The construction of the Shanghai International Shipping Center is a prerequisite for building Shanghai into an international center of economy, finance and trade. Shanghai has excellent conditions for becoming an international shipping center, and, under the leadership of the national government, Shanghai is advancing towards this goal for the next century.

Many Korean construction companies have been performing a variety of overseas construction projects since the 1970s. It is unfortunate that in many cases they have had to suffer big losses caused by errors and defects in the design and construction of the projects. In the author's opinion, however, there were losses that could have been avoided if they had understood better the feature and content of the particular construction contract. Few lawyers and scholars in Korea have been interested in the research and study of international construction contracts. This is mainly because they do not have access to practical sources outside of Korea for them to research and study since the contracts undertaken have been dealt with by law firms in other jurisdictions to which the disputes apply. This article is aiming primarily at the introduction of the issues which the practitioners are likely to confront in the process of reviewing and performing the international construction contract. In some cases solutions are sought about these issues based upon the FIDIC standard terms and conditions, the actual experience of practice, and UNIDROIT Principles, etc. It is reasonable to say that all the issues related to the international construction contract cannot be covered in a short article like this. The author wishes this article could induce subsequent studies on international construction contracts for further research. It has to be noted that from time to time Korean construction practices have been compared to the international ones for better understanding. This article mostly includes cases where the Korean construction companies go overseas for their projects, while there are some cases where foreign developers and financial investors participated in domestic projects in which international construction contracts forms were adopted. A few precedent domestic writings about international construction contracts seems to lack emphasis on the points that there are several standard construction contract forms and that they are different. The differences are mainly in accordance with who bears the design responsibility, how the owner has to make progress payments to the contractor and who the funding source for the project is. This article tries to make it clear that there are significant differences between the standard contract forms, e.g. a simple construction form, a design-build form and an EPC/turnkey form of contract. Again, the author hopes that this article can arouse the interest in the international construction contracts from both academic and practical fields, so that many subsequent advanced articles can help our construction industry become much more competitive in the world through awareness of the methods of procurement and administration of the contracts.

Small islands in humid and hot climates have received less attention development due to lack of resources and difficulties for in-situ construction. This paper addresses this problem by presenting a modular system for sustainable construction of a resort hotel in accordance with the international tourism standards, in addition to, minimizing undesirable effects on nature. This has been achieved by review of literature in the scope of off-site construction and identification of the natural geographical features of Herndurabi Island. According to the information acquired, a feasibility study and design practice have been conducted to achieve a reasonable solution to equip Hendurabi Island as a sample with a self-sufficient prefabricate resort hotel. Findings indicate that the volumetric prefabricated modules would be a solution to devising a framework for design and construction in remote regions.

Although global construction spending has experienced slow growth due to consecutive economic crises, global contractors have consistently attempted to expand their overseas market share, leading to more intense competition among contractors in the international construction market. In this market environment, owners, clients and financial institutions require reasonable and systematic criteria to effectively assess the business capabilities of international construction firms. However, the existing evaluation methods for construction firms rarely consider overseas-focused business capabilities. To address this problem, this study proposes a quantitative approach to assessing the overseas business capabilities of international construction firms. The limitations of existing approaches are reviewed, and the capabilities required to perform overseas businesses are analyzed through expert interviews. Finally, 18 evaluation indices are suggested in four categories: technology resources, project management, experience and performance, and sustainability. The relative weight of each index is determined according to the Analytical Hierarchy Process (AHP) method, and a preliminary investigation of 11 Korean construction firms is conducted. The proposed method is expected that it will provide the rational criteria for international owners, clients, and financial institutions for decision-making and for evaluating international contractors.

중소규모업체가 한 나라의 경제에서 차지하고 있는 비중과 영향력은 매우 크다. 지금까지 경제시장에서 과소평가되어 온 많은 중소규모업체들이 제조업을 중심으로 한 해외시장에서 큰 두각을 나타내면서 기존의 이러한 시각에 큰 변화를 주고 있다. 특히, 국내시장의 한계를 벗어나려는 중소규모 건설업체 입장에서 급속도로 글로벌화 되고 있는 해외건설시장에서의 발전 가능성은 매우 잠재력이 크다. 그러나 아직까지 해외건설시장에 중소규모업체의 역할은 매우 미미한 수준이다. 이에 본 연구에서는 국내 중소규모 건설업체의 해외진출을 활성화하기 위해 가능성과 의지가 있는 중소규모 건설업체를 그룹 별로 분류하여 해외진출 활성화 방안을 각 그룹 별로 제시하고자 한다. 1996년부터 2005년까지 ENR(Engineering News Record)지에 등록된 해외 선진건설업체의 해외공사 비중을 분석하고 해외건설시장에 기 진출한 국내 건설업체의 해외공사 비중과 법적 근거를 반영하여 국내 중소규모 건설업체의 분류 기준을 새롭게 제시하였다. 마지막으로 전문가 인터뷰 방식을 실시하여 새롭게 정의된 국내 중소규모 건설업체들의 각 그룹 별 해외진출 활성화 방안을 제시하였다.

