such as China's "Belt and Road Initiative", North Korea's "Special Zone and Development Zone Policy", Russia's "New Eastern Policy", Japan's participation in the Belt and Road Initiative and South Korea's The "Korean Peninsula New Economy Map" are organically linked and it should promote the so-called "networked regionalism".

북·중 접경지역 경제협력 현황과 참여방안 (Status and Participation Plan of Economic Coorperation in Border Region of N.Korea and China)

  • 2010년 5월 북한의 김정일 위원장은 중국 베이징방문을 통하여 북 중 경협 강화와 경제특구 개발 가속화를 위해 라선과 황금평 위화도를 개발하기로 후진타오 주석과 공동인식을 달성하게 된다. 이것이 바로 "조중 공동개발 공동관리 라선경제무역지대와 황금평 경제지대"이다. 그러나 북 중 접경지역 경제협력의 대표적인 지역으로 발전과 변화를 기대했으나 2013년 2월 북한의 3차 핵실험과 더불어 시진핑(習近平) 국가 주석을 비롯한 중국 5세대 지도부의 북한에 대한 태도는 과거와 다른 냉랭함이 묻어 나오고 있다. 이는 북 중 관계의 흐름이 과거와 같지 않다는 것을 의미하는데, 황금평 경제지대 개발이 문서에만 그치고 있다는 점에서도 그러한 흐름을 발견할 수 있다. 라선경제무역지대의 경우 조중 공동관리위원회를 구성하여 일정한 수준의 발전과 변화를 보이고 있고, 최근에는 훈춘과 하산지역을 포함한 3국 국경 없는 국제관광구 등의 추진을 중국과 러시아에서 발표하고 있다. 물론 라선지대 개발계획에 비추어 그 변화는 상대적이지만 천천히 변화를 감지할 수 있는 모습을 보여주고 있다는 점에서 남 북 중 3자 협력의 가능성을 제기할 수 있다. 따라서 라선지역을 북한의 라선이 아니라 라선특별시 즉, 개방도시로 접근한다면 '5.24 조치'를 우회할 수 있는 길을 찾게 될 것이다. 이는 한 중 간 남 북 중 협력을 논할 수 있을 뿐만 아니라 북 중 간에도 우리가 남 북 중 협력을 논의하고 참여할 수 있는 방안을 마련해야 할 것이다. 대한민국의 새로운 블루오션을 구상하고 개척하기 위해 개방형 복합국가발전전략을 현실화시키는 전략적 선택이 필요한 시점이다.

시진핑(習近平) 국가주석의 방한과 한·중 미래 전략적 협력 동반자 관계 (Xi Jinping's Visit to South Korea and Its Implications)

  • On July 3~4, 2014, the Chinese President Xi Jinping's state visit to Seoul might be seen as a step on the path toward strategic outcomes for both country. For South Korea, Seoul shrewdly retains some degree of self-reliance by balancing between ROK-China strategic cooperative partnership relationship and ROK-US alliance. For China, Beijing appears to put its interests on the Korean Peninsula increasingly within China's larger geopolitical influence. To what extent can ROK-China relationship maintain futuristic strategic cooperative partnership between them? As we observed joint press communiques of the Chinese President Xi Jinping's state visit on July 3, 2014, four agendas of bilateral relationship between Seoul and Beijing can be identified: intractable rivalry between the two great powers, North Korea nuclear issues, disparities of their displeasure with Japan denying the past wrongdoing and enhancing its military capabilities and Chinese imposing of its core interests on its Korea policy. With these evolving strategic environments, however, China and the ROK appear justifiably be pleased with the state of their relations: their strategic cooperative partnership is the cornerstone of peace and prosperity in the Asia-Pacific or Indo-Pacific region and continues to grow broader and deeper.

접경지역 빛합계 지수의 지정학·지경학적 함의: 중국 단둥시를 사례로 (The Geopolitical and Geoeconomic Implications of Sum of Light on A Border Region: A case study of Dandong, China)

  • 본 연구는 DMSP 위성의 OLS 센서에서 촬영된 Stable Lights 영상자료로부터 랴오닝성과 단둥시의 빛합계 지수를 도출한 후 이 지표와 경제 수준 간 관계를 분석하였다. 랴오닝성의 빛합계 지수는 다른 성급 지역의 평균보다 높은 수준이었고, 지난 20여 년 동안 지속적인 증가 추세를 보였다. 실질 성장률과 1인당 평균 임금 등 이 지역의 경제 수준 향상을 지시하는 경제 지표 변화를 잘 반영한다고 볼 수 있다. 그러나 단둥시의 빛합계 지수는 다른 지급시 평균보다 낮은 수준이었는데, 이는 주요 경제 지표에 기초한 이 도시의 경제적 지위와 맥을 같이하는 것으로 보인다. 이전 시기에 비해 1998~2007년 사이 대북무역이 활성화된 단둥시 시할구의 빛합계 지수의 연간 증가율이 높아졌고, 비슷한 기간 동안 북중 교역액과 북한의 대중 수출액도 증가하는 패턴을 보였다. 이 기간 동안 햇볕정책의 영향으로 남 북한 간 긴장 관계가 완화되었던 것을 비추어볼 때, 빛합계 지수는 단둥시의 지정학 및 지경학의 특성을 설명할 수 있는 공간 대안 지표로 활용될 수 있을 것으로 기대된다.

