전라북도 14개 시군의 일자리 창출과 직주불일치에 관한 연구 -지역별고용조사 자료를 중심으로- (A Study on Job Creation and Spatial Mismatch in Jeollabuk-do: An Evaluation of Korean Regional Employment Survey Micro-data)

  • 이 연구의 목적은 전라북도 14개 시군의 일자리 창출 정책이 해당 지역경제의 선순환으로 연결되는지를 직주불일치를 매개로 살펴보는 것이다. 한 지역에서 창출된 일자리에 대한 직주불일치 비율이 높다는 것은 해당 지역 주민의 고용과 소득에 영향력을 미치지 못하고, 새로운 일자리가 인구의 유입으로 연결되지 못한 것이며, 나아가 일자리 창출이 지역경제 승수효과에 큰 기여를 하지 못함을 의미한다. 이 연구에서는 전라북도 14개 시군의 일자리 창출과 직주불일치의 분석을 위해 취업자의 주거지와 근무지 행정구역 코드를 동시에 수록한 '지역별고용조사'의 마이크로데이터를 기초자료로 하였으며, 직주불일치는 지역 내 취업자 중 동일지역 거주 비율을 뜻하는 노동수요 자급비율로 분석하였다. 종사상 지위, 산업분류, 직업분류 그리고 임금을 기준으로 분석하였을 때, 전주 군산 익산 남원시만 대부분은 기준에서 독립된 노동시장으로 판단할 수 있는 75% 이상의 노동수요 자급비율이 나타났고, 나머지 시군 대부분이 이에 미치지 못한 채 상당수 일자리가 다른 시군의 노동공급에 의존하고 있다. 따라서 직주불일치 정도가 높고 비독립적 지역노동시장이 형성된 시군에서는 지역정책의 효율을 높이기 위해 일자리수를 늘리는 노력과 함께 추가적인 정책의 개발이 필요함을 시사하고 있다.

지적분야 과정평가모형 구축에 관한 연구 (A Study on the Establishment of Course evaluation model in the Cadastral Field)

  • 현 정부는 미래 국가 경쟁을 이끌어 나갈 인재를 양성하고 학벌이 아닌 능력중심의 자격제도 개편을 통하여 자격과 산업현장을 일치시키려는 노력을 하고 있으며, 그 일환으로 과정평가형 자격제도 도입을 추진하고 있다. 과정평가형 자격제도는 국가직무능력표준(NCS)에 기반하여 일정 요건을 충족하는 교육 훈련과정을 이수하고 내,외부 평가를 거쳐 합격기준에 해당하는 경우, 국가기술자격을 부여하는 제도로 직업교육과 자격을 본격적으로 연계하기 위한 시도라고 할 수 있다. 지적분야의 NCS 및 학습모듈은 이미 특성화고등학교 및 전문대학에서 교육 훈련에 활용되고 있으나, 지적분야와 관련하여서는 아직까지 과정평가형 자격제도가 도입되지 않아 현행 국가기술자격검정을 통하여 자격을 취득할 수밖에 없는 실정이다. 본 연구는 과정평가형 자격제도를 면밀히 분석하고, 지적분야 과정평가형 자격제도 도입에 대한 의견을 수렴하기 위하여 설문조사를 실시하였으며, 과정평가형 자격제도 도입을 위한 NCS 평가모형을 제시하였다.

  • 본고는 노동시장 현황에 기초하여 고령자 임금노동시장 분석틀을 제시한다. 그리고 그것이 정책차원에서 시사하는 바를 고령자 노동수요를 진작하는 정책, 노동공급자인 고령자의 의중임금을 낮출 수 있는 기반환경 조성, 그리고 임금노동 시장에서 노동공급을 줄일 수 있는 정책으로 나누어 검토한다. 제반 조세, 사회보험, 퇴직금 등에 적용되는 임금기준을 단순화하기 위한 관련 법령 정비, 제조업 위주로 되어 있는 유인제도들의 서비스업 고령자 고용으로의 확대, 퇴직 고령자를 옛 직장에서 계약직으로 재고용할 때 채용장려금이나 세제상의 유인 부여, 생애숙련형성 과정에서 전문성 강화를 위한 직업능력인증제도 확립 등은 고령자 노동수요를 진작하는 정부차원의 정책 이니셔티브가 될 것이다. 고령자의 의중임금을 낮추기 위해서는 적절한 사회보장제도의 확충과 함께 주택가격의 안정화와 장기안정형 주택상품의 보급, 학자금 장기저리 융자제도, 혼수문화의 정비, 지역탁아시설의 확충 등이 요구된다. 창업지원, 자원봉사, 노후생활설계 원조, 시민운동 및 봉사활동 참여시의 명예심 고양 등으로 비임금노동자 시장이나 비경제활동에서 고령기의 활로를 모색할 수 있도록 유인하는 정책 사고도 필요하다.

