Post-earthquake fire performance-based behavior of reinforced concrete structures

  • Post-earthquake fire (PEF) can lead to a rapid collapse of buildings damaged partially as a result of prior earthquake. Almost all standards and codes for the design of structures against earthquake ignore the risk of PEF, and thus buildings designed using those codes could be too weak when subjected to a fire after an earthquake. An investigation based on sequential analysis inspired by FEMA356 is performed here on the Immediate Occupancy, Life Safety and Collapse Prevention performance levels of structures, designed to the ACI 318-08 code, after they are subjected to an earthquake level with PGA of 0.35g. This investigation is followed by a fire analysis of the damaged structures, examining the time taken for the damaged structures to collapse. As a point of reference, a fire analysis is also performed for undamaged structures and before the occurrence of earthquake. The results indicate that the vulnerability of structures increases dramatically when a previously damaged structure is exposed to PEF. The results also show that the damaging effects of post-earthquake fire are exacerbated when initiated from the second and third floor. Whilst the investigation is made for a certain class of structures (conventional buildings, intermediate reinforced structure, 3 stories), the results confirm the need for the incorporation of post-earthquake fire into the process of analysis and design, and provides some quantitative measures on the level of associated effects.

  • Cooperation between government agencies is important for disaster management, and a thorough and objective cause investigation is important to prevent the recurrence of similar disasters. In South Korea, individual laws are scattered by ministries according to the disaster type, and most are operated as non-permanent organizations that are employed when disasters occur. Although expertise is recognized for each disaster type, each government agency's operation method is different, so when a large-scale disaster involving multiple ministries occurs, there is a limit to the coordination of roles and integrated management between government agencies. In particular, whenever a large-scale complex disaster occurs, problems arise regarding the independence, professionalism, and fairness of the cause investigation. Therefore, to supplement this, reviewing the management methods and systems of disaster cause investigations in advanced countries is necessary. Thus, in this study, the organization status, manpower, organizational structure, and cause investigation work system of NTSB of the United States, JTSB of Japan, and SHK of Sweden are identified to improve the disaster cause investigation system in Korea and are compared and analyzed with Korea's GDCIG. Additionally, issues and problems for the advancement of Korea's disaster cause investigation system are considered and improvements are suggested.

  • The on-going pre-environmental investigation at present is performed by separate numerical analysis of each provision which makes integrated pre-environmental investigation is difficult. The application of numerical data is insufficient, which results to the deterioration of environmental investigation result's objectivity. A lot of time and money is required for the investigation. In this study, the spacial analysis function of GIS was applied on the 8 pre-environmental investigation factors. Pre-environmental investigation GIS DMS(Decision Making System) using AHP was constructed to make integrated investigation possible through the use of investigation results for each factor. Through the use of the developed pre-environmental investigation GIS DMS and the pre-constructed GIS data, the objectivity of environmental investigation is sufficient and time and cost are reduced. Therefore, this system can be used for pre-environmental investigation during route selection in the initial stages of road construction. Through the numerical and visual data obtained from the system developed in this paper, it is easier to gain the approval of the public. Furthermore, environmental problems due to road construction can be investigated with less time and money during the initial stages of road construction.

  • This study aims to investigate cases of using FDS fire investigation performed in a foreign country, use of FDS for the fire investigation to present the plan to clean up the problems and ways to improve future domestic. To be applied to the fire investigation establish the model of fire growth and domestic situation analysis through case studies and examples of this foreign, domestic flammable thermal characteristics data for exterior and interior windows and on the thermal properties of the experimental the purpose is to improve.

  • Nowaday, with the growth of software for electro-thermal analysis, it has been studied the precise analysis and investigation of cause for the electrical fire using computer simulation on the basis of theory for electro-thermal analysis. But it is very lacking for the precise analysis and investigation of cause for the electrical fire. In this paper, we have simulated the thermal analysis for electrical wire according to the value of current and deteriorating time in a overload and a short with the electrical wire of the L's company product(600 V VVF : Three core) using the elec-tro-thermal finite element method(Flux2D).

  • This paper presents development of a classification system for an electrical fire investigation. In order to reduce an electrical fires and establish detailed prevention plans, the collection of an electrical fire causes and base data are very important. Based on this data, a new classification system for an electrical fire investigation was developed and the direction to the classification system was suggested by fundamental analysis. All of the collected information is analyzed by bottom-up method. Criteria items which based on base data were categorized to classify items. The classification of items were found out as follows : basic condition fire scene condition, fire sign, fire cause. Particularly, the fire cause category is classified. A new developed classification system for an electrical fire investigation will be used to analyse electrical fires easily and efficiently.

