A Case Study - IT Outsourcing of the Korea Development Bank (산업은행: 금융 IT 아웃소싱 - 공동협력으로 안전한 문을 연다)

  • The Korea Development Bank promoted a total outsourcing for IT operation in 1999 for the first time in the banking industry. The Korea Development Bank became the center of public attention because the most banks were unwilling to take an outsourcing with external sources for the reason of financial operation accidents, securities, and threats of strikes. After the introduction of the total IT outsourcing, the Korea Development Bank has continuously diagnosed the problems of the IT outsourcing and adopted various proper complements for the enhancement of the IT outsourcing. As the result of the enhancement, the IT outsourcing of the Korea Development Bank marched into the joint liability operation period after going through the outsourcing operation period and the co-operation period. The joint liability operation which is the most leading outsourcing system which is adopted by the Korea Development Bank for the first time in the banking industry. Through the joint liability operation, the Korea Development Bank could accept the most up-to-date IT, concentrate internal manpower on the core capability, and secure flexibility of manpower. Also, the bank changed the relationship between the bank and the external sources from the one-sided relationship between a producers and a consumer to the joint liability relationship on which both sides are responsible for the operation, and could integrate the internal capacity with the professional know-how of the external IT outsourcing company. In this paper, we testified the soundness and validity for the worries of banks about the total IT outsourcing with external sources. And, we arranged the advantages and outcomes of the total IT outsourcing with external sources compared to the IT outsourcing with internal sources. Moreover, we expect that we can improve the closed financial IT outsourcing industry structure and raise the world competitive power of domestic IT outsourcing companies by correcting wrong ideas on the IT outsourcing with external sources.

Relation between shape of the articular eminence and disc displacement in the temporomandibular joint (측두하악관절에서 관절융기 형태와 관절원판 변위와의 연관성 연구)

  • Purpose : To investigate the hypothesis that the morphology of the articular eminence of the temporomandibular joint is a predisposing factor for disc displacement. Materials and Methods: MR images of 126 temporomandibular joints in 94 patients were analyzed to assess for morphology of the articular eminence and disc displacement. The displaced disc was further categorized as disc displacement with reduction (DDWR) and disc displacement without reduction (DDWOR). The morphology of the articular eminence was classified into four types; box, sigmoid, flattened, and deformed. The relationship between the four types of shape of the articular eminence and the two types of disc position was assessed. Results: In the DDWR and DDWOR groups, the morphology of articular eminence were a box type in 40.5%, a sigmoid type in 30.2%, a flattened type in 24.6%, and a deformed type in 4.7%. The box type of the articular eminence were 34.3% in the DDWR group and 42.9% in the DDWOR group. The sigmoid type of the articular eminence were 34.3% in the DDWR group and 28.6% in the DDWOR group. The flattened type of the articular eminence were 28.6% in the DDWR group and 23.1 % in the DDWOR group. The deformed type of articular eminence were 2.9% in the DDWR group and 5.5% in the DDWOR group. Conclusion: Disc displacement is more likely to be found in the temporomandibular joints with a box-shaped articular eminence. It can be considered that shape of the articular eminence is related to the development of disc displacement.

  • This paper reports on the development of a new foot for a quadrupedal jointed-leg type walking robot. The foot has 2 toes, one at the front and the other at the rear side, for stable landing on uneven ground by point contact. The toes can move up and down independantly, guided by double-wishbone shaped parallel links which enable the lower leg to rotate with respect to a remote center on the ground surface. The motion of each toe is damped by a hydropneumatic shock absorber integrated in the foot in order to absorb the dynamic landing shock. Furthermore, the new foot can reduce the maximum hip joint drive torque by shortening the moment arm length between the hip joint and the landing force vector on the ground. Intensive experiments were carried out in this study by using a one-leg walking model to investigate the soft landing performance of the foot which could be hardly offered by conventional robot feet such as a flat plate with a gimbal type ankle joint. And it was confirmed that the hip joint torque of the leg walking on the flat surface could be reduced remarkably by using the new foot.