소규모 사업장 근로자와 사업주의 보건관리 기술지원사업에 대한 인식도 조사 연구 (Employees' and Employers' Awareness of Occupational Health Program in SSE)

  • The study was conducted to analyze employees' and employers' awareness of occupational health programs for the purpose of evaluating the effectiveness of the program employed in small-scale enterprises (SSE). The 400 SSE that have under 50 employees and have been supported by the Government were selected for mail survey, and 120 employers and 318 employees of 183 factories returned the questionnaires. The results are as follows; 1) 33.8% of employees were not aware of the fact that their factories have been supported by Government, and 69.1% of employees did not know who was the monitor of that program. Only 147% of employees and 35.5% of employers agreed that the supported program reflected their opinions well. 2) 45.1% of employees participated in health education classes more than once. But only 15.6% of them considered the classes as very helpful. 21.1% of employers were much aware of health education schedule, and 44.2% reported that it was helpful for the prevention of occupational diseases. 3) 68.8% of employers were aware of the possibility of occupational diseases that could occur in their factories. And 36.5% of employers reported that some criteria were used for job reallocation to their employees. But only 9.7% of employees were assigned new job based on the result of health status examination. 4) 65.6% of employees were aware of the periodic evaluation for work environment, and 43.3% knew the evaluation results. Among participated SSE, 5.9% have a planning department for improving work environment, and 46.2% actually carried out the program for improving work environment. The findings showed that the employers and employees of SSE had insufficient knowledge of the occupational health program that have been employed in their workplace. It is essential to lead more active participation of employers and employees in their occupational health programs so as that the programs are to improve their health status as well as work environment more effectively.

일개 대학 간호학과생의 보건소 실습평가와 경험에 관한 연구 (Evaluation of Community Health Nursing Practice and Nursing Student's Clinical Experience at Public Health Centers)

  • Purpose: To evaluate community health nursing practice by nursing students for basic data to improve nursing practice education, and to determine the clinical practice experiences of nursing students at public health centers. Method: According to methodological triangulation, all data was collected from March 2001 to June 2001 through prepared questionnaires with 62 Participants, and in depth interviews with 2 Participants, and content analysis with 8 Participants. Results: 1. Clinical practice content was needed to make up professionally. 2. Clinical practice instructor was satisfied with teaching by community health nursing professor, but not by public health center nurse. 3. Clinical environment was perceived as good. 4. Clinical practice time was perceived suitable, but practice evaluation was given a low grade. 5. Experience of nursing students was grouped into 9 categories and 20 themes. 9 Categories are as follows: change of public health center image, difficulty in the personal relationship, positive personal relationships, doubt about the attitude, doubt about the task, tension, worth, ambivalance of the conference, feeling about the end stage of the clinical practice. Twenty themes are stereotypic of the public health care center: recognition, difficulty between tasks and interrelationships with the clients, decrease of self esteem due to deficiency of trust with the students, exchange of feelings in the relationships, the situation of clients was not considered, feelings were disregarded, not systematic, regarding students as supplementory manpower, independent work but not enough contents, anxiety & fear, self-trust, be skilled in the practice, pragmatic knowledge formation, understanding of the old person, self-study of oneself. live up to the expectation, consider as the job, dissolve the stress and impose burden, feeling the lack regarding active approach in the practice. Conclusion: The students have perceived the need of community health nursing through the clinical practice. Clinical practice of community health nursing requires content supplement, correction of instruction by public center nurses, environmental alteration, evaluation criteria set up. Experience of clinical practice in the public health center was as follows: Getting rid of the stereotype about public health center, nursing students comprehended variety and were worth while to do clinical practice in spite of tension& anxiety and fear. And they thought to be a community nurse someday.

