The Korea Development Bank promoted a total outsourcing for IT operation in 1999 for the first time in the banking industry. The Korea Development Bank became the center of public attention because the most banks were unwilling to take an outsourcing with external sources for the reason of financial operation accidents, securities, and threats of strikes. After the introduction of the total IT outsourcing, the Korea Development Bank has continuously diagnosed the problems of the IT outsourcing and adopted various proper complements for the enhancement of the IT outsourcing. As the result of the enhancement, the IT outsourcing of the Korea Development Bank marched into the joint liability operation period after going through the outsourcing operation period and the co-operation period. The joint liability operation which is the most leading outsourcing system which is adopted by the Korea Development Bank for the first time in the banking industry. Through the joint liability operation, the Korea Development Bank could accept the most up-to-date IT, concentrate internal manpower on the core capability, and secure flexibility of manpower. Also, the bank changed the relationship between the bank and the external sources from the one-sided relationship between a producers and a consumer to the joint liability relationship on which both sides are responsible for the operation, and could integrate the internal capacity with the professional know-how of the external IT outsourcing company. In this paper, we testified the soundness and validity for the worries of banks about the total IT outsourcing with external sources. And, we arranged the advantages and outcomes of the total IT outsourcing with external sources compared to the IT outsourcing with internal sources. Moreover, we expect that we can improve the closed financial IT outsourcing industry structure and raise the world competitive power of domestic IT outsourcing companies by correcting wrong ideas on the IT outsourcing with external sources.
This study speculated on a continuous issue of North Korean defectors and strategies to improve North Korean human rights. North Korean defectors have immigrated to South Korea continuously since the late 1990s. Their immigration was motivated by low financial status in the harsh marching period of North Korea until the mid-1990s. However, the defection motives changed like this: planned defection, family-based group defection and future-oriented defection. The North Korean defectors had had severe human rights abuses as illegal immigrants in the blind spots of human rights of China and the third nations until they were admitted to South Korea after defection. Although South Korea tried to help them consistently both in public and private ways, it was not satisfactory. Therefore, the government and private sectors should pay more consistent attention to the human rights issue. As the National Assembly passed the North Korean Human Rights Act on March 2016, the government should recognize the issue of North Korean defectors as that of universal value and a national issue, and cooperate each other nationally and internationally in diverse ways.
Background: In 2008, non-Hodgkin lymphoma ranked tenth among other malignancies worldwide with an incidence of around 5 cases per 100,000 in both genders. The latest available rates in Tunisia are from 2006. Materials and Methods: This study aimed to provide an update about NHL incidence for 2009 and its trend between 1998 and 2009 as well as a projection until 2024, using data from the Salah Azaiz Institute hospital registry and the Noth Tunisia cancer registry. Results: In 2009, the NHL incidence in the north of Tunisia was 4.03 cases per 100,000, 4.97 for men and 3.10 for women. Diffuse large B-cell lymphoma (DLBCL) accounted for 63.2% of all NHL subtypes. Between 1998 and 2009, the overall trend showed no significant change. When we compared the trend between two periods (1998-2005 and 2005-2009), joinpoint regression showed a significant decrease of NHL incidence in the first period with an annual percentage change (APC) of -6.7% (95% CI:[-11.2%;-2%]), then the incidence significantly increased from 2005 to 2009 with an APC of 30.5% (95% CI: [16.1%; 46.6%]. The analyses of the different subtype trends showed a significant decrease in DLBCL incidence between 1998 and 2000 (APC:-21.5; 95% CI: [-31.4%;-10.2%]) then the incidence significantly increased between 2004 and 2007 (APC: 18.5; 95% CI: [3,6%;35.5%]). Joint point analysis of the age-period-cohort model projection showed a significant increase between 2002 and 2024 with an APC of 4.5% (%95 CI: [1.5%; 7.5%]). The estimated ASR for 2024 was 4.55/100 000 (95% CI: [3.37; 6.15]). Conclusions: This study revealed an overall steady trend in the incidence of NHL in northern Tunisia between 1998 and 2009. Projection showed an increase in the incidence in NHL in both genders which draw the attention to the national and worldwide burden of this malignancy.
The larger, loftier and more highly strengthened the recent structures become, the greater attention is paid to the problem of thermal crack occurrence associate with hydration heat. As one of methods to solve the problem, a care has been taken to the improvement of construction such as the application of pre-cooling or pipe-cooling, adjustment of concrete block size, concrete placement timing, joint arrangement and so on. But it is expected that a proper selection of cement shall additionally contribute to the control of thermal cracks. In this study, thus, we selected 4 types of cements such as Type V for anti-sulphate, blast furnace cements (slag content of 45% and 65% respectively)and ternary blended low heat cement, and carried out mock-up tests. In every assigned time, temperatures and thermal stresses were measured and calculated from raw data. As a result of measurement, it was found that the magnitude of hydration heat is in order of blast furnace slag cement. Type V and ternary blended low heat cement. Results of thermal stresses were same as the order of temperature. In addition, thermal stresses calculated from the data of strain gauges showed almost similar to those measured from effective stress gauges only when strain values were adjusted properly in accordance with initial time of stress appearance. Theoretical results agreed well with the measured values comparatively, but showed slight differences. It is inferred that these differences shall be reduced if more tests capable of evaluating thermal characteristics of concrete are carried out.
Purpose: To assess the arthroscopic findings in chronic lateral ankle instability and to evaluate the results of modified $Brostr{\ddot{o}}m$ operation and arthroscopic procedures. Materials and Methods: Twenty-nine cases with chronic lateral ankle instability were treated with modified $Brostr{\ddot{o}}m$ operation and ankle arthroscopy from May 2004 to January 2007. There were 19 male and 10 female with the mean age of 29.7 years. Mean follow up period was 15.8 months. All patients were checked preoperative stress anterior drawer and varus test with X-ray. Results: Associated injuries were 28 fat impingement projected into the joint between distal tibio-fibular space, 20 anterior impingement of soft tissue, 19 osteochondral defects and 13 loose body. Preoperative AOFAS score of pain, function and alignment were 28.9, 34.1 and 7.9 each other. They were improved into 38.7, 40.8 and 9.8 postoperatively. Conclusions: Modified $Brostr{\ddot{o}}m$ operation with ankle arthroscopy for chronic lateral ankle instability is believed to be a reliable option to obtain satisfactory results. Careful attention to the associated injuries such as distal fat impingement, anterior impingement, osteochondral defect and loose body is needed during the arthroscopy.

