Criminal liability of Internet Service Provider who leave illegal positing to take its own course (인터넷불법게시물을 방임하는 인터넷서비스제공자의 형사책임)

  • Nowadays Internet is the greatest and most participating media of prompting expression with 37 million users in Korea. Internet enables collective communications between social members and contributes to form sound public opinions and to develop democracy while it has negative aspect to distribute massively crime by illegal posting which is forbidden by the Criminal Act. Criminal actors who involve to diffuse information on Internet consist of three categories of information provider, user and internet service provider. Illegal posting generated on Internet is originated from IP and the criminal regulation on it is useless and meaningless because of its countless of users and ambiguous boundary with liberty for expression. Accordingly, the only criminal policy means to prevent danger by illegal posting on Internet is to regulate ISP which saves illegal posting and mediates contacts among users. In spite of it, legislation to regulate ISP is unprepared. The prudent legislative review should be done. And it should be accordance with the doctrines of propriety and vagueness of the principle of "nulla poena sine lege".

  • A multihomed enterprise or AS(Autonomous System) improves reliability and performance by acquiring its Internet connectivity from more than two ISP(Internet Service Provider). Multihoming protocol must allow a multihomed site whose connectivity through one of the ISPs fails to keep its Internet connectivity As one of mechanisms to do this, tunneling mechanism through Non-direct EBGP(Exterior Border Gateway Protocol) is defined. This mechanism makes connectivity to the Internet more reliable, but causes the problem that makes the communication route non-optimal. In this paper, we propose the route optimization mechanism using an extension header in the IPv6 multihoming environment.

  • 본 논문에서는 Internet Service Provider(이하 ISP)의 네트워크에 위험이 발생할 경우 위험의 출현으로 인한 ISP의 자산손실을 추정하는 방법을 제안한다. ISP의 네트워크를 구성하는 자산들의 가치를 서비스 측면에서 분석하고, 개별 자산이 생산하는 서비스 가치를 근사할 수 있는 방법론을 제시함으로써 네트워크의 장애로 인한 손실액을 추정 가능함을 보인다. 또한, 네트워크의 부하 분산, 우회 경로 및 백업 시스템 등 서비스 연속성을 확보를 위한 잉여 설계가 있을 경우, 자산가치 특성함수를 사용한 손실액 추정모델을 제안한다.

Neutrality between a Vertically Integrated Cable Provider and an Over-the-Top Video Provider

  • We are concerned with whether a vertically integrated broadband and content provider can unreasonably advantage itself over competing content providers, either by selling quality-of-service (QoS) to content providers at unreasonably high prices, or by refusing to provide access to QoS to competing content. We address this question by modeling the competition between one such vertically integrated provider and one over-the-top (OTT) content provider. The broadband provider decides whether to deploy QoS, and if so it also determines the QoS price if sold to either the OTT content provider or directly to users. We analytically determine when the broadband provider will sell QoS and when the OTT content provider or users will purchase QoS. We characterize the optimal QoS and video service prices. The Internet service provider (ISP)'s market share increases with the difference in the value of the two video services and decreases with the difference in the corresponding costs. Numerical results illustrate the effect of QoS price on content price, the variation of prices and profit with QoS price, and the variation of prices and market shares with the benefit of QoS. The ISP may sell QoS to users at a lower price than when QoS is sold to the OTT provider.

A Research on the Digital Information of the Deceased (사자(死者)의 디지털 정보에 관한 연구)

  • The demand that needs 'Digital Legacy', a notion that an Internet user can transfer his private blogs, e-mail and financial assets to inheritors and party interested when he died suddenly in the accident, has been growing recently. This issue has become a social hot potato since Justine Ellsworth's father in USA sued Yahoo for the right to access his son's Yahoo e-mail account after Justine Ellsworth had died in Iraq, in November, 2004 and the problems happened to deal with suicide-related blogs and homepages when great entertainers in Korea committed suicide and soldiers' parents in the situation of warship Chonan tragedy in Korea demanded access to soldiers' homepages and e-mail accounts. The point at issue focuses on the property matters about the digital information of the deceased and the relationship between the deceased and the Internet Service Provider(ISP). This research looks into the trend of judicial precedents and laws related to the digital information of the deceased and suggests the preliminary data of the next research.

A Model Interconnecting ISP Networks (ISP 네트워크간 상호접속 모델)

  • Private peering, public peering and transit are three common types of interconnection agreements between providers in the Internet. An important decision that an Internet service provider (ISP) has to make is which private peering/transit ISPs and Internet exchanges (IXs) to connect with to transfer traffic at a minimal cost. In this paper, we deal with the problem to find the minimum cost set of private peering/transit ISPs and IXs for a single ISP. There are given a set of destinations with traffic demands, and a set of potential private peering/transit ISPs and IXs with routing information (routes per destination, the average AS-hop count to each destination, etc.), cost functions and capacities. Our study first considers all the three interconnection types commonly used in real world practices. We show that the problem is NP-hard, and propose a heuristic algorithm for it. We then evaluate the quality of the heuristic solutions for a set of test instances via comparison with the optimal ones obtained by solving a mixed integer programming formulation of the problem. Computational results show that the proposed algorithm provides near-optimal solutions in a fast time.

