A Study on the Settlement Prediction of Soft Ground Embankment Using Artificial Neural Network (인공신경망을 이용한 연약지반성토의 침하예측 연구)

  • Various geotechnical problems due to insufficient bearing capacity or excessive settlement are likely to occur when constructing roads or large complexes on soft ground. Accurate predictions of the magnitude of settlement and the consolidation time provide numerous options of ground improvement methods and, thus, enable to save time and expense of the whole project. Asaoka's method is probably the most frequently used one for settlement prediction and the empirical formulae such as Hyperbolic method and Hoshino's method are also often used. To find an elaborate method of predicting the embankment settlement, two recurrent type neural network models, such as Jordan model and Elman-Jordan model, are adopted. The data sets of settlement measured at several domestic sites are analyzed to obtain the most suitable model structures. It was shown from the comparison between predicted and measured settlements that Jordan model provides better predictions than Elman-Jordan model does and that the predictions using CPT results are more accurate than those using SPT results. It is believed that RNN using cone penetration test results can be a highly efficient tool in predicting settlements if enough field data can be obtained.

  • Countries around the world are calling for stronger law enforcement to combat the production and distribution of child sexual exploitation images, such as child grooming. Given the scale and importance of this social problem, it requires extensive cooperation between law enforcement, government, industry, and government organizations. In the wake of the Nth Room Case, there have been some amendments to the Enforcement Decree of the Telecommunications Business Act regarding additional telecommunications services provided by precautionary operators in Korea. While Naver and others in Korea use Electronics and Telecommunications Research Institute's own technology to filter illegal images, Microsoft uses its own PhotoDNA technology. Microsoft's PhotoDNA is so good at comparing and identifying illegal images that major global operators such as Twitter are using it to detect and filter images. In order to meet the Korean government's testing standards, Microsoft has conducted more than 16 performance tests on "PhotoDNA for Video 2.0A," which is being applied to the Bing service, in cooperation with the Korea Communications Commission and Telecommunications Technology Association. In this paper, we analyze the cases that did not pass the standards and derive improvement measures related to adding logos. In addition, we propose to use three video datasets for the performance test of filtering against illegal videos.

  • There is a Korean proverb that learns old things and learns new things from it. This study analyzes the change of the policy governance system in the field of information and communication since 2008 and outlines the future directions. The launch of the Korea Communications Commission (KCC), which combines the Ministry of Information and Communication and the Korea Broadcasting Commission in 2008, and the separation of the Korea Communications Commission and Ministry of Science, ICT and Future Planning in 2013, were systematic responses to the policy environment. Recent changes in the ICT environment, such as the advent of the fourth industrial revolution and the intelligence information society, call for an organizational timely response. In the future, it will be very important to set the scope of ICT policy, the establishment of a dedicated organization, the strengthening of the regulatory system, and the role of the government and the market.

A Study on the Appropriate Management of Maritime Police Authority in Korea Coast Guard: Focusing on the Japan Coast Guard (해양경비안전본부의 해양경찰권 적정 운영방안에 관한 연구: -일본 해상보안청과의 비교를 중심으로-)

  • Regarding the [Government Organization Act; which is legislated on 19th November, 2014] Korea Coast Guard(KCG) has been re-organized and belong from Korea Coast Guard shall be established under the Minister of Oceans and Fisheries to Ministry of Public Safety and Security. Furthermore, National Police Agency(NPA) Commissioner has the right for administer duties concerning investigation and information by succession from Korea Coast Guard Commissioner. That means that main rule has been moved from prior KCG to Ministry of Public Safety and Security(MPSS) and NPA currently which is dual structure. Meanwhile, This kind of organization change has been effective to investigative agency which exert KCG's call of duty and causes needs of variety problems. In other words, There are quite huge changes such as KCG's reduction of their work, call of duty and re-organization regarding revised government organization act. However this change - including re-organization by government, was not able to take current MPSS's special features such as organization specialty and legal rights. It means, the current change has not been taken present law system CRIMINAL PROCEDURE LAW and there was no preparation to stable maritime police authority action as well. To sum up, this revised GOVERNMENT ORGANIZATION ACT is supposed to provide total, quick security service by establishing strong disasters and safety control tower. However they only contains few area such as organization revision regarding 'Sewol Ferry Disaster', they was not able to contain the other parts of Society. Therefore, in this article I would like to check the part of re-evaluation of current change made by KCC's organization revision. It is supposed to provide better legal stability by making clear of work area by government agencies who acts maritime police authority.

Media Scholars and Power: The politicized intellectuals hanging on the dangerous rope (언론학자와 권력: 정치화된 지성의 위험한 줄타기)

  • Media scholars take a lion stake in power circle. Not only do they take a part in media policies but seize prestigious positions like board members in Korea Communication Commission(KCC). Unfortunately, though, little has been known about who they are, what qualifications they have, and whether they meet public interests. This paper attempts to unveil the mechanism of those politicized intellectuals who are specialized on the media. Two categories divided into 'representative' and 'expertise' are employed for this purpose. On the one hand, the representative means the degree of committment into such public services as participation in conferences or non-profit organizations. On the other hand, the number of research articles, books and projects belong to the expertise. Evaluation levels consist of 'excellence, good and average' were allocated to those scholars who are(were) in 'Power Hole,' where decision makings come into being. Some interesting observations were made though this study. First of all, such criteria as representative and expertise vaguely suggested by the laws were hardly fit into those intellectuals, Rarely did they commit into public service let alone showing vigilance in academic activities. Secondly, both ideological loyalty and political activities in line with the government had much to do with taking such positions. Thirdly, not surprisingly, it showed that to graduate from Seoul National University and have Ph.D. degree from U.S.A. was one of the most essential factors. In final, most of them were very good at taking advantage of the press in way of boosting their publicity. To attend at policy making processes either in form of board members or advisers is inevitable for media experts. However, as shown in this study, such qualification of public service and academic eagerness shouldn't be underestimated. Academic integrity not selling intelligence solely for private interests needs to be protected as well. The authors hope this study to provide a valuable opportunity to establish a kind of ethical standards in participating into politics.
