보건교사의 응급간호 경험과 지원요구 (The Emergency Care Experience and Demand for Support of School Nurse)

  • Purpose: This study explores school nurses' emergency care experiences and their needs for systemic institutional support. Methods: Data were collected in 2016 from the interviews with five focus groups comprising thirty school nurses. Qualitative content analysis was then performed using the collected data. Results: The study found that school nurses were vulnerable to over-reaction in uncertain situations as the school's sole health service provider. The study's findings are divided into ten categories. 1) Major obstacles to overcome as the sole health service provider, 2) Assessing an uncertain situation and making appropriate decisions, 3) Providing limited first aid while maintaining control over the situation, 4) Referring or transferring a student to a hospital that creates tensions and raises cost, 5) Becoming an advocate for information disclosure and treatment, 6) Ensuring follow-up actions and proper transfer of responsibility, 7) Making preparations for future emergency, 8) Responding to conflicts arising from over-reaction as a safeguard and professional expertise, 9) Need for the development of standardized manual for school emergency care, 10) Need for practical case-based training. Conclusion: The findings of this study should contribute to the development of the programs aimed at improving school emergency care and the professional competence of school nurse.

제주 지역 공동육아나눔터 운영 실태 연구 (A Study of the Conditions of Cooperative Child-care Places in Jeju Self-Governing Province)

  • Communal places for parents to take child-care are very important in activating cooperative child-care(CCC). Therefore, Jeju Special Self-Governing Province has been operating Cooperative-Childcare-Places(CCPs) since 2016. This study analyzed the operational status of the CCPs and presented the model type to provide data for the activation of CCC. Qualitative analyses were applied to the results of interviews with 10 staff members. The common task they considered difficult was recruitment, and there was a big difference in the operation of the regular program depending on the competence of the staff in charge. The lack of support systems, such as education and consulting, has made it difficult for the staff to do their work. Additionly, four models of CCPs were found, a resident self-governing type, a workplace type, an institutional type, and a rural complex type. In conclusion, CCP spaces should be planned and facilities created with a focus on the needs of child-care activities. Second, the role of staff in helping to organize the parents' self-governing committee is crucial. Third, it needs to establish a support system to strengthen the capacity of the staff members.

Current Issues and Rural Policies of Less-favored Areas in Japan

  • In Japan, the direct payment scheme for mountainous areas was introduced in order to enhance multifunctionality of less-favored areas in 2000. A comprehensive ex post assessment showed that the scheme effectively contributed to prevention of abandoned cultivated lands, maintenance and enhancement of multifunctionality of agriculture, continuous assistance for agricultural production, and revitalization of community. In 2005 a second round of the scheme started and urged encouraging core farmers, improving productivity, and reinforcing inter-village coalition as to promote autonomous and sustainable rural economies. A new different scheme such as 'measures to conserve and improve land, water and environment' was launched for strengthening conservation and management of rural resources over all areas in 2007. It covers one third of paddy fields with regards to maintenance of water facilities and practice of group eco-farming beyond less-favored area. A lot of public programs have been developed for rural revitalization recently. Additionally some have a complementary role to enlarging cultural multifunctionality in rural societies. We could interpret the institutional progress as an evolutionary path of rural development and environmental schemes for the past decade. Much experience of community works through the direct payment scheme for mountainous areas may have resulted in accumulation of social competence for elaboration of rural management..

The Importance of Employees Redistribution in South Sulawesi Higher Educations, Indonesia

  • Purpose: This research aims to provide solutions for human resource problems in public educational institutions to improve employee performance. Research design, data, and methods: The study used a quantitative approach with a survey method. Data were obtained through questionnaires and documentation. Meanwhile, the model used path analysis using Analysis Moment Structure (AMOS) software. Results: Results showed that there was a significant relationship between locus of control and redistribution variables on employee empowerment as well as on employee performance. This result implied that good management through the locus of control and employee redistribution in public organizations could be better to serve the community and organizations. Public change to be superior and demanded by the community to make it a good place to learn. Employees' good behavior and increasing competence can satisfy users of educational and sustainable institutions. Conclusion: To sum up, research on management development of locus of control and employee redistribution is needed to make public organizations, especially those engaged in education. This study provides academic implications by revealing that the locus of control factor and employee redistribution in public organizations are needed to improve institutional services.

공공기록의 개념 및 범위에 관한 논의 (A Study on the Legal Concept and the Scope of Public Records)

  • 공공기관이 기록관리의 대상 범위를 규정하는 것은 설명책임을 다하고 국민의 알권리를 보장하기 위한 선결조건이라 할 수 있다. 본 연구에서는 공공기록물의 개념에 대해 정책적으로 접근하여 기록의 범위를 정함에 있어 포함해야 할 요건들을 식별하였다. 이를 위해 공공기록물법 및 전자정부법, 전자문서법 등의 현행법에서 정하고 있는 공공기록물의 개념과 범위를 분석하였다. 또한 전자화기록의 법적 증거력에 대해 국내외 사례를 검토하여 제도적 보완사항을 제시하였다.

보건진료 전담공무원의 코로나19 대응경험 (The COVID-19 Correspondence Work Experience of Community Health Practitioners)

  • Purpose: This study aims to describe and understand the meaning and nature of community health practitioners' coping with COVID-19. Methods: In-depth interviews were conducted with 12 community health practitioners from August to October 2021, to describe and understand the nature of their coping with COVID-19. The collected data were examined and described based on Colaizzi's phenomenological method. Results: 16 theme clusters and five categories were derived from the community health practitioners' experience of coping with COVID-19. The categories derived were: a war that began without notice, a variety of correspondence tasks assigned, struggling to fulfill given roles, correspondence tasks becoming more systematic, and a fight that has not yet ended. Conclusion: Community health practitioners handled various response tasks related to COVID-19, and faithfully fulfilled their professional roles while performing the primary task of medical care. Hence, attention is required on issues related to the establishment of the national emergency healthcare system and improvement of professional competence of community health practitioners even after the COVID-19 pandemic is over. Furthermore, it is necessary to make ceaseless efforts to address those issues and, in order to do so, social interest and institutional support are needed.

