  • FTTH(Fiber to The Home), a next generation communication service, is expected to boost up the growth of the whole IT industry and to creating new businesses by enabling the convergence of the broadcasting and communication technologies. It will consequently contribute to improve the quality of our life. The purpose of this study is to evaluate the performance of EPFSD using the Balanced Scorecard(BSC) model with five perspectives which are known to have inherent relationship: regional economy, regional customer, regional process, innovation and growth in the region, and regional infrastructure. 16 critical success factors(CSFs) and 37 key performance indicators(KPIs) are developed based on the BSC model to measure the performance indicators of the EPFSD.

  • Indonesian construction companies are currently facing high competition both among themselves and with global construction companies. In order to address this issue, the Government of Indonesia has enacted specific regulations and policies relating to the development and implementation of quality management systems (QMSs) ISO 9001 based in construction, acknowledging that the consistency of construction project quality requires a formal quality system as a guarantee to raise quality standards at all project stages. The research has been undertaken to examine the effectiveness of the regulations and policies against several key performance indicators (KPIs) of the ISO 9001 Indonesian construction companies. A comprehensive review of the relevant regulations and policies together with interviews with the Government and National Construction Services Development Board recommend possible additional guidelines and supporting quality system, which intends to measure contractors' project output against defined standards as well as to assess their performance among other similar service providers. The outcomes of the research contribute to the development of the Indonesian own construction industry quality measurement and assessment system.

Development of Performance Indicators Based on Balanced Score Card for School Food Service Facilities (균형성과표(BSC)개념을 적응한 학교급식 운영성과 측정지표 개발)

  • This study raised the necessity of developing performance indicators for measuring the management efficiency and effectiveness of school food service, and as a means of helping its implementation, a balanced score card (BSC) approach developed by Norton and Kaplan was adopted. This study established BSC in seven phases through literature: Phase 1 Defining a school food service and the scope of working activities, Phase 2 Establishing the vision of a school food service, Phase 3 Setting strategic goals, Phase 4 Identifying critical success factors (CSFs), Phase 5 Developing Key Performance Indicators (KPIs), Phase 6 Extracting cause and effect relationship, and Phase 7 Completing a preliminary BSC. The preliminary BSC was fumed into a survey, which was administered to food service related people working at the Office of Education and School Food Service including 16 offices,209 dietitians, 48 school administrators both from self-operated and contract-managed, and 9 experts in areas related to school food service. They were asked questions about strategies from 4 different perspectives,12 CSFs, 39 KPls, and the cause and effect relationships among them. As a result, among the CSFs based on 4 different perspectives, all factors other than ' zero sum on profit/loss ' from the financial perspective turned out to be valid. In terms of KPIs, manufacturing cost percentages, casualty loss count/reduction rates, school foodervice participation rates, and sales goal achievement rates were found to be valid from the financial perspective, while student satisfaction index, faculty satisfaction index, leftover ratio, nutrition educational performance count, index of evaluating nutrition education, customer claim count/reduction rate, handling customer claim count/reduction rate, and parent satisfaction index were found to be valid from the customers' perspective. Besides, nutritional requirement sufficient ratio, nutritional management score, food poisoning outbreak count, employee safety accident count, sanitary inspection assessment index, meals per labor hour (productivity index), computerization ratio, operational management index, and purchase management assessment index were also found to be valid from the perspective of internal business processes. From the perspective of innovation and learning, employee turnover ratio/rate of absenteeism, annual education and training count, employee satisfaction index, human resource management assessment index, annual menu-related customer feedback, food service information index for employees and parents/schools were also found to be valid. The significance of this study is to present indices for measuring overall performance of school lunch food service operations without putting any limitation on types of school food service management, and to help correctly assess the contribution of the current types of school food service management to schools and students.   • This case study reviews procedures of the implementation of a strategic performance management system for the KITECH(Korea Institute of Industrial Technology). The purpose of the study is to provide government funding research institutions with cautious considerations when the institutions want to setup performance systems.. KITHCH's strategic performance management system is based on BSC and has following characteristics: 1. KITHCH has spent more than a year in order to obtain the personnel's agreements on mission, strategies and goals. 2. They have focused a mission and strategy focused performance system so that KPIs are as much aligned as possible with strategies. 3. They have developed the system using both top-down and bottom-up frames. The weights for KPIs were formulated with the bottom-up procedure. This study results possible effective factors for successful implementation of a strategic performance management system for research institutions.

