  • Past, present and future of nondestructive testing and evaluation(NDT&E) activities in Korea are reviewed. The current status and future direction in NDT&E research and development are presented. The newly revised edition of Korean NDT personnel qualification system is described. Other activities such as NDT&E training programs, NDT field services, and professional societies and international cooperation are also summarized. Founded in 1980, the Korean Society for Nondestructive Testing is now the center of domestic activities in NDT&E as well as the gateway to the international cooperation.

  • The purpose of this paper is as follow. The first is to investigate ship instrument supplier's and consumer's needs. The second is to study a feasibility of international ship instrument distribution center at Busan port. Therefore, the research scheme was experimented through a questionnaire survey answered by 878 companies. The results of this research indicate the necessity of ship instrument distribution center. The results of this study will be helpful for the success management of ship instrument distribution center.

  • Korea has good mutual relations with Russia and China in many fields, not just in science and technology, but also in trade. That is, it stands on a point of time in which an epoch-making turning point for mutual interests could be realized depending on how to join Russia's high technology with Korea's industrial technology with capital, or how to connect Korean -Chinese mutual concern and each other's advanced technology. The purpose of this study is to present scientific and technical information management policy for efficient su n.0, pport for technical cooperation with Russia and China. Bearing this purpose in mind, the concept of technical cooperation along with scientific and technical information management policy was closely examined. The correlation between the progress of technology and the type of scientific and technical information was examined, while the flow of scientific and technical information accompanying technical cooperation was studied. The methodology adopted for this study includes document research, empirical analysis and fact-finding survey. For document research, the writer analyzed the contents of scientific and technical information managing operations and the types of information to be utilized in the course of technical cooperation by examining domestic and foreign documents on international technical cooperation. For empirical analysis, the contents of actual results of scientific and technical information managing operations for technical cooperation with Russia and China were put in order and analyzed, while contents of survey conducted by organizations related to these countries for technical cooperation were synthesized and examined for fact -finding survey.

Indonesia in the BIMP-EAGA: Assessing Connectivity Development in Reducing Inequality

  • With the enactment of international free trade and economic agreements and cooperation, BIMP-EAGA is an opportunity to accelerate development and economic growth in eastern Indonesia. This subregional cooperation could be used to reduce the development gap or inequality between the western and eastern regions, which are geographically, demographically, and economically different. This cooperation also may accelerate development in the border area. This study analyzes Indonesia's policies related to connectivity in BIMP-EAGA subregional cooperation and its implementation. The study results show that the National Secretariat of Sub-Regional Economic Cooperation has encouraged cooperation clusters ranging from natural resources, transportation, infrastructure, ICT, and tourism to MSMEs. In terms of connectivity, Indonesia is also involved in the development program of three economic corridors, namely West Borneo, East Borneo, and Sulu-Sulawesi. Indonesia's involvement in the three corridors has boosted the connectivity of Indonesia's territory, especially border areas, with neighboring countries. Connectivity has covered not only physical but also institutional and people-to-people dimensions. However, there are still several challenges, ranging from the standardization of the Customs, Immigration, and Quarantine (CIQ) mechanisms, improvement of institutional quality, and consistent strong political will among the involved parties. In addition, considering the vulnerability of the BIMP subregion to transnational crimes and acts of radical terrorism, BIMP-EAGA needs to think about solutions to overcome these cross-border security problems so that the momentum of development in the subregion may be sustained.

Estrus Synchronization and Pregnancy Rate Using Ovsynch Method in Uganda Dairy Farms (우간다 낙농가에서 Ovsynch 방법에 의한 발정동기화 및 수태율)

  • The artificial insemination (AI) is one of the best assisted reproductive technologies for increasing reproductive capacity and facilitating the genetic improvement in farm animals. AI has been used in Uganda for over 60 years, but a small population of the total herd has been used. This study was conducted to investigate the efficacy of AI with estrus synchronization technique and to propose ways of improving the productivity of dairy farms through AI services in Uganda. In total, 78 cows from 11 dairy farms were selected for timed-AI. Synchronization was performed according to the ovsynch programs followed by AI using frozen semen from Korean Holstein (0.5 ml straws). Pregnancy rate was varying among farms (0-50%) and the overall pregnancy rate was 28.2%. Cows in luteal phase at the time of treatment was 40.0% whereas that in follicular phase was 20.8%. After treatment, cows that showed normal estrus signal were 45.5% (25/55). Abnormal estrus was categorized into pre-estrus (9.1%), cystic ovaries (21.8%), anestrus (18.2%) and delayed ovulation (5.5%), respectively. These results imply that an assured protocol for timed-AI should be developed to improve the productivity of dairy farms through AI services in Uganda.