Experimental study on standard and innovative bolted end-plate beam-to-beam joints under bending

  • The paper presents the details and results of an experimental study on bolted end-plate joints of industrial type steel building frames. The investigated joints are commonly used in Lindab-Astron industrial buildings and are optimized for manufacturing, erection and durability. The aim of the research was to provide an experimental background for the design model development by studying load-bearing capacity of joints, bolt force distribution, and end-plate deformations. Because of the special joint details, (i.e., joints with four bolts in one bolt-row and HammerHead arrangements), the Eurocode 3 standardized component model had to be improved and extended. The experimental programme included six different end-plate and bolt arrangements and covered sixteen specimens. The steel grade of test specimens was S355, the bolt diameter M20, whereas the bolt grade was 8.8 and 10.9 for the two series. The end-plate thickness varied between 12 mm and 24 mm. The specimens were investigated under pure bending conditions using a four-point-bending test arrangement. In all tests the typical displacements and the bolt force distribution were measured. The end-plate plastic deformations were measured after the tests by an automatic measuring device. The measured data were presented and evaluated by the moment-bolt-row force and moment-distance from centre of compression diagrams and by the deformed end-plate surfaces. From the results the typical failure modes and the joint behaviour were specified and presented. Furthermore the influence of the end-plate thickness and the pretension of the bolts on the behaviour of bolted joints were analysed.

Multi-functional Benefits & Costs Analysis of Tide Land Reclamation Project and Development Guidelines in the Future (간척사업(干拓事業)의 다기능적(多機能的) 편익(便益)-비용분석(費用分析)과 발전방향(發展方向))

  • The most limited production resource in Korea is land. During the period from 1995 to 2002, annual farm land area of 17,600ha have been converted to urban and industrial land. The self-sufficiency rate of rice, Korean staple food, is expected to be decreased from 97.5% in 2003 to 60-70% in 2020. Under such conditions, this study is aimed at first identifying multi-functional benefits of the reclamation projects such as agricultural production, industrial water supply, urban land supply, transportation effects, sightseeing effects and environmental values with and without the projects. To carry out the objectives, three existing tideland reclamation projects such as Daeho, Kumgang and Yongsangang irrigation project stage II were evaluated and Saemangeum tideland reclamation project which was jointly revaluated by environmental NGO and Govn't appointed specialists in 2000 was reviewed. According to this study results, tide land reclamation projects were showed financially and economically feasible and environmentally sustainable. The joint cost like estuary dam should be allocated based on the multi-functional benefits of the projects. To allocate the joint cost, legal and institutional improvement should adapt the joint cost allocation method as the specific cost-remaining benefit method. Korea has more than 402,000 ha of tidal flat of which 76,396ha have been reclaimed in 2003. To meet food security and to cope with shortage of land, phil-environmental reclamation projects should be continuously implemented and necessary tidal flats for protecting environmental ecosystem should be remained according to the detail survey results of reclaimable resources.

The Study on the Effectiveness and Mechanism of Several Herbal Medicines for Development of Osteoarthritis Treatment (퇴행성관절염(退行性關節炎) 치료제 개발을 위한 수종의 한약재활성 검색 및 기전연구)

  • Objectives : Articular cartilage is a potential target for drugs designed to inhibit the activity of matrix metalloproteinases (MMPs) to stop or slow the destruction of the proteoglycan and collagen in the cartilage extracelluar matrix. The purpose of this study was to investigate the effects of KHBJs for cartilage-protective effect in human and rabbit articular cartilage explants. Methods : The cartilage-protective effects of KHBJ were evaluated by using glycosaminoglycan degradation assay, collagen degradation assay, colorimetric analysis of MMPs activity, and histological analysis in rabbit and human cartilage explants culture. Results : KHBJs significantly inhibited GAG and collagen release of rabbit and human cartilage explant in a concentration-dependent manner. Also, KHBJs inhibited MMP-3 and MMP-13 activities from IL-$1{\alpha}$-treated cartilage explants cultures. Histological analysis indicated that KHBJ004 reduced the degradation of the cartilage matrix compared with that of IL-$1{\alpha}$-treated cartilage explants. KHBJ004 had no harmful effect on chondrocytes viability or cartilage morphology in cartilage explants. Conclusions : These results indicate that KHBJs inhibits the degradation of proteoglycan and collagen through the downregulation of MMP-3 and MMP-13 activities without affecting the viability or morphology of IL-$1{\alpha}$-stimulated rabbit and human articular cartilage explants.

