  • The purpose of this study is the issue of public institutions and the financial metrics improve enforcement, public institutions through an integrated management plan for the research is to increase the efficiency of public finances is the purpose of this study. In this paper, the financial operations of public institutions in the five issues (evaluation index system, financial management control framework, Private/Public Sector management, public finance law/institutions, government budget support management) is presented. Issues and a variety of public agencies on how to improve this, this paper proposes the following. the participation of Congress Control Tower(Public Finance Policy Committee )is installed.

  • This study aims to analyze the performance of the beneficiaries of the SMEs(Small and Medium Enterprises) support project that has been handled online on the 'BizOK System', which is the integrated support system for SMEs in Incheon, by comparing before and after receiving support. Various performance indicators can be used, but this study used the rate of increase in sales, exports and employed manpower collected by the 'BizOK System'. Moreover, to analyze the trend of business performance by corporate feature, this study grouped the businesses into 7 categories including sales, business history, number of employees and capital. The results of this study are expected to be used in drawing implications for business support policies by utilizing them as basic data for enhancing efficiency of the support project and establishing corporate policies.

Quality Dimension of Long Term Care Hospital (요양병원의 서비스 질 평가 영역 수립을 위한 질적 연구)

  • Purpose: This is a qualitative study to identify dimensions of long-term care hospital care quality that provide high-level medical services for long-term care patients in Korea. Methods: Service consumers and providers were interviewed, and collected data were analyzed into thesis, type and dimension. The focus group method was applied to two provider groups and individual interview was applied to two persons who had experienced a long-term care hospital. Results: The results of analyzing the consumers and providers was integrated into 8 dimensions: physical environment, staff, clinical care and nursing, multiplicity of activity program, atmosphere, interaction with family, nutrition, and quality improvement system. Conclusion: The dimensions of long-term care hospital care quality from this study can be used as a basis of quality indicators. Quantitative studies to test these dimensions are required for establishing quality management systems.

  • This study introduces a threat level assessment model adapting Fuzzy theories in order to help make decisions for better covering quantitative factors and qualitative ones together. The threat is classified into three major categories - one resulting from navigational condition, another from target vessel specification and the other from external decision environment. The threat levels by each category are examined by a fuzzy inference, and its corresponding weights are assigned via fuzzy measures. Finally the high level threat measures become integrated via a Choquet Fuzzy Integral method into ultimate threat level indicators.

Urban Quality of Life Assessment Using Satellite Image and Socioeconomic Data in GIS

  • This paper evaluates and maps the quality of life in the Atlanta, Georgia metropolitan area in 2000. Three environmental variables from Landsat TM data, four socioeconomic variables from census data, and a hazard-related variable from toxic release inventory (TRI) database were integrated into a geographic information system (GIS) environment for the quality of life assessment. To solve the incompatibility problem in areal units among different data, the four socioeconomic variables aggregated by zonal units were spatially disaggregated into individual pixels. Principal components analysis (PCA) was employed to integrate and transform environmental, socioeconomic, and hazard-related variables into a resultant quality of life score for each pixel. Results indicate that the highest quality of life score was found around Sandy Springs, Roswell, Alphretta, and the northern parts of Fulton County along Georgia 400 whereas the lowest quality of life score was clustered around Smyma of Cobb County, the inner city of Atlanta, and Hartsfield-Jackson International Airport. The results also reveals that normalized difference vegetation index (NDVI) and relative risk from TRI facilities are two versatile indicators of environmental and socioeconomic quality of an urban area in the United States.

A Systematic Review of Acupuncture for Tennis Elbow

  • This review analyzed randomized controlled trials and case reports to identify the effectiveness, and level of evidence showing that acupuncture treatment aids the recovery of patients with tennis elbow. A literature search was performed between $1^{st}$ to $10^{th}$ September, 2019 which used PubMed, the Cochrane library, the Korean databases Oriental Medicine Advanced Searching Integrated System, Korean Studies Information Service System to retrieve Korean and international studies. Amongst the 243 articles retrieved there were 9 randomized controlled trials and 18 case reports. The level of evidence for the recovery of patients with tennis elbow, for efficacy and safety of acupuncture was low. It was observed that the studies had a high risk of bias, missing acupuncture details, multiple combinations of treatments rather than a single treatment, insufficient indicators of assessment, and lacked robustness. Compliance with international standards such as using consolidated standards of reporting trials, will improve the quality of evidence.

