2014년 9월 27일 11시 52분에 뚜렷한 전조현상 없이 분화를 재개한 온타케 화산으로 인해 많은 인명 피해가 발생하였다. 화산 분화 및 분화로 인한 재해에 대한 대비 매뉴얼과 방재대책이 잘 수립되어 있는 일본이지만 급작스러운 분화로 인한 피해를 막을 수 없었다. 그러나 분화 발생 직후 일본 기상청을 중심으로 화산분화예지연락회, 기상연구소, 농업기술종합연구소 등 여러 기관이 신속하게 분화 상황을 파악하고, 상호 긴밀한 협조와 연락체계를 바탕으로 정보를 공유하였다. 이를 통해 통일된 결과를 기상청을 통해 국민들에게 공표하여 화산 분화 상황과 화산 주변의 지역 주민들과 등산객 등 화산에 접근 가능한 국민들이 화산 분화로 인한 재난에 어떻게 대처해야 하는지에 대한 정보를 제공하였다. 일본의 이러한 대응을 통해 현재 분화가능성이 대두되고 있는 백두산과 같은 화산이 분화하였을 때 우리 정부에서 어떻게 대응해야 하는지에 대해 배울 수 있다.
본 연구에서는 기상청에서 제공하는 국지예보모델(LDAPS)과 일본 기상청의 중규모모델(Meso-Scale Model, MSM)을 이용하여 태풍 및 정체전선 등 3개의 강우사상과 남강댐 유역 내 산청 유역에 대해 강우 및 홍수 예측 정확도를 평가하고 비교 검토하였다. 강우예측 정확도 평가 결과, LDAPS와 MSM 모두 태풍 사상과 같은 광역적인 예측에 대해서는 예측 정확도가 높은 것으로 나타났으나, 정체전선과 같이 국지적으로 발생하는 강우사상의 경우 예측 오차가 많이 발생하는 것으로 나타났다. 홍수예측 정확도 평가 결과, 선행시간이 증가함에 따라 점점 예측 정확도가 향상되는 것을 확인할 수 있었으며, LDAPS와 MSM 모두 기상 및 수자원간의 연계를 통하여 강우 및 홍수 예측 분야에서의 활용 가능성을 확인할 수 있었다.
Sea ice plays an important role in modulating surface conditions at high and mid-latitudes. It reacts rapidly to climate change, therefore, it is a good indicator for capturing these changes from the Arctic climate. While many models have been used to study the predictability of climate variables, their performance in predicting sea ice was not well assessed. This study examines the predictability of the Arctic sea ice extent from ensemble prediction systems. The analysis is focused on verification of predictability in each model compared to the observation and prediction in particular, on lead time in Sub-seasonal to Seasonal (S2S) scales. The S2S database now provides quasi-real time ensemble forecasts and hindcasts up to about 60 days from 11 centers: BoM, CMA, ECCC, ECMWF, HMCR, ISAC-CNR, JMA, KMA, Meteo France, NCEP and UKMO. For multi model comparison, only models coupled with sea ice model were selected. Predictability is quantified by the climatology, bias, trends and correlation skill score computed from hindcasts over the period 1999 to 2009. Most of models are able to reproduce characteristics of the sea ice, but they have bias with seasonal dependence and lead time. All models show decreasing sea ice extent trends with a maximum magnitude in warm season. The Arctic sea ice extent can be skillfully predicted up 6 weeks ahead in S2S scales. But trend-independent skill is small and statistically significant for lead time over 6 weeks only in summer.
한국 동해 연안역 해수순환 및 수온분포에 대한 바람응력의 효과에 관하여 검토하였다. 동해상의 바람응력은 국립수산진흥원 정선관측 바람자료 및 일본기상청 Buoy No. 6에서의 10년간($1978{\sim}1987$)의 약 5,100개의 바람 관측자료를 사용하여 계산하였다. 여름과 겨울의 계절풍의 전환에 따른 에크만 수송의 변화가 대한해협에서의 대마난류 수송량에 미치는 영향을 정량적으로 평가하였다. 특히 동해에서의 평균적인 바람응력의 회전성(wind stress curl) 값이 음이 되는 사실에서 울릉도 근해의 난수층의 형성에 부분적으로 도움이 됨을 알았다. 한편, 동해 난수층의 분포를 단순화된 3층 경계면모델을 적용하여 설명하였다.
This study examined the multi-scale variabilities of sea surface temperature (SST) and salinity in the Japan/East Sea (JES) based on statistical analyses of observational data, with a focus on the northwestern part of the sea. The regionality of JES SST variability was estimated for different frequency ranges on semimonthly (11-17 days), monthly to seasonal (30-90 days), quasi-semiannual (157-220 days), and quasi-biennial (1.5-3 years) time scales using cluster analyses of daily gridded SST data for 1996 to 2007 from the Japan Meteorological Agency (JMA). Several significant peaks and regional cores were found in each frequency range of the SST anomaly (SSTA) oscillations. Quasi-semiannual SSTA oscillations with high amplitude were found in the south-southwestern part of the Japan Basin ($41-43^{\circ}N$) and were amplified in the area adjacent to Peter the Great Bay. Oscillations with periods of 79 and 55 days also prevailed over the southwest Japan Basin between the Yamato Rise and the continental slope. A similar method was applied to classify SST and the annual cycle of surface salinity using Generalized Digital Environmental Model (GDEM) gridded data. The Tatarskii Strait and adjacent area showed the most specific annual cycles and variability in salinity on interannual to interdecadal time scales. The most significant inverse relationship between surface salinity in the Tatarskii Strait and southern JES areas was found on the interdecadal time scale. Linkages of sea water salinity in the Tatarskii Strait with Amur River discharge and wind velocity over Amurskii Liman were also revealed.
