Background: Few studies have examined the performance of the public long-term care insurance (LTCI) from the perspective of geographic equity. This study investigated regional variations and associated factors in the supply and utilization of nursing home care within and also between Japan and Korea. Methods: A comparative dataset was developed by extracting data from 2013-2015 LTCI statistics yearbooks and Organization for Economic Cooperation and Development regional statistics, as well as other comparable data in Japan and Korea. The unit of analysis was the prefecture in Japan and the province in Korea. We computed variation indices and conducted regression analyses for regional variations within each country and decomposition analyses to examine the variations between the countries. Results: The overall regional supply and use of nursing home care were higher in Japan, but the regional variations in Korea were larger than in Japan. In both countries, the nursing home supply was negatively associated with the proportion of older people with independent living. Nursing home use was also negatively associated with the supply of hospital beds and home care agencies in Korea; the relationship was the opposite in Japan, however. The country-based differences were more likely to be explained by differences in the distributions of the variables included in the analytical model than country-specific characteristics. Conclusion: Regional-level nursing home supply and use were unequal in both countries, and the contributing factors were not the same. Policy efforts are needed to advance regional equality in long-term care (LTC) and collaboration between health and LTC institutions for frail older people, especially in Korea.
This paper is intended to identify the main problems for attracting inbound tourists in Korea in conjunction with aviation sector. This paper mainly deals with policy issues of tourism-aviation sector. The major impediments in the aviation sector for attracting inbound tourists can be lack of flight seat supply at peak season, flight time schedule, and cooperation of Airlines. Policy suggestions for international tourism promotion in Korea can be summarized as: re-adjustment of flight time schedule between Japan-Korea routes, market promotion for attracting Chinese visitors, development of Korea-China-Japan triangular tourism product, efficient provision of airport facility, and in particular collaboration between government sectors of countries and private sectors of Airlines and travel agencies.
Global sustainable energy needs and carbon neutrality goals make hydrogen a key future energy source. South Korea and Japan lead with proactive hydrogen policies, including South Korea's Hydrogen Law and Japan's strategy updates aiming for a hydrogen-centric society by 2050. A notable advance is the solar thermal chemical water-splitting cycle for green hydrogen production, spotlighted by Korea Institute of Energy Research (KIER) and Niigata University's joint initiative. This method uses solar energy to split water into hydrogen and oxygen, offering a carbon-neutral hydrogen production route. The study focuses on international collaboration in solar energy for thermochemical water-splitting and E-fuel production, highlighting breakthroughs in catalyst and reactor design to enhance solar thermal technology's commercial viability for sustainable fuel production. Collaborations, like ARENA in Australia, target global carbon emission reduction and energy system sustainability, contributing to a cleaner, sustainable energy future.
We have carried out 43-GHz VLBI test observations of the Korean VLBI Network (KVN), which has obtained the first fringes at 22/43-GHz in 2009 (a talk by Sohn, Bong Won). In collaboration with VERA (VLBI Exploration of Radio Astrometry) in Japan, we have observed Active Galactic Nuclei (AGNs) and Orion-KL at 43GHz on 22nd and 23rd December, 2009, in order to evaluate the baseline- and image-sensitivity of KVN and KVN+VERA. In this talk we report the preliminary results of the VLBI test observations of the Korean VLBI Network at 43GHz.
We have carried out VLBI test observations of the Korean VLBI Network (KVN) at 22/43-GHz in collaboration with Japanese VLBI Exploration of Radio Astrometry (VERA). In order to evaluate the VLBI system of KVN, we have observed several sources using KVN+VERA. They consist of Active Galactic Nuclei (AGNs), which are expected to be compact and to have very well-known structures at spatial resolutions of 50-250 Mega-wavelengths, and Galactic star-forming regions and late-type stars, which have bright H2O and SiO maser emission regions. We have investigated baseline and imaging sensitivities of KVN+VERA. In this talk we report the preliminary results.
