The transport a administration in Korea is meeting demands of developing international multimodal transport system. In the past, as Korea transport policy has been emphasizing on the passenger traffic, the physical distribution sector is far behind international trend. Regarding the urging necessities of reducting costs in transport in order to upgrade the competitive edge of industries, Korea has to develop the most efficient transport system so called international multimodal transport system. The existing transport system is inefficient because each transport mode is separate, so this system is aiming at reducing cost and time and developing freight transport. The scope and scheme of this thesis should be as following. Chapter 2. The international trade is basically founded on the contract of international sale of goods and backed up by the contract of international carriage of goods and the contract of insurance in the goods carried. For the efficient development of international trade, it is essential to incorporate the above three fields closely together. Economic growth has developed international trade which has accelerated the development of international carriage of goods. As a result of rapid expansion of international carriage of goods, rationalization of transport was required, which has brought about the International Multimodal Transport System(herein after referred to as 'IMT') through containerization. International multimodal transport system has affected international trade a lot, especially the field of insurance a great deal. The aim of this paper is to analyze contents of Multimodal Transport Operator's(MTO's) liability system in the UN Convention on International Multimodal Transport of Goods, 1980 and FIATA Bill of Lading(FBL) as one of current Multimodal Transport Documents. The analysis of MTO's liability system will be a good introductory concept for the further study of insurance problems for the development of IMT.

International Trade has led to the increase of the demand of international transport, and also the development of transport vehicles has been promoting the volumes of international trade. Therefore, the development of international transport not only incurs claims concerning transportation but also establishes various international rules to settle the claims between the shippers and the carriers in the course of transport. With a view to settling the claims successfully, the men who are concerned in the transport have to know the principle and scope of carrier's Liability. In this paper, I would like to find out the principle of Liability for the shippers. Therefore, I classify the Liability principle of the international transporter under the UNs Convention on International Multimodal Transport of Good(1980) and UNCTDAD/ICC Rules(1991) in three system - Network Liability System, Uniform Liability System and Modified Uniform Liability System.

This paper intends to prevent dangerous goods shipments from compromising safety, and to minimize the risks to life and property inherent in air transport of dangerous goods. For this purpose, this paper reviews the changes of international standards for the international air transport of dangerous goods, and recommends the methods for improving the management system for the air transport of dangerous goods. As for the research methodology, this paper reviews the current regulations of the ICAO Technical Instructions for the Safe Transport of Dangerous Goods, IATA Dangerous Goods Regulations, and national regulations governing the air transport of dangerous goods in Korea. As the results of this paper, it is anticipated that the national regulations for shipping dangerous goods by air will be detailed, and compliance with the regulations will be enforced. In conclusion, ensuring the safe transport of dangerous goods by air is a shared responsibility of the government authorities, carriers and shippers.

The continuing advance of multimodal transport with the importance for efficient and effective logistics management emphasizes the need for uniform legal approach to international multimodal transport. However, the current fragmented instrument regulating such transport is being an obstacle to development of multimodal transport as it aggravates confusion and uncertainty. The Rotterdam rules, which was adopted in December 2008 by UNCITRAL, expands its scope of application to door-to-door transport. However, the new rules has some problems in its application to multimodal transport operation as it has been conceived not to regulate general multimodal carriage but to regulate contract of carriage by sea that extends its services to the transport by other modes. This article examines conflict of conventions in the Rotterdam Rules. The applicability of the Rotterdam Rules in international multimodal transport contract and possibility of potential conflict with other transport conventions are analyzed with some hypothetical cases. Furthermore, problems arising from application of the Rotterdam Rules under international multimodal transport Contracts are indicated in the chapter IV.

Road transport occupies the largest share in domestic and international transport. It is of key importance for the development of the economy, forasmuch as it provides the livelihood of the population, the development of the national economy, the possibility of establishing foreign economic relations. The purpose of the research is as follows: analysis of the current state of functioning of the road transport sector in Eastern Europe and identification of key problems and trends in its development. Research methods: Methods of grouping, comparison and generalization, correlation analisys have been used to identify the dynamics of the main indicators of road transport in Eastern Europe. The method of correlation-regression analysis has been applied to determine the impact of increasing the length of roads on the turnover of the road freight transport and the number of employed population in this area. Results. It has been found that the increase in the employed population by 96% and increase in revenues from transportation and storage of goods, postal and courier services (turnover of the road freight transport - in the original language) in the field of road transport by 82% is explained by the change in transport infrastructure capacity by increasing length of highways. According to the correlation analysis, it has been revealed that there is a high direct dependence between the length of roads and increased revenues from transportation and storage of goods in the field of road transport, as well as between the length of roads and increasing employment in this area.

Sea transport industry is service industry and basic industry that permit efficient division of the human and material resources of industry. Also, owing to geographical situation which korea is having, utilization ratio of sea logistics industry is high than other transport ways. Sea transport industry chieves role that promote economy activity of other industry field as well as offer of transport way. Specially, because unit anger of freight by container is introduced, it was achived reduction of transport unit cost and mechanization of loading and unloading by this result. For efficeint connection of each other transport, contianer had offerd to large ship. Quality of service has much dimensions, and is considered while it is important that understand quality of service of sea transport industry through marketing and research of customer connection field because perceive of quality of serviceis different in shipowner/service viscount or shipper/freight owner. This research presented decision factors of sea transport quality of service which shipper and transport agent recognize under these background.

This research addresses the prospect of international intermodal transport in North-East Asia and studies the necessity of an agreement in transit transport in the region. Due to the division of labour among countries in the region and the globalization of firm's activities, international intermodal transport has been actively developed and is expected to grow continually. In order to lead the operation of international intermodal transport in North-East Asia, main players such as China and Russia have strengthened cooperation of regional logistics and made agreements in transit transport with contiguous countries. After analysing the current situation and reviewing prospects of international intermodal transport and transit transport in North-East Asia, this research proposes the requirement of regional agreement of transit transport on the basis of the United Nations Convention on the Law of the Sea (UNCLOS) for promoting international intermodal transport in North-East Asia.