전문대학의 특성을 고려한 교수업적평가 모델 연구 (A Study on the Faculty Evaluation Model with Considering the Characteristics of Education-Based Colleges)

  • 교수업적평가제도는 불편하지만 피할 수 없는 제도로 정착되어 가고 있으며, 대학 경쟁력 향상에 있어서 가장 중요한 요인 중의 하나로 그 중요성이 점차 증대되고 있다. 본 연구에서는 몇몇 4년제 대학과 전문대학을 선정하여 각각의 교수업적평가 모델을 교육, 산학협력, 연구, 봉사 평가 영역별로 조사 비교 분석하였다. 이를 통하여 현 전문대학 업적평가 모델의 특성을 파악하고, 4년제 대학 업적평가의 답습, 직무 특성별 업적 평가의 난맥상, 개개 항목별 가중치의 과도한 편차, 전공별 특성의 미흡한 반영 등의 문제점을 도출하였다. 이를 바탕으로 본 연구에서는 개별교수의 역량제고를 통한 대학 경쟁력 향상을 목표로 전문대학의 특성에 맞는 교수업적평가 모델을 제시하였다. 직업교육중심대학의 특성을 갖는 전문대학의 교수업적평가 모델에는 일반적으로 교육, 연구, 봉사 3가지로 구분되어있는 4년제 대학의 평가영역에 전문대학의 특성을 고려하여 산학협력영역을 추가하였고, 취업률, 재학생 유지율, 학생만족도 등과 같은 지표들의 반영을 위해 학부(과) 평가영역을 도입하였다. 또한 영역별 평가 항목을 선정하는 기본 방향으로 대학 및 교수 개인의 발전과 연계된 검증가능한 모든 교수 활동을 평가 대상으로 고려하여 영역을 구분한 후 항목화하여 평가지표로 활용하도록 하였다. 본 모델에서는 SCI급 논문 점수를 객관적인 비교를 위한 하나의 기준으로 제시하였다. 각 항목의 배점은 SCI급 논문 점수를 기본으로 항목의 중요성 및 교수가 기울이는 노력과 시간의 정도를 고려하여 조정하였다. 또한 세부 평가항목별 점수의 격차를 합리적으로 조정하여 평가 대상자들이 공감할 수 있는 보다 공정한 평가 체계를 제시하고자 하였다. 일반전임교원, 실습교원, 강의교원, 산학협력전담교원 등의 다양한 직무특성을 갖는 전문대학 교수들의 업적평가를 하나로 통합하여 평가할 수 있는 방안을 제시하였으며, 4년제의 단과대와 달리 소규모 전공으로 운영되는 전문대학의 다양한 전공 특성을 고려한 업적평가 개선 방안을 제안하였다. 팀평가 요소인 학부(과) 평가의 적절한 비율을 제시하였으며, 전략적인 성과목표로서 객관적이며 계량화가 용이한 몇 가지 평가지표도 도출하였다. 또한 기존 연구와 실제 자료를 분석한 내용을 토대로 강의평가를 보완하고 개선하기 위한 방안을 제시하였다. 마지막으로 제안된 업적평가 모델의 효과적인 운용을 위하여 최소점수제와 등급제를 도입하는 방안을 제시하였다.

  • Object of this study presents marketing of new market segmentation as what I classify a social stratum, and analyze sense of value about each social class clothes and a taste, but is. The study way used a questionnaire as an investigation study way, and I did execution from September to October in 1999, and the investigation object picked up an any table with the woman university student who lived in Seoul and did investigation, and analysis targeted total 550 people. I used a measurement item of economic capital and cultural capital as a classification item of a social stratum and selected a dwelling, a kind of property, an annual salary of parents as an index of economic capital. Presentation held an occupation of parents, scholarship, culture activity as an index of cultural capital. It is social stratum structure an occupation arranges in 12 job categories by, for your reference, I do a social orbit of the P. Bourdieu which is a French sociologist and an index of inheritance cultural capital, and having set up eight phases of evaluation, and to do a Y, Cultural Capital with X with economic capital. Sense of value about clothes and attitude selected social value, aesthetic appreciation enemy value, authority a few value in sense of value of the 6 type that E. Spranger(1922) presented, and a proposal did type in 3 about clothes. The measurement way used a 11 question item and measured I with five phases of Likert-type criteria and executed factors analysis by main ingredient analysis and varimax revolution law. I named a more than inherent 1 with the liver which was social man, aesthetic appreciation enemy man, an authority enemy with a basis. The results are as follows : People of the group which they belong to the same social class, and there is have a similar taste and select a similar product, and scholarship and an occupation of parents please lay a taste of children and sense of value, a hierarchical difference of attitude too and do it.

