Since the mid 1990s, Korea has recognized the importance of content industry and has carried out several support policies. Especially, the support system for the comic industry has been systematically organized, and organizations for this area have tried to extend the type of support programs and objects as well. One of the remarkable changes made by these support programs is to encourage the remaking of old comics, which mostly are published comics in 1970s and 1980s, into the new format, the webtoon. Some of revitalized old comics are open to public through several portal web sites, and people can reach them easily by free. This research is to consider support programs run by policy organizations that are managed in the regional level. This research mainly deals with the type of support programs for the remade old comics and, at the same time, considers the meanings of this support programs for the Korean comic industry.

With its reopening in 2009, Korea Manhwa Contents Agency(KOMACON) divided its major business into two domains named "Contents Business Center" and "Museum Manhwa Gyujanggak", in charge of promoting Korean manhwa industry and Korean manhwa culture, respectively, in two separate buildings. Since the former is not likely to earn operation income for the time being at least because of the nature of the business, the latter plays an all the more important role. Accordingly, it is requisite for KOMACON to develop an operating plan for the museum which can be regarded as a multi-cultural space of manhwa in that it includes various cultural activities including exhibition, library, and research. This paper aims to propose a basic framework for its purpose of foundation, objects, organization, and personnel composition, and then, its sources of operating income-business operating profit and financing-, if not all of the details regarding the museum.

With the change in educational environment of cartoon creation and diversification of webtoon platforms, various ways of engaging webtoon authors have been suggested. Under this situation, Korea Manhwa Contents Agency(KOMACON) and Korea Creative Content Agency(KOCCA) provide support to webtoon authors directly and indirectly to nurture professional webtoon talents. Contents creative human resource joint project being carried out by KOCCA is mainly to nurture and support contents experts by developing their creativity through tight training between mentors and mentees, creating job opportunities, building the support system for creative activities, and supporting commercialization during the project. Undergoing the process of recruitment and selection, the participants of this project are educated, trained and developed according to education programs provided by the hosting agency, and this project has a model to compensate for creative activities for a ceratin period of time. However, there has been a problem that it is difficult to constantly keep and manage webtoon talents who are cultivated by human resource management of less than one-year project. This study analyzed creative human resource joint project which is a human resource development model, using human recourse theory and suggested a strategic human resource model based on webtoon authors' human resource model development.
