In this study, the network analysis of researchers, institutions, and research principal agent was conducted to understand structure characteristics of international cooperation research project implemented from 1997 to 2018. The network of researchers and institutions were decentralized structure. On the other hands, the network of research principal agent was centralized structure. The Soul National University is the leading organization of international cooperation research project. In terms of research principal agent, corporation is the leading principal agent. In additions, the results of the network centroid analysis of the researchers and institutions were correlated with the research funds. As a result, it was confirmed that the network centroid of research organization was linearly related to research funds.

국제연구협력은 연구 성과 향상을 위한 전략 중 하나로 떠오르고 있다. 이에 본 연구에서는 국제연구협력을 주제로 한 연구보고서 분석을 통해 국제연구협력의 주체와 이슈를 파악하고 이들 연구의 특성을 확인하였다. 이를 위해 관련 보고서 데이터를 구축하고, 데이터의 통계 데이터 분석 및 빅데이터 분석을 수행하였다. 연구 결과를 종합하면 첫째, 현 국제연구협력 네트워크를 고려했을 때 중국의 국제연구협력 비중의 증가를 주목하는 동시에, 개발도상국을 중심으로 하는 국제연구협력 수행이 필요하다. 둘째, 국가 간 연구의 상호 의존성이 높아지는 동시에 실제 공동연구의 피인용 지수가 더 높다는 점에서 개발도상국을 포함한 다양한 국가에서 국제연구협력의 중요성을 강조할 필요가 있다. 셋째, 지원 사업의 유형에 따라 국제연구협력이 활성화 될 수 있는 주제 분야가 달라질 수 있음을 알 수 있다. 따라서 보다 다양한 주제의 국제연구협력이 수행되기 위해서는 이를 지원하는 사업 역시 다양화되어야 한다는 것을 시사한다.

Nowadays, The function of telecommunication contributes to maintaining the peace of the world, and the international cooperation in the communication field can not be emphasized too much. The pioneers in telecommunication field dvoted their lives to the infinite love for humanity. However, the modern communication system in our country was initiated, in the later part of the Lee-Dynasty, not for the international cooperation but for the invasive avarices of the neighbouring nations such as Japan and China. The true international cooperation should be based on the love of humanity and the peace of the world such as the pioneers'. This paper proposes to resarch the historic process of initiation and development of the international organs relating to telecommunication as well as the international telecommunication network. Finally, I will make the following suggestions for the promotive direction of the true international cooperation. 1. Intensification of the radio administrative power. 2. Promotion of the international cooperation on the man-power and economy in telecommunication field. 3. Establishment and adjustment of research institutes of telecommunication. 4. Promotion of space communications. 5. Establishment of the world telecommunication network for world-wide peace.

International economic and legal cooperation can ensure the transition of agriculture to the trajectory of sustainable development. The paper considers in detail the set of common goals and problems of an international nature, the solution of which is aimed at global legal regulation of cooperation between states. It is also noted about the impact of information technology on agricultural development. The following methods of scientific cognition are used: a historical, systematic approach to research, method of analysis, and synthesis. Research results: a scientific idea of the importance of international cooperation in general and global collaboration in the field of agricultural production in particular. It is stated that states are obliged to cooperate, regardless of differences in their political, economic, and social systems, in various areas of international relations to maintain international peace, security and promote worldwide economic stability and progress, the common good of peoples. It is emphasized the need to build such relations in the agricultural sector, which take into account the interests of all states.

The article deals with problems of innovation development on a network basis, which require effective mechanisms of innovation communications. In research the organizational aspects of ICT infrastructure development for innovation networks sustainable development based on cooperative marketing principles is considered. The proposed research idea is based on the idea that ICT implementation is based not only on the operational approach for innovation management as a factor of efficiency of internal communications, but also on knowledge economy and post-industrial economy trends. Therefore, the purpose of study is to develop an ICT model of innovation infrastructure to improve its effectiveness (strategic character) and efficiency (operative character) through increasing the efficiency of network communication interactions. Creation of information space and communication tools to support innovation network sustainable development and cooperation activities in research is proposed to be solved with the help of specialized ICT platform. It is shown, that ICT platform of innovation cooperation innovation network is important tool for common work of participants. ICT platform is considered as an integrated information system designed to automate business processes related to the sustainable development of innovation network, segment management and integration with HEI information systems and industrial cooperation. The main factors that determine the need to use a special ICT platform for innovation network cooperation were considered. The main issues of concurrent engineering (C-technology) application in high-technology industries and innovation cooperation for integrated product development were studied.

In the light of necessary analysis on the cooperation and development between ports and shipping line, and the characteristic of cooperation between international ports and shipping lines, the article analyses the operating strategies in actual shipping lines benefits to the cooperation between ports and shipping lines. After all-round analysis on the cooperation and development between ports and shipping lines, the author presents the running model of ports and shipping lines in Far East, which is the integration of operation between ports and shipping lines (namely integration of logistics service network). The purpose of this study is to analyze research activities related to Antarctic science through a bibliographic study and to understand and evaluate the implications. This study is based on 78,445 articles which were retrieved from the Science Citation Index(SCI) database during the period 1998-2015. Through a quantitative analysis and a Social Network Analysis, we made several findings and drew out the implications. First, many countries, in general, have increased multi-national research cooperation in order to enhance research productivity. However, Korea's cooperative research activity is below the average level. Second, considering the 4 centrality indexes, which are derived from the SNA, Korea had a lower score in terms of centrality indexes. Based on these findings, Korea should formulate a more dynamic or proactive strategy in order to enhance its participation in international research cooperation efforts. Korea, the 10th country to build two or more research bases in Antarctica, should make greater efforts to bring the appropriate level of the phase.

The Ministry of Environment of South Korea has launched its plan to establish the National Ecological Institute. An International Symposium and Workshop was held at Ewha Womans University in Seoul on Thursday, 30 September 2010, to strengthen international cooperation, networking and partnerships for the conservation of biodiversity. This symposium was attended by experts of many major institutions for biodiversity conservation from South Korea and overseas. At the symposium and workshop preceded by a keynote speech by the renowned primatologist and conservation biologist Jane Goodall the participants discussed a wide range of topics including "biodiversity conservation: in situ and ex situ approaches", "conservation of species diversity and ecosystem management", and "international cooperation for biodiversity conservation and research". As a basis for future discussions, this article summarizes how the National Ecological Institute might contribute most effectively to public life and environmental management in South Korea and worldwide. It addresses the following issues: governance and funding, synergies within Korea, participation in international networks, external advice, a broad view of ecological issues, research agenda, building on identity, public outreach, and training the next generation of scientists.

특허, 논문, 연구 주제에서 중복을 피하기 위해서 많은 연구자들은 다양한 방법을 가지고 특허와 이전의 연구 결과들을 검토한다. 이러한 노력을 줄이기 위하여 본 논문에서는 스마트 그리드에서 중복을 피하고 연구자들을 도와주기 위한 방법으로 수준지수분석, 국제협력 연구 네트워크, 소속과 저자의 핵심 분석을 통한 계량정보분석 방법을 제안한다.
