Research on Effective Scientific Investigation Methods with Regards to Explosion Accidents (폭발사고시 효과적인 과학수사 방법에 관한 연구)

  • Accidents and terrorist acts that utilize explosives have a great influence on society and thus require a prompt investigation for the arrest of the culprit. However, such investigations are often met with difficulties due to the vastness of the crime scene, restrictions on approaching the scene, fragility of the evidence, complexity of investigation, and the lack of expertise. In spite of such facts, scientific investigation regarding explosives have not been widely studied in Korea. Therefore, the focus of this research primarily concerns the effective scientific investigation methods in cases of accidents that involve chemical explosives. Although the a systematic investigation method is at the heart of scientific investigation in cases of explosive accidents, it is only at its rudimentary stage. Therefore, in this research, a systematic investigation method is put forth for the 'scene investigation, the documentation of the scene, and the collection and processing of evidence. Further, I have set forth a 'scene investigation check list' the ensure a thorough scene investigation and to promote an exhaustive evidence collection that would guarantee the admissibility of such evidence in court. The above efforts were aimed at simplifying the currently complicated investigation system. 1) In the future, a guidebook that can be generally applied to accidents involving explosives in Korea ught to be produced, a continual systematic education and integrated training excises for investigators ought to be established, laws that require additives in explosives ought to be instituted so that the type, components, and source of explosives can be identified, and lastly, a database that contain information on former explosion accidents, trends, and techniques of criminal activities that involve explosion accidents should be compiled.

  • Fire investigation to examine ignition and combustion enlargement etc., to assess fire damage and to investigate a fire suspect, is used as a valuable data for better fire suppression and fire prevention police. Fire investigation is divided in to fire-cause investigation, fire-damage investigation, and fire-criminal investigation. At present, fire-cause investigation is lacking In scientific technology; specially is deficient in accurate damage assessment. And considering fore criminal investigation, since the police lacking in specialty on fire take exclusive charge of fire criminal investigation upon general investigation, it is difficult to investigate fire criminal effectively. Finally deficiency in fire investigation operates as very big blind-spot in fire safety having important axis in social safely; the loss is shifted on nation's shoulder. To solve those problems, legal, institutional, operational preparation is urgent. And so, this study tried to stabilize specialty of fire-fighting to offer more active, qualitative fire administration service, and to contribute to public peace and welfare by grasping problems after diagnosing Korean fire investigation and proposing the solutions.

  • In the developed countries, the private investigation system which is part of private security has developed together with police, and OECD countries except South Korea has developed the private investigation system establishing by the Private Investigation ACT. In Korea, there was several attempt to establish the Private Investigation ACT but it was not accomplished because of private security circumstances. In this study, the chapter Iis introduction, theoretical background is in chapter II, chapter III is the operation of private investigation of the developed countries, analysis and direction of the Private Investigation ACT in chapter IV, and conclusion in chapter V. To introduce the private investigation system, it is required to discover the problem of the Private Investigation ACT mentioned in this article and to develop the private investigation system by collecting the opnion of citizen, academic world, and the related agency. It is necessary to associated interest and effort of citizen, academic world, and the related agency for introdection of the private investigation system.

  • To address the importance of geotechnical investigation, failure cases are taken up for consideration. One of them awaken this country to the importance of exact geotechnical investigation at the cost of many lives. Other failures were also occurred as the result of insufficient geotechnical investigation or missing some facts given by geotechnical investigation. A case which shows the unpredicted and unaccustomed settlement at bridge abutment introduced to emphasize the importance of exploring unknown nature of local soils.

  • The concectration and distribution of contaminants obtained from a contaminated land investigation or an environmental geochemistry survey constitutes the basis of a decision-making process on environmental policies or of scientific researches. As the quality of data determines the reliability of the result, the investigation plan should be adjusted according to the purpose of the investigation. In general, the effort to improve the data quality had been focused mainly on the QA/QC procedures in laboratories. The rapid progress of analytical instrument has also contributed toward improving the analytical precision to a sacrificable degree. Nevertheless, in many cases, it is not the analytical precision that needs improvement for the better precision of overall measurement process: it is rather during the sampling process in the field that is responsible for the poor precision. To assess the data quality on a measured value, ISO recommends to provide information on "measurement uncertainty" along with the measured value. The measurement uncertainty in an environmental measurement context can be explained as the statistical number that expresses the degree of the uncertainty stemming from the sampling and analytical procedures. There is a cost involved in order to improve the precision of sampling and analytical methods so as to decrease the degree of measurement uncertainty. The economical point of compromise in an investigation planning can be achieved when the allowable degree of uncertainty has been set before-hand. The investigation can then be planned accordingly not to exceed the uncertainty limit. Furthermore, if the measurement uncertainty estimated from the preliminary investigation can be separated into sampling and analytical uncertainties, it can be used as a criterion where the resources for the investigation should be allotted cost-effectively to reinforce the weakest link of the whole investigation process. This paper aims to present a method of estimating the level of measurement uncertainty of a measured contamination concentration at a site used as an example and to show how the estimated uncertainty can be applied to serve the particular purpose of an investigation.