중국 일대일로(一帶一路)정책에 따른 연운항항(連雲港港)의 발전 전략에 관한 연구 (A Study on the Development Strategies for China Lianyungang Port under One Belt One Road Policy)

  • With the rapid development of global economic and trade, the ports in the North-east Asia region have developed greatly. In such a fierce competition, how to ascertain right evaluation methods to assess the competitiveness of the ports, and make scientific and rational development strategy for upgrading the overall level of competitiveness of ports in North-east Asia, has become the first task for all the ports for coping with the challenges. As China's sustained economic growth of more than 30 years, the economic power and comprehensive national strength has been changed, China's international status has been greatly improved. Also China has achieved remarkable new results in the construction of peripheral diplomacy, and further has consolidated the relationship of countries along the Silk Road Economic Belt. The strong position of RMB in foreign exchange market and the implementation of the strategy of "area" opening to the outside world accelerated economic belt along the silk road in China to the west open pace. On the basis of the SWOT analysis of the Lianyungang Port, combined with the comprehensive and practical port competitiveness evaluation indicators system and competitiveness evaluation method, calculate the competitiveness level of Lianyungang port in East China, and find out the problems must be solved. The development strategies for Lianyungang port under One Belt One Road were suggested.

동북아 경쟁항만간의 환적화물 유치전략 (부산항을 중심으로) (Strategies to Attract Transshipment Container Cargoes among Main Competitive Ports in North (East Asian Region))

  • 중국과 일본서안지역의 지속적인 컨테이너 물량의 증가는 이 지역에서 환적화물을 유치하기 위한 한국 일본 중국의 주요항만들간의 경쟁을 더욱 심화시키고 있다. 우리나라 항만이 동북아 지역에서 부가가치가 높은 환적 거점항만으로 성장하기 위해서는 항만의 고객이 될 수 있는 선사, 포워더 등의 욕구를 정확히 파악하고 경쟁항 만들과의 비교분석을 통해 이러한 욕구를 충족시키기 위한 방안을 모색해야 할 것이다. 그러나 환적화물의 중요성에도 불구하고 그동안 이에 관련된 연구들이 그렇게 많이 이루어지지 않았으며 수행된 선행 연구들도 구체적인 경쟁분석을 통한 부산항 환적화물 유치전략을 제시하지 못했다. 이에 본 저자는 동북아(한국. 일본, 중국)에서 동적 경쟁상황을 고려한 부산항의 환적화물 유치전략을 제시하는 것을 목적으로 연구분석을 수행하였다. 본 연구의 연구결과를 종합하여 부산항의 효과적인 환적화물 유치전략을 제시하면 첫째, 입지, 요율, 무료장치기간, 서비스 중에서 환적화물을 유치하기 위한 가장 중요한 요인은 요율(43.31%)과 무료장치기간 (43.13%)으로 분석되었다. 부산항은 특히 상해항과 고베항의 경쟁적 위치(요율, 무료장치기간의 수준)를 고려하면서 동적 경쟁전략을 펼치는 것이 중요할 것이다. 둘째로 부산항에 대한 경쟁상황을 고려한 수요함수를 도출함으로써 부산항 마케팅 전략 수립 시 마케팅 매니저는 가격의 변화에 대한 수요량의 변화를 계량적으로 파악할 수 있으며 과학적인 가격정책 수립이 가능하게 되었다.

비행정보구역(Flight Information Region)의 효율적 관리를 위한 개선방안 연구 : 이어도(IEODO) 상공을 중심으로 (A Study on Ways of Improvement to Effectively Control the Flight Information Region focusing on air space of IEODO)

  • It is well known some Foreign aircraft used to fly INCHEON FIR(Flight Information Region), especially the island of IEODO without a flight plan, even though foreign aircraft is subject to submitting a flight plan to Flight Information Center(FIC) before its flight. IEODO is a sunken rock 4.6m beneath the sea level, 149km away from Marado. Facing the Yangtze river's sea entrance horizontally and military zones of Korea and China vertically, IEODO is a very important place for national security of North East Asia because it is located at the boundary between China East Sea and Yellow Sea of South Korea. Moreover, JDZ(the 7th mine lot) is just 77NM from IEODO, which possesses natural gas eight times bigger than the gulf region and oil 4.5 times bigger than that of the U.S. In addition, INCHEON FIR, managed by MLTM(Air Traffic Control Center) and Japanese Self-Defense Force's JADIZ(Japanese Air Defense Identification Zone) are overlapping on IEODO whose air space is very complex. This paper focuses on air space, FIR, ADIZ(Air Defense Identification Zone) and related airspace system and suggests strategic implications of how to prevent foreign aircraft from invading INCHEON FIR without permission and of how to utilize the airspace efficiently.