요추간판탈출증(腰椎間板脫出症) 환자(患者)의 추나치료(推拿治療) 효과(效果)에 대(對)한 임상적(臨床的) 고찰(考察) (The Clinical Study on the Effect of Chuna Treatment for Patients with Herniated Intervertebral Disc of Lumbar Spine)

  • Objectives : The aim of present study is to estimate clinical outcome of Chuna treatment and Chuna medicine treatment for patients with H.I.V.D(Herniated Intervertebral Disc) of lumbar spine according to the character of patients and the steps of Chuna therapy, and therefore suggest a prospective, desirable Chuna treatment and patient guidance. Methods : We investigated the 258 cases of outpatients who were diagnosed as the H.I.V.D. on lumbar C.T. or MRI and were treated more than seven times with chuna treatment and more than one time with Chuna medicine treatment In Jaseng Oriental Medicine Hospital from September 1, 1999 to December 31, 2000. We evaluated the subjective symptoms by Hudgin's classification. For the sake of the more objective evaluation for before and after treatment, we calculated the Improvement index and ratio of the four parts to estimate the pain and functional disorder In before and after treatment by Macnab's criteria. Results & Conclusion : The improvement index and ratio showed that the conservative therapy with Chuna therapy improved the symptom of H.I.V.D. much effectively, and especially in the patient groups of male, 30-39 years, standing Job, duration of symptom within one week, the 4th step of chuna treatment, the first step of chuna medicine treatment, and the excellent satisfactory assessment of Chuna treatment. Therefore, it is supposed that the conservative therapy with Chuna therapy and patient guidance should be much actively continued.

Noise Exposure Assessment in a Dental School

  • Objectives: This cross-sectional study was performed in the Dental School of Prince of Songkla University to ascertain noise exposure of dentists, dental assistants, and laboratory technicians. A noise spectral analysis was taken to illustrate the spectra of dental devices. Methods: A noise evaluation was performed to measure the noise level at dental clinics and one dental laboratory from May to December 2010. Noise spectral data of dental devices were taken during dental practices at the dental services clinic and at the dental laboratory. A noise dosimeter was set following the Occupational Safety and Health Administration criteria and then attached to the subjects' collar to record personal noise dose exposure during working periods. Results: The peaks of the noise spectrum of dental instruments were at 1,000, 4,000, and 8,000 Hz which depended on the type of instrument. The differences in working areas and job positions had an influence on the level of noise exposure (p < 0.01). Noise measurement in the personal hearing zone found that the laboratory technicians were exposed to the highest impulsive noise levels (137.1 dBC). The dentists and dental assistants who worked at a pedodontic clinic had the highest percent noise dose (4.60 ${\pm}$ 3.59%). In the working areas, the 8-hour time-weighted average of noise levels ranged between 49.7-58.1 dBA while the noisiest working area was the dental laboratory. Conclusion: Dental personnel are exposed to noise intensities lower than occupational exposure limits. Therefore, these dental personnel may not experience a noise-induced hearing loss.

국내 상급종합병원 신규간호사의 실무적응지원 프로그램 개발 (Development of Korean Nurse Residency Program for Tertiary Hospitals)

  • Purpose: The purpose of this study was to develop a Korean Nurse Residency Program (KNRP) in order to facilitate new nurses' transition to clinical practice working at tertiary hospitals in Korea. Methods: The KNRP was developed through a literature review, investigation of NRP cases in United States, two rounds of expert consultation, and appropriateness survey. For appropriateness survey of the program, a questionnaire with 118 items and 14 subcategories including overview and operation of KNRP, education programs, staffing criteria for new nurses' education, preceptor supporting strategies, evaluation standards for new nurse's education, infrastructure, and KNRP benefits was used. Data were collected from 369 nurses including nurse educators, nurse managers, preceptors, and new nurses working at 43 tertiary hospitals in Korea from February 16, 2021 to March 22, 2021. Data were analyzed with descriptive statistics. Results: Appropriateness score of KNRP was 3.42±0.31 (out of 4) and those of 14 subcategories ranged from 3.18±0.47 to 3.58±0.46. The final version of the KNRP postulated is a one-year program, which is composed of off-job training and on-site training including preceptorship over 3 months, and competency reinforcement and adaptation supporting programs. Conclusion: The application of the one-year KNRP will facilitate new graduate nurses' transition to clinical practice. In order for effective application of the KNRP, cooperative efforts of the government, professional associations, and hospitals are needed.