  • Purpose: The construction industry is a complex mechanism in which multiple processes are carried out at the same time, and the frequency and severity of accidents account for a higher proportion than other industries, and the accident fatality rate also accounts for more than 50% of all industries. In order to reduce such accidents, the government's disaster investigation method analyzes the limitations from the system safety point of view and proposes improvement plans. Method: The main contents of the government's serious accident investigation were identified, and the effectiveness/adequacy was analyzed from the system safety point of view. Result: Disaster investigation and analysis techniques tailored to violations and compliance were limited in providing fundamental solutions, and alternatives for accident prevention were possible for each component of the system when safety constraints, controls, and hierarchical interactions were combined. Conclusion: When combining the disaster investigation and analysis method from the current accident analysis method from the perspective of system safety, it is possible to identify the problems of interaction by class and communication process, so it is possible to suggest alternatives to prevent accidents from an integrated perspective.

  • The automotive paints could be generally differentiated by color, layer sequence and chemistry of the paint layers comprising each of the topcoat and the primer system. The successful identification of hit-andrun a and traffic accidental vehicles from evidential paint fiagments is greatly facilitated with a comprehensive laboratory collection of reference paint samples and the technique for direct analysis without sample preparation. The Pyrolysis-Gas Chromatography(PGC) is a precise and reliable method for performing both quantitative and qualitative analysis of polymeric materials and forensic samples. Our Forensic Laboratory is conducting the examination and identification of 73 reference paint samples; 4 colors of each domestic automotive make that is popular in Korea, by Curie Point Pyrolyzer(JHP-3) and GC with capillary column(ultra alloy-5). This method can be used not only to compare paint traces with their suspected sources, but also to identify the type, make and model of the automotive car.

Epidemiologic Investigation to Identify the Cause of an Infant Methemoglobinemia (서울 S지역에서 발생한 영아 메트헤모글로빈혈증 1례의 원인구명을 위한 역학조사)

  • Epidemiologic investigation was conducted on January, 1993 in Seoul to identify the cause of an infant methemoglobinemia. Field investigation of the area of outbreak, survey of household and family members, analysis of ground water, and blood tests of involved family members were performed. Following results were obtained On analyzing the quality of the ground water on patient's household high levels of nitrate was found indicating contamination of water as the cause of a methemoglobinemia outbreak. On analysing the quality of the ground waters on seven other places within the neighborhood five were contaminated by nitrate in concentration that exceeded the permissible limit implying presence nearby source of contamination. Sources of contamination were thought to be originating from human waste in conventional bathroom facilities, chicken manure used in nearby orchards and plant fields or fertilizers. But the results of water analysis with presence of bacteria or E.coli, concentration of potassium, phosphate and the past history of diarrhea among family members, chicken manure suggested the most possible source of contamination. To evaluate the health status of members in the neighborhood past history was reviewed revealing no prior existence of patient with cyanosis and 65 people in the neighborhood had normal levels of methemoglobin concentration in their blood. Conclusively, the ground water on patient's household was contaminated with nitrate and despite provision of adequate water supply, family members of the patient along with their distrust in the water supply system had used ground water as their source of drinking water resulting of methemoglobinemia. Many suburban area of Seoul and country side thought to be having similar problems concerning contaminated ground water supply and dormant outbreak of patients as a result of the drinking of the contaminated water. Epidemiologic investigation and water analysis of ground waters are advised.

  • Incident investigation is one of the most important processes among various other safety management methods to prevent industrial accidents. Finding the root causes of accidents, eliminating hazards, and improving safety are the most important purposes of investigating accidents. During the investigation process, root cause analysis (RCA) techniques are used to effectively identify RCA. Over the past few decades, over 30 RCA methods have been developed. These techniques are being widely used in some industries, such as the nuclear and aircraft industries; however, most of the RCA techniques require professional knowledge and special training, making it difficult for safety managers in their respective fields to understand and apply them. Therefore, managers of general industrial sites are rarely present at the scene of actual accident investigations, and they cannot contribute much to the purpose and effectiveness of these investigations. In this study, to address these issues, we developed an RCA technique to facilitate root cause investigation of accidents in real-world industrial sites. To develop new techniques, Systematic Cause Analysis Technique (SCAT), one of the RCA techniques, was used to investigate incidents in the enterprise over three years. We also utilized feature analysis and other papers from existing RCA techniques. To verify its effectiveness, the technique proposed was also applied to the accident case. The technique developed can easily identify and analyze the root cause of an accident and help industrial managers. It can also identify the root cause category where accidents are concentrated and use this data to establish guidelines for preventing future accidents and, thus, focus on prioritizing improvement initiatives.