  • A recent argument of network neutrality is converted by the differentiation of transmission and cost adjustment. However, It is raised that this phenomenon caused strategy for vertical integration operator to exclude a competitive operator. This study analyzed a number of instances about differentiation of transmission of ISP and problems of ISP that vertical integration in IX markets. The result of research, differentiation of transmission increased service differentiation about application programs used a best effort network like OTT or Smart TV. But this study was analyzed that a related law was vague for solving this issue. Besides, ISPs that is vertical integrated and commercial operated in an IX market discriminated competitive services, and this phenomenon can be proceeded plainly and orginated in an issue of a related law.

  • This paper used big data and artificial intelligence technology to predict the rapidly increasing internet traffic. There have been various studies on traffic prediction in the past, but they have not been able to reflect the increasing factors that induce huge Internet traffic such as smartphones and streaming in recent years. In addition, event-like factors such as the release of large-capacity popular games or the provision of new contents by OTT (Over the Top) operators are more difficult to predict in advance. Due to these characteristics, it was impossible for an ISP (Internet Service Provider) to reflect real-time service quality management or traffic forecasts in the network business environment with the existing method. Therefore, in this study, in order to solve this problem, an Internet traffic collection system was constructed that searches, discriminates and collects traffic data in real time, separate from the existing NMS. Through this, the flexibility and elasticity to automatically register the data of the collection target are secured, and real-time network quality monitoring is possible. In addition, a large amount of traffic data collected from the system was analyzed by machine learning (AI) to predict future traffic of OTT operators. Through this, more scientific and systematic prediction was possible, and in addition, it was possible to optimize the interworking between ISP operators and to secure the quality of large-scale OTT services.

인터넷을 기반으로 한 지역 구축방안에 관한 연구

  • 흔히들 네트워크(network)들의 네트워크라 불리는 인터넷의 급속한 보급은 개별기 관들이 적은 비용으로 전세계에 산재해 있는 정보를 효율적으로 검색할 수 있을 뿐만 아니 라, 개별기관들을 전세계에 쉽게 알릴 수 있는 환경을 제공하고 있지 때문이다. 개별기관들 의 인터넷 접속은 ISP(Internet Service Provider)를 통해서 이루어진다. ISP는 IP 주소를 할 당해주고, 인터넷 접속서비스를 제공하는 업체로서 우리 나라의 경우 비영리업체로는 교육 전산망, 연구 전산망 등이 있고 영리업체로는 Kornet, Boranet, 아니네트 등이 있다. 구미 선진국의 경우 지역기관들을 대상으로 하는 ISP가 설립되어, 인터넷을 이용한 지역정보화의 견인차 역할을 담당하고 있다. 즉, 지역 기관들이 일정한 지분을 참여하여 ISP를 설립하고, 이에 가입한 지역 기관들에 저렴한 가격으로 인터넷 접속 서비스를 지원하고 있다. 이러한 지역 ISP의 설립은 지역적 특성을 반영하여, 지역 중소기업의 정보화라던지 지역교육기관의 정보화 등과 같은 특정한 목적 달성을 위해 효율적으로 활용될 수 있다. 본 연구는 ISP에 대한 현황을 알아보고, 지역 ISP의 설립을 통한 인터넷 접속의 효율화 및 특정 목적을 위한 ISP에 발전방안을 제시하기로 한다.

  • 인터넷은 수많은 AS(Autonomous System)들로 이루어져 있으며, 각 AS들은 ISP(Internet Service Provider)를 통하여 인터넷에 접속한다. AS와 ISP 사이에는 계층성과 네트워크 속도 차에 따른 대역폭 병목현상이 존재한다. 이러한 인터넷의 물리적 네트워크 구조는 그리드 환경에서 데이터 접근시간에 가장 큰 영향을 미친다. 기존의 데이터 그리드 복제 정책은 물리적 네트워크의 구조를 고려하지 못하였기 때문에 실제 인터넷 환경에서 최적의 성능을 얻지 못하는 문제점이 있었다. 본 논문에서는 실제 인터넷의 물리적 네트워크 구조를 고려한 데이터 그리드 복제 정책을 제안한다. 이 복제 정책은 ISP와 AS 단위로 복사본을 유지하여 병목현상을 최소화함으로써 전체적인 데이터 그리드의 성능을 향상시킨다.
