Improvement Directions of the National Crisis Alert System in Korea (우리나라 국가위기경보체계의 개선방향)

  • The 'alert' is to provide a signal or information beforehand, in order to prepare against situations in which abrupt incidents or disasters are expected. In other words, the purpose of alert is to help people or respondents to take precautions against and quickly cope with disasters or incidents, before those actually occur. This paper draws requirements of alert system from definitions of the alert and cases of it home and abroad. Following requirements of alert system are derived to allow subjects responsible for alert issue to quickly handle changes of situations; 1) identification of subjects responsible for alert issue, 2) use of definite terms regarding alert levels, for prompt actions, and 3) distinct separations among alert levels. This paper suggests improvement directions by extracting several problems of National Crisis Alert System according to such requirements.

A Methodology for the Establishment of CityGML Based 3D Drainage Facility Information Model for Runoff Analysis (강우우수 유출해석을 위한 CityGML 기반 3차원 도시 배수시설 정보모델 구축 방안)

  • In this study, we have created CityGML based 3D information model for drainage facility, manhole and terrain. It conducted analysis of the rainfall-runoff leak through the information model for obtaining interoperability for information integration between city models. The models have advantages to manage the infrastructure information in point of semantic meaning and geometric information by converting the original 2D GIS construction information into the 3D information model. The input values can be automatically generated through the 3D information model of this study, while the values should be entered manually in the conventional method. Also, it can be useful to check the flooding level and related locations by connecting the result of rainfall interpretation and information model.

  • Today the issue of deterioration of industrial complexes that are located close to life space of residents has been raised as a cause of threats to the safety of local communities. In this study, in order to improve the current risk analysis and scope of community notification, simulated threat zones were comparatively analyzed by utilizing the threat zones of alternative accident scenarios and modes of seasonal weather, and the area with a high probability of damage upon the leakage of toxic substances was predicted by examining wind directions observed at each time slot for each season. In addition, limit evacuation time and minimum separation distance to minimize casualties were suggested, and a proposal to enable more reasonable safety measures for on-site workers and nearby residents made by reviewing the risk management plan currently utilized for emergency response.

  • Integrated disaster management system in Korea is recently concerned due to incompletion and inadequacy in establishment of the system. In this regards, this study aims to examine improvement of the domestic integrated disaster management system considering sustainability and resilience concept, which are recently considered in disaster and safety management. To do this, the authors examined the integrated disaster management system with representative principles to enhance sustainability and resilience in community based on diversity and redundancy, connectivity, slow variable, systematic approach, learning and feedback, and active participation. It is believed that the improvements and recommendations proposed by sustainability and resilience principles in this study can contribute to establishment of strategies, policies, and R&D for enhancing domestic integrated disaster management and sustainability and resilience in community.

  • Every year, the complexity and scale of disasters are growing. Cooperation between institutions must occur in order to adequately respond to urgent situations caused by these disasters. However, agencies and institutions tend to operate separately, which impose limitations to an integrated disaster response. To combat this problem, the subject of this study: 'Korean standardized integrated response system For disaster site' proposes to develop a response system that is applicable to disasters of all types and scales. Standard Formation, SOP (Standard Operation Procedure), and Standard Terms have been developed to be applicable to various institutions and agencies. The necessity for legal and institutional support to actualize the standardized system is focused on. Utilizing a standardized integrated response system will enable a unified command and control structure at disaster sites, clarify each institution's response tasks, and allow clear and efficient communication among response entities. Ultimately, these benefits will improve efficiency and performance in disaster response efforts.

  • This research has been shown the systematic method about that the disaster resilient city make to certificate the UNISDR's role model city, the first case study in Korea, of that the Busan Geumjeong-gu city project to take part in and to lead the campaign of the 'Climate Change, the making resilient city' in Korea. For the making the life safety community, we research and analysis and apply the 10 Essentials and 41 Key Questions of the campaign making UNISDR's disaster resilient city, and check the disaster management items about the government and local ones ordering every years, and study to analyze the Geumjeong-gu factors about the seven checklists of life safety improvement, and educate and train and make the questionnaire for the safety campaign the citizen and volunteer in the 17 local areas, and show the vision and target, and 5 steps approaching strategy of 'Climate change, the making resilient city,'

  • Technical development have broaden human activity ranges and make human possible to defend the disasters which was undependable in the past. However, human's space activity brought a new kind of disaster to human. In the past, natural space objects was the only concern from the space, like the asteroid fallen on Chelyabinsk, Russia. But, nowadays, by the increasing number of the man-made space objects, these space kind of threat have diversified and become very real. So, nationwide safety strategy should be established to protect the people. In this paper, we suggest three points to make the decision for establishing the strategy based on the AHP analysis results.

Development of the Disaster Medical Manual in Korea (국가재난의료매뉴얼의 개발)

  • The disasters in Korea, such as the Sewol Ferry Ship sinking disaster has had problems related to the medical response system, with the problems of emergency medical support team in the site, the cooperation between medical staff and fire department officer at disaster site, field medical support and hospital acceptance of the wounded in trouble, the lack of specific systematic medical response manual. Therefore, from May 2014, when the disaster emergency information center in Central Emergency Medical Center starts, collection, modification and education of scattered preexisting disaster emergency medical manual had appeared as important issues. So, it was necessary to develop the early medical response system to disaster. The correction planning of disaster emergency medical response system by Central Emergency Medical Center included quick response system with the fast medical team operation, but the practical application was not enough. So the researcher and his team developed the first Korean disaster emergency medical response manual and the process of development was documented and arranged with the application by education and training.

  • Real time location system was development for safety management at road and bridge maintenance field. The system can check the real-time location detection, movement history, behavior of a number of laborers. The system consisted of a Bluetooth and ZigBee that uses low-power. It had a very large error that the previous method for the position recognition by triangulation using the RSSI. Because This study proposed a new distance measurement and correction scheme using RSSI and accelerometer. It was evaluated in the maintenance field. A development system were evaluated in the field, the results are shown an error between 0.2 m and 0.4 m. And through the acceleration of history it was confirmed by determining possible to determine the safety situation of the laborers.

A study on Improve the Response Capability during the Crisis of Food and Medical Products (식품 및 의료제품 위기 대응역량 향상을 위한 연구)

  • The purpose of this study is to improve the capacity of public officials that can respond quickly and effectively in the event of food and medical products crisis. In order to improve the emergency response capacity, it must be preceded to identify what kinds of response activities and capacities are needed in case of food and medical product crisis. To this end, this study examined the definition of food and drug related crisis, and investigated and analyzed domestic and international leading researches and data about the capacity related to emergency, crisis or disaster. Based on the result of the analysis, the crisis response capacity was defined as 'the ability to quickly perform response tasks at the time of crisis', and the response tasks were identified by analysing the crisis response manuals of the Ministry of Food and Drug Safety. Since identifying the response tasks clearly can be a basis for training, exercise, and evaluation, it is expected to contribute to enhance the crisis response capabilities directly and effectively.
