Study on Improvement of Family Assistance System for Victim's Family of Air Traffic Accident (항공사고 피해자 가족지원 제도개선 연구)

  • In the event of an air accident, the media and members of the general public pay attention to the victim of the accident and are deeply concerned about their actions and rewards. However, through the accident of Air China(CCA) Flight 129, which occurred in 2002, we were able to confirm that it is a real problem that the victims of the air accident as well as the victims suffer much suffering and serious aftermath. Nevertheless, Korea's system for assistance the families of victims of air accident is very poor. On the other hand, when Trans-World Airlines(TWA) Flight 800 exploded and crashed over the Atlantic Ocean in 1996, the United States enacted a law to assistance the families of the victims of the accident. According to this law, systematic assistance and management of not only the victims of the accident but also their families, minimize the additional damage of victims and victims' families and help them to get rid of the accident after the accident. In particular, the measures taken by the US authorities in response to an accident in which an Asiana Airlines flight(AAR) 214 crashed during a landing at San Francisco International Airport in 2013, made a lot of suggestions for us to assistance the victims and their families in an air accident. The purpose of this paper is to suggest the necessity of improving the system for victims and victim's family assistance in air accident. In this paper, we analyze the domestic and foreign legal systems and related cases in past accidents, identify the deficiencies of the Korean system, and derive the necessity to improve the related system. It is also important to make sure that victims' families are relieved from early psychological and economic shocks and that the results of accident investigations are reliable. Relevant ministries, airlines, and related agencies should recognize that prompt and systematic assistance and cooperation is needed to ensure that victims and families are relieved of the impact and confidence in the investigation, as is the case in the United States. In addition, efforts should be made to supplement the related laws for the assistance of aircraft victims and victims' families, to establish manuals for implementation, to plan and to implement them promptly in the event of an accident. To achieve this, it is necessary to establish regulations for the legal institutionalization of the roles and responsibilities of national and state agencies on victims of aviation accidents and family assistance. And the victim and family assistance plan that the airline has to submit to it, as specified in the current law, need to specify that item. In addition, new and supplemented contents should be integrated into a single clause or proposed as a separate special law for the purpose of applying a clear law.

Determining Priority of Transport Policies with a Focus on Data Envelopment Analysis with Ranked Voting Data (자료포락분석(DEA)을 이용한 교통정책 우선순위 설정에 관한 연구)

  • The Transport policies in Korea have been planned and implemented as a part of a larger economy policy based on the achievement of economic growth. As a result, previous transport policies have been focused mostly on the supply of transport infrastructure. The average annual economic growth of six percent and a twelve percent growth in motor vehicles until the late 90s led to the acceleration of the imbalance between the supply and demand of infrastructure. As such, there is a need to establish an innovative transportation policy in order to increase national competitiveness and provide momentum for national growth in the Twenty one century. This research has developed strategies and policies based on interviews that were carried out with specialists in transport field. Moreover, some transport policies have been established for the year 2020 through the conducting of a survey. The survey was conducted by interviewing respondents on making the priority of transport policies. which was then analyzed using the Data Envelopment Analysis with ranked voting data. The results are as follows. The most urgent matter was considered to be the development of a inter-modal transport system, followed by an integrated service system for public transport, and the need to increase the competitiveness of the transport and logistics industries and to further transport safety. Meanwhile, the provision of transportation for disabled people as well as the elderly was considered to be less important in Korea than in welfare nations. This stems from the belief as further attention needs to be paid to the construction of a public transport system, the establishment of transportation networks construction in preparation for reunification and the North-East Asian era, as well as the privatization of the transport infrastructure.

  • RAM of elements to support weapon systems is conducted at the initial development phase and standard is suggested to accomplish strategy requirement performance from a design spec. Operational availability is a key point of the military's ability to ensure combat readiness and to win the battle. In the weapon system development phase, operational availability is used as a development standard. The military provides ALDT, operation and standby time, which are elements of operational availability. ALDT is a key element of operational availability that must be maintained for combat readiness, as it depends on the aging of a weapon system, maintenance policies and geographical conditions. Operational Availability to be set at the development phase has many differences from the operational availability that is analyzed in the actual operational phase because ALDT is applied as a simple assumption. In the paper, we analyzed ALDT applying the decision tree method through failure data acquired from initial operation. Through this study, we have devised the optimal ALDT setting method to achieve operational availability about operation when the weapons system is unstable.

