A Study on the Recent Trends of GIS and Digital Data in JAPAN (일본의 GIS 및 수치정보 구축에 대한 연혁적 고찰에 관한 연구)

  • The history of GIS in Japan have been started from the Mesh-data at 1969 and the UIS (Urban Information System) at the early 1970's, and recently we can find the tenn of GIS in many fields and places in Japan. Specially after the Earthquake disaster of Kobe, the importance of the Emergency Management System and the Spatial Data Framework have been growing quickly and the studies and projects of GIS have been increased more and more. I hope that the study about the history and the recent situation of GIS in Japan can show the right way for many GIS projects in our country and so we can be escaped from the amusement of time and money, because the land Regulation System and the Concept of Land Ownership of Japan are very similar to those of Korea. For that purpose, first, I try to trace the history and the present situation of GIS, UIS, FM/AM and Spatial Database Framework in Japan, second, to identify the advantages and disadvantages and problems of Japanese system and finally to suggest more propper way for the GIS projects in Korea.

  • Forest fire monitoring prototype system was developed by National Development Agency of Japan (NASDA) and the Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF) to verify the usefulness of interoperabile system to study new services of Earth observation satellite data distribution for a practical application. In this system, a standard interface of Web based GIS technology, OpenGIS Consortium (OGC) technology, was adopted. This system is also expected to encourage data sharing activities in Digital Asia Network (DAN) as a demonstration system.

  • Informatization today has been developed in a ubiquitous environment unifying real and virtual space from digital space. To reflect on this trend, the government has promoted the u-Korea Project, which is a national strategy based on ubiquitous technology. With this national informatization policy, 'The Creation of the Infrastructure for Realization of Ubiquitous Country' for establishing a ubiquitous world is presented in the 3rd National Geographic Information System (NGIS) Master Plan, which manages national spatial information. However, we have not yet discovered distinct change for ubiquitous environments and practical technologies. The purpose of the study is to explain the current status of Ubiquitous policies and National GIS policies as a representative national information strategies directed toward the ubiquitous society by comparing Korea and Japan, and then develops improved strategies for the future.

  • The purpose of this paper is to investigate the components to be considered when we construct the integrated GIS. Capability has always to be related to application. In this perspective, the range of integrated GIS's capabilities is more extensive than this existing GIS. Using in the case of Japan's local government, when we want to build the integrated GIS, it is necessary to consider the following things. First, the overall manuals are required. Second, the common spatial database should be build to satisfy outsider user as well as inner user. And last, the chief of local government should gain the sympathy of the member of community.

  • To prevent and minimize damages from disaters, it is necessary to build an GIS that can gather and organize proper information and that can analyze about disasters. This research aims at proposing policy measures to poster a GIS based urban disaster management system. To do so, the paper firstly takes a close look at the GIS in the City of Kohbe in Japan as a case study. Then it examines the effects the GIS based urban disaster management system and suggests future directions to promote it.

  • The study was performed to establish a criteria which can be served as a reference in preparing upland direct payment program in Korea, by analyzing WTO agreement content and by studying about direct payment program in EU and Japan and by slope analysis using GIS. Slope analysis using GIS was operated by 1/5000 digital map, and a field survey was put in practice, and merits and demerits were deduced. We can propose a criteria to select the disadvantaged areas in aspects of physical condition, farming condition. and economical and social condition is important to regionally classify "less-favored area(LFA)" and LFA division by economical and social condition is needed to identify legally. Therefore, we would propose a criteria which can select "less-favored area" by analyzing WTO agreement content and by studying about direct payment program in EU and Japan and slope analysis using GIS and a field survey.

  • This paper is an analysis of the Category Individual Residence urban spatial structure along the National Route BO (Koushu-Kaido), one of the major roads in Japan, and the degree of differences between locations and its changes between the points of time. The analysis was based on the GIS technique. Whilst, previous studies were based on municipal boundaries or mesh units as sources of data, GIS allowed the use of variable geographical units, Roadside zone, Inner zone, North zone, South zone, Blocks. As an example to apply the technology of GIS, 1986's and 1991's building polygon data of the Urban Planning Bureau of Tokyo Metropolitan Government are used. The layers referred to the analyses is the building polygons with the amount of stories, building area, floor area and the material of the building. Two statistical analysis are executed; one is the test of the regional equality about the number of story of building, building area, floor area and fireproof building ratio.

  • Spatio-temporal distributions of nighttime fishing fleet are descirbed with the aid of geographic information system(GIS) technology in the East/Japan Sea, using daily mean composite images of the Defense Meteorological Satellite Program(DMSP) /Operational Linescan System(OLS) in 1993. We selected a study area from $30^{\circ} N to 44^{\circ} N in latitude and from 124^{\circ} E to 142^{\circ}$ E in longitude in order to describe the monthly and seasonal changes of nighttime fishing fleet. The GIS software package Image Analyst (ArcView 3) are used to analyze spatio-temporal distributions of fishing nut. And the OLS images of nighttime visible band provide useful information about the spatio-temporal distribution of the fishing nut. Density areas of nighttime fishing fleet are around Tsushima/korea Strait. the east coast of the Korea Peninsula, the coast of Honshu, and around Yamato Bank.

Spatial and Temporal Analysis of Land-use Changes Associated with Past Mining in the Kitakyushu District, Japan

  • In the beginning of $20^{th}$ century, the coal mining industry had an important role in Japan at which two-thirds of the coal product came from the Kitakyushu-Chikuho District (KCD). As a consequence of mining activities, land-use condition in this district showed notable changes. This paper presented a study of land-use changes in coal mining area by characterizing land-use pattern transition over the last 100 years. In order to carry out the rigorous analysis of land-use, a series of land-use maps over the last 100 years was developed using geographic information systems (GIS). The historic topographic map and another available old data were used to investigate the long-term changes of land-use associated with past mining within the GIS platform. The results showed that the utilization of a series of developed land-use maps successfully indicated the difference of land-use pattern in the KCD before and after the peak of mining activities. The general findings from land-use analysis described that forest and farm lands were lost and turned into abandoned sites in the last 100 years.

The application of GIS in analyzing acoustical and multidimensional data related to artificial reefs ground (인공어초 어장에서 수록한 음향학적 다차원 데이터 해석을 위한 GIS의 응용)

  • This study is for the multi-dimensional analysis of diverse data sets for artificial reefs off the coast of Shimonoseki, Yamaguchi prefecture, Japan. Various data sets recorded in artificial reefs ground were integrated in new GIS software: to reveal the relationships between water temperature and fish schools; to visualize the quantitative connection between the reefs and the fish schools; and to compare the seabed types derived from two different data sources. The results obtained suggest that the application of GIS in analyzing multi-dimensional data is a better way to understand the characteristics of fish schools and environmental information around artificial reefs and particularly in the evaluation of the effectiveness of artificial reefs.
