  • In Korea, a variety of policies for the regional cultural industry development have been carried out: the promotion policy of cultural industry cluster, the establishment of cultural industry support center, and the construction of cultural industry complex and the supporting works for the cultural research center. The cultural industry has a dual character of the manufacturing industry and the service industry. The cultural industry of Gyeongbuk province is mostly centered upon small manufacturing firms with low value-added. Thus, it is desperately in need of the building-up of the enterprise supporting system. However, it is difficult to expect that private business service finns can be activated. In this sense, local and regional governments seek to establish so called 'the cultural contents support center'. However, it is not clear whether the center is an organization for the production of cultural contents or an agency for the support of cultural contents industry. Also it does not prepare any major functional introduction facilities and performing programs. Most of all, it is necessary to establish a proper orientation that 'the cultural contents support center' must be not an organization for the direct production of cultural contents, but an organization supporting cultural industry by way of providing cultural industry enterprises with what is necessary for the production of cultural contents. Also, a system for the establishment of business fitting support policy that can cover the whole sectors of cultural industry must be prepared. Furthermore, a synthetic support system for the cultural business associated industries centered on specified sectors such as films, edutainment, and storytelling must be constructed. Finally an environment for the creation and inducement of cultural industry enterprises, and for the active participation of enterprises and related groups in the promotion planning and in the policies of cultural industry must be built along with on- and off-line networks.

Analyzing trends in cultural contents tourism using big data

  • Korea's cultural content industry can develop into another unique tourism industry. However, since other prior studies focus on the Japanese content industry, this study identifies modern industrial trends by combining the unique characteristics of Korean content, that is, cultural content tourism, and the analysis ability of big data. The current status and direction of the cultural content tourism industry were studied by utilizing the extensive information collection and in-depth analysis capabilities of big data, and as a result, it was confirmed that the trend of the cultural content industry is related to the business aspect of cultural content, not the pure content interest of cultural content. This shows that Korean cultural contents have a strong business aspect. As a limitation, when research design was conducted using social media big data, the age, gender, etc. of the subject analyzed with unique anonymity could not be known. The Korean cultural content industry is expected to be successful in terms of business.

  • Since the launch of the GATT system, one of the most controversial topics in trade liberalization has been the conflict between culture and trade. The sticking point has been the necessity of cultural exceptions in trade rules. Some countries do not wish to allow further exceptions to basic principles even in cultural industry, while many other countries make their efforts to obtain "cultural safety valve." The latter group asserts that it is indispensable for the protection of cultural identity, whereas the former seems to doubt the truth of the assertion. That is because cultural policy measure possibly constitute a means of arbitrary or unjustifiable discrimination between countries, or a disguised barriers to trade in cultural products. Unfortunately, cultural exceptions still remain unresolved in the WTO, the successor to the GATT. This paper is to review the history and rules of multilateral trading system on cultural industry, address the critical issues to deal with in the DDA negotiations, and lastly provide some perspectives on the appropriate shape of the cultural safety valve.

Comparison of Cultural Industry Efficiency between China and Korea (중국과 한국의 문화산업의 효율성 비교)

  • Cultural industry's role in national economic growth has increased gradually and drawn increasing attention due to the immense window effect on other industries. Especially, China has fully pushed forward with the development of cultural industry to sophisticate industrial structure since the 2000's. In Korea, the cultural industry has played the leading role in the national economic growth through intensive investment relatively early compared with China. Under the circumstance, this study compared the cultural industry efficiency between China and Korea to examine cultural industry's impact on economic growth and its potentials. The greatest difficulty in comparing the cultural industry efficiency between China and Korea is the development of comparable statistical data. This study chose the number of businesses and the number of employees as the input variables for efficiency analysis and the sales of cultural industry, the output variable. Also, the efficiency was comparatively analyzed through DEA-Malmquist index. Integrated DB about local governments and basic data from KOSIS were used for Korean data and the National Bureau of Statistics of China's data were used for Chinese data. The analysis period was set to 2013-2017. According to analysis, the Malmquist index for Korea was 1.048 and China, 1.041. In other words, Korea improved the efficiency by 4.8% during the analyzed period and China, 4.1%. This result can be attributed to the fact that the cultural industry in Korea was reaching maturity during this period while the cultural industry in China was entering the growth period.

  • The article concerns the cultural diversity as a policy value for the cultural industry policy in Korea. in the evolution of the cultural industry policy since the end of the 1990s, the primary values of the public policy has focused on the establishment of the cultural identity and the improvement of the competitiveness of the cultural industries. It Is likely that cultural diversify has been considered as a defensive value against the cultural globalization. Meanwhile, as the UNESCO indicates, the improvement of the cultural diversify should be established as a key policy value in terms of the cultural rights, cultural welfare and social inclusion. In this respect, the article analyzes the policy values of the cultural industry policy in terms of the cultural diversity. In addition, the policy alternatives for the improvement of the cultural diversity will be recommended. In particular, the article studies the case on the comic industry policy.

