The Rise of Korean Innovation Policy for Social Problem-Solving: A Policy Niche for Transition?

  • Technology supply has been the main thrust of the Korean government's science & technology policy, focusing on the development and acquisition of new technology in line with the catching-up strategy of economic growth and industrial development. However, new social or societal problems have become major government policy issues, heralding new innovation policy aimed to address them. Such new policy initiatives for social problem-solving present a niche where the existing system of government innovation policy process is challenged, including such processes as goal-setting, planning, implementation, project management, and evaluation. The rigidity of the existing institution of government innovation policy, however, still shapes the content and progression of innovation policy for social problem-solving. This study reviews Korean innovation policy for social problem-solving as a policy niche, and aims to clarify its challenges and opportunities. It uses a system transition framework to explain the emergence and evolution of the innovation policy niche in Korea. The main research question is to what extent and in what aspect the existing innovation policy regime shaped innovation policy for social problem-solving. The study examines the inertia of the current paradigm of innovation policies and R&D programs, and sheds light on the search for a distinctive identity for innovation policies that tackles social problems.

  • This paper shows the institutional limits of technological innovation at the railway package service, that is the limits of introducing the package express system. The railway package service, owned by government and operated by D company, has been suffered severe operating loss since early 1990's. The package express system supported by information network and co-working with inner city quick service might be an solution for the railway package service. But there are several obstacles such as labor union and the rigidities of the Korean National Railroad of government agency.

  • This study calculates comprehensive regional innovation potentials of the 16 provincial governments of Korea based on the 20 indices from 3 fields such as regional innovation infrastructure, regional innovation activities, and regional innovation performance. Except regional innovation activities supported by the central government's regional innovation grant program, there are disparities of the 3 innovation fields between the Seoul Metropolitan Area and non-Seoul areas. In some local provinces where the comprehensive innovation capacities are low, there are significant disparities among the 3 innovation fields. These provincial governments should support a policy to adjust the disparities for the sustainable regional innovation.

  • The transformation of sector system in Information and Communications Technology (ICT), a prominent character in sector system, has been paid much attention in innovation theory with rapid change in information technologies and technological environment. In this context, we explore how Sectoral Innovation System (SIS) in ICT has been transformed since 1970 by employing US patent data and Proxy variables which measures the basic elements for SIS and its technological characteristics. By utilizing patent data, it is demonstrated that technological regimes, key links and Schumpeterian patterns of innovation in overall ICT sector have drastically transformed over the last three decades. We also reviewed how changes of knowledge bases and technological characteristics driving forces of dynamics in ICT help heterogeneous agents interact with environmental factors (Industrial structure and institutions), leading to industrial or economic growth and its dynamics in the historical perspective over ICT sector (Telecommunication, Computer and Semiconductor). Consequently, our research shows clearly that Schumpeterian patterns of innovation have shifted from Mark I to Mark II in ICT. Our study also provides a glimpse picture of dynamics patent data.

Technological Innovation System for Energy Transition in Small Island Developing States: Adaptive Capacity, Market Formation and Policy Direction in the Maldives

  • By analyzing the adaptive capacity, market formation and policy direction as functional areas of Technological Innovation System (TIS), the article evaluates the progress of renewable energy transition in the Maldives, with the inclusion of ideas from Mauritius and Cabo Verde. On the policy direction in the Maldives, technology roadmaps produced with assistance from International Renewable Energy Agency (IRENA) and Asian Development Bank (ADB) are evaluated. Although there are inducing factors such as the Solar Risk Management Initiative, the progress of energy transition is hindered by the lack of technical capacity and local value chain. The findings indicate the importance of facilitating and establishing industry and knowledge networks, incorporating innovation policies, greater involvement of the local private sector along with international investors, and taking water-energy nexus to achieve complementary targets. The study adds value to knowledge by offering a simplified TIS framework, with a current insight of the energy transition in Small Island Developing States with a focus on the Maldives.

A study on the Policy Instrument for Regional Innovation System Construction in the Mekong Delta Region

  • This study investigated the policy instruments pertinent to the establishment of a regional innovation system in the Mekong Delta that facilitates the development of a countermeasure towards various issues of industrial and technological nature. First, we conducted the research with regard to the status and environment of the region. Second, a field visiting survey was implemented to analyze the results of international efforts and regional capacity to solve the problems attendant upon introducing technologies related to the Fourth Industrial Revolution. Third, we derived the key policy issues and challenges from the results of the field visiting survey and experts' conference with a deep focus on technological transfer and international cooperation to enhance the capability in the science and technology field. Fourth, we conducted the opinion survey of the experts from Korea and Vietnam to converge local opinions from both countries and analyzed the results. The range of research subjects is responding to climate change, managing water resources, coordinating energy and industrial structure, making a resilient Mekong regional ecosystem, smartification of local cities, and improving the life quality of citizens, and so on. The results of this study are expected to be the beginning of fundamental research in the mid to long-term view of the Mekong Delta region innovation system of Korea and Vietnam and to evaluate the master plan.

  • Goal of "Single PPM Quality Innovation Movement" is to achieve perfect quality through participation of all members in the production line to achieve zero defects. Six Sigma has been used by many leading corporations as a tool for Management Innovation. Recently, the number of small and medium sized companies implementing Six Sigma has increased. Therefore, this research introduces the case of "S" company which utilized Six Sigma and Single PPM together to effectively implement Single PPM Quality Innovation Movement. This paper describes issues identified during the Single PPM Quality Innovation Movement implementation and also suggests improvement plans.

  • Since 1980's, many enterprises have constructed Strategy Information System and tried BPR, ISP. Also, they implemented ERP and practiced the Process Innovation and Six Sigma for Management Innovation in todays. Although most companies had previous good plans, but those are not satisfied. Because of failed to change management and continued next activity. Many Project for Process innovation are ended as disposal project in my case, if they want next project, they need a new plan which needs additional fund and resource. This paper studied Process Innovation and Six Sigma in many things and proposed new model for continued project on the master plan. Also it proposed next study subject about ERP Optimization and Harmonization after implemented ERP which is considered as next step of PI.

  • In general, Innovation Systems consists of actors, institution and network. And mutual learning through the innovation capacity is to be increased, which ultimately evolved through innovation that explains the system itself. In this study, Senior Friendly Industry in Korea for 'Innovation systems formation and evolution of the process' a dynamic perspective. The purpose of this paper is to provide suggestions that innovation policy implications for technological innovation in this sector or similar industry like a health industry, environment industry and etc. Study, a new type of formation and the evolution of the innovative system was confirmed. As the Senior Friendly Industry is a new case for innovation studies, our study may provide new research opportunities to the academia.

Decision-Makings of CoPS Innovation Strategy, Power and Dominant Design - the Case of SKT and KTF

  • This study aims at examining each firm's decision-makings of complex product and system (hereafter CoPS) innovation strategy, so that it tries to reveal the nature and role of CoPS innovations strategy. And it designed a comparative case study along with qualitative methods, by having two mobile operators' digital rights management (hereafter DRM) innovation in South Korea's digital music service industry. Through literature review, this study formulated three research propositions: (i) Each firm's decision-makings of CoPS innovations strategy are analytical negotiation process among economic actors in an industry; (ii) Each firm's market power originated from its market share from the installed base through network effect and switching cost influence decision-makings of CoPS innovation strategies; (iii) Each firm's decision-makings of different CoPS innovation strategies are related to their intension of achieving better market power, consequently dominant design. Through empirical examination of two mobile operators' decision-makings of DRM innovation strategy, this study empirically verified three research propositions.
