The method for estimating the minimum instream flows required for the riverline aesthetics, proposed by the Kim et al.(1996), has been applied to the main channel reach of the Keum river basin in Korea. To determine the minimum instream flows for eight main reaches at Keum river basin, six representative stations have been selected. This paper provides an analysis of influence on the riverline aesthetics, which is affected by change of physical components of river, by using the survey-based quantification method. The developed questionnaire based on the literature, and submitted to the 326 people who visited an each representative station. This surveying had been implemented in three times at each representative station and we had been selected a different flowrate at each implementation. The results of this analysis and survey have produced the relationship between the variation of physical components and riverline aesthetics. Survey results bout the flow comparison are summarized as follows. At the view of riverline aesthetics, most of the respondents re sensitive at the change of the flow velocity and they prefer high water level to low water level. Moreover whole respondents prefer to abundant stream flows and moderate flow velocity. The minimum flows for riverline aesthetics is estimated at each representative station by using the survey-based quantification method and the estimated results of some representative station are greater than mean monthly flow at each station. The result of the analysis appears that establishing minimum instream flows for riverline aesthetics is not only a technical problem but a legal problem. Therefore in the case of establishing the instream flows in the river, the estimated results have to be considered as relative standard.

The physical components of a river, such as water surface width/river width ratio, water level, and flow velocity vary according to different flowrates. Moreover, the riverside landscapes are greatly affected by the change of physical components of the stream or river. This paper provides an analysis of the influence of changing physical components of a river on the riverside landscape using a survey-based quantification method. Regarding the survey results, respondents' satisfaction level didn't show any clear inclination according to the variation of various hydraulic properties. In determining the minimum instream flow using such an inquiry method, the structure of riverside scenery may vary according to the change of seasons or months. Therefore, to determine a consistent general inclination about the flow rate, it is necessary to have more detailed flow rates for each season or month combined with more inquiries.
The newly-developed method for estimating the instream flow, proposed by the authors (1996), was applied to the main channel reach of the Kum River basin in Korea. Performance of the suggested method was tested through the evaluations of the required flow, instream flow, and river-management flow which were estimated at five main reaches with each representative station. The mean drought flow was used as the object flow to evaluate the minimum instream flow for the mid- and large-size rivers. Water quality prediction by using the QUAL2E model was made for both cases that the planned wastewater treatment facilities may and may not be constructed. The required flow for the fish habitat was evaluated for 9 representative fish species. The instream flows required for the riverine aesthetics at Kong-ju and Puyo scenary points, for river navigation at natural channel conditions, and for current and potential recreation activities were evaluated, respectively. The instream flows required for other items are not quantified. On the whole, it is shown that the instream flow to maintain the natural riverine functions such as fish habitat, and riverine aesthetics govern the upstream reaches of the Kum River, and the artificial riverine functions such as conservation of water quality, navigation and recreations govern the middle and downstream reaches. Especially, it is found that the instream flow requirement depends largely upon the construction of wastewater treatment facilities at the Kum River basin.