The statistical analysis of aviation turbulence occurred over South Korea and East Asia regions is performed, using pilot reports (PIREPs) during December 2002~November 2012 that were provided by the Korea Aviation Meteorological Agency (KAMA) and the National Center for Atmospheric Research (NCAR). In South Korea, the light (LGT)- and moderate or greater (MOG)-level turbulence events occurred most frequently in spring and winter due to strong vertical wind shear below or above jet stream in these seasons. Spatially, the LGT- and MOG-level events occurred mainly along domestic flight routes. The higher occurrences of the LGT- and MOG-level convectively induced turbulence (CIT) events show in spring and summer when convective systems frequently affect the Korean peninsula. The results are generally similar to a previous study on the aviation turbulence over South Korea during 2003~2008, except that MOG-level CIT events occurred more in February, June, and October. Over East Asia region, the LGT- and MOG-level events appeared mostly in summer and spring, respectively, and the highest occurrence is over the southeast region of Japan and Kamchatka peninsula near Russia.

This paper employs the third-generation simulating waves nearshore (SWAN) ocean wave model to estimate and analyze storm waves induced by Typhoon Bolaven, focusing on its impact along the west coast and Jeju Island of Korea. Utilizing reanalyzed meteorological data from the Japan Meteorological Agency meso scale model (JMA-MSM), the study simulated storm waves from Typhoon Bolaven, which maintained its intensity up to high latitudes as it approached the Korean Peninsula in 2012. Validation of the SWAN model against observed wave data demonstrated a strong correlation, particularly in regions where wind speeds exceeded 20 m/s and wave heights surpassed 5 m. Results indicate significant storm wave heights across Jeju Island and Korea's west and southwest seas, with coastal grid points near islands recording storm wave heights exceeding 90% of the 50-year return period design wave heights. Notably, specific grid points near islands in the northern West Sea and southwest Jeju Island estimated storm wave heights at 90.22% and 91.48% of the design values, respectively. The paper highlights the increased uncertainty and vulnerability in coastal disaster predictions due to event-driven typhoons and emphasizes the need for enhanced accuracy and speed in typhoon wave predictions amid the escalating climate crisis.
2018년 남해안에 내습한 태풍 콩레이에 의해 발생한 폭풍해일과 파랑을 일본 기상청의 기상자료인 JMA-MSM 기상 예보 자료를 이용하여 수치모의하고 남동 해안의 항만에서 관측된 폭풍해일 시계열 자료와 비교 검증하였다. 폭풍해일과 동시에 발생하는 파랑에 대해서는 국립해양조사원과 기상청에서 운영하는 해상 파고부이 자료 및 한국해양과학기술원에서 관측한 연안 AWAC 파고계 자료와 비교하여 검증하였다. 기상자료에 따른 폭풍해일과 파랑의 정밀도를 파악하기 위해 미국 합동태풍경보센터인 JTWC에서 제공하는 best track을 이용하여 생성된 기압장과 바람장을 이용한 수치모의를 수행하고 비교 분석하였다. 이 연구를 통하여 정도 높은 폭풍해일과 파랑을 추산하기 위해 신뢰도 높은 기상장이 필수적임을 알 수 있었다.
강원도 및 경상남도 지역은 2002년 태풍 루사 및 2003년 태풍 매미로 인하여 1927년 기상관측이래 가장 큰 규모의 홍수 피해를 입었다. 호우로 인하여 많은 도시가 침수되었고 도시기능은 마비되었으며 또한 막대한 도시기반 시설의 파괴와 인명 피해가 발생하였다. 이러한 호우피해는 지금까지 경험한 것 중에서 최악의 자연재해였다. 홍수피해를 줄이기 위해서는 호우기간 중 하천 수 환경에 대한 정보를 어떻게 이용할 것인가에 대한 조사가 필요하다. 따라서 본 연구에서는 홍수피해를 줄이기 위한 효과적인 대응과 정보전달에 관한 방안이 논의되었으며 일본의 광 정보를 이용한 수 환경 관리 조기 경보시스템에 대하여 토의하였다.
Sea surface cooling (SSC) with the passage of typhoons is examined in the East Sea using the Japan Meteorological Agency buoy data $(37^{\circ}45'N,\;134^{\circ}23'E)$ during 1983-2000 and a three-dimensional primitive equation model (the Princeton Ocean Model). Forty typhoons in this period induced the SST decrease ranging from about $-0.5^{\circ}C\;to\;-4.3^{\circ}C.$ Intense SSC $(<-2^{\circ}C)$ occurs with typhoons that passed mainly through the left-hand side of the buoy station. The model is implemented to examine a physical process of SSC with a typical-track typhoon in the northwestern Pacific $(24^{\circ}N\;to\;52^{\circ}N).$ The model well reproduces prominent features in the observation and addresses how it happens; SSC is induced mainly by momentum mixing effect stirred with the typhoon rather than upwelling.