The Japanese housing market has implemented management and operation systems of community service ahead of the Korean market. This paper examines case studies of Japanese community services by reviewing related studies, studying homepages, and conducting in-depth interviews with management staff. The goal of this study is to find marketing strategies and the proper management practices in preparation for the upcoming low-fertility and aging society. The results of this study are as follows: 1) After Japan's bubble economy burst in 1985, so called that incorporated various community facilities with life services were introduced to the Japanese housing market in order to cope with the diversifying family types and lifestyles. This new trend was also due in part to customers' increasing demands for convenient urban condominiums. 2) In Japan, many developers and construction companies have run the management of community service programs and created new business models in collaboration with other affiliated companies. However, many of these programs have been found even more successful and reliable when the facility management companies collaborate with local service providers instead of relying solely on affiliated companies. 3) The early stage of life services began with "front-desk services", but these have evolved into more upgraded "concierge services" that can provide residents with tailored services and conveniences. Furthermore, some of the service providers have encouraged resident participation in the process of designing and implementing their community services. 4) In Korea, most construction companies and developers are still oriented toward providing hardware such as spaces and facilities in developing their community services. Therefore, companies with high market reputations must seek alternative ways to maintain and enhance their brand values by implementing new approaches in collaboration with both affiliated companies and local service providers. This can be done by finding new notions of managing and operating community services through research and development.
This study sought to discover new directions for management and operation national urban parks in Korea by analyzing the reality of the national government parks of Japan where these parks are already well established and managed. In the case of a Japanese national government park, its supporting system was established after the park was built. The means of management also shifted their direction from putting more priority to the administrative body to the residents. The management practices are changing process of its character with focus on residents as the main entity of activity from their existing position of participants. In other words, the national government parks of Japan are going beyond the previous practice of providing maintenance activities to providing experience, interpretation functions to these activities. Especially, they were establishing local networks to plan and execute programs in collaboration with the park management and NPOs. However, they fall short of tangible outcomes despite their continuous efforts to expand the community involvement and reduce the cost in maintenance. To facilitate the effective management of the urban parks in Korea in the near future, much thought needs to go into the management practices ensuring conservation of resources in the land of Korea, as well as people's use of recreation, community revitalization, and development and transfer of advanced technology to provide appropriate preparations to create urban parks in Korea.
While much has been written about Imperial Japan's encounter with geopolitics and developing ideas about Geography as a political and cultural discipline, little if anything has been written about relational and research Geographies between Japan and Silk Roads both ancient and modern. Memories of the ancient Silk Road were revivified in the late 19th century in tandem with the Great Game of European nations, as Japan modernized and sought new places and influence globally following the Meiji restoration. Imperial Japan thus sought to conquer and co-opt spaces imagined to be part of or influenced by the ancient Silk Road and any modern manifestation of it. This paper explores a particular process in that co-option and appropriation, research collaboration between institutions of the Empire. In particular it considers the exploration of Mengjiang/Inner Mongolia after its conquest in 1939/1940, by a collaborative team of Korean and Japanese Geographers, led by Professor Tada Fumio. This paper considers the making knowable of spaces imagined to be on the ancient Silk Road in the Imperial period, and the projecting of the imperatives of the Empire back into Silk Road history, at the same time as such territory was being made anew. This paper also casts new light on the relational and collaborative processes of academic exchange, specifically in the field of Geography, between Korean and Japanese academics during the Korean colonial period.

Procurement system of public construction projects in Japan is changing with diversity in rapid pace. The quality assurance and risk management of construction projects should be more certain as the projects are turning into larger scale and more complexed. The clients in the public sector will want to make the relation of responsibility among the client, the designer (architects and engineers), and contractor clearer in terms of role and risk. Public-Private Partnership (PPP) is one of the methods for collaboration of the public sector and the private sector in public construction projects where the public utilizes the ability and suggestion of the private. Private Finance Initiative (PFI), Design-Build-Operate (DBO), market testing, designated manager system, outsourcing of tasks in local governments are well-known as examples of PPP in Japan. Indeed, there is an obvious trend that Design-Build (DB) is adopted in public construction projects in many countries including Japan. In this paper, the public construction projects in various procurement systems are surveyed and analyzed. They are not limited within the traditional procurement, Design-bid-Build, a separate order system of design and construction. Design-Build or PFI are adopted. In particular, contract by wide range including maintenance of equipment can be found. On the other hand, modification from originally typical PFI is taking place, such as concept design and project finance are removed from the roles and the tasks of the special purpose company (SPC) in PFI. Standard roles and tasks in a construction project are modeled in this paper.
