As with the fast spread of internet uses in recent years, electronic commerce has evolved. The proliferation of electronic commerce has increased diverse forms of fraud cases since internet helps intended criminals remain anonymous. In absence of effective tools to warrant the reliability of parties offering products or services through electronic commerce, consumers have to absorb damages unfairly. Internet escrow service has been considered to be an option to establish reliability between buyers and sellers and to protect consumers from possible fraud cases. However, like other industries, fraudulent escrow services have appeared in internet. This study has been intended to analyze fraudulent internet escrow services and to propose an effective regulatory system of internet escrow services. To do that, this study benchmarked the regulation of the State of California, primarily focusing on the formation of escrow company, regulation of escrow business, and remedies for wrongdoing, so Korea can consider the adoption of similar systems.

근래에 전자상거래 규모가 매년 증가함에 따라 전자상거래 과정에서 발생하고 있는 피해 역시 빠르게 증가하고 있으며 피해에 대한 구제도 충분히 이루어지지 못하고 있다. 이터넷 에스크로 서비스는 저자상거래의 안전성을 보장하기 위한 유망한 결제 메커니즘 가운데 하나이다. 특히, RFID 기반의 유통/물류 분야에 있어서 인터넷 에스크로 서비스가 상품인도 정보와 실시간으로 연계될 경우, 그 안정성과 효율성은 크게 향상될 수 있다. 본 연구에서는 RFID 기반 유통/물류 환경 하에서 안전한 전자상거래를 보장하기 위해 EPCglobal 네트워크를 이용한 인터넷 에스크로 서비스 연계 방안을 제시하였다. 제안된 서비스 모델은 구매자와 판매자의 계약 체결과 에스크로 서비스 연계를 위한 금융플랫폼의 형태로 구현되었으며, 금융플랫폼은 EPCglobal 네트워크 및 은행 시스템과 완벽하게 연계되도록 구현되었다. 개발된 EPCglobal 네트워크 기반 에스크로 서비스 시스템은 EPCglobal 네트워크의 실시간 상품정보를 이용함으로써 자금순환기간 단축 및 여신상품 개발을 가능하게 하였으며, 기존 에스크로 서비스의 상품정보부족, 구매결정지연 등의 단점을 극복할 수 있었다.

세계 인터넷 사용 인구가 급증함에 따라 인터넷을 이용한 여러 형태의 전자상거래가 두드러지게 증가하고 있다. 이와 함께 인터넷을 통한 거래가 증가할수록 온라인 거래의 익명성과 비대면성을 이용한 여러 형태의 범죄 및 피해가 증가하고 있는 추세이다. 인터넷 전자상거래의 신뢰성의 문제를 극복하고 여러 가지 사기, 범죄로부터 소비자와 판매자를 보호하는 해결방안의 하나로서 인터넷 에스크로 서비스(Internet Escrow Service)가 그 대안이 될 수 있다. 에스크로 서비스에서는 구매자가 물품 수령을 확인한 후에 판매자에게 대금이 지급되기 때문에 구매자는 안전한 전자상거래 서비스를 제공 받을 수 있고 판매자는 확실한 물품대금지급을 보장 받을 수 있다. 또한 인터넷 에스크로 서비스 사업자(Internet Escrow Service Provider)는 에스크로 서비스를 전자상거래 계약체결 이후에 거래를 원활히 성공시키기 위한 제반 필요 사항들을 종합적으로 제공하는 종합 거래관리시스템 ( Total Transaction Management System)으로 확대, 발전시킬 수도 있다고 사료된다.

e-Trade Payment system has been transformed by quickly and effectively. The e-trade Payment system such as TradeCard System, Bolero Surf, Identrus Eleanor and e-Escrow and e-letter of Credit issued by SWIFT System enable partly sellers, buyers and service providers. This paper studies for SWIFT, Surf, TradeCard, Eleanor, e-Escrow as international trade payment, As reason following : The First, Bolero is a neutral secure platform enabling paperless trading between exporter, importer, and their logistics service and bank partners, insurance company. The Second, TradeCard is to manage procurement-to-payment worldwide, that is exporter, importer and connected partners, paperless platform. The Third, Identrus is the global leader in trusted identity solutions, recognized by global financial institutions, commercial organizations and bank partners around the world. The Forth, Escrow payment have effect to L/C issue and enter into electronic contracts in internet bank. Trader practice use Escrow Bank as the same bank that rules to Issuing Bank and Advising Bank and payment, acceptance. This paper of these electronic payment have studies new international trade payment to approach such as eUCP rules and TradeCard System, Surf of bolero, eleanor of Identrus, SWIFT.

본 논문은 RFID 기반 유비쿼터스 환경이 인터넷 에스크로 서비스와 연계 되었을 때 특히, EPCglobal 네크워크에 기반한 EPC IS (Electronic Product Code Information Service)와 연계된 RFID 기반 상품 라이프 사이클 관리 및 추적 기술과 금융 서비스인 인터넷 에스크로 서비스의 상호 연동에 관한 내용을 다룬다.
