남북한 과학기술협력에 대한 연구: 통합적 시각에서 (A Study of Inter-Korean Cooperation in Science and Technology)

  • 최근 남북한 과학기술협력에 대한 정부, 민간, 학계의 관심이 고조되어 있다. 그러나 남북한 과학기술협력에 대한 이론적인 분석은, 현황보고나 사례분석에 비하여 상대적으로 많지 않다. 이러한 상황에서 본 연구는 남북한 과학기술협력에 대한 분석을 위하여 남북한 과학기술협력의 특수성을 논의하여 다양한 측면을 드러내고, 다양한 측면을 설명할 수 있는 제이론을 제시하였다. 그리고 여러 이론을 통합적 시각으로 구성해 보고 통합적 시각을 국가의 측면과 통합의 측면, 기술의 측면으로 나누었다. 이에 기반을 두어 남북한 과학기술협력의 현황과 특징을 분석하고 향후 협력방향을 도출해 보았다. 이를 통하여 남북한 과학기술협력은 단기적인 경제적 이윤의 창출을 위한 도구가 아닌 향후 통합될 남북한 과학기술체제라는 관점을 염두에 두면서 여러 정책수단을 추진해야 한다는 결론에 도달하였다. 그러나 본 연구의 통합적 시각은 다양한 수준과 범위의 이론을 종합하는 데 중점을 두어 새로운 분석개념을 제시하는 데에는 미흡하였으며, 이를 향후 연구주제로 남겨두고자 한다.

  • Nowadays , The function of telecommunication contributes to maintaining the peace of the world, and the internetional cooperation in the communication field can not be emphasized too much. The pioneers in telecommunication field devoted their lives to the Infinite love for humanity. However, the modern communication system in our country was initiated, in the later part of the Lee-Dynasty, not for the international cooperation but for the invasive avarices of the neighbouring nations such as Japan and China. The true internationaL cooprration should be based on the love of humanity and the peace of the world such as the pionreers. This paper proposes to resoarch the historic process of initiation and development of the international organs relating to telecommunication as well as the intenational elecomunication network. Finally, I will make the foIlowing suggestions for the promotive direction of the true international coonperation, 1. Intensification of the radio administrative power 2. Promotion of the international cooperation on the man-power and economy in telecommunication field. 3. Establishment and Adjustment of the research institutes Of telecommunication. 4.   • The work is devoted to the problem of modernization of the higher education system of Ukraine through the integration of higher education institutions into the European Higher Education Area. Based on the analysis of statistical data, a conclusion was made about the collapse of the higher education system of Ukraine due to a number of problems, which negatively affects the formation of human capital. The importance of international cooperation with the EU in the field of education for the modernization of higher education is substantiated. The institutional principles of formation are investigated, the main priorities of its development at the present stage are determined. The legal bases of European integration of higher education in Ukraine are analyzed. An analysis of the development of international cooperation of Ukrainian universities and their participation in European educational programs. There is a positive tendency to increase the activity of Ukrainian universities in international cooperation, which increases their position in international rankings. Weaknesses of integration processes are revealed and directions of improvement of higher education are offered.

동북아시아 환경협력 촉진에 관한 정책연구 (A Policy-study on the Promotion of Environmental Cooperation in Northeastern Asia)

  • This research reviews the current state of the environmental problems in Northeastern Asia and emphasizes the necessity of building a sustainable regime of multilateral environmental cooperation. The Process and problems of multilateral environmental cooperation system are briefly discussed. This research stresses the importance of contractual environment that enhances the level of enforcement of international environmental agreement. Within the contractual environment, international regimes can support the parties of conference to build up administrative capacity and scientific technology to cope with transborder pollution problems. Some policy proposals such as cooperation among central governments and local governments, and the participation of NGOs are suggested.

A Design of Cooperation Coordinator using Band-Cloud

  • The Internet of Things(IoT) market is expected to grow from 15.5billion to 75.4 billion by 2015-2025. As the number of IoT devices increases, the amount of data that is sent to the cloud is increasing. Today's Cloud Computing models are not suited to handle the vast amount of data generated by IoT devices. In this paper, we propose a Cooperation Coordinator System that reduces server load and improved real-time processing capability under specific circumstances by using Band-Cloud. The cooperation coordinator system dynamically forms the cloud when cooperation is needed between mobile devices located near. It is called Band-Cloud. Band-Cloud provides services entrusted by Central Cloud. This paper describes the proposed system and shows the cooperation process using the Android-based mobile devices and Wi-Fi Direct technology. Such a system can be applied to cases where real-time processing is required in a narrow area such as a hospital ward or a school classroom.

동북아 수역의 신 어업질서 성립과 향후 과제 (The Future Tasks for Reorganization of International Fisheries Order between Korea, China and Japan in Northeast Asian Seas)

  • This study aimed to review the reorganization of fisheries and the future tasks in accordance with the establishment of new fishery order in the Northeast Asian Seas. As the United Nations Convention on the Law of the Sea, which recognized the sovereign rights of Coastal States in a 200-nautical mile exclusive economic zone (EEZ), entered into force in 1994, the three countries of Korea, China and Japan ratified the United Nations Convention on the Law of the Sea in 1996 and started negotiations to establish a new fishery order consistent with the EEZ system. However, a conflict of interest occurred because of differences in fisheries between countries, negotiations many times have proceeded, resulting in the signing of fishery agreement between China and Japan in 1997, Korea and Japan in 1998, and Korea and China in 2000. Each fishery arrangement consists of a dual system of EEZ and provisional waters (middle waters, provisional waters). The two countries are engaged in mutual fishing based on coastal states in EEZ, and in the fishing operation under the principle of flag state in provisional waters. There are overlapping or ambiguous jurisdictions in the intermediate waters and provisional waters that are jointly available to both fisheries. The presence of these seas is a challenge to the establishment of a reasonable international fisheries management system for the entire Northeast Asian Seas. In this context, the challenges of the reorganization of the new fisheries order are as follows: 1) conversion to a fishery order for coexistence of fisheries, 2) expansion to an international fishery management system, and 3) establishment of a multilateral fishery cooperation system. Although the jurisdiction of their own waters has been expanded through the establishment of EEZ according to new fishery order, the need for mutual cooperation grows when considering the movement and migration of fishery resources, fishery management, fish consumption and trade. In addition to the fisheries cooperation between the governments, it is also necessary to revitalize the civil cooperation focused on fishermen who exploit fishing grounds together.