Human apparent age estimation has become a popular research topic and attracted great attention in recent years due to its wide applications, such as personal security and law enforcement. To achieve the goal of age estimation, a large number of methods have been pro-posed, where the models derived through the cumulative attribute coding achieve promised performance by preserving the neighbor-similarity of ages. However, these methods afore-mentioned ignore the geometric structure of extracted facial features. Indeed, the geometric structure of data greatly affects the accuracy of prediction. To this end, we propose an age estimation algorithm through joint feature selection and manifold learning paradigms, so-called Feature-selected and Geometry-preserved Least Square Regression (FGLSR). Based on this, our proposed method, compared with the others, not only preserves the geometry structures within facial representations, but also selects the discriminative features. Moreover, a deep learning extension based FGLSR is proposed later, namely Feature selected and Geometry preserved Neural Network (FGNN). Finally, related experiments are conducted on Morph2 and FG-Net datasets for FGLSR and on Morph2 datasets for FGNN. Experimental results testify our method achieve the best performances.

Since medium and small manufacturing enterprises have , played a very important role not only in national economy but also in political and social relationships all of the countries in the world have paid favorable policies and programmes for protecting and promoting this sector. In Korea main ingredients of promoting policy for this sector consist of (1) encouragement to modernize facilities and rationalize operation (2) special priority in bank loan (3) promotion of industrial cooperatives (4) prevention of infringement by large industries. However, substantial investigation for problems incurred in medium industries has revealed that unless medium industries improve and raise their technological and managerial skillfulness for themselves all other measures are useless to solve the problems. This realization has induced all of the countries to render extension services on both of technology and management to assist and support their own effort for rationalization. Also in Korea during past 20 years many technical and managerial research institutes have rendered free consultancy services to medium industries by the support of government subsidy. Among them the joint extension services project performed by the Medium Industry Bank and UNDP during 1967 and 1975 might he listed as model case because of its broad and integrated activities and participation of foreign experts. We think many precepts should be :learned from the study of this project. Korean economy is expected to develop rapidly throughout coming'80 in spite of many obstacles, tut there is an apprehension that gap in of every facet between medium and large enterprises might he deepened and enlarged. To prevent the actualization of so-called dual structure of national economy and to promote stabilized medium industries with high added value productivity which are shown in well developed countries, consultancy assistance ana extension services should be strengthened much more than ever. Fortunately in 1978 legislation of "Medium and small industry promotion act" has paved the way for the systematic achivement of consultancy and extension services which shall be integrated by the government overall program. Under new framework thoughtfull accomplishment should be undertaken considering precious precepts obtained from past experience and failure. Special attention should be given to the technical liaison officer scheme, exclusive participation of only professional institutes, strict qualification and training for consultants for the future succsseful implementation.
Purpose: To evaluate the value and limitation of modified Mau osteotomy through the review of 30 feet treated by this procedure. Materials and Methods: We retrospectively analyzed 30 cases treated with modified Mau osteotomy since 2002. The mean duration of follow-up was 10 months. We reviewed medical records to describe each case and select several clinical factors which related with surgical procedure and could influence on final results. We measured radiographic parameters such as hallux valgus angle (HVA), intermetatarsal angle (IMA), distal metatarsal articular angle (DMAA), sesamoid position and also assessed clinical outcomes by AOFAS score and satisfaction degrees. Results: The mean preoperative HVA and IMA were $40.4^{\circ}$, $17.4^{\circ}$ and the mean amounts of correction were $31.2^{\circ}$ and $11.5^{\circ}$. Amounts of delayed loss of correction were 16.8% in HVA and 19.2% in IMA. Initial HVA, rotational angle and translation distance of the distal fragment, stability of fixation, first ray instability were revealed as significant factors for the final result from this procedure. DMAA was increased by rotation of the distal fragment and decreased by adding translation on the rotation. Conclusion: Modified Mau osteotomy is an effective procedure to get enough correction. But, it is important to try to avoid excessive rotation of the distal fragment because it may worse joint congruity. It may be worthwhile to pay close attention to the direction of saw and stability of fixation.

Recently constructed bridges often have long spans and simple structure details considering not only the function but other important factors such as aesthetics, maintenance, construction duration and life cycle cost. Therefore, bridges require high-performance steels like extra-thick plate steels and thermo-mechanical control process (TMCP) steels. TMCP stels are now gaining wide attention due to their weldability improved strength and toughness. Recently, SM570-TMC steel, which is a high-strength TMCP steel with a tensile strength of 600 MPa, has been developed and applied to steel structures. However, using this steel in building steel structures requires the elucidation of not only material characteristics but also the mechanical characteristic of welded joints. In this study, high-temperature tensile properties of SM570-TMC steel were investigated through the elevated temperature welded joints of SM570-TMC steel were studied through the three-dimensional thermal elasticplastic analyses on the basis of mechanical properties at high temperatures obtained from the experiment.
