Contracts of carriage evidenced by bill of lading which are made between carrier and unidentified number of the shipper are to a large extent regulated by statute law such as Hague-Visby Rules and Hamburg Rules. These rules qualifies the contractual liberty of parties and especially restrains the carrier from introducing exemption from his liability beyond those admitted by the Rules. However, these Rules are applied only to goods in respect of which a bill of lading or similar document of title has been issued. In this reason, it is possible that liability of carrier in respect of goods shipped could become an issue where electronic bill of lading is used instead of paper bill of lading because electronic bill of lading is not generally recognised document of title in existing rule. Thus, this article discuss the relation between the carrier who create electronic bill of lading and the Rules regulating liability of carrier. Also, new Rules which has been examining in UNCITRAL will be introduced.

The Korean Government decided to reduce 30% of carbon emissions as of 2020, tightening regulations to reduce greenhouse gas in the international society. Therefore it will burden Korean logistics industry that overland trucking freight covers 70~80% of all, to lower emissions. As known, rail and coast(feeder) transport systems can be substituted for road transport but there are many problems to solve in Korean multimodal (intermodal) transport system such as time, cost, etc. Because of this, multimodal transport system should be improved systematically. For the reason, it aims to study a conceptual model with Thinking Process of TOC(theory of constraints) and System Dynamics to help improve the existing multimodal transport system for green logistics.

Contaminant transport in groundwater induces major threat and harmful effect on the environment; hence, the fate of the contaminant migration in groundwater is seeking a lot of attention. In this paper a two dimensional numerical flow and transport model through saturated layered soil is developed. Groundwater flow and solute transport has been simulated numerically using proposed model. The model implements the finite volume time splitting method to discretize the main equations. The performance, accuracy and efficiency of the out coming numerical models have been successfully examined by two test cases. The verification test cases consist of two-dimensional, groundwater flow and solute transport. The final purpose of this paper is to discuss and compare the shape of contaminant plume in homogeneous and heterogeneous media with different soil properties and control of solute transport using a zone for minimizing the potential of groundwater contamination; furthermore, this model leads to select the effective and optimum remedial strategies for cleaning the contaminated aquifers.

The article is devoted to analyzing the police influence on road safety formation. The globalization processes confirm the study's relevance, provoking population mobility and the need to increase freight traffic. The study aims to identify the factors that affect road safety and the activities of the police and the EU transport safety units. An empirical analysis using factor analysis, correlation analysis, and general scientific methods of cognition were carried out to achieve the goal. The analysis results found that the number of police officers affects road safety, but not in all countries, which confirms the importance of other factors. Based on the analysis results of the scientific literature, the factors affecting transport safety are legislative regulation, the use of innovative technologies, transport infrastructure, geography, and psycho-physical and emotional drivers factors. It has been proved that the police authorities and units cannot fully ensure transport safety in the European Union because the safety is formed by a complex of actions by the state and road users.

본 연구는 남북한간 교류협력 증진과 국제협력사업 활성화에 따라 향후 동북아 차원에서 연계가 예상되는 아시안하이웨이 6번노선(간성-선봉)의 이용을 가정하고, 현존하지 않는 북한 육로망 연계에 따른 한반도 주변의 국제여객수송 행태 변화를 분석하였다. 이를 위해 SP(Stated Preference), RP(Revealed Preference) 자료를 기반으로 다항로짓(ML)과 네스티드로짓(NL) 모형을 구축하였다. NL모형을 통해 분석한 결과, 현재 한중(동북부), 한러(극동러시아)간 국제여객수송 대부분이 육상로 단절로 인해 항공을 통해 이루어지나, AH6노선이 구축될 경우에는 약 90%이상이 육상운송으로 전환될 것으로 분석되었다. 또한, 여객수송거리가 길어질수록(903~1,631km) 국제철도의 수단분담률은 62.8%에서 66.1%로 증가하고, 이 때 도로수송은 29.6%에서 21.9%로 감소하는 것으로 나타났다. 반면, 항공수송은 육상수송과는 달리 수송 거리대별 증감경향이 뚜렷하게 나타나지 않고, 약 10% 수준의 수단분담률을 나타내는 것으로 추정되었다.

INCOTERMS have been changed almost every 10 years since ICC established INCOTERMS as trade terms for International transaction. Recently transportation has become bigger, and modernized by means of electronic appliances such as RFID, IT, and containerization. FRC, FOR/FOT, FOA were added in INCOTERMS1980 and every conditions are unified into three alphabets in INCOTERMS1990. The best features of INCOTERMS2000 are that FCA substitute FRC, FOR/FOT, FOA and customs formalities were simplified to make clear for each party of contract. It seems that business circles still stick to old customs of their trade like FOB or CIF not only in Korea but in an international practice even though there have been several revisions of INCOTERMS until now. ICC have tried to provide INCOTERMS3000 to solve problems between a theory and an actual condition of international trade. This study has tried to suggest opinions against INCOTERMS3000 and has surveyed a recognition, an actual using situation and issues of INCOTERMS to get improvements. For a recognition of INCOTERMS has been spread as you can find at tables many kinds of business circles still stick to old customs of their trade terms FOB and CIF. Now there are two alternative plans. Firstly, we need to suggest improvements against inconsistency of INCOTERMS to be applied on newly revised INCOTERMS3000 and educating business circles to use proper conditions of INCOTERMS for their doing business. Secondly, we shall participate in revising INCOTERMS to activate multimodal transport conditions of INCOTERMS and provide solutions to fill gap between a theory and an actual condition of international trade. It seems that terms of multimodal transport such as FCA, CPT, or CIP can be a perfect condition for each party of contract. We have examined the inconsistent features of Ship's rail and notions of on board, and observed how to activate multimodal transport terms. These would be hot issues of next revision of INCOTERMS and we provided improvements on each trade terms, THC charges, or others against INCOTERMS.

This study presents the pattern and determinants of intra-industry trade in Korea's machinery and transport equipment industry focusing the influence of foreign direct investment on intra-industry trade. Using an OLS regression model the determinants of intra-industry trade are investigated. Results indicate that a statistically significant negative relationship is found between intra-industry trade and foreign direct investment, and show that intra-industry trade is positively affected by the degree of product differentiation and export structure similarity. Intra-industry trade is also positively associated with the economies of scale, the level of trade barrier, and transportation costs, although this is not statistically significant. The study found strong evidence that the propensity of foreign direct investment toward export specialized industry makes the negative relationship between intra-industry trade and foreign direct investment.