Visualization Based Building Anatomy Model for Construction Safety Education

  • Safety education at the tertiary level prepares students to enter construction industry with adequate safety knowledge; then accidents can be prevented proactively. However, safety subject has not been paid adequate attention in universities and most institutional safety programs consider safety matters in isolation. Meanwhile, anatomical theory in the medicine field has been successfully adopted and proved potential advantageous in various scientific disciplines. With this regard, this study proposes a visualization based Building Anatomy Model (BAM) for construction safety education, which utilizes the anatomical theory in order to improve student's safety knowledge and practical skill. This BAM consists of two modules: 1) Knowledge Acquisition Module (KAM) aims to deliver safety knowledge to students through building anatomy models; 2) Practical Experience Module (PEM) where students safely perform construction activities by using the system to improve safety skill. The system trial is validated with virtual scenarios derived from real accidents cases. This study emphasizes the visualization based building anatomy model would be a powerful pedagogical method to provide effectively safety knowledge and practical skill for students, as a result, safety competence of students would be enhanced.

임상간호사의 항생제 스튜어드십 인식도와 수행도 (Clinical Nurses' Perception and Performance of Antimicrobial Stewardship)

  • Purpose: This study aimed to assess the perception and performance of antimicrobial stewardship among clinical nurses and to contribute to establishing their role through an Importance-Performance Analysis(IPA) matrix. Methods: The study included 203 nurses working in hospitals of general hospital level or higher. Data collection took place from April 9 to May 6, 2024. Data analysis involved descriptive statistics, t-tests, ANOVA, Scheffé tests, and IPA analysis. Results: The average perception score for antimicrobial stewardship was 4.42±0.46, while the performance score was 3.96±0.53. Significant differences in perception and performance were observed across several ares: observation of patients, checking with/suggesting to physician based on assessments, implement tests and antimicrobial administration, patient education and support, coordinating multiple disciplines and institutions, acquiring up to date knowledge(p<.050). Perception was highest in the area of implement tests and antimicrobial administration but lowest in coordinating multiple disciplines and institutions. Conclusion: To establish the specific role of nurses in antimicrobial stewardship, improving nurse perception and fostering collaboration with various experts are essential. Developing educational programs and institutional support tailored to nurses is necessary to address areas identified for improvement in both perception and performance.

국내 건설사업관리 기술인력 역량평가 개선모델(I2CEC) (Improved Model for Index of Construction Engineer's Competency Evaluation System in Domestic Construction Management)

  • ICEC는 경력, 학력, 자격 등 건설기술인의 역량을 정량화하여 종합한 뒤 해당점수에 따라 건설기술인에게 특급, 고급, 중급, 초급 등 4가지 기술등급을 차등 부여함으로써 기술 인력의 효율적 관리 및 적재적소로의 배치를 목적으로 도입된 제도이다. 하지만 시행 7년 차에 접어든 2020년 현재, ICEC는 본래의 도입취지와는 달리 인력배치기준, 역량지수 배점기준 및 기술등급 구분 등에 있어 많은 문제점들이 나타나고 있다. 이에 본 연구는 현행 건설기술인 역량지수(ICEC)에 기반 한 기술인력의 운영 및 평가체계의 문제점을 도출하고 건설기술인의 역량에 비례하는 경력지수를 제시함으로써 역량평가 개선모델인 I2CEC를 개발하였다. 그 결과, 초급 인정을 위한 최소 역량지수를 낮춰 건설사업관리 기술인력의 신규진입이 가능하며, 건설기술인의 실제 역량에 부합하는 경력지수 산정이 가능하다. 본 연구는 국내 건설업의 경쟁력 제고를 위한 효율적인 인력양성 및 경력관리 시스템 구축에 기여할 것으로 기대된다.

과학기술인력의 기업가역량 강화를 위한 교육요구도 분석 (Analysis of Educational Needs for Strengthening Entrepreneurial Competencies of Science and Technology Personnel)

  • 본 연구는 과학기술 인력의 기업가역량을 수요자 관점에서 평가하면서 현재 어떤 역량이 부족하고 새롭게 보완해야 할지를 교육요구도(Borich's Needs Assessment Model) 조사를 통해 분석하였다. 그 결과 산업계가 기대하는 역량 수준 대비 현재 평가되는 수준이 낮은 것으로 나타났고 특히 팀워킹, 문제해결능력, 의사소통, 추상적사고, 직무관련지식 등의 순서로 기대요구수준이 높았으며, 인내력, 프로젝트 지식, 유연성, 자율성, 리더십, 위험감수, 사업화 능력의 현재 수준이 평가항목 전체의 평균보다 낮게 나타났다. 연구를 통해 과학기술인력의 기업가역량 강화를 위한 교육에서 현재 가장 필요한 부분은 문제해결 능력, 팀워킹, 직무관련 지식, 추상적 사고, 의사소통 강화 등의 순서로 나타났다. 이는 조직 내에서 다양하게 접하는 업무 이슈와 현안을 팀 내 협력과 자신의 직무관련 지식을 활용하여 해결해 나가는데 교육의 우선순위를 두어야 하는 것을 말해주고 있다. 특히 이 과정에서 문제를 해결하는 논리적 사고, 결과를 타인에게 효과적으로 전달하는 부분이 함께 보완되어야 하겠다.