  • Recently, the service innovation is getting interests among innovation researchers. After reviewing the Lancasterian approach concerning the service innovation, this paper explains concretely the innovation in the cultural industry, specifically online game industry, using Lancasterian approach. Combining Lancasterian approach and the value chains in the cultural industry systematically, we draw both implications in theory and policy. Theoretically, the innovation in the cultural industry needs interdisciplinary research due to the inclusion of diverse innovation natures-technical, content, and marketing innovation. Also this paper suggests policy makers to apply research and development(R&D) concept in the manufacturing sector to the cultural industry in which content R&D means the creation of new concepts or new development of the service.

  • There has been an increasing preference for product with cultural value as people have a growing cultural sensitivity and greater demand for cultural value in current global market. In response to that, countries need to develop cultural products which represent their distinctive cultures and traditions, and such efforts may aim to promote the creation of economically high value-added and enhance the cultural image. In this paper, first, we analyze the correlation between Culture, cultural industry and Cultural goods. In this context, my efforts centered initially on a thorough analysis on the current situation and environmental problems that Korean culture faces presently, and then, processed and organized them into major industry categories of character industry, through a statistical methodology, to estimate its market volume by industry and to analyze the inter-relationship and macro-economic pervasive effects among related industries as well as cultural window effects. This paper could lead to final practical solution and suggestions for optimum policy measures to be taken for a supreme cultural industry for Korea.

  • In the 21st century, a nation's industrial success will depend on her cultural industry. Thus, Korea has been investing much in the cultural contents industry, expecting high. A nation's potential in the industrial contents industry will be determined by 1) IT infrastructure, 2) digital convergence, 3) rich cultural heritage and 4) government's effective policies. Nevertheless, our cultural contents industry is not as much homogeneous as that of the United States or Japan, but only some parts of it have grown much. So, our cultural contents industry is not very stable, which means that it would grow in a short term but not in a long term. One of the ways to promote the cultural contents industry effectively may be derived from Jean Baudrilliard's theory of simulacra. The aim of this study is to review the ultimate simulacra required of our cultural contents industry, focusing on Disneyland which Jean Baudrilliard emphasizes as the most perfect simulacra.

Study on the Competitiveness Evaluation of Urban Cultural Tourism Creative Industry in Pan-Yangtze River Delta

  • Purpose - In order to improve the comprehensive competitiveness of cultural tourism creative industries in the region, different grade cities should adapt to local conditions and differentiated development as the angle. It can promote the optimization of regional tourism industry structure, and make relevant suggestions accordingly. Research design, data, and methodology - Based on the characteristics of cultural tourism creative industry, 24 indicators are selected from four aspects. The comprehensive competitiveness evaluation index system of cultural tourism creative industry is constructed. The essay use factor analysis to quantitatively evaluate 27 cities in the Pan-Yangtze River Delta, and use cluster analysis to classify the competitiveness of cultural tourism creative industries in each city into five types. Results - The results of cluster analysis show that the whole area presents five kinds of step-like features, which are mature leading type, the advantageous development type, comparatively advantageous type, well-grounded type and difference-promotion type. Conclusions - The factor analysis method was used to quantitatively evaluate 27 cities in the Pan-Yangtze River Delta, and cluster analysis was used to classify the cultural tourism creative industry competitiveness of each city into fives type city. Based on the differentiation of cultural tourism creative industry competitiveness and 27 cities in the Pan-Yangtze River Delta, the relevant strategies were proposed.

  • Cultural industry along with cultural content that forms the center of cultural industry is the field whose interest is continually increasing due to the increase of weight in the national economy and the strengthening of importance in future value. Cultural content, particularly, accounts for the essential position in starting a business around one-person business, which recently arouses high interest in a nation. However, it is true that the debates on the rapid growth and identity of cultural content in contrast to the reinforcement of its position, and the criticisms about the lack in development of material and cultural content in staring a business show the limitation of overall cultural content in Korea. This research examines recognition of cultural industry or cultural content through terminologies of definition as well as the relationships of configures in accordance with the outcome of cultural content. Findings demonstrate that cultural content in Korea revealed the highest cultural orientation which is the same as existing interpretations, and as comparison objects, entertainment industry in the U.S. and creative industry in the UK contained the highest part of entertainment and creativity respectively. It reflects that mythical elements of language that has been discussed from the structuralist perspectives are projected in the relevant field. In conclusion, the conceptual definition of cultural content has the structure to project advantages and disadvantages of existing culture, and this limitation needs to be overcome in securing the items and business value in starting a business.