Korean Application Plans for International Carbon Markets by Coping with the Paris Agreement (Post-2020 파리협정 대응 한국의 국제탄소시장 활용방안)

  • The Korean government submitted the Intended Nationally Determined Contributions (INDC) to UNFCCC which aims to reduce 37% greenhouse gas emission for the opportunity of developing new energy industry and industry innovation by 2030 compared with Business-As-Usual scenario taking into account its international responsibilities and hosting headquarters of Green Climate Fund (GCF) secretariat. The 37% reduction is composed of 25.7% in the domestic markets and 11.3% in the international carbon markets. To achieve the reduction target in the international carbon market mechanisms, it must use the linkage of international carbon markets and develop new renewable energy technology for CDM and ODA. Finally, it must improve carbon capture storage (CCS) technology and establish domestic CCS institutional systems as soon as possible. And, it must activate CCS information exchange for the international cooperation on UNFCCC movement.

  • The Changes in management environment in SMEs such as rapid development of information communication technology, worldwide expansion of FTAs, enlargement of global outsourcing, etc have changed various aspects in industry-academy or industry-academy-government cooperation. It has been away from the cooperation focused on research and development and industrial training, and advanced to the cooperation focused on the business fields and practices where the executive ability and professionalism are required to commercialize major products of local SMEs. Compared with the existing model, the new model of industry-academy-government cooperation can provide effective and customized supports to local SMEs and expect better performance than ever before through the choice and focus. However, the existing support programs of government and related organizations are just top-down pattern to SMEs. In addition to the development of industrial technology, education and training for labor force and knowledge interchange between industry and university, the new cooperation model would also provide practical tasks such as enhancement of business competences and abilities to cultivate foreign markets. This study deals with Gyeongbuk PRIDE Products support project that is the new model of industry-academy-government cooperation and evaluates the effectiveness of this support project by empirically analyzing the survey results from the target SMEs.

A Research on the Establishment of New Korea-Russia Bilateral Cooperation Law for the Sustainable Arctic Development

  • The Republic of Korea (Korea) and the Russian Federation (Russia) are actualizing the cooperation in the Arctic area. As a result, Korean companies have begun to enjoy real economic benefits. However, since there are some troublesome aspects associated with this cooperation, measures that can lead to sustainable development through the supplementation of relevant norms are critical. Russia is also aware of these problems in obtaining economic benefits in the future; cooperation between the two countries should be extended to sufficiently cover this point. The laws related to the region are vague and do not encompass every field. In addition, when it comes to national interests, many situations arise from areas where international and national laws are not clearly harmonized. Therefore, efforts should be made to reflect the interests of both sides and to maintain economic benefits, in case Korea participates in Russia's development of the area, as well as for the legal foundation to reduce negative issues. The Korea-Russia Free Trade Agreement (FTA) negotiation is on the track for the purpose. The two governments should consider various tasks, such as harmonizing with the former FTAs and dealing with the domestic law in accordance with the new FTA. The two countries also have to conduct researches on the efficient use of the FTA and for the 'Sustainable Arctic Development'.

  • With CJK FTA as a starting point, this paper mainly studied the role of the logistics legal system in promoting marine industrial cooperation, facilitating investment trade, establishing international transport logistics, building marine economy international cooperation demonstration zone and deepening the economic and financial cooperation between China, Japan and Korea, and explored the way to establish an integrated logistics system between China, Japan and Korea to match the e-commerce certification system, online payment system and logistics distribution, thereby gradually promoting economic development and logistics integration in Northeast Asia, improving logistics efficiency, reducing logistics costs and establishing a unified logistics industry standardization system. This will accelerate logistics industry integration in Northeast Asia, build a unified logistics management center in Northeast Asia, and promote a new model of integrated logistics cooperation in Northeast Asia. Therefore, it has a practical and reference significance. In short, the improvement for the logistics legal system in CJK FTA is not the responsibility of a country or several countries. It concerns the development and prosperity for the logistics industry in the three countries and is an inevitable choice to promote the vigorous development of CJK FTA and economic take-off of each country.

  • This research paper examines the Navy of the Republic of Korea (ROK) and the Japanese Maritime Self-Defense Force (JMSDF) to determine if the two navies can cooperate to enhance the security of Northeast Asia. This paper reviews the advantages and limitations of naval cooperation between the ROK and Japan, describes the threats to both, and evaluates domestic, regional and international factors to answer the questions : Is naval cooperation possible? How would might it take? what secunity burdens might the ROK Nayy and the JMSDF be reasonably expected to assume from the United States? Paper conclusions are based on the studies within the framework of today's realities. Consequently, the conclusions may seem undramatic. However, they are based on not what could happen if all parties agreed to accept radical change, but rather upon the assumption that all parties will want to change the least for the greatest benefit.
