한·중·일 농산물 경쟁력과 한·중 FTA 농산물 교역량증가 효과 (The Competitiveness of Korea-China-Japan agricultural products and Korea-China FTA Agricultural Trade impacts)

  • This study aims to analyze the competitiveness of agricultural products in Korea, China and Japan and the effect of increasing imports from Korea and China. and then we discussed how to cooperate in the agricultural trade field between the three countries. The results are summarized as follows. First, The intra-industry trade of agricultural products was the most active in Korea and China, followed by the intra-industry trade index between Korea and Japan. The intra-industry trade between China and Japan were the lowest. Second, The mutual complementarity of agricultural products trade between Korea, China and Japan is mostly high. Among them, Korea and Japan are the highest, while Japan and China have the lowest complementarity. Third, it was found that in tariff elimination, imports of rice and meat products increased the most, while the import growth rate of green tea, meat products and ginseng increased the most. Finally, the three countries in Korea, China, and Japan can consider the way to increase the trade of agricultural products in the region by internalizing the trade of complementary items while maintaining a constant level of production of mutually competitive products.

골프장 개발에 따른 환경영향평가에 관한 연구 -한국과 일본의 문화적 비교 분석- (A stuffy on the environmental Impact Assessment of golf course development - A comparative cross - cultural analysis between Korea and Japan)

  • In recent years, the construction of golf course has been increasing very rapidIy and serious concern is paid to its environmental consequences both in Korea and in Japan. EIA systems as a major requirements for golf course developments emerged to reduce the adverse impact of their developments in Korea as well as in Japan. This study aims to compare EIA systems, procedures and methodologies employed between Korea and Japan in order to demonstrate the success and failure of EIAs in each country. The results of this study can be summarized as follows : 1) EIAs are systematically undertaken based upon law in Korea but on regulation in Japan. 2) Public participation Isn't encouraged in the Korean EIA procedure while the Japan EIA system involves public participation. 3) Korean EISs shall be prepared after the proposed projects are approved according to the related laws and be followed by the necessary procedures, but in the carte of Japan, EISs be prepared prior to their approval . 4) ELSs shall be prepared by agencies with special expertise with respect to 7he environmental impacts (appointed by government) or the sponsoring agencies themselves in Korea whereas they be prepared by agencies proposing the projects in japan. 5) EISs both in Korea and in Japan are characterized by cliches which may be unfamiliar to reviews and the public. 6) EIAs describe the existing presence and predict and evaluate that a development work influences the present conditions. Here Japan EIA treats mainly natural - and life environment, whereas Korean EIA dose social - and economic environment. And hence in the case of Japan is undertaken more quantitative and scientific analysis, whereas in the case of Korea is less. It is suggested that the key point to impact analysis is to use the correct concepts, fomulate the comparative studies of methodologies and find the methods that suit the decision as well as which country's own circumstances.

일본의 한국산 수산물 수입규제 가능성 검토 - 한·일 방사능 분쟁을 중심으로 - (Review of Potential Import Restrictions by Japan on Korean Fishery Products - A Focus on Radionuclides Dispute between Korea and Japan -)

  • This study focuses on a recent WTO SPS dispute related to Korea Import Bans and Testing and Certification Requirements for Radionuclides (DS495) in order to learn from the case and take proactive measures to prevent potential import restrictions by Japan on Korean seafood. Korean-Radionuclides (Japan) emphasizes the importance of sufficient scientific evidence, especially scientific information from relevant international organizations, in an effort to take preventive measures towards Japan's restrictions on Korean seafood imports. Japan claims that a novel parasite, Kudoa septempuctata, in Korean flatfish causes food poisoning. As food poisoning is a serious concern, there is a low possibility that Japan's enhanced monitoring measures would be more trade restrictive than required as prescribed in Article 5.6 of the WTO SPS Agreement. In addition, Korea is the biggest exporter of olive flounder to Japan. Hence, the possibility that similar conditions could be established is low in relation to non-discriminatory principles under the WTO SPS Agreement. Accordingly, we should collect relevant scientific evidence, improve domestic sanitary management of fishery products, and seek export diversification so that we prepare for potential import restrictions by Japan and minimize implications.