Rethinking Borders of National Systems of Innovation:Austrian Perspectives on Korea's Internationalization of Green Technologies

  • The recent decades have seen a growing rate of international cooperation in science, technology, and innovation (STI) including in the field of green technologies. However, current approaches to national systems of innovation (NSI) have not kept up with this development. International aspects are rather treated as external conditions within which policymakers operate and respond but not influence. This paper tackles this problem by applying a refined NSI concept that includes an international dimension and complements past frameworks by focusing on those Korean government policies, actors, and activities relevant for the internationalization of STI. Austria and Korea have both formulated differing strategies to acquire international leading positions in the field of innovation and the development of green technologies. In the first step, the paper assesses Korea's international activities within the field of green technologies that transcend national boundaries and establish international connections. The government has still a strong influence on selecting technology areas for strategic funding but our findings show that international STI actors have difficulties in identifying the appropriate point of contact to initiate cooperation or apply for related funding. Second, an external perspective on Korea's international collaborations in the field of green technologies is offered. Austria has tentatively identified the East Asian country as a second-priority cooperation partner for its future STI internationalization activities. Interviews with Austrian stakeholders in the field of green technologies indicate a high interest in cooperation with Korea that is facilitated by a similar business culture based on personal networks. Moreover, researchers and policymakers referred to a shared need of small countries for intelligent decision-making processes regarding potential cooperation partners abroad. However, in order to enhance awareness, visibility and demand for Korean STI cooperation in European countries, more long-term funding programs featuring a more permanent point of contact should be introduced.

대북 투자보호의 실효성 제고 방안에 대한 고찰 (A Study on the Effectiveness of Investment Protection in North Korea)

  • The investment agreement prepared at the beginning of inter-Korean economic cooperation in 2000 can be evaluated as very ineffective as a product of mutual political and diplomatic compromise rather than an effective protection for our investment assets. South Korean companies suffered a lot of losses due to the freezing of assets in the Geumgang mountain district and the closure of the Kaeseung Industrial Complex, but they did not receive practical damage relief due to institutional vulnerabilities. Currently, North Korea is under international economic sanctions of the UN Security Council, so it is true that the resumption of inter-Korean economic cooperation is far away, but North Korea's human resources and geographical location are still attractive investment destinations for us. Therefore, if strained relations between the two Koreas recover in the future and international economic sanctions on North Korea are eased, Korean companies' investment in North Korea will resume. However, the previous inter-Korean investment agreement system was a fictional systemthat was ineffective. Therefore, if these safety devices are not reorganized when economic cooperation resumes, unfair damage to Korean companies will be repeated again. The core of the improved investment guarantee system is not a bilateral system between the two Koreas, but the establishment of a multilateral system through North Korea's inclusion in the international economy. Specifically, it includes encouraging North Korea to join international agreements for the execution of arbitration decisions, securing subrogation rights through membership of international insurance groups such as MIGA, creating matching funds by international financial organizations. Through this new approach, it will be possible to improve the safety of Korean companies' investment in North Korea, and ultimately, it will be necessary to lay the foundation for mutual development through economic cooperation between the two Koreas.

대구지역 섬유산업 스트림 공급망 협력체계 구축과 국제경쟁력 강화 방안 (International Competitive Improvement through Stream Supply Chain Cooperative System Building of Textile Industry in the Daegu District)

  • This paper covers a plan to build supply chain cooperation systems among stream of the textile industry to strengthen international competitiveness. To obtain the study objective, it has been reviewed the theoretical rationale relating to organizational cooperation model and discussion and performed the case study that analyzed stream group and participated firms to the textile stream policy project. The analyzed stream cooperative types that measured configuration of cooperative degree and productive type are new market creation, technology improvement, relation maintenance, and relation cease. Two types - new market creation and technology improvement - have significant effect of the textile stream cooperation. Key successful factors of these two effective types are the external intervention of specialized consulting organization and build internal coordination and integrated mechanism to the cooperative stream group and participated firms.

  • Inter-Korean Economic Cooperation needs to a different strategy for developing synergy effects, suggesting they should be selected for role to the unification Korea. In the this paper, Three policy-strategies is suggested as follows. Firstly, Economic Cooperation Driving Committee of Inter-Korean Digital Cultural Content is necessary the recovering of cultual consubstantiality and the operating of business partnership in the divided peninsular. Secondly, To cultural contents cooperation between South-North Korea. the exchange of learning and information must be activated constantly. as the cultural contents is creative industrial, it needs for imagination and creative of human and understanding of a fine arts, a traditional arts. Thirdly, A policy and system is inevitable to construction of Inter Korean Cooperation Digital Contents. South-North Korea, including a North Korea having a excellent cultural heritage, must jointly recovery for cultural contents. Under social-economic system, a consumers of digital contents pay to the format creator many royalty. Therefore, We must prepare to roll out a series of new creative contents, and have competitive advantages in the global market.
