Development of Korea-ASEAN Wetland Knowledge Sharing Platform and Future Suggestions (한-아세안 습지 지식공유 플랫폼 개발 및 제언)

  • This study analyzed global Knowledge Sharing Platforms and collected stakeholder's suggestions to develop the "Korea-ASEAN Wetland Knowledge Sharing Platform (KSP)." As a result of the analysis, ① financial support and ② knowledge outcomes are essential to maintain the KSP and conduct the platform sustainably. Stakeholder suggest three significant projects (① comparative analysis of the inventory of wetlands in the Korea-ASEAN region, ② knowledge gap analysis in wetland research trends, and ③ establishing a web infrastructure for wetlands information sharing). The "Korea-ASEAN Wetland KSP" defined to be consistent with the international conventions (e.g., Ramsar Convention, Convention on Biological Diversity) goals by comprehensively considering the literature analysis and stakeholder suggestions. Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) selected as the fundamental model of the KSP. As with IPBES, knowledge management and assessment, capacity building, policy support, communication and participation adopted as the platform's core objectives. The KSP will be able to share knowledge related to the same type of wetland ecosystem within the Korea-ASEAN region and provide necessary information for establishing science-based policies.

  • Recently, Korea has been promoting cooperation with various countries, mainly ODA countries, with the aim of exporting Korean smart cities for the globalization of smart cities. In particular, smart cities aim to solve urban problems by combining big data and ICT in the urban field, and it is important to lay the foundation for Korean public and private companies to expand overseas through the discovery of smart city technologies by specialized companies such as smart transportation systems, smart urban logistics, smart finance, and smart disaster prevention. The purpose of this study is to present a methodology for analyzing basic data and a financial plan for building a smart city master plan through the Economic Development Experience Sharing Project(KSP) for the Abura Valley in Colombia, where urbanization is occurring at a rapid pace. It also aims to provide a foundation for Korean public and private companies to expand overseas, especially in ODA countries.

International Cooperation Development with Recipient Countries by Catalytic Aid (촉진적 원조를 통한 수원국과의 개발협력에 관한 연구)

  • ODA is an effort and action of international community to keep human rights by eradicating poverty. UN declared MDGs (Millennium Development Goals) during 2001 and 2015. As a follow-up action, UN sets up SDGs (Sustainable Development Goals) during 2016 and 2030. SDGs expands the concept of ODA. SDGs includes cooperation development over the scope of ODA by mobilizing various financial resources from public sectors and private sectors. It will overcome the limitation of traditional ODA and be 'AID and beyond'. Catalytic aid is appropriate for the concept of SDGs. Cooperation development by catalytic aid focuses on building economic infrastructure and production facilities rather than humanitarian aid, which will establish a sustainable development basis for recipient countries. This study suggests to make a PPP business by linking KSP(Knowledge Sharing Program), to objectify criteria of priority recipient selection and aid allocation, to adapt grant and concessional loan complexly according to the business, to support realization of CSV(Creating Shared Value) by establishing SPC(Special Purpose Company) and to construct a PCSD(Policy Coherence for Sustainable Development) system to fulfill the fore-mentioned strategies.
