  • The article defines the problems of forming the models of government regulation of clustering, marketing management and labor market in the context of globalization, business bankruptcy risk and services market development. The clustering models based on the optimal partner network cooperation were proposed in order to ensure the strategic development of territories, to attract budget leading enterprises and to support small businesses. A descriptive model of government regulation of clustering, marketing management and labor market in the context of globalization, business bankruptcy risk and Covid-19 was determined.

IMO 2020 황산화물 규제에 따른 항만지역 대기질 변화 특성 (Changes in the Air Quality of Port Areas Following the Implementation of the IMO 2020 Sulfur Limit)

  • From January 1, 2020, the International Maritime Organization has implemented a global regulation, known as IMO 2020, to reduce the sulfur content in fuel oil of ships from 3.5% to 0.5%. In this study, we used data from air monitoring stations to evaluate the change in air quality at New Port and North Port in Korea areas after the regulation was implemented. The concentration of SO2 and NO2 was higher in the port areas than in the surrounding areas due to exhaust gas from ships and vehicles. However, the SO2 concentration decreased by more than 50% in the port area, demonstrating the efficiency and positive effect of the IMO 2020 sulfur limit.

  • Software as Medical Devices (SaMD) is a growing category of medical devices that are composed of software to perform one or more medical purposes. SaMD is less likely to cause physical harm compared to conventional medical devices, particularly medical electrical equipments, and may be more vulnerable to privacy issues. This difference was acknowledged and resulted in introducing new regulation guidance specifically for cybersecurity of SaMD. It guides stakeholders of SaMD what to consider in what context in terms of cybersecurity. This study examines the current guidance of how cybersecurity is considered for SaMD by analyzing current medical device standards, then suggest which concept or details beyond current medical device standards may be applicable through analysis of international standards documents published for software in general.

  • Setback regulations stand out as a primary hindrance to the widespread adoption of renewable energy in South Korea. This study analyzed the current status of domestic and international setback regulations, laying the groundwork for an in-depth discussion aimed at improving regulations related to solar photovoltaic setback distances. While setback regulations lack universal standardization across nations, regulations in the United States exhibit certain similarities to those implemented in South Korea. Notably, South Korea has seen a gradual tightening of regulations from 2018 to the present, implementing standards approximately 5 to 10 times stricter than those in the United States.

  • Looming global environmental pollution problems around the world movement to minimize the environmental pollution is actively taking place.   • This paper discusses the development of a generic train operation model from a set of Korean Urban Transit Regulations such as Regulation for Train Operation of Urban Transit, Regulation for Safety Requirements of Urban Transit and so on. It is to communicate with various stakeholders on urban transit system, and to elicit copious requirements in performance of the urban transit train operation based on the model.

  • Due to the construction technique (or the construction culture) growth in and out of Korea, newly-developed products have been continuously released. Furthermore, all legislation and regulation that the World follows are gradually becoming unified. (e.g. FTA(Free Trade Agreement) with the United States was contracted, and inevitable FTA contraction with EU and China), For this reason, it is considered that Korean fire regulation on building interior materials needs to be reviewed and compared with that of international standard so that it becomes legitimate and reasonable one.

  • The IEC standards related to the Technical Regulation in Korea Electricity Business Act are classified into the standards/guides for electrical system and the specifications for electrical equipment/materials. IEC Standard 60364 "Electrical Installations of Buildings" and IEC Standard 61936 "Power Installations Exceeding 1 kV AC" prepared by IEC Technical Committee(TC) 64 and TC 99 respectively, are representative standards for electrical installations of buildings, substations, industrial plants, etc.

  • The Incoterms which is one of the most useful international instrument for sale of goods provides when a contract goods deliver, risk passes and how costs are allocated between seller and buyer on the contract as long as they agree to use a rule of the Incoterms rules. The Incoterms rules have come into effective to use for an international or domestic trade of goods since January 2011, which have been modified several times since these established by ICC in 1936. The origin of Incoterms rules may had been appeared from English traditional FOB terms that had been affected to American regulations for the sale of goods. The Incoterms rules which had been started from the traditional English FOB terms and American FOB terms have been expanded other trade terms, such as CIF. Although FOB is based on the COD(Cash on Delivery), it is possible replaced COD to CAD(Cash against Delivery) through the use of Bill of Lading and Letter of Credit in the international sale of goods between seller and buyer according to the development of infrastructures on the international commercial transactions. This article exercises the process of transition of the Incoterms rules, being based on the English and American traditional FOB contract form through review literatures, judical precedents and provisions. Then this article provides some feasible alternatives to attempting to resolve some regulation problems of FCA, CPT, CIP, and D-rules in the Incoterms$^{(R)}$ 2010.
