This study started from recognizing the problem that neither the identity nor the role of records managers is clarified enough. Therefore, this study identifies the function of the records managers and how it should be carried. The method of functional analysis was used to collect information, and then the AHP method to analyze te core functions of the records managers. As a result, core functions were identified as follows: records management policy making, education, production control, records schedule management, collecting, transferring, description, appraisal, de-accessioning, records center management, disclosure, perusal service, and records management system. Therefore, this study presents that identity and role of the records managers as well as the priorities of the job.

Congress established the Federal Depository Library Program (FDLP) to ensure that the public has free access to the Government's information. Operated by the U.S. Government Printing Office (GPO), the mission of the FDLP is to disseminate information products from all three branches of the Government to over 1,250 Depository libraries in the FDLP program nationwide. Depository libraries safeguard the American public's right to information by making Government information in all formats freely available. This paper discusses the role of the GPO and FDLP, the GPO's organizational structure, the Depository library's obligations and responsibilities, services and collections, referrals and networking, and the Depository's future and challenges.

This research is aimed at proposing the policies for enhancing information services at the GARS. To this end, a survey was carried out over the user group, the staff group, and the external expert group. And then the 3-Partner Approach Model was proposed that accommodates the archivist-centered partnership with users and external experts. Based on this model. the three-aspect policies to upgrade information services were proposed.

Since it was founded in Korea in 1784, Korean Catholic Church has grown rapidly even under persecution. And now, its various activities have considerable influence on Korean society. However, the Korean Catholic Church record management not much is being done in excess of general record management for administrative purposes. Therefore, this study attempted to construct records management system that could systematically manage records of the Korean Catholic Church with Diocese Archives as the central figure. In order to do this, first the special characteristics of the Catholic Church records were analyzed, and the actual status of records management of Catholic Church was investigated. Next, applied the theory of records management to the Catholic Church system.

We treated Asia's records management and system based on India, Singapore and Vietnam. We research the main content and characteristics of the law of records management of each country. We research them from the viewpoint of organization and specialists-training system and records management system. Finally we compare each country and talk about current events and points. We can find out good chances of mutual association through understanding each country. It will be helpful to settle a suitable records management system for our country.

This study proposes the formation of education service models using presidential archives based on ubiquitous technology. To accomplish these, this study analyzed various education programs of presidential archives in Korea and other countries. The reason behind the use of ubiquitous technology is to allow interinstitution cooperation and create synergy effects. With this, this technology is grafted onto the modified BIG6 Model, which is developed for information literacy. This study can be useful and valuable in the aspects of education, contents development, and service development.

This study investigates the current state of online research guides of the national archives of four countries including the UK, the USA, Australia, and Korea. It also analyzes the name and accessibility, subject coverage and categorization, number of guides completed, and structure and types of resources linked with each guide. The examined online research guides are evaluated based on accessibility, variety, systematization, consistency, and hyperlinks. Based on the analyses, it suggests the directions of designing research guides for the National Archives of Korea.

This study aims to identify the work process of records managers under the Freedom of Information Act (FOI). In particular, it attempted to reveal the problems and difficulties that record managers encounter during FOI work. To do this, this study conducted in-depth interviews with 11 records managers who were in charge of records management and FOI work, and the accumulated data were subjectively analyzed. The study discussed the relationship between records management and FOI and emphasized the need for procedural improvements of the act to alleviate psychological pressure on records managers and help them focus more on the records management process itself.

The current study aims to propose strategies for the improvement of the Standard Records Management System of Korea. Here, benefits from the system and reasons of underusage were derived based on the results taken from the analysis of interviews and answers to open-ended questions in the system usage survey. Issues related to the nine main functions of the system were also reviewed in the process. With this, the improvement strategies related to the aforementioned issues are categorized as (1) simplification of functionalities, (2) quality assurance of records and metadata, (3) strengthening user assistance and communication, and (4) trust building between the National Archives of Korea and records centers of public institutions.

Under the changes of administrative systems and office automation, 'the national record management system' had been reformed until 'Record Management Act' was enacted in 1999. Between 1984 and 1992, the national record management system was reformed in process of overcoming national crises and carrying out office automation. As a result, the system was absorbed into 'Governmental Document Regulations', 'Official Document Management Regulations' and 'Governmental Document Regulations'. In addition, 'government document classification scheme' and 'Record schedule' were unified into 'Official Document Classification and Record schedule'.