A Comparative Research of Library Law in Korea and Japan: Focusing on the Enactment and Revision Processes

  • Korea and Japan have been influenced by one another through various points in their respective histories. During ancient times and throughout the Middle Ages, many aspects of culture and modern civilisation were conveyed from China to Japan via Korea. This trend changed in the second half of the $19^{th}$ century, as Japan opened its ports to foreign trade, completely reforming its own society before Korea followed suit. The aspects of modern civilisation and culture were thus subsequently conveyed to Korea from Japan. Not unlike Western cultures of the time, Japan also engaged in a pursuit of imperialism that resulted in its subjugation of Korea during the Japanese occupation. After Korea regained its independence following the Second World War, Koreans rebuilt their country largely on the basis of the social system Japan had left behind. 70 years later, differences from the Japanese model may nevertheless be observed in various areas. Library legislation is no exception. This paper provides a comparison of Korean and Japanese library laws. The comparison and consideration of the enactment and revision processes of library legislation of both countries reveals how differences in legislation developed and provides an analysis of the implementation of these differences.

수산물도매시장의 한·일 비교를 통한 거래제도 개선방향 연구 (A Study on the Improvement Direction of Trading System by Comparing Fishery Products Wholesale Markets between Korea and Japan)

  • In this study, the differences of institutional development processes of fishery products wholesale markets were compared between Korea and Japan in order to suggest improvement direction of trading system in Korea. The wholesale markets have shrunk while wholesale and distribution has been becoming larger in size in both countries. A summary of differences in the wholesale market trading systems between Korea and Japan is as follows: first, middle wholesalers play pivotal roles in wholesale transaction in Korea, and wholesale corporations take such roles in Japan. Second, most wholesale corporations take charge of listing in Korea whereas such corporations are in charge of buying in Japan. Third, Korea has high proportion of auction for transactions, in contrast to Japan with high proportion of relative transactions. Forth, Korea maintains more sales within the wholesale markers and has more small and medium customers than Japan. Finally, Korea investigates inside causes to find solutions for the decreased competitive power of the wholesale market, whereas Japan copes with the problem by searching for outside customers. To seek solutions for the decreased competitiveness of Korean fishery products wholesale markets, middle wholesalers' consignment should be limitedly allowed, and improvement direction of wholesale corporations should be investigated in the future study.

한국과 일본의 건강증진정책 비교 (Comparative Study on the Health Promotion Policy in Korea and Japan)

  • The focus of this paper is to critically evaluate the contemporary health promotion policy of g Korea and Japan. The primary purpose of this comparative research project is to stimulate policy debate and to strengthen the design and implementation of evidence-based policies that improve population health and reduce health related disparities. For the purpose of the research object we adopted analysis of health promotion(HP) sources. The HP Source which is still under development in Europe, is a potentially valuable tool for global use. This European Commission funded project lead by the London School of Hygiene and Tropical Medicine has brought together organisations from all of the European Union Member States, plus Norway, Iceland, Latvia, Switzerland and the Czech Republic to contribute their data. The findings of this research will be conclude by making recommendations for further comparative studies and in particular how EUHPID and the HP Source tool and database can be expanded for use at global level through the IUHPE. The result as follows: 1. The Health Promotion Act enacted 1995 in Korea and 2000 in Japan. The government has a national document on HP titled Health Plan 2010 and Healthy Korea 2010 in Korea and Healthy Japan 21 in Japan. 2. The Health Plan 2010 of Korea contains 14 goals, i.e. life expectancy, smoking, nutrition, mental health, dental health, reproductive health, hypertension, cerebrovascular diseases, arthritis, diabetes mellitus, cardiovascular diseases, and cancer. It should be emphasized that the Korean HP national document adds 3 goals of health expectancy, reproductive health, and arthritis to its Japanese counterpart. Health Plan 2010 of Korea specifies 37 objectives in 14 goals, and Healthy Japan 21 proposes 48 objectives and 80 targets in 9 goals. 3. Health Plan 2010 and Healthy Japan 21 have not been evaluated yet, and no regular systematic monitoring reporting of HP policies is available in Korea and Japan yet. 4. National Health Promotion Fund is a financial source of HP programs at the national level in Korea. Its annual amount is 736 billion Won(equivalent to approximately 640 million US$), otherwise no specific Health Promotion Fund in Japan.