  • In recent days, efforts have been made voraciously to create urban spaces where everyone can enjoy an equal life by integrating the socially underprivileged groups including women, children, the elderly, etc. In order to create a inclusive city that accepts everyone regardless of social hierarchy, it is necessary to plan the city by incorporating the marginalized. The purpose of this study is to establish the strategy of inclusive city in each region. To accomplish the goal, we analyze and compile each of the studies that were scattered and make an integrated evaluation index, and evaluate the inclusivity for each region by these indicators.

A Comparative Study of Fishery Industry Competitiveness in China's Coastal Provinces

  • Fishery industry is an important part of agricultural industry in coastal countries. The purpose of this study is to use the theory of industrial competitiveness for reference, use Analytic Hierarchy Process (AHP) and Delphi method to establish the evaluation index system, and analyze the fishery industry competitiveness of 11 coastal provinces in China. This study data came from China Fishery Statistical Yearbook 2020. The results show that Shandong Province is the most competitive province in fishery industry among the coastal provinces. The inter-provincial differences are great. Not only the resource endowment is the factor that affects the fishery industry competitiveness, but also the long-term profitability is too. The proportion of recreational fishery in the fishery economic output value has become one of the main indicators to measure the competitiveness of the fishery industry. The findings of this study suggest that all regions should adopt measures in accordance with local conditions, promote the integrated development of the fishery industry, enhance the added value of fishery products and enhance the competitiveness of fishery industry. The disadvantage of this study is that the fishery industry competitiveness of China's coastal provinces is only compared and analyzed. The future direction is to carry out a comparative study on the international competitiveness of fishery with other east Asian countries.

A comparative study of multi-objective evolutionary metaheuristics for lattice girder design optimization

  • The geometric nonlinearity has been successfully integrated with the design of steel structural system. Thus, the tubular lattice girder, one application of steel structural systems have already been optimized to obtain an economic design following the completion of computationally expensive design procedure. In order to decrease its computing cost, this study proposes to employ five multi-objective metaheuristics for the design optimization of geometrically nonlinear tubular lattice girder. Then, the employed multi-objective optimization algorithms (MOAs), NSGAII, PESAII, SPEAII, AbYSS and MoCell are evaluated considering their computing performances. For an unbiased evaluation of their computing performance, a tubular lattice girder with varying size-shape-topology and a benchmark truss design with 17 members are not only optimized considering the geometrically nonlinear behavior, but three benchmark mathematical functions along with the four benchmark linear design problems are also included for the comparison purpose. The proposed experimental study is carried out by use of an intelligent optimization tool named JMetal v5.10. According to the quantitative results of employed quality indicators with respect to a statistical analysis test, MoCell is resulted with an achievement of showing better computing performance compared to other four MOAs. Consequently, MoCell is suggested as an optimization tool for the design of geometrically nonlinear tubular lattice girder than the other employed MOAs.

The Impact of Logistics Infrastructure Development in China on the Promotion of Sino-Korea Trade: The Case of Inland Port under the Belt and Road Initiative

  • Purpose - This study investigates the impact of inland port development in China on the promotion of bilateral trade flows between China and South Korea. Design/methodology - The probable association between the establishment of inland ports and Sino-Korea trade was estimated using gravity models. In this regards, two sets of data were collected. The first dataset consists of the baseline variables of a gravity model, while the second one includes variables of logistics infrastructure development. The indicators of logistics infrastructure development include inland ports, the amount of government expenditure on transport infrastructure, the lengths of roads and railways, the number of trucks and the number of logistics industry workforce. Findings - The results show that inland port development has a positive impact on facilitating bilateral trade between China and South Korea. However, the positive association holds only for Chinese regions with a large trade volume and a proximity to seaports. In other regions, the impact of inland ports is not statistically significant. Originality/value - To the best knowledge of the authors, this study is the first attempt to explore the economic impact of inland ports in China. In addition, the findings in this paper provide both policy and managerial implications for the future development of inland ports, such as the strategic location of inland ports and integrated intermodal operations.
