Human factor represents a very challenging issue to organizations. Human factor is responsible for many cybersecurity incidents by noncompliance with the organization security policies. In this paper we conduct a comprehensive review of the literature to identify strategies to address human factor. Security awareness, training and education program is the main strategy to address human factor. Scholars have consistently argued that importance of security awareness to prevent incidents from human behavior.

International economic and legal cooperation can ensure the transition of agriculture to the trajectory of sustainable development. The paper considers in detail the set of common goals and problems of an international nature, the solution of which is aimed at global legal regulation of cooperation between states. It is also noted about the impact of information technology on agricultural development. The following methods of scientific cognition are used: a historical, systematic approach to research, method of analysis, and synthesis. Research results: a scientific idea of the importance of international cooperation in general and global collaboration in the field of agricultural production in particular. It is stated that states are obliged to cooperate, regardless of differences in their political, economic, and social systems, in various areas of international relations to maintain international peace, security and promote worldwide economic stability and progress, the common good of peoples. It is emphasized the need to build such relations in the agricultural sector, which take into account the interests of all states.

The targets of cyber-attacks are not limited to the websites and internal IT systems of shipping agencies. Ships and ports have become important targets for cyber attackers. This paper examines the current state of ship network security, introduces the International Maritime Organization's resolution on ship network security management, and summarizing the cyber-attacks in maritime so the readers can have a general understanding of maritime environment.

The purpose of this paper is to consider the expansion of non-traditional security threats and the national-level response to the emergence of emerging security threats in ultra-uncertain VUCA situations. As a major research method for better analysis, the theoretical approach was referred to papers published in books and academic journals, and technical and current affairs data were studied through the Internet and literature research. The instability and uncertainty of the international order and security environment in the 21st century brought about a change in the security paradigm. Human security emerged as the protection target of security was expanded to individual humans, and emerging security was emerging as the security area expanded. Emerging security threatsthat have different characteristicsfrom traditionalsecurity threats are expressed in various ways, such as cyber threats, new infectious disease threats, terrorist threats, and abnormal climate threats. First, the policy and strategic response to respond to emerging security threats is integrated national crisis management based on artificial intelligence applying the concept of Foresight. Second, it is to establish network-based national crisis management smart governance. Third, it is to maintain the agile resilience of the concept of Agilience. Fourth, an integrated response system that integrates national power elements and national defense elements should be established.

This paper is intended as an investigation of introduction of Maritime Security System. In the last few years, several articles have been devoted to the study of ISPS Code(International Code for the Security of Ships and of Port Facilities). The Diplomatic Conference on Maritime Security held in London in December 2002 adopted new provisions in the International Convention for the Safety of Life at Sea, 1974 and this ISPS Code to enhance maritime security. These new requirements form the international framework through which ships and port facilities can co-operate to detect and deter acts which threaten security in the maritime transport sector. Accordingly, the purpose of this paper is to suggest an introduction of Maritime Security System and understanding of ISPS Code.

The sowing campaign is taking place with great difficulty as a result of active military actions in the eastern and southern parts of the country, specializing in the cultivation of grain crops. Seaports are blocked, which creates new threats to global food security. The generalization of analytical data is aimed at characterizing the food security of Ukraine before and during military actions, followed by the designation of possible consequences, including on global food security. The generalizations made prove the need to consolidate the efforts of Ukraine, as one of the world's largest food producers, and international organizations in order to avoid the greatest catastrophe of mankind in its modern history, which will be caused by famine.

The article identifies areas for effective management of innovative development. The competitiveness of the economy in the context of European integration and economic security is assessed. The level of innovative economy of some countries of the world is analyzed. The issue of attracting foreign investors to stimulate innovative production in Ukraine is raised. It is identified the need for the formation of an updated state policy capable of providing innovative development and improving the competitive position of the state in international rankings. Emphasis is placed on the need to form a critical mass of managers-civil servants capable of developing, implementing and monitoring the policy of innovative development of entrepreneurship.

In reason of the high capacity and low latency, the 5G wireless networks used nowadays in many of life applications such as: remote surgery and guiding vehicle. 냉전의 종식 이후, 압도적인 국력을 바탕으로 유지되어왔던 미국 주도의 국제질서는 미국의 글로벌 리더십 약화와 지역 강대국들의 부상이 맞물리면서, 점차 단극체제에서 양극체제 또는 다극체제로 재편되고 있는 양상이다. 지정학적으로, 동아시아는 미국 뿐 아니라 지역 강대국들의 국익이 첨예하게 중첩되고 대치되는 지역이라는 관점에서, 국제질서의 재편이 가져올 안보 불안정 상황에 관한 논의가 끈임없이 제기되어져 왔다. 본 연구는 국내에서 이루어지는 안보 논의가 적절한 위기 인식과 평가에 근간하고 있는지에 대한 비판적 분석을 시도한다. 본 연구는 국내에서 대두되는 안보 위기론이 과대 위협 인식에 기인하는 경향이 있음을 지적하고, 국제질서의 재편이 지역 안보에 가할 수 있는 위협의 본질과 수준에 대한 보다 객관적인 평가와 개념화의 필요성을 강조한다. 본 연구는 양극체제 (1950-1990), 단극체제 (1991-2008), 다극체제 (2009-현재)로 구분되는 기간 동안, 동아시아 지역에서 발생하는 분쟁 양상(빈도와 강도)의 변화에 대한 분석을 토대로, '무력 분쟁'의 관점에서, 동아시아가 다른 지역에 비해 국제질서 재편에 크게 취약하지 않았으며, 독자적인 평화를 구축하고 유지해 왔음을 보여준다. 이 연구는 국제질서의 재편으로 인해 가중되는 외교·안보적 부담과 복잡화된 손익 계산이 반드시 중대한 안보 위협으로 해석될 필요가 없음을 강조한다. 불필요한 안보 이슈 확대가 대한민국의 외교적 전략 공간을 축소시킬 수 있기 때문이다.

Under the co-sponsorship of UNIDROIT and I.C.A.O., a preliminary draft Convention on International Interests in Mobile Equipment and a preliminary draft Protocol on Matters Specific to Aircraft Equipment has been prepared. The purpose of the Convention is to provide for the creation and effect of a new international interest in mobile equipment. The Convention's approach is quite novel in that it purports to create an international interest based upon the convention itself. The Convention is intended to be supplemented by Protocols, each of is intended to provide equipment-specific rules necessary to adapt the rules of the Convention to fit the special pattern of financing for different categories of equipment. To date, two sessions of governmental experts were held in Rome and Montreal. Korean delegations attended the two sessions. One of the members of the Korean delegation published a report on the first session. He expressed his objection to the so called self-help remedy contemplated by the current preliminary draft of the Convention which enables the holder of a security interest to repossess and dispose of the subject of the security interest by private sale rather than public auction on the occurrence of an event of default of the debtor. His view is based upon his understanding that under Korean law, the only remedy available to the holder of a security interest in mobile equipment, such as an airplane, is to apply to the competent court for a public auction. In my view, his understanding is not quite correct and is inconsistent with the current practice in Korea. Under Korean law, the parties' agreement for private sale is in principle valid unless there is an interested party who has acquired a security interest after the creation of the prior security interest or a creditor who has caused the subject of the security interest to be attached by a competent court. In this article, I discuss the current Korean law and practice relating to the enforcement of security interests by private sale in more detail.