Many plans of ecologic streams are developed and performed in several regions. In spite of obtaining of instream water is most important problem to composite an ecologic stream, assessment methods for instream water are too various to estimate an optimal result. This study shows practical assessment method which add regional needs such as stream view and necessary water quality level to the traditional method considering water shortage, water quality, ecologic system and necessary flows. It also shows a feasibility of instream water obtaining project in Daejeon city.
Baekgog reservoir is located in Jincheon county, Chungbuk province, of which full water levels will be heightened from EL. 100.1 m to EL. 102.1 m, and total storages from 21.75 $Mm^3$ to 26.67 $Mm^3$. The simulation for reservoir inflow was conducted by DAWAST model. The annual average irrigation water was estimated to 33.19 $Mm^3$ supplied to 2,975 ha and the instream flows could be allocated with 0.14 mm/d from October to April with annual average of 2.52 $Mm^3$. The operation rule curve was drawn using inflow, irrigation, and instream flow requirements data. The reservoir water storage was simulated on a daily basis in case of both normal and withdrawal limit operation. In case of normal operation, the annual average irrigation water supply increased from 31.95 $Mm^3$ to 33.32 $Mm^3$, the instream water supply from 2.40 $Mm^3$ to 2.44 $Mm^3$, the water storages from 15.74 $Mm^3$ to 19.88 $Mm^3$, and the water supply reliability from 77.3 % to 81.6 %. In case of operation with withdrawal limit, the amount of instream water supply was 2.52 $Mm^3$ from reservoir regardless of the condition while the water storage increased from 16.77 $Mm^3$ to 20.65 $Mm^3$. The irrigation water supply capacity was appropriate for the case of normal operation with 2 m heightened condition. The present instream water supply capacity was 35,000 $m^3$/d (6.86 $Mm^3$/y) while 42,000 $m^3$/d (8.36 $Mm^3$/y) in 2 m heightened condition in case of withdrawal limit operation.
This study was focused on establishing the concepts of the instream flow to prevent the problems for the conceptual ambiguity and the difference in the instream flow estimation methods. The average drought flow is defined as the flow required to guarantee the minimum function of the river such as prevention of drying. The environmental control flow is defined as the flow required to control optimal river environment, the flow required for navigation, prevention of sea water-intrusion, protection of river management facilities, conservation of water Quality, fishing, prevention of river mouth closure, control of groundwater level, protection of animals and plants, and landscape. The average drought flow was obtained by flow duration analysis for the natural flows in the Han River at Indo-Bridge gaging station. When considering the 9 factors related to environment conservation, the conservation of water quality was proved to be most important. The pollutants for the river flows were estimated and the water qualities were forecasted. After comparing the water qualities in the future and water quality standards, there quired optimal dilution flow was estimated. The average drought flow and environmental control flow are all non-consumptive flows. Therefore larger flow between them, i.e., Max. (average drought flow, environmental control flow) can be the instream flow. The river management flow can be added to the flows for water utilization in the downstream. The results from this study are expected to be very helpful in the systematic river management on the other main rivers in Korea.
For improving water quality and hish habitat environment the targeted instream flows added to the field measurement of low flow at each reach along Wonju Cheon are calculated by depth, velocity, and the present lower channel width with considering the landscape, aquatic environment, and natural ecological function. Target instream flow increasing ranged from $0.03m^3/s$ of upstream to $0.90m^3/s$ of downstream according to the proposed depths of 0.10m to 0.30m and velocity of 0.2m/s. The methods for target instream flow increasing are base flow increasing by watershed management, non polluted discharge inflow from valley and combined sewer by sewerage system modification, and discharges from upstream reservoirs and detention basins near-by stream. The possible increasing flow rates are $0.19m^3/s$ to $3.42m^3/s$ which are 1.4 to 2.5 times of low flow to be measured which are the equivalent targeted instream flows along Wonju Cheon. The BOD-based water quality improvement are analyzed by QUAL2E. The habitat suitability indices by PHABSIM of Zacco temmincki as target species at middle stream of Wonju Cheon improve significantly by low flow increasing, which is very important to improve water quality and fish habitat.
Recently severe drought caused the water shortage around the western parts of Chungcheongnamdo province, South Korea. A Diversion tunnel from the Geum river to the Boryong dam, which is the water supply dam for these areas has been proposed to solve this problem. This study examined hydraulic impacts on the Geum river associated with the diversion plan assuming the severe drought condition of 2015 would persist for the simulation period of 2016. The hydraulic simulation model was verified using hydrologic and hydraulic data including hourly discharges of the Geum river and its 8 tributaries, fluctuation of tidal level at the mouth of the river, withdrawals and return flows and operation records of the Geum river barrage since Feb. 1, 2015 through May 31, 2015. For the upstream boundary condition of the Geum river predicted inflow series using the nonlinear regression equation for 2015 discharge data was used. In order to estimate the effects of uncertainty in inflow prediction to the results total four inflow series consisting of upper limit flow, expected flow, lower limit flow and instream flow were used to examine hydraulic impacts of the diversion plan. The simulation showed that in cases of upper limit and expected flows there would be no problem in taking water from the Geum river mouth with a minimum water surface level of EL(+) 1.44 m. Meanwhile, the simulation also showed that in cases of lower limit flow and instream flow there would be some problems not only in taking water for water supply from the mouth of the Geum river but also operating the diversion facility itself with minimum water surface levels of EL(+) 0.94, 0.72, 0.43, and 0.14 m for the lower limit flow without/with diversion and the instream flow without/with diversion, respectively.

Instream flows are defined as the stream flows needed to protect and preserve instream resources and values. They are supplied by the essential discharge for maintaining the channel. However, due to the lack of precipitation during the dry season, which is usually between the months of January and April, natural flows are not enough for the instream flows, thus leaving the dams at a shortage. In this paper, the method which will be discussed will show a physical way to improve water quality by the dilution of water that is supplied from a reservoir or dam, and how it is analyzed at the Han River basin. For the sake of this analysis, the basin has been divided into 33 catchments. Each catchment's natural flow has been simulated by SWAT-K, and the future water demand has been estimated using statistical data. It has also been assumed that the Han River basin has two large reservoirs(Chung-ju dam, and So-yang dam). The supply of potential discharge has been calculated using a case of water separately from each dam, as well as supply water from both dams.
This study was performed to evaluate the effect of increasing instream flow at Nonsancheon stream of Nonsan city by securing water storages in upstream reservoirs; Ge-ryong, Gyoung-cheon, Dae-dun, and Tab-jeong. The paralleled and cascaded upstream reservoir operations for 8 storage securing scenarios were considered to simulate daily streamflows at Nonsan station. Using Tab-jeong reservoir water storage, the DAWAST model's parameters were determined, and the verified result showed Nash-Schcliffe's coefficient of 0.666. Instream flows were analyzed to supply maximum $59.85Mm^3$ on an annually average from upstream reservoir storage securing scenarios. The storage securing set of 2 m heightened Ge-ryong, 5 m Dae-dun, and 1 m Tab-jeong showed that the additional secured water storages were $17.132Mm^3$ and instream flow at Nonsan station was increased to $2.183m^3/s$, 2 times of present condition.