  • Smart Factory is a concept of automatic production system of machines by the fusion of ICT and manufacturing. As a base technology for realizing such a smart factory, there is an increasing interest in a low-power environmentally friendly LED lighting system, and researches on so-called optical ID related application technologies such as communication using a LED and position recognition are actively underway. In this paper, We have proposed a system that can reliably identify logistics location and additional information without being affected by electromagnetic interference such as high voltage, high current, and generator in the plant. Through the basic experiment, we confirmed the applicability of the color ID recognition rate from 98.8% to 93.8% according to the eight color variations in the short distance.

  • Numerous researches related to internet shopping malls have been researched by numerous researchers. Such as, establishing criteria to evaluate service quality of electronic commerce, identifying factors affecting successful internet shopping mall operation, and examining relationships among the factors in electronic commerce based shopping mall needed to be focused on. However, most researches that have been undertaken only consider the service quality model or basic functional dimension. In accordance with this indispensability, the integrated structural relationship among variables, which are potentially inherent in customer's perception and affect personnel royalty on internet shopping mall needs to be acknowledged. The purpose of this study is to examine which factors should be able to facilitate performance of internet shopping mall. Based on the relevant literature, it has been empirically analyzed how corporate image, system quality, service quality and delivery quality affect customer satisfaction as well as customer royalty. The research's problem is that it was tested with data collected from 212 respondents. This study developed and empirically analyzed a model representing the relationship by using the Structural Equation Model. The major findings of this study are, firstly, that the higher corporate image is positively affecting the system quality and delivery quality. Secondly, the higher delivery quality is positively affecting the service quality. Thirdly, the higher service quality is positively affecting the customer satisfaction. Finally, the higher customer satisfaction is affecting the customer royalty.

  • The Busan New Port and its hinterland have not operated smoothly due to the complicated laws and various related organizations. Thus, many projects involving the port are not matched with its purpose of establishment. In particular, a large-scale apartment complex, which was constructed without a negotiation among the related organizations, is disturbing the port's logistics function. Also, the construction and management of every traffic facilities are conducted by various organizations due to the functions for the facilities are dispersed among them, which has given rise to chaos and responsibility-shifting. As a result, worries about the friction among the organizations and the loss of function of the port hinterland exist. This paper analyzes the problems of inter-governmental functional distributions in the construction and management of the port hinterland of the Busan New Port based on the principles (theories) of functional distribution. In addition, this paper proposes improvements for the functional distribution. The results of the analysis indicated that the functions for housing and traffic facilities were duplicated and dispersed among organizations, resulting in an unclear division of responsibilities. Finally, the paper proposed solutions for the problems: the institutionalization of an administrative conference system among related organizations, using an integrated administration for a wide area (contracting-out, association among local governments), and establishing a special-purpose local government (association among local governments, BPA).

  • A predictable and manageable output is desirable for most businesses. However, it is very difficult to control the quality and quantity of products in the food and agriculture business. Predictable outputs help managers plan their marketing, sales, and inbound and outbound logistics, but these are not easy to achieve in the food and agriculture business. Various industries have adopted different levels of automation and utilization of information systems for quality/quantity control; however e-Commerce of the food and agriculture industry is far behind those of other industries. Today, the food and agriculture industry is supposed to be more integrated than ever in order to reduce risks and improve processing costs, from farm to table. Since its operations including production, processing, storage, distribution, and management are dispersed all over the world, the food and agricultural industries now depend more on IT than other industries. This study attempts to develop a framework to analyze the current situation of agricultural product e-Commerce in Korea, and finds out the actual situation of the farmers operating on-line shopping systems through the developed framework and suggests some improvements.

Evaluation of Traffic Vibration Effect for Utilization of Abandoned Mine Openings (휴·폐광산 채굴 공동 활용을 위한 교통 진동 영향 평가)

  • In this study, the effect of repeated traffic vibration on the long-term stability of mine openings is analyzed for re-utilization of abandoned mine galleries. The research mine in this study is an underground limestone mine which is developed by room-and-pillar mining method, and a dynamic numerical analysis is performed assuming that the research mine will be utilized as a logistics warehouse. The actual traffic vibration generated by the mining vehicles is measured directly, and its waveform is used as input data for dynamic numerical analysis, As a results of dynamic numerical analysis, after 20,000 repetitions of traffic vibration, the mine openings is analyzed to be stable, but an increase in the maximum principal stress and an additional area of plastic zone are observed in the analysis section. As shown in the changes of displacement, volumetric strain, and maximum principal stress which are measured at the mine opening walls. It is confirmed that if the repeated traffic vibration is continuously applied, the instability of the mine openings can be increased. Authors expect that the results of this study can be used as a reference for basic study on utilization of abandoned mine.