We have carried out a survey targeting international constriction engineers. s a research result, it was investigated that excellent construction engineers and improvement of construction management competitiveness was necessary. It was ability of financing development and development of international business organizations in construction sector. And it was design ability of FEED and ability of international marketing in design sector.

Mega-shock means a sporadic event such as the earning shock, which occurred by sudden market changes, and it can cause serious problems of profit loss of international construction projects. Therefore, the early response and prevention by analyzing and predicting the Mega-shock is critical for successful project delivery. This research is preliminary study to develop a prediction model that supports market condition analysis and Mega-shock forecasting. To avoid disadvantages of classic statistical approaches that assume the market factors are linear and independent and thus have limitations to explain complex interrelationship among a range of international market factors, the research team explored the Fractal Theory that can explain self-similarity and recursiveness of construction market changes. The research first found out correlation of the major market factors by statistically analyzing time-series data. The research then conducted a base of the Fractal analysis to distinguish features of fractal from data. The outcome will have potential to contribute to building up a foundation of the early shock warning system for the strategic international project management.

국토교통연구개발 사업은 산학연 전문가 수요조사를 통하여 과제를 발굴하고, 세부 기획사업을 통하여 연구개발사업이 추진되고 있다. 이러한 연구개발사업은 대부분 국내 사업에 적용할 목적으로 추진되어 왔다. 그러나 국내에서는 지속적인 연구개발투자에도 불구하고 해외건설사업 수주와 연관성이 있는 사업 투자보다는 세계 최고기술 확보를 위하여 과제를 발굴하고 추진하여 왔다. 따라서 본 연구는 해외건설 경쟁력 강화를 위한 해외진출 국가에 적합한 기술개발을 추진하기 위하여 해외건설시장 동향과 수주 분석 그리고 국내외 해외건설 연구개발 동향을 분석하였다. 이를 기반으로 우리나라 기업의 해외진출 확대를 유도하기 위한 진출 국가별 연구개발 기술개발 방향과 연구개발과제를 도출하였다. 기술개발방향은 해외시장 맞춤형 시장확대 관련, 해외공사 수익성 강화 관련, 글로벌 신시장 개척 관련으로 크게 세 가지로 구분하였고, 이를 토대로 해외건설관련 전문가를 대상으로 수요조사를 통하여 38개 과제 도출과 도출된 과제에 대한 우선순위 평가를 통하여 세 가지 연구개발방향에 맞추어 10개 과제를 도출하였다.

International contractors must consider the substantial risks related to unexpected foreign exchange fluctuation incurred by conducting their business and using foreign currencies in foreign countries. Most international contractors attempt to minimize foreign exchange exposure within a manageable range because it may influence the company's fundamental financial structure, reduce market value or profit margins, or disrupt ongoing and future projects. This research provides a qualitative study of existing foreign exchange exposure (transaction, operation, and translation exposure) and current & effective foreign exchange risk management in American and Korean international contractors, as they represent both new and long-time members of the global construction market. Finally, recommendations of techniques for new and existing international contractors to minimize and better manage foreign exchange risk will be offered.

Construction firms have long sought success in the global construction market through diversifying revenue sources and project portfolios. The volume of international contracts has contributed to firms' sustained growth by mitigating the impact of the domestic market's cyclical nature. In spite of the importance of international construction, the uncertainty and dynamic changes surrounding global construction pose serious threats to global contactors. Over the last decade, the international construction industry has changed drastically in many ways, particularly including financial resource diversity, competition rules for the selection of contractors, and the terms of delivery systems requiring more competent total service providers. This paper investigates the important changes for global contractors through various documentation analysis as well as in-depth interviews with industry experts. This paper then analyzes the common strategies and lessons obtained from the cases of leading global contractors that have sustained their growth in the competitive global construction during the last decade. In addition, the authors further analyzed the comparisons between those firms and Korean contractors to discern any difference in sustaining their growth in the competitive market. It was found that those leading firms were quite proactive and responsive to changing markets by diversifying their market revenues to stabilize their revenue structure and enhancing their competency through a wide range of 'business convergence'. In addition, they significantly increased their upstream/downstream functional capabilities; hence becoming more competent service providers, able to grow in these rapidly changing market conditions. Finally, this paper benchmarks the critical strategies that support growth, which in turn can provide a strategic guideline for expansion into the global construction market.