  • The researches on circular hollow section(CHS) connections have been conducted continuously because of development of material properties and complex local behavior of the connections. The purpose of this study is that the effects of material strength and chord wall slenderness on chord plastification and strength of CHS X-joint truss connection under compression on branch member were evaluated. To this end, finite element analyses were performed for various connections, using ANSYS Mechanical APDL program. Based on the analysis results, the design strength of the connections according to chord plastification limit state in KBC were examined. Finally, special considerations for CHS X-joint connection design were suggested.

Analysis of Kinematic Motions of First Metatarsophalangeal Joint during Electrical Stimulation of Abductor Hallucis Muscle in Subjects with Hallux Valgus (엄지발가락가쪽휨증의 엄지벌림근 전기자극 시 첫 번째 발허리발가락관절의 운동형상학적 움직임 분석)

  • Purpose: The purpose of this study is to compare the kinematic motion of the first metatarsophalangeal (MTP) joint during an electrical stimulation of abductor hallucis (AbdH) muscle, between the normal group and the hallux valgus (HV) group. Methods: A total of twenty subjects (normal group=10 and HV group=10) participated in this study. The kinematic motions of first MTP joint was measured by using 3-dimensional motion analysis during an electrical stimulation in the sitting position. The intensity of an electrical stimulation was set to be tolerated in each subject, and the data of kinematic motions were collected in three trials of 5 seconds. An independent t-test was used to compare the angle of flexion and abduction of the first MTP joint and proximal phalanx in frontal plane, between the normal and HV groups. Results: Participants showed that the angle of flexion was significantly greater in the HV group ($13.12{\pm}10.61^{\circ}$), compared to that of the normal group ($10.17{\pm}2.31^{\circ}$); and the angle of abduction was significantly smaller in the HV group ($10.61{\pm}4.99^{\circ}$) than that of the normal group. Also, the angle of the proximal phalanx in frontal plane was significantly smaller, compared to the normal group ($53.42{\pm}10.70^{\circ}$) (p<0.05). Conclusion: These findings suggest that dysfunction of AbdH muscle is apparent in HV deformity and provide insight into potential risk factors for the development of HV deformity.

Development of Automated Ultrasonic Testing System for Partial Joint-Weld of Heat Exchanger's Header to Tube in Power Plant (발전소 열교환기 헤더와 튜브의 부분 용입형 용접부 초음파 자동검사시스템 개발)

  • A power plant's heat exchangers work under poor conditions, such as high temperature, high pressure, corrosion, mechanical stress and vibration. Especially, partial joint-weld of heat exchanger's header to stub-tube is the place where incomplete penetration flaws can easily occur. But, it is hard to evaluate the safety of the structure by conventional nondestructive testing techniques. So it is necessary to test integrity of the weld inside and to develop testing technique and equipment that can detect the flaws at the weld point in order to enhance reliability of the test result. In this study, we developed a suitable automated ultrasonic testing system that can inspect the partial joint-weld of header to stub-tube of power plant. Finally, we showed the efficiency of the automated ultrasonic-testing-system from the application.

Development of Automatic 3-Axis Pipe Profile-Cutting System with Bevelling of Welds Using PLC (PLC를 이용하여 궤적절단과 동시에 용접부 개선이 가능한 자동 3축 파이프 형상절단 시스템 개발)

  • Joint paths of master and branch pipes are induced mathematically for many kinds of joint patterns between both pipes in 3-axis pipe profile-cutting machines. By compensating them with a kerf width, the real cutting paths are determined, and their CL-data are generated, and the tool paths generated by CL-data are verified by a ghost function. A bevelling of welds is implemented through tilting a cutting torch in the $\beta$-axis direction for 8 sections in the chuck rotation of $\alpha$-axis. A PLC controls simultaneously position and velocity in a real time for $\alpha$, X, $\beta$-axis by loading CL-data generated. We developed the PLC-controlled 3-axis pipe profile-cutting system which can cut a master or branch pipe along the cutting path and simultaneously do a bevelling process.