  • In order to reduce marine accidents, each contracting Government needs to implement the instruments enacted and amended by the International Maritime Organization (IMO). The III Code requires each administration of the government to have a system for improvement through periodic review and evaluation and to include performance indicators in its evaluation methods. Thus, each IMO Member State needs to develop its own performance indicators. The purpose of this paper is to develop and present an evaluation model using the Balanced Scorecard (BSC) and Key Performance Indicators (KPI) in order to quantify and evaluate the level of implementation of the instruments by the administrations. From the perspective of 'III-BSC', which applies the BSC concept to the III code requirements, the Critical Success Factors (CSF) that must be secured to achieve the established vision were drawn up, and candidate KPIs for each evaluation area were developed to measure the derived key success factors and an initial study model was designed composed of four levels. The validity of the KPIs was verified and the study model was finalized using the survey design using the SMART technique. Furthermore, based on the developed study model, an evaluation model for the implementation of the BSC-based IMO instruments was developed by deriving the weights of elements for each level through AHP analysis. The developed evaluation model is expected to contribute toward improving the administrations' level of implementation of the IMO instruments as a tool for quantitatively grasping the level of performance of the implementation.

  • This paper presents the methods of evaluating validity and effectiveness of informatization budget investment for e-Government, through the preliminary evaluation. the progress evaluation and the Post evaluation of the investment, and a quantitative evaluation model which improves conformance of IT ROI (Return On Investment) using the evaluation results. the right evaluation targets of informatization investment for the development project to GDOC(Government electronic Document Distribution Center), and KPIs(Key Performance Indexes) which is enable to evaluate objectively effectiveness in the preliminary and the post evaluation phases are developed, and according to using the quantitative evaluation model . improved effectiveness evaluation results for each index in the point of view of usage and innovation are come out.

  • This article provides a practical organizational IT ROI evaluation methodology which had been developed by Samsung Group. In order to manage huge IT investment and ROI systematically, firms should establish a management system which can measure various types of IT expenditures, tangible and intangible outcomes of hundreds of KPIs, etc. An episode about the development process and some distinctive features of the methodology were summarized. Finally, we added a real evaluation case of one Samsung affiliate company.

Critical Success Factors of Large Design-Build Projects in Vietnam

  • Design-build (D&B) has been broadly perceived as an effective project delivery method and become popular in the world. However, the implementation process of this innovative procurement method in Vietnam encounters difficulties due mainly to unfamiliarity and inexperience with the approach. Critical success factors (CSFs) which could be used to enhance the project execution are useful to practitioners in Vietnam if identified. A questionnaire survey was employed to identify CSFs of D&B projects in Vietnam. Parties' competence, especially financial capability, and contract documentation are the most important factors significantly affecting project success. It was also shown that the perspectives of two principal parties in D&B projects on the CSFs are statistically correlated. The identified CSFs were then validated with some various D&B projects. The execution results of CSFs' were compared with the projects' performance measured try key performance indicators (KPIs). The most important success factors of this study were also compared with other countries'. The validation and comparison results provide project participants with some useful information to perform D&B projects better. Practitioners should well perform the identified CSFs to enhance the chance of the success of D&B projects in Vietnam. The findings of this study are useful not only to Vietnamese practitioners but also to others who are concerned about D&B method and plan to employ it in Vietnam in future.

Evaluation of Hospital Information System Based on the Performance Reference Model (병원정보화 평가를 위한 PRM 기반의 체계 개발 및 적용)

  • The purpose of this paper was to evaluate performance of information system for one national university hospital in order to identify the factors influencing performance of information system. KPIs were collected for 181 users of information system (41 doctors, 104 nurses, and 11 medical supporting staffs, and 25 administrative staffs) from August 10 to 24, 2010. The results were as follows: Average performance score for input layer was 3.16; average performance score for process layer was 3.35; and average performance score for business layer was 3.57. Scores for input layer was lowest for nurses and scores for process and business layer were lowest for doctors. Results from the path analysis showed that system quality, demographic characteristics, and security significantly influenced management process but these factors except demographic characteristics influenced user satisfaction; and management process also significantly influenced user satisfaction.