소비자상담사의 업무수행평가: 일본과의 비교를 중심으로 (The evaluation of consumer counseling tasks: comparison with Japan)

  • This research evaluated counseling tasks performed by consumer counselors between Korea and Japan. Results of this research could be summarized as follows. First, not only female but also male counselors occupied counseling tasks in Korea, in Japan, all counselors were female, most of whom were married and older than in Korea. The average number of counselors in Korea was large than those in Japan, but income of counselors was higher in Japan. Average numbers of counseling were large, the level of perception on the significance of counseling tasks was lower in Korea, but degree of job satisfaction was higher in Korea than their Japanese counterparts. Second, evaluation scores of Korean counselors were higher than those in their Japanese counterparts in the light of objectiveness and fairness of counseling. On the other hand, the degree of job satisfaction among counselors and their perceptions on the significance of counseling tasks affected the evaluation scores. In contrast, both degree of job satisfaction and hours of job-training education generated those impacts. finally, Korean counselors highly evaluated their agencies' counseling tasks than their Japanese counterparts. In sum, this study showed that the overall performance of consumer counseling tasks was more positive in Korea than in Japan.

한중일의 조도기준 비교분석 : 주택조도기준을 중심으로 (Comparative Analysis on Recommended Levels of Illumination in Korea·China·Japan: Focused on Recommended Levels of Illumination for Housing)

  • This study compared the recommended levels of illumination for housing. KS Recommended Levels of Illumination (KS A 3011) in Korea, Recommended Levels of Illumination (GB 50034-2004) in China and Recommended Levels of Illumination (JIS Z 9110) in Japan are compared. The results are as below. First, recommended levels of illumination used in Korea China Japan are suggested by different locations and activities. However, classification for application scope is set differently. There are 10 areas for classification used in Korea, 5 areas in China, and 13 areas in China. When medium levels for classification are included as classification level, total of 15 areas are used for classification in China. Second, when considering there are 15 areas of application scope in China for recommended levels of illumination, there are 7 areas that are commonly used in Korea China Japan. 7 areas include stadium, factories, hospitals, office, shopping center, houses and hospitals. Third, working surface is considered as the height for recommended levels of illumination in Korea China Japan. Korea and Japan consider all working positions, standing and sitting position, when deciding the height. However, China only considers the standing position. Fourth, application scope for recommended levels of illumination for housing are classified in 16 areas in Korea, 5 in China and 18 in Japan. Thus, the application scope for recommended levels of illumination in housing in Korea is similar to Japan. However, there are only 5 areas used in China such as living room, bedroom, dining room, kitchen and sanitary room. Fifth, recommended levels of illumination is classified in 3 levels such as Lowest-Moderate-Highest while China and Japan only have standard recommended levels of illumination. Sixth, when observing recommended levels of illumination by type of activities, Japan classified the activities in greatest detail followed by Korea and then China. Seventh, Recommended levels of illumination differs by each country.

21세기 종합상사의 신경영 전략에 관한 연구 -한(韓).일(日) 비교연구를 중심으로- (A Study on the New Management Strategies of the Trading Conglomerate in the 21st Century)

  • From the IMF(International Monetary fund) crisis, the management conditions of the trading company which run business in world market, has rapidly changed. In particular, the trading conglomerate's competitive power have declined. This study, addressing such changes, intend to analyze what factors are that have generated this changes in trading conglomerate's environment. The study specifically takes it into account that the differences between Korea trading company and Japan's. This research was confirmed by data and field survey in two country. The results of research are summarized as follow. The Korean trading company are inferior to the Japanese trading company in total volume(Korea: 24.1, Japan 100), the benefit volume(Korea: 8.7, Japan 100), the stability of turnover(Korea: 36.6, Japan 100), the network power in foreign country(Korea: 19.2, Japan 100), the power of e-business(Korea: 17.0, Japan 100). But the debt ratio of Korea company is significantly lower than that of Japan's(Korea: 160.4%, Japan 940.5%). In conclusion, providing that the Korean trading company want to be a world-class champion in trading field, they have to introduce the new management strategies which means the high-profit base trading, the long term investment and the internet business.

The Interaction between China, Japan, and Korea in the Export Market

  • This paper analyzes changes in the export potential and competitiveness of China, Japan, and Korea. The analysis of Japan's export market share reveals that in sectors where Korea's potential was strong in the early 1990s, Japan's market share diminished. This suggests the possibility that Korea was catching up with Japan, eating into Japan's market share. The same analysis of Korea's export market share in the 2000s shows, for items in which China's export potential was high, Korea's market share has declined comparatively since 2010, with the tendency growing much larger. China's export potential continues to expand in markets for Korea's key export products, making it difficult to rule out the possibility that Korea's competitiveness in key export products will be hindered, driven by the catching up of China. To respond to these challenges, it is important for Korea continuously to foster and enhance creative and core capabilities that latecomers will not easily be able to emulate.
