Regional Science and Technology Resource Allocation Optimization Based on Improved Genetic Algorithm

  • With the advent of the knowledge economy, science and technology resources have played an important role in economic competition, and their optimal allocation has been regarded as very important across the world. Thus, allocation optimization research for regional science and technology resources is significant for accelerating the reform of regional science and technology systems. Regional science and technology resource allocation optimization is modeled as a double-layer optimization model: the entire system is characterized by top-layer optimization, whereas the subsystems are characterized by bottom-layer optimization. To efficaciously solve this optimization problem, we propose a mixed search method based on the orthogonal genetic algorithm and sensitivity analysis. This novel method adopts the integrated modeling concept with a combination of the knowledge model and heuristic search model, on the basis of the heuristic search model, and simultaneously highlights the effect of the knowledge model. To compare the performance of different methods, five methods and two channels were used to address an application example. Both the optimized results and simulation time of the proposed method outperformed those of the other methods. The application of the proposed method to solve the problem of entire system optimization is feasible, correct, and effective.

  • Modern society is heading towards a knowledge & information based society where knowledge and information is valued, or a knowledge creation society where information is analyzed and processed to be used as knowledge. This means that not only individuals but also every organization is always surrounded by information and that we are witnessing a transition into a society where the value of knowledge and information is increasingly higher so sometimes we must actively explore and use the information across the whole social structure involved with politics, economy and culture. Recently, while the amount of information at public libraries at home and abroad has greatly increased in volume and the kinds have become diverse, efforts for digitalizing and integrating knowledge & information resources are being pursued aggressively. A new paradigm of facilities and space configuration for public libraries is required so that along with traditional library service there will exist integrated links and exchange of digital information resources and all users will be able to equally access that information. Therefore, assuming that human, information and space are important design factors as to space planning for public libraries, this study compared characteristics of the space structure and the form of exchange of knowledge & information through examples involved with public libraries having opened in the past three to four years from perspectives of space sociology and communication. This is a basic study to provide organized design guidelines about the form of exchange of creative knowledge & information from various perspectives in the knowledge & information age. Also this study is considered to have a significance in activating communication with users through exchange, creation and experience of knowledge & information, which is a social role that modern public libraries support.

The Effects of Home Country Government Support on International Business Performance: Evidence from Chinese Firms (본국 정부지원이 기업의 국제화 성과에 대한 효과: 중국기업을 대상으로 한 실증적 연구)

  • An appreciable number of Chinese firms have successfully expanded their businesses into foreign economics although they have limited resources. Advocating that home country government supports can mitigate firms' resource-disadvantages in international expansions, we attempted to investigate whether and how the Chinese government's support enables Chinese firms to compete in foreign markets. Based heavily on the knowledge-based theory of the firm and the resource-based theory of the firm, we developed a model that explain and predicts the effects of home-country government-supports on superior financial performance. The model was empirically tested using a accounting dataset regarding Chinese firms' 323 international expansion events from 2008 to 2015. Empirical evidence presents that the Chinese government's support has a positive effect on Chinese firms' international success and that these firms' marketing, technological, and managerial resources positively moderate the effect of the government support on the firms' international success. Nonetheless, because we employed an event-study method, the limitations of the method can be applied to the current research. In addition, because of the empirical context, the results of the research might lack generalizability. We, however, provided an understanding how firms from emerging countries can succeed in international expansions specifically when they have lack of resources for international competition.

  • This study is to examine the influence of Asian countries on the economic field, and to explain the characteristics and purposes of China's Belt and Road Initiative using data analysis. The purpose of this study is to identify and analyze the influence and characteristics of China's One-to-One Road Initiative on the economic sector by examining trade and investment in Asian countries adjacent to China. In particular, the One-to-One Road initiative is proceeding in a way that connects China and neighboring countries. It is to understand the dependence of the Asian countries in China on the Chinese economy. In addition, it is intended to derive implications by grasping and evaluating what the level is based on data. This study also attempts to grasp the influence and ripple effects of the one-on-one strategy on the Chinese economy and the North Korean economy, where dependence is deepening. Recently, the strategy for Asian countries through a one-to-one initiative in China has been restructured in the framework of the construction of the "21st century Maritime Silk Road" and emphasizes the cooperation mechanism led by the country. In progress of the one Belt and One Road, Chinese ICT companies are remarkable. This study looked at the influence of China's digital one Belt and One Road on Asian countries.

  • The knowledge based economy requires more and more people to learn new knowledge and skills in a timely and effective manner. These needs and new technology such as computer and Internet are fueling a transition in e-learning. We did the case study of K company, which is leading the business to business e-learning in Korea. We investigated prior studies about e-learning and deduced the major variables composed of learner, tutor, infrastructure, contents, and practice. And then we suggested the successful way of doing the operation for the company's e-learning. We hope that this research will help the companies that have introduced or consider the adoption of e-learning.

  • In the age of knowledge and information when every aspect of economy, education and culture in society is changing rapidly, the teacher is not just a provider of knowledge in classroom. Ultra-modern educational tools and materials have come into being with the latest developments in science and technology and we see classroom teaching in general tending towards more 'open' classroom and study. What the students need most for the coming century is the cultivation of higher faculties such as creative thinking, the power to solve problems, and the spirit of inquiry. The present-day teacher is required to make use of various teaching medial in order to provide the students with better educational environment for developing these faculties, not the teaching method of the past with the teacher at the center. One way to enhance classroom environment is in reintroducing the modernized teacher's desk to the center of teaching apparatus. This paper is about the better way of designing the teacher's multimedia desk equipped with a PC that will make it possible for the teacher to utilize the internet-based educational resources.

  • Basic research is becoming more important in knowledge-based economy. In Korea, government's research policy has been enforcing applied research and development for economic growth rather than basic research. But, in 21st century, Korea's catch-up policy in science and technology arrived its limit. Without creative knowledge, we cannot expect national competitiveness. Therefore, we have to reform our research policy for national competitiveness. The directions are as follows; first, strengthening basic research, especially use-inspired basic research. Second, enlarging individual research program rather than group research program. Third, encouraging universities' specification through research grant review criteria. Fourth, beginning a new program for supporting regional universities' competitiveness.

It implies the fact that the optimal management of library is important and becomes the precondition. And there is a necessity which tries to observe its vertical and horizontal spectrum.   • In this knowledge based society, the circulation of knowledge and information is more and more increasing. Terms, as denominations of every specialized concept, has grown in quantity and there are considerable amount of foreign terminology coming to settle down in Korean language. Since terminologies quickly generate and be extinguished, it is important to translate in appropriate way at the very first phase of terminology implementation. This article aims to elaborate the typology of korean terminology translation forms, and propose some guidelines for terminology formation and translation methodology. ISO terminology principle and other institutes' propositions for term formation as well as translational theories constitute two basic columns of the guidelines.

  • In late 1980s, many suburban cities in Tokyo metropolitan area have tried to construct office parks, such as Makuhari New Town, Minato Mirai 21 to promote knowledge based economy. As the most important player of this mesa project, the local government mobilized local resources from various private sectors. The local government adopted place marketing strategy to attract companies and consumers with thick pocket. The composition of this strategy embraces publicity, uniqueness, centrality of function and information and comfortability for formation of the office park. Headquarters and producer service offices were relocated in the suburban office parks for the first time in the history of modem Tokyo since 1920s. Although it is the ongoing project that encounters some financial difficulties, the office park Project will be a sound foundation for future growth of knowledge-based economy.
